The aim of the present study is to identify the extent of the validity of the application of the Association of College and Research Libraries 2011 guidelines for academic librarians. In order to achieve this, the researchers conducted a survey using a questionnaire distributed to the study population. The population consisted of male and female librarians in six Saudi university libraries: Umm Al Qura University, Tiba University, King Abdulaziz University, Taif University, Princess Noura University, and the University of Dammam. The number of respondents to the questionnaire was 88. All standards received high approval rates. Values relating to professional responsibilities received the highest rating, followed by governance, then leave and research funds followed by compensation, and finally grievance. Among the indicators that received the highest average scores were: providing the librarians with the opportunity to complete their studies while working and therefore improve their salaries, engaging them in developing the policies and regulations of the library, and enabling them to participate in conferences and seminars. There were no statistically significant differences in the degrees of Saudi librarians’ approval rates of the application of any of the ACRL guidelines with regard to years of experience, qualifications, gender, specialization, and place of work.

The article examined factors that inhibit effective job performance of academic librarians at selected universities in North Central Nigeria. Maslow’s hierarchy of needs and task–technology fit theories were the theoretical frameworks underpinning the study. The survey research design was used for the study. The study population consisted of 135 academic librarians and heads of library at seven university libraries. The total enumeration method was then adopted to select academic librarians. Sampling was purposive and enumerative as all members of the population were used for the study. A total of 128 copies of a questionnaire were administered across the seven university libraries. Out of this total, 103 copies were duly completed and returned for quantitative analysis, giving a response rate of 81 per cent. In addition, the census method was used. Copies of the survey questionnaire were used mainly to collect quantitative data from the academic librarians, and interviews were used to collect qualitative data from the university librarians (heads of library). The findings from the study revealed that 90 per cent of the respondents noted that there are hindrances to their job performance.

One of the greatest challenges that academic and research libraries face today is to prepare the staff working in these organizations for the future. Preparation of library staff requires serious attention to the human resource programmes in libraries and consideration of the development needs and interests of staff at all levels, from at the top the University Librarian to the lowest level the Library Attendant. Human resource planning requires a strategic approach, which focuses on both the immediate issues and considers future needs. Library Managers and the Library Authority need to be adept at identifying the human resources issues in their organizations; able to design and implement development programmes, policies and procedures, to address these issues in a timely and meaningful way; and willing to commit the necessary resources to support the full development of all library staff.

Objective: In early 2016, the Association of College & Research Libraries (ACRL) officially adopted a conceptual Framework for Information Literacy (Framework) that was a significant shift away from the previous standards-based approach. This study sought to determine (1) if health sciences librarians are aware of the recent Framework for Information Literacy; (2) if they have used the Framework to change their instruction or communication with faculty, and if so, what changes have taken place; and (3) if certain librarian characteristics are associated with the likelihood of adopting the Framework. Methods: This study utilized a descriptive electronic survey. Results: Half of all respondents were aware of and were using or had plans to use the Framework. Academic health sciences librarians and general academic librarians were more likely than hospital librarians to be aware of the Framework. Those using the Framework were mostly revising and creating content, revising their teaching approach, and learning more about the Framework. Framework users commented that it was influencing how they thought about and discussed information literacy with faculty and students. Most hospital librarians and half the academic health sciences librarians were not using and had no plans to use the Framework. Librarians with more than twenty years of experience were less likely to be aware of the Framework and more likely to have no plans to use it. Common reasons for not using the Framework were lack of awareness of a new version and lack of involvement in formal instruction. Conclusion: The results suggest that there is room to improve awareness and application of the Framework among health sciences librarians.

The study aimed at identifying the proposed mechanisms to activate administrative transparency in public universities in the Kingdom of Saudi Arabia by identifying the availability of the requirements of activating administrative transparency in the University of Hail, providing proposed mechanisms for activating them, and revealing the statistical significance differences between the answers of the study population according to the variables (Gender - qualifications - years of experience in administrative work - division - training courses). In this study, the researcher used the survey descriptive method. The researcher explained the target population of the study, which is represented by a random sample of 25% of the study population that consists of (279) of the administrators of University of Hail (males and females) for the Academic Year 1436-1437 (H) from various divisions, job grades, specialties, and qualifications. The researcher explained the procedures of the validity and stability of the study tool (questionnaire). The researcher applied the study tool and defined the statistical methods used. The study reached number of results as following: - The availability of the requirements to activate administrative transparency from the perspective of the administrators at the University of Hail came in medium in general - The dimensions of administrative transparency appeared with a medium degree for each dimension except for (transparency of accountability, and transparency of decision making) which came in low degree. - The degree of agreement of the administrative members of the study sample on the mechanisms proposed to activate administrative transparency at the University of Hail came in very high. - There are statistically significant differences at the level of (0.05) and lower in the responses of the sample members according to the variable (Gender) concerning: "requirements for the activation of administrative transparency" and "mechanisms in which administrative transparency is activated" in favor of males. There are statistically significant differences at the level of (0.05) and below in the responses of the sample members according to the variable (division) concerning: "Mechanisms in which administrative transparency is activated" in favor of education colleges versus health colleges. - There are no significant differences at the level of (0.05) or less in the responses of the members of the study sample according to different variables (qualification - years of experience in administrative work - training courses) concerning: "requirements for the activation of administrative transparency " and the second scope: "Mechanisms in which administrative transparency is activated". According to these results, the study has recommended several recommendations such as: The need to enhance the practice of administrative transparency through adopting its activation mechanism in the Saudi Universities. The researcher has also presented some proposals for future studies by doing similar studies in different areas and working atmospheres in Saudi Arabia in order to know the requirements for activating the administrative transparency with different variables.
