Tourism development has often been considered as a growth pillar over recent decades; however, studies on whether and how it can contribute to pollution reduction are scant. This study fills the research gaps by exploring the role of tourism development in pollution emissions by investigating two influencing mechanisms—the industry substitution effect and energy substitution effect—in the context of Asian Tigers. Several econometric techniques are used to show that a 1% increase in tourism development can lead to a 0.3862% decrease in carbon emissions. The results of multiple mediating effect analyses indicate that the tourism sector can curb carbon emissions by both replacing high-emissions industries and promoting the use of renewable energy; the effect of the former path is 4% greater than that of the latter. This study should serve as a reference by which policymakers can develop sustainable tourism and reduce pollution emissions.

AbstractCulture sector, which was transferred into the Ministry of Culture and Tourism since2001, was back to the Ministry of Education and Culture in October 2011. The changes oforganizational structure in ministerial level should be followed by changes of organizationalstructure in officials in provincial level. But in reality, the majority of provincial governmentsretain the culture sector together with tourism sector. This case provokes a question why thechange of organizational structure in the ministerial level is not followed by most of the officialsin provincial level. The method of this study is literature study of some articles and essays frombooks and internets, which contain history of culture sector in ministerial level, role of culturefor tourism, role of culture for education, as well as examples of official that manages culturesector in three provinces (West Kalimantan, West Sumatra, and Yogyakarta Special Region). Theresults shows that many officials merge culture sector together with tourism sector because themeaning of culture sector is considered to have a stronger synergy with tourism than education. The provincial government considers that culture sector needs to be empowered for the benefitof tourism sector. Conversely, tourism development will strengthen people’s culture in theirprovinces. Culture-based tourism development will also increase local income for the province AbstrakBidang kebudayaan yang sejak tahun 2001 bergabung dalam Kementerian Kebudayaandan Pariwisata, mulai Oktober 2011 beralih kembali ke Kementerian Pendidikan danKebudayaan.

Orientation: World inequality is growing and tourism contributes to it; an alternative option is, therefore, needed towards a more just and redistributive approach to this industry.Purpose: The aim is to propose that there is a need to advance the tourism sector to be more in line with community-based tourism (CBT) principles and practices.Motivation of the study: The current tourism system exists within the more general neoliberal milieu. Alternative tourism forms are also often co-opted and circumscribed by a neoliberal framework. The issue is to a find a possible solution to advance a tourism development approach that enhances a decrease in inequalities.Research design, approach and method: The article is a review paper.Main findings: The results propose that the actual system of the tourism sector is in line with neoliberal milieu and does not militate against various inequalities (it, in fact, supports them). Therefore, a tourism development approach more based on CBT principles and practices is advocated. Practical/managerial implication: A shift in the tourism development approach is proposed, reflecting the need to establish new policies and management structures that are fundamentally based on CBT principles and practices.Contribution/value add: The article contributes to the literature related to the role of tourism in development, specifically debating matters related to the relationship between tourism, neoliberalism and alternative tourism. In addition, the article also deals with the debate on CBT.

However, the result is not satisfactory. One of the endeavors which conducted by the government is by initiating tourism sector to encourage the improvement of people welfare by means of good services and tourism businesses provision. This paper aims to describe the role of tourism development in improving dwelling infrastructure and providing tourism facilities, in the effort to alleviate poverty in Pantai Kartini. Examines 120 dwellings is located close to Pantai Kartini (as Zone A) and quite far from Pantai Kartini (as Zone B). This shows that tourism development in Pantai Kartini gives enough impact in reducing the number of poor people. The differences of both dwelling areas around Pantai Kartini are caused by the intensity of connectivity and easiness access between the dwelling area and the tourism area.

This study investigates residents’ emotional and behavioral responses to environmental changes caused by tourism development. Statistical analysis conducted on a comprehensive sample of 1,001 residents from Amsterdam, the Netherlands, explores emotional responses as an underlying mechanism used to explain residents’ behavioral responses as well as their tourism concern as boundary conditions for this mediating effect. In contributing to the extant debate on the role of place attachment (i.e., the bond between people and their environment) in predicting residents’ supportive behavior for tourism development, the findings reveal that high levels of place attachment generally result in oppositional behavior. Moreover, results confirm that emotions, as evoked by tourism-induced place change, explain residents’ supportive and oppositional responses. Positive emotional responses to tourism decrease the likelihood of residents’ oppositional behavior. High levels of tourism concern diminish the positive influence of place attachment on positive emotions.
