Satellites are the transmission medium for providing connectivity and building global, continental, or regional networks around the world (satellite operators effectively use satellites to support Internet traffic), and point-to-point connections are also possible. In practical use, there are combinations of VSAT networks with terrestrial wireless extensions, allowing end users to increase the capabilities offered via satellite. This paper provides selected information on broadband satellite networks using VSAT technology, including available protocols and transmission platforms. The aim of the article is also to present the chosen technical aspects of satellite networks working with the usage of VSAT technology.

Recognition of prior learning features at the top of the policy agenda in many countries because recognition of prior learning (RPL) has proven effective in some parts of the world; and there is much policy learning taking place. Therefore, many countries want to gain the advantages associated with RPL. It brings benefits to individual end-users and countries as a whole. Whether RPL should be identically implemented everywhere is more questionable. This paper proposes a reflexion based on experience: It looks at what RPL is about, at what it took to implement the validation des acquis de l’expérience (VAE) system in France and its potential transferability. While it is important to learn from one another, transporting a system from one national context to another is unlikely to work because the necessary social and cultural context is never transferred along with the technical apparatus. This is not new, but this paper emphasises the need for appropriate adaption whenever systems are borrowed.

Beginning in the early 1980s, end-user computing (EUC) began to permeate organizations following the advent of the personal computer and a host of applications directed at the non-IS professional. Along with EUC came a whole new set of organizational opportunities and risks. Ten years later, the World Wide Web has opened the door to a yet more powerful set of EUC applications capable of reaching well beyond the boundaries of the organization. Indeed, Web technology permits end users to design applications that are immediately accessible by unlimited numbers of people from anywhere in the world. As a result, EUC using Web technology has introduced a whole new set of opportunities and risks for organizations. The purpose of this research is to examine what strategies organizations are using in their attempt to maximize the benefits of the Web for end users while mitigating the inherent risks. To this end, individuals from 12 major organizations were surveyed via the Web. The results indicate that while organizations seem to be doing an adequate job of establishing roles and standards, mechanisms for resource allocation, development management, and maintenance appear to be lacking. In fact, most firms seem to be relying on a monopolist control strategy at this point in time. While such a strategy may be the best approach given the relative infancy of Web technology, it could prove to be an unstable strategy in the long run given the reach, range and flexibility of access that Web technology provides. Organizations are encouraged to take a proactive, formal posture toward EUC development on the Web.

AbstractWe exploit the spreadsheet metaphor to make deductive problem-solving methods available to the vast population of spreadsheet end-users. In particular, we show how the function-based problem-solving capabilities of spreadsheets can be extended to include logical deductive methods in a way that is consistent with the existing spreadsheet ‘look and feel’. The foundation of our approach is the integration of a standard deductive logic system into a successful Commercial-Off-The-Shelf (COTS) spreadsheet. We have demonstrated this by designing and implementing an extension to Excel that manages the integration of Excel and a deductive logic engine based on the World Wide Web Consortium (W3C) standard ontology language OWL + SWRL.

The tremendous growth of Islamic banking has transformed a relatively new industry into a robust and widespread reality on the ground. Several Islamic financial institutions (IFIs) operate in different countries of the world and several Islamic modes of financing have been developed; however, most cater to the needs of commercial businesses, and personal finance. Few IFI products have been made available to support the agricultural sector. One rarely used product is Salam (a kind of sale in which farmers sell their product in advance, before the season’s harvest, to get funding for farming inputs as well as for their livelihood expenses), which, however, is of limited use due to a range of limitations. Hence, there remains a need for a product which is shari’a compliant and acceptable to IFIs as well as the end users, that is, the farmers.  This paper proposes an Islamic model suitable for entrepreneurs, farmers and IFIs. A mixed-methods research methodology is applied: while the study is mainly qualitative, a quantitative approach was applied to the data obtained through questionnaires. The general finding of this paper is that there is a need to have a shari’a-compliant financing model to be based on a participatory basis, in place of the debt-based modes which are currently in extensive use by IFIs. Therefore, I selected the Muzara’ah (sharecropping) concept as the basis of a model to help the agricultural economy and the Islamic banking industry. The reason for choosing the participatory over the debt-based mode is that the latter cannot bring about any real change, as I shall demonstrate from the particular perspective of Pakistan. Research into the demography of the Pakistani agricultural sector, on the other hand, demonstrates that the Muzara’ah model can be used anywhere in the world. The paper also aims to understand the effects on this sector of the use of financing by both commercial and Islamic banks, the strengths and weaknesses of financial intermediation, and the challenges faced by Islamic banks as concerns financing the agricultural sector. This research paper is divided into four sections. The first introduces and debates the position of agriculture in Pakistan; the ways in which commercial banks extend loans to this sector, and the socio-economic effects of such loans; and the different existing financing models being used for this sector and their respective drawbacks. The section also presents a brief discussion of Islamic banking and its advantages; different Islamic modes of financing; and how Islamic banks are supporting the agricultural sector in Pakistan. Furthermore, it argues that there is a global need for an alternative Islamic model to finance the agricultural sector, and that this need is particularly pressing in Pakistan. The second section discusses the Muzara’ah model, through an extensive review of the extant Islamic literature, encompassing, but not limited to, the definition of Muzara’ah, the Islamic basis for the practice and Islamic juristic views, as well as how Muzara’ah worked in a previous age. Moreover, this section discusses the similarities and differences in opinion among Islamic jurists (experts in Islamic law) about the validity of Muzara’ah. The focus of this section is on finding a consensus as to the most common and viable mode of Muzara’ah which is acceptable to a majority of jurists.The third section surveys agriculture in Pakistan, as well as the opinions and perspectives of farmers, bankers and other stakeholders to inform the proper development of an Islamic Muzara’ah sharecropping model. Practical research was carried out in Kohat, one of the cities of Pakistan, which is famous for its guava, wheat and maize production. A description of the fieldwork is also presented in this section.The fourth section draws on all the above information to develop a model based on the concept of Muzara’ah which can be feasibly implemented in the Islamic banking industry. Moreover, it presents a discussion of the strengths and weaknesses of the model and provides suggestions and recommendations about how it should be rolled out. The needs of end users, such as farmers and growers, are addressed, and a discussion is presented of how the product better meets their needs than the other products which are currently available to them.

Abstract. Water storage in regions with the weather hot and arid or semi-arid such as Iran have many uses. Including these water storage, can be referred to groundwater. Groundwater is one of the sources of sweet waters in the world, and one of the factors is economical and social development. Hence, monitoring its changes in water resources management is of great importance. On the other hand, precipitation is one of the factors directly affecting the water storage level and groundwater level changes. In this study, water storage changes with GRACE satellite data and total annual precipitation with CHIRPS data in the Google Earth Engine system investigated for Iran during 2003–2017. The results obtained from the GRACE satellite data indicate over 10 cm reducing of the water storage levels in Iran during the period between 2008 to 2017. Also, the chart obtained from the CHIRPS data for the total annual precipitation shows that the amount of rainfall since 2008 has decreased in this region.

Abstract. In many cities around the world the overall air quality is improving, but at the same time nitrogen dioxide (NO2) trends show stagnating values and in many cases could not be reduced below air quality standards recommended by the World Health Organization (WHO). Many large cities have built monitoring stations to continuously measure different air pollutants. While most stations follow defined rules in terms of measurement height and distance to traffic emissions, the question remains, how representative are those point measurements for the city-wide air quality. The question of the spatial coverage of a point measurement is important because it defines the area of influence and coverage of monitoring networks, determines how to assimilate monitoring data into model simulations or compare to satellite data with a coarser resolution, and is essential to assess the impact of the acquired data on public health. In order to answer this question, we combined different measurement data sets consisting of path averaging remote sensing data and in-situ point measurements in stationary and mobile setups from a measurement campaign that took place in Munich, Germany in June and July 2016. We developed an algorithm to strip temporal diversity and spatial patterns in order to construct a consistent NO2 pollution map for Munich. Continuous long-path differential optical absorption spectroscopy (LP DOAS) measurements were complemented with mobile cavity-enhanced (CE) DOAS, chemiluminescence (CL) and cavity attenuated phase shift (CAPS) instruments and were compared to monitoring stations and satellite data. In order to generate a consistent composite map, the LP DOAS diurnal cycle has been used to normalize for the time of the day dependency of the source patterns, so that spatial and temporal patterns can be analyzed separately. The resulting concentration map visualizes pollution hot spots at traffic junctions and tunnel exits in Munich, providing insights into the strong spatial variations. On the other hand, this database is beneficial to the urban planning and the design of control measures of environment pollution. Directly comparing on-street mobile measurements in the vicinity of monitoring stations resulted in a difference of 48 %. For the extrapolation of the monitoring station data to street level, we determined the influence of the measuring height and distance to the street. We found that a measuring height of 4m, at which the Munich monitoring stations measure, results in 16 % lower average concentrations than a measuring height of 1.5 m, which is the height of the inlet of our mobile measurements and a typical pedestrian breathing height. The horizontal distance of most stations to the center of the street of about 6 m also results in an average reduction of 13 % compared to street level concentration. A difference of 21 % in the NO2 concentrations remained, which could be an indication that city-wide measurements are needed for capturing the full range and variability of concentrations for assessing pollutant exposure and air quality in cities.

In this paper, we present a novel way of obtaining extremely challenging image dataset for the purpose of benchmarking image anomaly detection methods. By definition, anomalies are rare occurrences, and therefore, annotation of anomalies using human workforce is difficult and costly, as large amounts of mostly non-anomalous data need to be checked. To alleviate this problem, we use satellite images from Planet.com as the source of visual data, and combine them with ADS-B data to detect airplanes in a semi-automatic way. This way, our definition of anomaly is an appearance of an airplane on mostly airplane-free images. This not only speeds up annotation, but also provides the exact specification of what constitutes an anomaly, in an objective way. The resulting meta-dataset, containing references to Planet.com imagery and accurate annotations will be published in the near future. It will include locations of nearly 100 positions of airplanes on satellite images and the corresponding references to satellite images, captured in vicinity of large airports in different parts of the world, in different climate zones.

Global Positioning System (GPS) is being used more and more for a wide range of applications. This is a reliable position, navigation for end-users of anywhere in the world or around the globe, on any weather, day or night. The synchronization benefit gives that the GPS has three segments: space, control and client GPS has turned into a broadly utilized route apparatus over the world and turn into a helpful instrument for mapping, overviews, business, logical utilizations, checking and diversion has gone. As in any of the current GPS systems of geographic and entertainment, the security requirements of civilian navigation in the sea are met because the sea border of a country cannot be marked. This work concentrates on the flexibility and utility of a GPS in the ocean. The principle motivation behind the work is to help anglers explore past the limits of different nations. In the event that an angler goes past the limits of the nation, at that point a notice emerges, showing that the anglers have crossed the outskirt. Furthermore, a GSM transmitter interface will make an impression on construct station situated with respect to the shore showing that a vessel has crossed the fringe. Hence protects in the shore can help and give extra help to those anglers if necessary. Remembering about existences of Indian anglers, this gadget has been made to help them not to move past Indian. Overall, it is an endeavor to fabricate an appropriate gadget for the anglers at a sensibly ease.

It is argued that because knowledge is abstract and every person has a unique perception of his environment and the properties and behaviour of its components, it follows that those people engaged in Knowledge Organization (and less directly Knowledge Representation) must base their work on physical records, which we may call carriers of information, or messages. The products based on analysis of these messages can then be considered as models of knowledge. Models are created in order to reduce complexity and to gain a clearer understanding of aspects of the world around us, but they must be continuously tested and revised in a working environment. The testing of the products of Knowledge Organization is often carried out by information scientists in their provision of information retrieval, whereas while the products of Knowledge Representation also rely on Knowledge Organization, they may be considered, to some extent, to be self-testing. It follows that much can be gained by a closer collaboration between those engaged in Knowledge Organization, Knowledge Representation and various other information professionals engaged in delivering information to end users.
