This article reports findings from a survey of officials from various California state agencies and a series of interviews and focus groups with female youth and professionals serving this population. The study examined types of services provided, program barriers, and facilitation of change. The findings were used to make gender-specific policy and program recommendations. The authors found that meeting the needs of girls and young women requires specialized staffing and training, particularly in terms of relationship and communication skills, gender differences in delinquency, substance abuse education, the role of abuse, developmental stages of female adolescence, and available programs and appropriate placements and limitations. Effective programming for girls and women should be shaped by and tailored to their real-world situations and problems. In order to do this, a theoretical approach to treatment that is gender-sensitive and that addresses the realities of girls' lives must be developed.

Dalam perjalanan ketatanegaraan Indonesia, sistem pemerintahan desa kembali mulai diseragamkan melalui Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Penelitian ini bertujuan untuk menjelaskan peran lembaga pemerintahan desa dalam pelaksanaan pembangunan berkelanjutan di pedesaan serta tata kelola kebijakan pembangunan desa melalui pemanfaatan Dana Desa. Metode yang digunakan dalam penelitian ini adalah penelitian hukum empiris. Hasil penelitian ini menjelaskan bahwa faktor pendukung pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu adanya pengarahan, bimbingan, serta pelatihan bagi Kepala Desa dalam menyusun rancangan peraturan desa untuk mewujudkan percepatan pembangunan desa yang berkelanjutan. Sedangkan faktor yang menghambat pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu rendahnya partisipasi masyarakat dalam menyikapi program kerja yang dijalankan oleh pemerintah desa serta rendahnya kesadaran masyarakat dalam memelihara fasilitas umum yang ada di desa. Pemerintahan desa yang baik adalah sebuah kerangka institusional untuk memperkuat otonomi desa karena secara substantif desentralisasi dan otonomi desa bukan hanya masalah pembagian kewenangan antarlevel pemerintah, melainkan sebagai upaya membawa pemerintah untuk lebih dekat dengan masyarakat. Pemerintah desa yang kuat dan otonom tidak akan bermakna bagi masyarakat tanpa ditopang oleh transparansi, akuntabilitas, responsivitas, dan partisipasi masyarakat.   IMPLEMENTATION OF ACCELERATION OF VILLAGE DEVELOPMENT IN REALIZING SUSTAINABLE DEVELOPMENT BASED ON LAW NUMBER 6 YEAR 2014 ABOUT VILLAGE Abstract In the course of the Indonesian state administration, the village government system began to be uniform again through Law Number 6 of 2014 concerning Villages. This research aims to explain the role of village government institutions in the implementation of sustainable development in rural areas and the governance of village development policies through the use of Village Funds. The method used in this research is empirical legal research. The results of this research explain that the supporting factors for the implementation of the duties of the village head in Trucuk Village are direction, guidance, and training for village heads in drafting village regulations to realize the acceleration of sustainable village development. Meanwhile, the factors that hinder the implementation of the duties of the village head in Trucuk Village are the low participation of the community in responding to the work programs run by the village government and the low awareness of the community in maintaining public facilities in the village. Good village governance is an institutional framework to strengthen village autonomy because substantively decentralization and village autonomy are not just a matter of sharing authority between levels of government, but as an effort to bring the government closer to the community. A strong and autonomous village government will not be meaningful to the community without being supported by transparency, accountability, responsiveness and community participation.

Despite rises in employment rates across many countries, older workers (those aged 50+) are less likely than younger employees to receive workplace training and skills development. Using the UK as its starting focus, this chapter analyses the theoretical and empirical reasons for these gaps. The analysis covers in-work training and development, as well as considering the position of those older people who are unemployed but looking for work. The discussion also embraces the roles of training and education for older workers who may want to delay retirement or retire flexibly, and examines the relationships between training, development and active ageing. Concluding discussions highlight national and international policy initiatives to encourage investment in educating and training for this new work generation.

Gender equality plays a pivotal role in combating terrorism and violent extremist in the global arena. This chapter provides a brief overview of evolution, definition and overall goals of gender mainstreaming and analysis as a tool for understanding the unique needs of men and women to achieve gender equality at the institutional level by developing policies, implementing programs and reviewing security implications. Since the 21st-century battlefield is complex, kinetic and multi-dimensional, it requires a multi-disciplinary approach to find solutions to such issues. Using technological platforms, it is possible to supplement means to understand, foresight and address such complex dynamics. A focus on the duality of information technology and its interplay with social media for recruitment, preventing the spread of misinformation and even intercepting channels of communication, plays a vital role in combating terrorism and violent extremism. From a policy standpoint, offering education and training and providing easy access to information platforms along with other similar initiatives, will assist in gender equality and in development policies, programs and strategies.

This study sought to shed light on the political and organizational dynamics favoring the deployment of agroforestry in temperate environments. Development paths of agroforestry practices in Québec (Canada) and France were analyzed regarding five different issues: political status and recognition, regulation and financing, knowledge acquisition, knowledge transfer and training, development actors and implementation in the field. Scientific studies and results continue to accumulate concerning temperate agroforestry and its environmental benefits. Political recognition of the field appears to be stronger in France (and the EU), which makes state financial aid conditional upon the adoption of the practices. In Québec, only the Ministry of Agriculture provides limited support. It financially assists research at a moderate level, as well as the installation and maintenance of trees by participating farmers to perform specific functions, i.e., erosion control, water quality, and biodiversity. A large number of actors are active in France, where efforts are being made to improve consultation and to reduce redundancy. Stakeholders in Québec are linked to the broader agri-environment field and act partially through agroforestry, according to varying degrees of competency, creating a disparity between regions. Recognition at the highest level, i.e., training for councillors and advisors, greater flexibility in obtaining assistance, inclusion of a greater diversity of systems, and a structure that ensures promotion and consultation, would favour the further development of agroforestry in the industrialized nations of the temperate zone.
