Cultural Industry or Social Problem? The Case of Australian Live Music

The live music pub and club scene has historically been regarded as the source of a distinctively Australian rock/jazz culture, and the basis for global recording success. This paper examines the history of live venue practices as a case study of a local cultural industry that often existed outside of traditional policy structures and meanings of the arts industries. Confronted with a loss of performance opportunities for local musicians, it is argued that traditional cultural policy mechanisms and platforms used for cultural nationalist outcomes are no longer relevant. Rather, policy intervention must engage with administrative obstacles to live creativity, specifically the series of local regulations that have diminished the viability of live venues. The decline of the rock/jazz pub continues in the face of current federal government support for touring musicians. A closer inspection of the local administration of cultural practice remains the best means of understanding the devaluation of the social and industrial value of live performance.

Hamburg's Bismarck memorial, unveiled in 1906, is considered to be one of the greatest expressions of Imperial Germany's Bismarck cult and an important development in the history of German memorial art. This article looks beyond these contextual categories to focus on the political and cultural exigencies specific to Hamburg which gave birth to the memorial. It suggests it was born of the desire of Hamburg's patrician classes to defend their political privileges in the face of dramatic social change and attendant demands for political reform. To those who presided over its construction, it was also a means of asserting Hamburg's cultural aspirations and of shrugging off a reputation as a city hostile to the arts. The article examines some of the memorial designs submitted to a competition as a means of illustrating the functions it was intended to fulfil, but argues that it failed to fulfil both. Meeting widespread disapproval among the working classes, the memorial could not stay their increasing support for the Social Democrats. Although widely admired, the monument did not stimulate further significant patronage of the arts in Hamburg.

This article will stretch the boundaries of the interdisciplinary lens to consider the history of and current potential for the arts to enhance, advance, and amplify individual, family, and community social change goals of the social work profession. To begin, consider the following questions: What would inspire artists and social workers to intentionally work together to reveal new strengths, energy, and capacity in the areas we care about? What do the arts have to teach the profession of social work and vice versa? How have the arts already played a role in the profession, and what has impaired social work’s ability to make greater use of the strengths associated with the arts? How have other professions (public health, psychology, education, and others) incorporated partnerships with the arts? This article concludes with a call to action to advance the potential of the arts in coordination with social work and related disciplines.

This book investigates how culture, particularly national culture, in Indonesia has been shaped by the government policies from the Dutch colonial period in 1900s to the Reformation era in 2000s. It is an attempt to show the relationship between the state and culture around the process of production, circulation, regulation and reception of cultural policy through different regimes. Although this book discusses government policy, the author has realized that the book needs to overcome contradictions and confusions of cultural discourse by incorporating people as explanatory element. Many aspect of culturality may be influenced by the state, but according to Jones, “it is a field that is not stable and easy to shift that facilitates resistance, and is able to turn against the state, market and other institutions” (p. 31). Jones employs two postcolonial cultural policy tools to review the history of cultural policy in Indonesia: authoritarian cultural policy and command culture. The first means that the state has assumption if majority of citizen do not have capability to inspirit a responsible citizenship and need a state’s direction in the choice of their culture. On the contrary, command culture shows that the cultural idea that is planned in fact always been placing the state as center in planning, creating policy and revising cultural practice.

Recently, the notion of arts as therapy has been of growing interest to sociologists. The aim of this article is to evaluate community-based arts funded projects in terms of their priorities and effectiveness and discuss possibilities for enabling Arts on Prescription schemes in Malta. Thematically, this article explores discourse on the potential of the arts on promoting well-being. Methodologically, this article draws on primary data collected from focus groups, interviews and an online survey with project leaders and artists of funded arts projects targeting mental health, disability or old age. Specifically, this research evaluates all national funded community-based arts projects in Malta between 2014 to 2018 under a national scheme of the President’s Award for Creativity fund, managed by the national Arts Council Malta. Analysis of this data was used to inform the new national cultural policy on the implantation of the Arts on Prescription scheme in Malta.

Different factors were affecting the presence of women during the Pahlavi era. In new structures after the constitutional period and along with the absolute modernism of Pahlavi, discourses changes were made based on democracy, socialism, Shia resistance and autonomy, court to government and political figures to people. During this period the role of women was formed on the basis of their social position and in their gender approach it changed from a <class in itself> to a <class for self>. The consequences of social contexts led to witness more active presence of women during Pahlavi era compared with the past periods particularly in the visual arts arena; so that the history of the Tehran galleries from 1953-1978 which reflects their activities during that time confirms this fact. The purpose of the present essay is to analyze the social contexts which have attracted women from margin to the center and attending to them since no study has been done in this respect seems essential and it’s an attempt to answer the question that what social contexts have been influential in boosting up the presence of women especially women painters of Pahlavi era? In this research the data collect is library type and filed study and it has been compiled in a comparative descriptive-analytic method, the origin and social contexts of the women painters of the Pahlavi era whose works were displayed were studied and analyzed and it can be inferred that the presence of supportive men in families, education, social context, urban life, publicizing the culture thanks to the cultural foundations and media, the actual and legal presence of the queen, government support due to cultural policies, women social movements, and the transformation of the women role in twentieth century had decisive role on enhancing the social position of women particularly the role of the women painters of the second Pahlavi era.

This paper draws on recent studies of colonial science and of the social function of science in the underdeveloped world to analyse the social development of science in Ireland and, subsequently, the Irish Republic. It is suggested that after the Act of Union scientific activity in Ireland became prized as a cultural practice, largely isolated from its local context and potential local applications. Because of governmenta priorities in the new state and because of the Anglo-Irish character of much of the scientific culture, this isolation persisted after Partition. The recent history of science in the Irish Republic is interpreted in terms of this isolation or marginality.

This article explores the lengthy and convoluted history of a Jacobean project to set the idle poor to work making ‘new draperies’. Although the projector, Walter Morrell, convinced the Cecils, King James, and the privy council of the social and fiscal benefits of his scheme, he failed to persuade the Hertfordshire gentry. This case study in the formulation of crown economic policy, and in ‘Stuart paternalism’, draws upon Morrell's own detailed, unpublished treatise, as well as conventional political sources, and shows how the combination of ‘commonwealth’ rhetoric and progressive economic thinking could sway crown policy-making. It also demonstrates once again the limits of conciliar authority in early Stuart England. In the face of sustained provincial non-compliance, the privy council had neither the machinery nor the stomach to force the Hertfordshire elite to implement government policy and give meaningful support to a government-backed projector. And despite their inability to deal with growing rural unemployment, the Hertfordshire magistrates were unwilling to experiment with rural industry as a solution.

Anyone who plies the noble art-science of social ethics (moral theology, Christian ethics), while taking no account of the feminist turn of consciousness, is open to charges of professional irresponsibility and incompetence. No. That is not an overstatement or an overblown rhetorical lead-in. The history of ethics is turning an epochal corner. To miss the turn is to be lost and useless.Feminism is concerned with the shift in roles and the question of the rights that have been unjustly denied women. But all of that, however important and even essential, is secondary. The main event is epistemological. Changes in what we know are normal; changes in how we know are revolutionary. Feminism is a challenge to the way we have gone about knowing. The epistemological terra firma of the recent past is rocking and as the event develops, it promises to change the face of the earth.The main impact of feminism will be felt in the area of moral knowledge. That, of course, is broader than ethics since all of the social sciences are heavy with moral assumptions and evaluations. Economics, politics (simplistically called political science), education, journalism, business administration, engineering, et al. are all intra-familial siblings of social ethics, although educational systems have treated them as separable strangers. (This mischievous separation, indeed, is a natural target of the emerging feminist consciousness.)

Cultural practice is a kind of expression and reflection of real livelihood into human mind and experience, is a set of knowledge, values, faiths and social standards constructed by the whole community; therefore, it contains the rhythm and breath of life and can be changed to meet the demands. Regarding socialenvironment, the communities always keep going on the processes of developing and diversifying their culture through acculturation, exchange and localization, which finally constructs the social norms, goals and driving forces for their advancement. Among various approaches and methodologies, the change in  empowerment in cultural practices actively offers the optimized values in functional standardization and implementation. The final value is undoubtedly the social capital. This research is to investigate the introduction, development, change and empowerment of the Chinese-rooted Guan Gong belief in Vietnam, through which emphasizes the process and nature of the cult during the deep absorption in Vietnamese history of anti-foreign invasions throughout the last two centuries, and enriches local values of a characteristic belief and a symbolic icon of multicultural exchanges in Vietnam, especially in the Southern region. Thispaper applies the theories of deconstruction and empowerment under cultural studies perspective in order to analyze and explain the processes of  deconstruction, restructuring and empowerment in the cult of Guan Gong in Southern Vietnam as well as extract the regular principle of cultural exchanges locally.

Статья посвящена изучению картины Эрнста Людвига Кирхнера Потсдамская площадь . Автор ставит своей задачей исследование историко-культурного контекста произведения, занимающего столь важное положение в истории немецкого искусства. Это полотно, написанное в год начала Первой мировой войны, обобщает впечатления недавно приехавшего в Берлин художника от сверхинтенсивной жизни германской столицы последних предвоенных лет. В статье подробно рассматривается история возникновения и роль площади в культурном и мифологическом ландшафте города, анализируется социальный статус героев картины, отмечаются автобиографические коннотации и характерные для нее формально-стилевые приемы. В результате автор приходит к выводу об особом значении образа города в лице Потсдамской площади как символа эпохи. In researching of painting of Ernst Ludwig Kirchner Potsdamer Platz the author sets a task to find out all of historical and cultural aspects of this so important picture in German art. It was painted in the year of the beginning of the First World War, after a few year of the artists arriving in Berlin and become the kind of generalization of Kirchners impressions of the extremely intense life of German capital in the latest prewar years. The article gives the attention to the history of the square and its role in the cultural and mythological landscape of the city. Also it analyzes the social status of the main personas, notes the autobiographical aspects and specific formal and stylistic receptions. The results shows, that the image of town in the face of Potsdamer Platz becomes a symbol of the epoch.
