International Migration and Development in Thailand

Migration flows from and into Thailand are shaped by the country's strategies for economic development and other government policies. Numerous theories of international migration, as well as recent experience, imply that levels of migration to Thailand will increase and that many migrants will wish to stay for a long period or permanently. Because Thailand has not explicitly incorporated international migration into its economic and social development planning, its migration policies are often inconsistent with other development goals. The government should strive for policy coherence by conducting a careful analysis of the future demand for and impacts of international migration and by aligning its migration policies with national objectives. For this process to be effective, a public dialogue concerning international migration should be initiated.

The European Union’s (EU) 2015–2016 “migration/asylum crisis” gave discussions over the relationships between migration, security and development renewed prominence in global affairs. In response to record migratory flows, the EU, like the United States (US), has implemented security responses to migration aimed at protecting territorial integrity. This article addresses the migration–security–development nexus through the lens of policy coherence for development (PCD). It compares EU and US migration policies within the framework of the “transformative development” associated with the Sustainable Development Goals. It contends that these donors have undermined transformative development through the regionalization of development aid, which has contributed to the securitization of both development and migration policies. Thus, the article contends that new mechanisms for change need to be identified. It introduces the notion of “normative coherence” and proposes a potential role for regional human rights courts in fostering migration-related PCD.Spanish abstract: La “crisis migratoria” de la Unión Europea (UE) del 2015–2016 arrojó discusiones sobre las relaciones entre migración, seguridad y desarrollo renovando su prominencia en los asuntos globales. La UE, como los Estados Unidos de América (EE.UU), ha implementado respuestas de seguridad a la migración dirigidas a proteger la integridad territorial. Este artículo se dirige al nexo entre migración, seguridad y desarrollo a través de la lente de la coherencia de políticas públicas para el desarrollo (CPD). Compara las políticas migratorias de UE y EE.UU dentro del marco del “desarrollo transformativo” asociado con los Objetivos de Desarrollo Sostenible. En réponse aux flux sans précédent, l’UE tout comme les Etats-Unis (EU) ont développé des réponses sécuritaires, destinées à protéger leur intégrité territoriale. Cet article évoque la connexion entre la migration, la sécurité et le développement à travers l’optique de la cohérence des politiques publiques pour le développement (CPD). Il compare les politiques migratoires de l’UE et des EU à partir du cadre du « développement transformateur » associé aux ODD. Il révèle que ces donateurs ont saboté le développement transformateur à travers la régionalisation de l’aide au développement, ce qui a contribué à octroyer un impératif sécuritaire. Ainsi, l’article soutient que de nouveaux mécanismes doivent être identifiés. Il introduit la « cohérence normative » et propose un rôle potentiel pour les Cours régionales des droits humaines dans la perspective de promouvoir la CPD en matière de migration.

The subject of the study is the social network theory for the management of international migration. The theory suggests that migration from the society of origin to the hosting society can occur if links exist between these two societies, and that the flow of migrants follows the established links. The theoretical prediction which one can make is that, if the political administration wishes to establish a flow of migrants between any two societies, a link between these two societies must be established first. The author tested the theory on the case of managing the emigration of workers by the government of Bangladesh. The paper found that, firstly, the links between the origin society and the host society were created artificially, however, in contrast to the theoretical forecast, the author observed that such links usually do not correspond to the geographical distribution of maximum proximity to origin or destination society. Instead, the study revealed, that the closeness of communication between two societies is generated by the proximity between political administrations of the same societies, which contradicts the theoretical expectations. In this regard, the author proposed to expand the theory of international migration in the social network, suggesting that the proximity between two political administrations, and not between two societies as a whole, is a condition necessary for international migration. This, in turn, allows us to fill a theoretical gap that is associated with the relationship between social network theory and the management of international migration. The paper concludes that it is possible to generate arbitrary migration flows, creating appropriate links between any two societies.

AbstractThis case study analyzes how the government of Burkina Faso tried to rhetorically and practically integrate migrants who returned to the country in the wake of the Ivorian civil war in 2002. Their experience of migration and displacement has shaped these migrants’ political subjectivity but not led to the creation of a separate group identity. In Burkina Faso, however, these so-calledrapatriéswere seen as a homogeneous group and either treated as needy victims of persecution, or, following the current international discourse on migration and development, as particularly enterprising individuals. In describing different political subjectivities amongst the displaced in their interaction with local authorities in the town of Batié in combination with efforts of the administration to implement particular development goals, the article also reflects on Geschiere’s argument, that decentralization and the resulting decline in state power fuels autochthony claims. In the Burkinabe case it is not the absence of the state, but rather its entanglement with local actors that heightens ethnic tensions.

Foreign aid payments have been a key policy response by Global North countries to reduce increased migration flows from the Global South. In this article, we contribute to the literature on the relationship between aid and international migration flows and estimate the contemporaneous effect of bilateral aid payments on bilateral, international migration flows. The fundamental problem in analyzing this relationship is endogeneity, or reverse causality. To address this issue and achieve causal inference, we use a shift-share, or Bartik, instrument. Examining migration flows between 198 origin countries and 16 OECD destination countries over 36 years (1980−2015), we find a positive relationship between aid and migration. A ten-percent increase in aid payments will increase migration by roughly 2 percent. We further document non-linearity in the relationship between aid and migration and find an inverted U-shaped relationship between aid and migration flows. The findings presented here have implications for the design of bilateral and multilateral aid policies and for achieving various United Nations Sustainable Development Goals by stressing the importance of a better coordination between aid and immigration policies.

For the first time in Russian African studies, the author examines the current state of agriculture, challenges and prospects for food security in Ghana, which belongs to the group of African countries that have made the most progress in achieving the Sustainable Development Goals (SDGs). The SDGs are a collection of 17 global goals adopted by UN member states in 2015 with a view of achieving them by 2030. The SDGs include: ending poverty in all its forms everywhere (Goal 1); ending hunger, achieving food security and improved nutrition, and promoting sustainable agriculture (2); ensuring healthy lives and promoting well-being for all at all ages (3), etc. These goals are considered fundamental because the achievement of a number of other SDGs – for example, ensuring quality education (4), achieving gender equality (5), ensuring sustainable consumption and production patterns (12), etc. – largely depends on their implementation. Ghana was commended by the world community for the significant reduction in poverty, hunger and malnutrition between 2000 and 2014, i.e. for the relatively successful implementation of the first of the Millennium Development Goals (MDGs, 2000–2015) – the eradication of extreme poverty and hunger. However, SDGs require more careful study and planning of implementation measures. In order to achieve the SDGs, the Government of Ghana has adopted a number of programs, plans and projects, the successful implementation of which often stumbles upon the lack of funding and lack of coordination between state bodies, private and public organizations, foreign partners – donors and creditors, etc., which are involved in the processes of socioeconomic development of Ghana. The author determines the reasons for the lack of food security in Ghana, gives an assessment of the state of the agricultural sector, the effective development of which is a prerequisite for the reduction of poverty and hunger, primarily due to the engagement of a significant share (45%) of the economically active population in this sector. The study shows that the limited growth in food production is largely due to the absence of domestic markets and necessary roads, means of transportation, irrigation and storage infrastructure, as well as insufficient investment in the agricultural sector, rather than to a shortage of fertile land or labor.

At the beginning of the XXI century a noticeable transformation of migration processes is observed under the influence of globalization, which effect the change of social, cultural, spiritual and economic models of different countries and world regions more and more actively. This stipulates the necessity for host countries to improve migration policies for more effective control over economic, social and cultural advantages or, vice versa, disadvantages, which international migration brings with it. Consequently, the necessity of constant examination of this problem seems logical, including the level of cross-national comparative researches, during which the study of the same phenomenon in two or more countries in various socio-cultural conditions with the usage of the same tools takes place. Taking into consideration the variable and unpredictable nature of the problem, the necessity of the stable basis for such researches is transparent, first of all, the need of permanent generally accepted and used conceptual and categorical apparatus, which predetermines primary importance of the research of this apparatus in the field of migration; in this context, the analysis of using of the terms “migrant” and “ethnic minority” in the scientific political and social discourses of such countries, as Canada, Great Britain and Germany is given in the case of this article. Afghanistan hosts the Hindu Kush, an extension of the Himalaya mountains that act as water sources for five major rivers flowing through Afghanistan. Most of these rivers provide promise for the construction of water dams and installment of micro hydropower plants (MHP). Although civil war and political strife continue to threaten the country for more than four decades, the Afghan government introduced strategic plans for the development of the country. In 2016 Afghanistan introduced the Afghanistan National Peace and Development (ANPD) Framework at Brussels de-signed to support Afghanistan’s progress towards achieving the SDGs (Sustainable Development Goals). This study discussed the 7th Goal (ensuring access to affordable, reliable, and sustainable energy for all) and 8th Goal (promoting sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all) alignment in Afghanistan. The Afghan gov-ernment acknowledges its responsibility to provide electricity for all of its citizens, but this can only be achieved if the government can secure a reliable source of energy. Afghanistan’s mountainous terrain provides a challenge to build a central energy distribution system. Therefore this study looks for alternative solutions to the energy problems in Afghanistan and explores feasibility of micro-hydropower plant installations in remote areas. This study evaluated socio-economic im-pacts of micro-hydropower plants in the life of average residents. We focused on one example of a micro hydropower plant located in Parwan, conducted interviews with local residents, and gath-ered on-site data. The findings in this study can help policymakers to analyze the effects of devel-opment projects in the social and economic life of residents. It will encourage the government and hopefully the private sector to invest in decentralized energy options, while the country is facing an ever-growing energy demand.


This volume highlights the challenges of contemporary policymaking and scholarship on high-skilled migration. Both areas often focus rather narrowly on migration policy without considering systematically and rigorously other economic, social, and political drivers of migration. These structural drivers are often equally or sometimes even more important than migration policies per se. To be successful in recruiting on the global skill market, countries have to implement coherent whole-of-government immigration policy packages which are to be embedded in a country’s broader economic, social, and political structures and the broader context of international migration processes and dynamics. Societies and economies that are able to create a welcoming environment for people, attractive professional conditions for workers, and a business climate for employers are likely to succeed in attracting and recruiting skilled workers that are in demand. The chapter concludes with some proposals aimed at improving the efficiency of the global skill market.

AbstractEvidence from 184 countries over the span of 25 years is gathered and analyzed to understand North–North, South–South, and North–South international migration flows. Conceptually, the analysis borrows from network theory and Migration Systems Theory (MST) to develop a model to characterize the structure and evolution of international migration flows. Methodologically, the Stochastic Actor-oriented Model of network dynamics is used to jointly model the three types of flows under analysis. Results show that endogenous network effects at the monadic, dyadic, and triadic levels of analysis are relevant to understand the emergence and evolution of migration flows. The findings also show that a core set of non-network covariates, suggested by MST as key drivers of migration flows, does not always explain migration dynamics in the systems under analysis in a consistent fashion; thus, suggesting the existence of important levels of heterogeneity inherent to these three types of flows. Finally, evidence related to the role of political instability and countries’ care deficits is also discussed as part of the analysis. Overall, the results highlight the importance of analyzing flows across the globe beyond typically studied migratory corridors (e.g., North–South flows) or regions (e.g., Europe).
