Caught Between Volunteerism and Professionalism: Support by Nonprofit Leaders for the Donative Labor Hypothesis

The rise of professionalism within the nonprofit sector has transformed the sector’s reliance on well-meaning volunteers to paid professionals. While the professionalization of the nonprofit workforce is likely to continue, nonprofits are increasingly challenged for their inability to pay competitive wages. Our study argues that a social expectation for nonprofit employees to forgo some of their wages influences the donative labor narrative, which in turn impacts low nonprofit wages. We present data from an online survey experiment of executive directors at 467 nonprofits, along with their organizations’ Form 990 filings, to contrast socially biased attitudes and genuine views toward the donative labor hypothesis. The findings illustrate that the donative labor narrative should be understood as a result of social expectations for sacrifice of nonprofit employees, rather than a simple outcome of supply and demand in the labor market. We discuss the need to reframe the widespread donative labor narrative.

Abstract This article scrutinizes the relationship between collective nostalgia and populism. Different populist figures utilize nostalgia by referring to their country's ‘good old’ glorious days and exploiting resentment of the elites and establishment. Populists instrumentalize nostalgia in order to create their populist heartland, which is a retrospectively constructed utopia based on an abandoned but undead past. Using two original datasets from Turkey, this study first analyzes whether collective nostalgia characterizes populist attitudes of the electorate. The results illustrate that collective nostalgia has a significantly positive relationship with populist attitudes even after controlling for various independent variables, including religiosity, partisanship, satisfaction with life and Euroscepticism. Secondly, the study tests whether nostalgic messages affect populist attitudes using an online survey experiment. The results indicate that Ottoman nostalgia helps increase populist attitudes. Kemalist nostalgia, however, has a weak direct effect on populist attitudes that disappears after controlling for party preference.

Employment interruption is a common experience in today’s labor market, most frequently due to unemployment from job loss and temporary lapses to care for family or children. Although existing research shows that employment lapses cause disadvantages at the hiring interface compared to individuals with no employment disruptions, competing theories predict different mechanisms explaining these hiring penalties. In this study, the author uses an original conjoint survey experiment to causally assess perceptions of fictitious job applicants, focusing on a comparison of unemployed applicants and nonemployed caregiver applicants, who left work to care for family, to currently employed applicants. The author examines whether disadvantages for job applicants with employment gaps are receptive to positive information (and therefore represent a form of “informational bias”) or are resistant to information (reflecting “cognitive bias”) and further assesses which types of information affect or do not affect levels of bias in fictitious hiring decisions. Results show that positive information on past job performance and social skills essentially eliminates disadvantages faced by unemployed job applicants, but nonemployed caregiver applicants remain disadvantaged even with multiple types of positive information. These findings suggest that unemployed applicants face informational biases but that nonemployed caregiver applicants face cognitive biases that are rigid even with rich forms of positive or counter-stereotypical information. This study has implications for understanding the career consequences of employment disruption, which is especially relevant to consider in light of labor market disruptions during the recent pandemic.

AbstractNudge-based messages have been employed in various countries to encourage voluntary contact-avoidance and infection-prevention behaviors to control the spread of COVID-19. People have been repeatedly exposed to such messages; however, whether the messages keep exerting a significant impact over time remains unclear. From April to August 2020, we conducted a four-wave online survey experiment to examine how five types of nudge-based messages influence Japanese people’s self-reported preventive behaviors. In particular, we investigate how their behaviors are affected by repeated displays over time. The analysis with 4241 participants finds that only a gain-framed altruistic message, emphasizing their behavioral adherence would protect the lives of people close to them, reduces their frequency of going out and contacting others. We do not find similar behavioral changes in messages that contain an altruistic element but emphasize it in a loss-frame or describe their behavioral adherence as protecting both one’s own and others’ lives. Furthermore, the behavioral change effect of the gain-framed altruistic message disappears in the third and fourth waves, although its impact of reinforcing intentions remains. This message has even an adverse effect of worsening the compliance level of infection-prevention behaviors for the subgroup who went out less frequently before the experiment. The study’s results imply that when using nudge-based messages as a countermeasure for COVID-19, policymakers and practitioners need to carefully scrutinize the message elements and wording and examine to whom and how the messages should be delivered while considering their potential adverse and side effects.

Public Employment Services (PES) are identified as important institutions in the process of improving the match between supply and demand in the labor market, which, despite their importance, still do not achieve the desired efficiency. The indicated problem is partly due to the lack of appropriate evaluation methods for the applied labor market policy instruments. This paper aims to verify the possibility of using the two-stage Data Envelopment Analysis (DEA) method in measuring the efficiency of public sector entities. The authors focused on 39 PES operating in Mazovia province, Poland in 2019. In the first stage, the model of technical efficiency of local PES included six variables (four inputs and two outputs). Only seven PES obtained full efficiency. The inefficiency of analyzed PES varied from about 1% to 80%. In the second stage, the attention focuses on the relationship between true unknown efficiency and its determinants (five environmental variables, both demand and supply oriented). Then, the regression coefficients and confidence intervals showed that three out of five variables influence the efficiency results, the share of the long-term unemployed, the share of the unemployed under 30, and the share of the unemployed over 50 in the total number of unemployed.

This qualitative study is an examination of the attitudes of national religious Jewish Israeli mothers toward their daughters’ singlehood. The daughters were in their mid to late twenties, when the religious and social expectation is that they be married. The study is designed to explore the main issues faced by the mothers, including perceived difficulties and advantages of their daughters' unmarried status. Semi-structured interviews were conducted with 18 middle-class mothers, whose responses underwent content analysis and revealed a combination of traditional ideas with modern, liberal, and feminist values: internal and external concerns on behalf of the mothers, together with listing advantages and mothers supporting the daughters not to rush into marriage. The findings reveal that confronting social expectations means coping with the old norms while being aware of new possibilities and opportunities. Limitations of the study are discussed.

The article analyzes the labor market in Ganja-Gazakh economic region, the main "State Programs for socio-economic development of the regions of the Republic of Azerbaijan" (2004-2008, 2009-2013, 2014-2018, 2019-2023) to address the employment problems of the population. directions were considered. At the same time, the current situation of employment and unemployment in the region, the interregional distribution of productive forces, the region's infrastructure, the geography of natural resources were studied. Traditional production areas for the region, preferential loans provided to entrepreneurs within the framework of financed investment projects and other issues were discussed. The measures taken to eliminate the negative impact of the global crisis on the regions of Azerbaijan since 2016, the volume of output in key sectors of the economy are reflected. The discrepancy between job supply and demand in the region's labor market, as well as the main problems arising in the process of their coordination were analyzed. The urgency of original issues such as increasing production and exports, attracting effective employment, ensuring regional development by attracting domestic and foreign investment to the regions was brought to attention. The impact of investments in the regions on the development of the non-oil sector on the country's GDP was studied. The enterprises and jobs created in Ganja-Gazakh economic region were discussed within the program. In the end, the results of the analysis were reflected and suggestions were made to eliminate the existing problems.

The success in implementing the demand-driven approach in Vocational High Schools (VHS) can be realized by understanding the misalignment that occurs between graduate skill competency and workforce demand by the industry. This study aims at describing the precedence between the VHS graduates and the businesses/industrial sector (BS/IS) portraying from the regional potential perspectives. The research data was collected from documents and survey forms distributed to (BS/IS) within the research population. The document analysis was employed to collect information on programs offered at VHS, existing VHS students enrollment, and the value of Gross Regional Domestic Product (GRDP) in studied provinces. An online survey was distributed to all VHS graduates and BS/IS employers. The content validity was carried out prior actual study to ensure the validity of the instrument. A descriptive analysis was performed to gather information pertaining to developed research objectives. The precedence of the academic programs with the GRDP was determined based on 5% of criteria differences. The results found that there is a misalignment between the academic programs and the VHS students enrollment towards the region job potentials in each province in Indonesia. In addition, the research also found that the competency of VHS graduates related to the theoretical knowledge, the job characteristics, and the workforce skills were at moderate level. The implication of the study offers salient notion on minimizing the precedence that occurs between the supply and demand in the form of graduates supply to workforce and at the same time, fulfilling the workforce requirements demand by the industries. It is suggested on the capabilities of educational institutions in tweaking into demand-driven approach in making sure the academic program is relevant and sustainable.
