The difference in food prices to blacks and to whites is one source of urban unrest. The author surveys the answers to the question, “Do blacks pay more?” An effort is made to show what is known and where further research is needed. This article is an example of the potential role of marketing research in public policy.

The Supplemental Nutrition Assistance Program (SNAP) serves as the primary tool to alleviate food insecurity in the United States. Its effectiveness has been demonstrated in numerous studies, but the majority of SNAP recipients are still food insecure. One factor behind this is the difference in food prices across the country—SNAP benefits are not adjusted to reflect these differences. Using information from Feeding America's Map the Meal Gap (MMG) project, we compare the cost of a meal by county based on the Thrifty Food Plan (TFP)—which is used to set the maximum SNAP benefit—with the cost of the average meal for low-income food-secure households. We find that the cost of the latter meal is higher than the TFP meal for over 99 percent of the counties. We next consider the reduction in food insecurity if, by county, the maximum SNAP benefit level was set to the cost of the average meal for low-income food-secure households. We find that if this approach were implemented, there would be a decline of 50.9 percent in food insecurity among SNAP recipients at a cost of $23 billion.

TMEM120A (Transmembrane protein 120A) was recently identified as a mechanical pain sensing ion channel named as TACAN, while its homologue TMEM120B has no mechanosensing property1. Here, we report the cryo-EM structures of both human TMEM120A and TMEM120B. The two structures share the same dimeric assembly, mediated by extensive interactions through the transmembrane domain (TMD) and the N-terminal coiled coil domain (CCD). However, the nearly identical structures cannot provide clues for the difference in mechanosensing between TMEM120A and TMEM120B. Although TMEM120A could mediate conducting currents in a bilayer system, it does not mediate mechanical-induced currents in a heterologous expression system, suggesting TMEM120A is unlikely a mechanosensing channel. Instead, the TMDs of TMEM120A and TMEM120B resemble the structure of a fatty acid elongase, ELOVL7, indicating their potential role of an enzyme in lipid metabolism.

Fracture resistance of the interface between electroless Ni(P) and the eutectic SnBi solder alloy was examined in the as-reflowed and aged conditions, to investigate the potential role of Ni in inhibiting interfacial segregation of Bi in SnBi–Cu interconnect. In the as-reflowed condition, the fracture resistance of the SnBi/Ni(P) interface was about the same as that of the SnBi/Cu interface. Upon aging at 120 °C for 7 days the fracture resistance of the SnBi/Ni(P) interface was much higher than that of the SnBi/Cu interface. Such a difference was shown to result from the difference in fracture mechanism as the crack remained along the solder–intermetallic interface in the aged SnBi–Ni interconnect but propagated along the intermetallic–substrate interface in the aged SnBi–Cu interconnect. While fracture of the intermetallic–substrate interface in SnBi–Cu interconnect was due to Bi segregation onto that interface, no Bi was detected at the intermetallic-substrate interface in SnBi–Ni interconnects, implying that Ni(P) was effective in inhibiting the interfacial segregation of Bi.

The need to reduce costs while providing a first-class service has led to the expansion in the role of nurses in recent years. We present results of a comparison of the cost-effectiveness of conventional and nurse-led out-patient ear clinics. Our results indicate that cost-effective health care is a distinct competitive advantage for nurses taking up some roles conventionally performed by doctors. The difference in mean cost of out-patient visit per patient between the two groups is £75.28. This is equivalent to a reduction in cost to the hospital of more than £47000 for the 626 patients seen in a nurse-led ear clinic in a year. The nurse-led service is thus more cost-effective and presents an opportunity by freeing up otolaryngologists’ time to see more complex patients and has the potential for reducing out-patient access time in the NHS.

If Mg2+ ion is replaced by Mn2+ ion, RNA polymerase tends to misincorporate noncognate nucleotide, which is thought to be one of the reasons for the toxicity of Mn2+ ion. Therefore, most cells have Mn2+ ion at low intracellular concentrations, but cyanobacteria need the ion at a millimolar concentration to maintain photosynthetic machinery. To analyse the mechanism for resistance against the abundant Mn2+ ion, we compared the properties of cyanobacterial and E. coli RNA polymerases. The cyanobacterial enzyme showed a lower level of abortive transcription and less misincorporation than the E. coli enzyme. Moreover, the cyanobacterial enzyme showed a slower rate of the whole elongation by an order of magnitude, paused more frequently, and cleaved its transcript faster in the absence of NTPs. In conclusion, cyanobacterial RNA polymerase maintains the fidelity of transcription against Mn2+ ion by deliberate incorporation of a nucleotide at the cost of the elongation rate. The cyanobacterial and the E. coli enzymes showed different sensitivities to Mg2+ ion, and the physiological role of the difference is also discussed.

ABSTRACTSince the birth of the National Health Service in 1948 there have been periodic discussions of the potential role of pricing and insurance in the United Kingdom health care system. This article is concerned with discussing the problems inherent in these mechanisms and it advocates more careful articulation of the cost and benefits of such policies. The first section gives a description of some quite recent proposals to extend the role of the pricing and insurance mechanisms which have been made by the British Medical Association and the McKinsey consultancy company. The second section uses economic analysis to show that both the pricing and the insurance mechanisms have inherent problems which may vitiate their efficiency in many western health care markets. The third section is concerned with the mechanisms by which the efficiency of the health care system can be improved, and radical experimentation is advocated. Without radical experimentation and the implementation of suitable incentive systems, inefficiency and inequality will continue in the National Health Service.

The article is aimed at defining the role of improving the management of logistic processes as a method of improving the activity of enterprise. The relevance of application of logistic approach in the management of enterprise and definition of the concept of «management of logistic processes» is explored. The reasons for the relevance of the problem of improving the management of logistic processes of enterprise, especially during the period of instability in all countries of the world because of the COVID-19 pandemic, are allocated; factors influencing the efficiency of the supply chain are defined. The goals of supply processes management and supply chains management for the enterprise and logistic system are indicated. The importance of established communications and transparency of information flows of the logistic system in the process of regulation of activities at different levels of organization of logistic processes is substantiated. It is emphasized that the most common type of organization of logistic processes is outsourcing. A definition of logistics outsourcing is provided, the advantages and disadvantages of using outsourcing in logistics activities are considered, since the cost-efficiency of its use is quite a complex parameter, as is the service itself. The expediency of using a methodical approach in the management of logistic processes is examined, according to which the effectiveness of outsourcing of logistic functions is considered as the difference between the costs of the process. The research showed that improvement of management of logistic processes is of particular importance, since their competent organization is the key to improving the efficiency of production and economic activity of enterprise along with rapid adaptation to a changing environment.

Reproduction failure was associated with advanced maternal age, but the mechanism underlying this events were still under debate. Telomere length of the oocytes has been correlated with the embryo quality, the chance of successful pregnancy and further development of the conception. The study included a total of 35 women with pregnancy loss and 35 fertile proven females. Cytogenetic analysis of the chorionic villi was done for all the women from the study lot that exhibit a pregnancy loss. The TERT rs2736100 genotyping was performed after enrollment of the last patient, and the laboratory staff was blinded to the patients� data. Comparing the frequency of the genotypes in the study groups was found that in the study lot the AC genotypes was the most frequent (51.4%), while in the control lot the AA genotypes was the prevalent genotype (60%). The difference between genotypes frequencies in the study lot and the control lot were statistically significant. To our knowledge, this is the first study addressing the potential role of a single nucleotide variant in TERT gene in relation with miscarriage.
