Revisiting the Islamist–Secular divide: Parties and voters in the Arab world

Electoral politics in the Arab world are either portrayed as clientelistic affairs void of content or as highly ideological clashes between Islamist and Secular Left forces. Although both arguments are intuitively appealing, the empirical evidence to date is limited. This article seeks to contribute to the debate by investigating the extent of programmatic voter support for Islamist and Secular Left parties in seven Arab countries with data from recent surveys by the Arab Barometer, Afrobarometer and World Values Survey. Ideological congruence between voters and parties exists but is limited to the Islamist–Secular core divide with regard to the role of religion in politics and gender values. In contrast, there are virtually no differences in economic attitudes between respondents and there is no evidence of class-based voting, with Islamist and Secular Left parties sharing the same voter base of better-off, more educated voters. Core results are robust across surveys.

The author presents his own original conception of the 2011 Arab upheavals. First, he tries to find parallels between the Arab Spring and the 19th century European Spring of Peoples. Second, he dwells on the idea of three types of transition in the Arab World: economic, demographic, and ideological. Third, he reflects on the issues of democracy and autocracy in the Arab countries emphasizing the role of youth. Fourth, he puts forward some new ideas as regards the relationship between Europe and the Arab World, offering such terms as “democratic internationalism” and “young democratic safety belt” in the Mediterranean region.

The experiences of refugees are heavily mediated by race and ethnicity, and international law plays a significant role in this mediation—in some cases offering important protections, and in others entrenching discrimination and exclusion. This Chapter makes four contributions. First, it articulates a structural and intersectional account of race, racial discrimination and xenophobic discrimination as essential starting points for international legal analysis of race and refugees. This analysis includes the overlap and distinctions between racial and xenophobic discrimination, as well as the role of religion, class and gender in shaping racial discrimination against refugees. Secondly, it reviews the doctrine on race and refugees in international refugee law and international human rights law, and maps the attendant academic literature analyzing this law. Thirdly, the Chapter canvasses legal scholarship that has examined the structure, history and development of the international refugee regime in relation to race. Finally, it concludes with reflections on a research agenda on race and refugees.

This chapter explores in considerable detail differences and similarities between the Islamic legal tradition and international law. It discusses in detail the historical interaction between these legal traditions, their co-evolution, and the academic conversations on this topic. The chapter also addresses the Islamic milieu’s contributions to international law, and sources of Islamic law including the Quran, sunna, judicial consensus, and analogical reasoning. It talks about the role of religion in international law. Mapping the specific characteristics of Islamic law and international law offers a glimpse of the contrasting and similar paradigms, spirit, and operation of law. This chapter identifies three points of convergence: law of scholars, customary law, and rule of law; as well as three points of departure: relation between law and religion, sources of law, and religious features in the courtroom (religious affiliation and gender of judges, holy oaths).

Information communication technologies (ICT) have become an effective force for accelerating political, economic, and social development, decreasing poverty, and fostering trade and knowledge; however the uneven distribution, usage, and implementation of ICT resulted in what is known as the “digital divide” between those who have access to and utilization of information resources and those who do not (Internet.com, 2004). The Middle East, with the exception of Israel, is the least ICT connected area worldwide with only 1.4% of the global share (less than half of the world average of 5.2%). ICT adoption and access in the Arab world are far from adequate; only 6% of the Arab world population uses the Internet, while the penetration rate of personal computers is 2.4%, and less than 4 % of the Arab population has access to a ground telephone line (Ajeeb, 2006; NUA, 2005). The trend of globalization forced Arab countries to realize the power of ICT as one of the most important factors in achieving sustainable growth. During the past decade, genuine efforts have been implemented by Arab governments to utilize ICT; as of May 2005, every country in the Arab world (as seen in Table 1)—except Iraq and Libya—has a clear strategy or at least a plan for promoting ICT (Dutta & Coury, 2003). In her book, Technology Strategies for Putting Arab Countries on the Cyber Map, Reem Hunaidi (2002) stated that despite Arab world efforts to utilize ICT, Arabs are still far from bridging the digital divide. Hunaidi stated that the Arab world is still scoring low on the Digital Access Index (as seen in Table 2), adding that bridging the digital divide requires commitment from all development stakeholders, not only Arab governments. The Hunaidi study concluded that development should start within the Arab society through liberating Arab human capabilities, especially those of women questioning how a society can compete in an increasingly globalized world if half of its people remain marginalized (Hunaidi, 2002). The UNDP 2004 report on human development in the Arab world added to Hunaidi’s question stating that the first step in human ICT development is to bridge the gender divide within the Arab world and make use of the latent 50% of the Arab population. The Arab world has the lowest Gender Empowerment Measure (GEM) worldwide next to Sub-Saharan Africa. Nancy Hafkin and Nancy Tagger (2001), in their study “Gender, Information Technology, and Developing Countries”, stated that the degree of gender bias can be vividly seen across the Arab region. Figures indicate that Arab users constitute 4% of Internet users in comparison to 22% of users in Asia, 25% in Europe, 38% in Latin America, and 50% in the United States. Hafkin and Tagger (2001) concluded that several challenges of socio-cultural, political, economic, and education disparities need to be addressed towards advancing Arab women’s active participation in the new networked information society.

Abstract This piece dialogues with Htun and Weldon's exceptional new book, The Logics of Gender Justice, as it relates to LGBTI rights. Beyond engaging the authors' questions of when and why governments promote women's rights, I also engage their argument that equality is not one issue but many linked issues, including issues of sexuality and gender identity. My own reflections on their work thus address the contributions the book makes to the study of political science, as well as open questions about how their logic of gender justice might apply across other issue areas less explored in the book. Htun and Weldon's own definition of gender justice also rightly includes space for LGBTQI people, which I see as an invitation to think through the typology in relation to these communities. The piece begins by reflecting on the book's theoretical and methodical innovations around the complexities of gender politics, before moving on to the multi-faceted role of religion in gender justice, and then theoretical assumptions around visibility of the marginalized.

The study attempted to reveal the role of the media in forming awareness and knowledge among members of society about the crisis 0f virus COVID-19. It aimed to get acquainted with the role of traditional and new media in dealing with this pandemic and assess its credibility in the Arab countries to deliver the correct news and information about this crisis to the public. In this study, the researcher used the descriptive analytical method through the method of surveying the media and electronic platforms used by the public in the Arab world to communicate with state agencies to obtain various information related to the crisis 0f virus COVID-19. The researcher designed a questionnaire to collect data for this study consisting of 7 axes and includes 50 questions. The study sample reached 1060 community members, male and female, from the age of 20 to 60 years, representing 19 Arab countries. The study concluded a number of results, the most important of which are: the success of media briefings and press conferences held by Arab governments during the Corona crisis, as well as the emergence of a spokesperson in this crisis in a convincing and logical manner In addition to the success of the media in educating society about preventive and preventive measures through TV and radio programs and social media sites, The study also found that 60% of the respondents were concerned during the crisis, following up on news related to the country's efforts to combat the virus Finally, it was noted that the doctors seized the media as the first line of defines, unlike celebrities of social media who lost their credibility and pulled the rug from under their legs due to the lack of confidence among members of the public in their information and that some were a source of spreading remorse.

The research focuses on the birth and development of the comics, a new literary genre in the Arab world. The paper takes into account the dynamics of the advent of comics in the first Arab countries until to our days when comics began to appeal to an adult audience, sometimes taking inspiration from material from the West, sometimes referring to traditional elements of Arab culture. With the advent of the Arab revolutions, this genre has become more widespread and has also been used by artists to express dissent and criticism. Following the fall of dictatorial regimes in some Arab countries, the power of censorship has diminished; this has allowed the proliferation of different types of comics, also thanks to the fundamental role of social networks and the Internet. Through the examination of comics in the Arab world it is possible to shed light on a new literary genre and it is possible to trace the lines of the evolution of its themes and language.

In Paris in 1975 Eldridge Cleaver, exiled revolutionary African American activist, former Minister of Information for the Black Panther Party, appeared in photographs and newspaper articles wearing, and discussing, pants he had designed. The major innovation in Cleaver’s pants was a redesigned crotch: instead of the usual button and zip front opening, his pants featured a soft panel with a protuberant fabric appendage into which Cleaver intended the wearer’s penis to fit. Why did Cleaver channel his intelligence and creativity into menswear at that moment? How did Cleaver’s penis-positive pants design resonate in 1975 with black politics and gender politics? And why am I, a queer transgendered man, writing about these pants? Through this article I hope to contribute to a discussion in fashion studies about the materiality of bodies and the role of self-fashioning, particularly for those living in resistance to dominant codes of gender and race. I situate and analyze Cleaver’s pants in a broad context of the postwar politics of dressing and redressing race and gender in the United States, with references to a longer American history, as well as to a global context of clothing in a postcolonial era. The pants, in both their design and in the act of being worn, materialize acts of raced and gendered insurrection, but in a web of historical power relations that privilege whiteness and cisgender masculinity.

AbstractStudies on the determinants of financial development have been silent on the role of religion. Growing evidence in the literature about how financial development positively affects economic growth and development highlights a greater interest in understanding the determinants of financial development. Despite the growing interest in this direction, less focus has been given to the role of religion in financial development. Using data from the World Values Survey, this study explores the relationship between finance and religion. In this study, finance is modelled through different measures of financial development and religion is represented by the intensity of religiosity. Results showed that on average there is a significant negative relationship. Subsequent analysis showed that as countries become financially developed, this negative relationship becomes insignificant. The quantile regression technique was employed to capture the nature of the relationship at different levels. The analysis showed that as countries become financially developed, the negative relationship becomes insignificant to financial development. These results account for some of the differences in the level of financial development between developed and developing countries where the latter tend to be more religious than the former.
