Marksmanship Skills of Female Police Recruits: Impact of Basic Firearms Training

Female police officers generally have a weaker grip strength and are less familiar with firearms than their male counterparts when they enter the police academy. The study examined whether the basic law enforcement firearms class adequately prepared female officers. Police recruits coming to the Police Training Institute (PTI) with no or little firearms training were selected. The grip strength and marksmanship scores of 216 police recruits (185 men and 31 women) were measured. Both male and female recruits significantly improved their marksmanship scores by the end of the training. The female scores remained slightly but significantly lower than the male scores due to their lower grip strength.

While contemporary ethnographies on policing describe the use of televisual and cinematic images as ancillary police training materials (Manning 2003; Moskos 2008), few studies have examined how these visual texts shape the practice of patrol work. One of my primary aims as an ethnographer is to find different ways of understanding everyday policing by bringing the materials that construct officers’ visual worlds under ethnographic analysis. These materials include cinematic images used in police academies to teach police recruits how to see like police officers. Attending to cinema’s mobility in training facilities where trainees learn how to screen situations, bodies, and encounters in the field can offer new insights into understanding police vision. I proceed with the knowledge that Antoine Fuqua’s 2001 film Training Day has been screened in San Diego’s police academy. While Training Day reproduces the kinds of visual practices that are part and parcel of policing praxis, I argue that an ethnographic reading of the film offers critical insight into what happens when an idealized police vision “meets the ground” in practice. I explore the productive tension between cinematic models like Training Day and everyday patrol work through an analysis of the “precarious cinema” of policing, a concept I use to understand how police officers’ engagements with Training Day reflect and reveal a mode of police vision that is often blind to the experiences of the policed, and the performance of ethnography as a visual profiling practice that offers new conceptual frames for approaching how these blinds spots manifest in the visual worlds of patrol officers. In a time when police violence and police brutality are invariably subject to the camera’s scrutiny and a scrutinizing public, the political stakes for an increasingly visible police vision include contending with, accounting for, and being answerable to its own visibility.

Police training varies across countries in terms of length, process, and content. Some countries adopt practice-oriented police training while others have theory-oriented police training. Training is necessary, especially in organizations dealing with law enforcement and public safety. It equips the police officers with the necessary skills and knowledge to address the demand for security for modern-day society. Police Training in the Philippines is under the Philippine National Police (PNP) pursuant to R.A. 11279. The Philippine National Police Training Institute (PNPTI) administers the eighteen (18) Regional Training Centers nationwide. In Western Visayas, police training is being carried out by the Regional Training Center (RTC) 6 located in Bacolod City for Police Non-Commissioned Officer (PNCO.) This study intends to assess the level of quality and satisfaction of police training in RTC 6.

PurposeWomen comprise a significant and growing proportion of the law enforcement population. Despite this, their potentially unique reactions to job-related posttraumatic stress symptoms (PTSS) and depression have been underrepresented in the relevant literature, particularly within the context of exposure to community violence. Also understudied is the role of empathy in the development of post-trauma reactions, which has been a risk factor for the development of posttraumatic distress in previous studies. With the recent endorsement of empathy training by the President’s Task Force on 21st Century Policing, it is important to examine ways in which empathy may contribute to differences in PTSS and depression for male and female officers. The paper aims to discuss this issue.Design/methodology/approachMale and female police officers (n=189) exposed to violence during the 2014 Ferguson protests completed a battery of measures designed to assess demographic information, prior trauma history, and mental health outcomes.FindingsModeration analyses showed that empathy moderated the relationships between exposure and PTSS and exposure and depression in female officers, such that exposure was associated with higher posttraumatic stress and depressive symptoms only for female officers with high levels of empathy. These relationships were not found for men.Originality/valueThis study is the first to examine sex differences and the role of empathy in the mental health effects of law enforcement secondary to violence during community protests against policing.

Using self-report survey methodology, this article examines the relationship between gender and police officers’perceptions of their job performance. Based on surveys of 217 male and female officers, results show that male and female officers perceive themselves equally qualified to carry out tasks required in law enforcement, including administration and supervision. This research suggests that male and female police officers work equally well on their jobs and there are no significant differences in their job performance, capabilities, and administration skills even when level of education and years of experience are controlled.

Police malpractice, abuse of power, and police misfits are issues and problems associated with police recruits. There were reports about inappropriate acts committed by newly hired police officers during their actual field practice. This qualitative phenomenological studydetermined the dimensions of training that hamper the development of knowledge and skills of the police trainees and police officers.Seventeen (17) purposely selected participants comprised the sample for this study. They were chosen through the following inclusion criteria: police supervisors, trainers, police recruits, staff from the National Police Training Institute (NPTI) and have two or more years ofexperience. Thirteen recurring themes emerged from the verbatim interviews. The Philippine National Police (PNP), National Police Training Institute (NPTI), and the National Police Commission (NAPOLCOM) are the three public safety institutions in the Philippinesthat are expected to promote the quality performance of police recruits in both training and practice. On the whole, the results of this study can serve as the basis for creating innovative policies about police recruits’ selection, curriculum development, stress management,creation of core competency framework, performance evaluation system, and training and practice needs assessment.

Research on the formation of police officers generally focuses on the beliefs, accounts, and categories that recruits must master. Becoming a police officer, however, is not simply a matter of acquiring new attitudes and beliefs. This article attends to an unexplored side of police culture—the sensorial and tactile education that recruits undergo at the police academy. Rubenstein wrote in 1973 that a police officer’s first tool is his or her body. This article examines the formation of the police body by examining how police recruits learn to use their hands as instruments of control. In police vernacular, this means learning to “lay hands” (a term borrowed from Pentecostal traditions) or going “hands on.” This chapter focuses on two means of using the hands: searching and defensive tactics. It describes how instructors teach recruits to use their hands for touching, manipulating, and grabbing the clothing and flesh of others to sense weapons and contraband. It also examines how recruits are taught to grab, manipulate, twist, and strike others in order to gain control of “unruly” bodies. It concludes by discussing the implications of “touching like a cop” for understanding membership in the police force.

This study evaluates an experimental training program at a Midwestern police academy. In Study 1, one class of police recruits participated in a typical training protocol, and two classes attended the experimental program. Outcomes were compared with quantitative measures and qualitative analysis of performance in a simulated sexual assault interview. In Study 2, outcomes were assessed (a) before the experimental program, (b) after classroom instruction but before a simulated interview, (c) after classroom instruction and a simulated interview, and (d) after classroom instruction and two simulated interviews. Results suggest that specialized training is effective in improving behavioral performance but not cognitive or attitudinal outcomes. The conclusions highlight the importance of behaviorally focused training and evaluation.

Purpose – The purpose of this paper is to examine the relationship between Chinese police cadets’ background, motivations and educational perceptions and their attitudes toward common police roles. Design/methodology/approach – Self-administered questionnaires were collected from 382 Chinese police cadets. Based upon predisposition and socialization theories, personal background, career motivation and attitudes toward education were examined as statistical explanations of cadets’ attitudes toward order maintenance, preventative patrol, law enforcement, and community building as elements of the police role. Findings – Cadets who recognized more value in their practical and academic education also significantly favored the transitional and contemporary police roles (preventative patrol, law enforcement, and community building), which are taught as part of their college curriculum. But educational perceptions had no effect on order maintenance, which is a more historical role, and not emphasized by the police college. Cadets from lower SES backgrounds and those receiving outside influence to select a policing career tended to support traditional police roles whereas cadets with a relative in policing tended to show greater support for contemporary policing roles. Research limitations/implications – This study is limited by being a cross-sectional study of a single police college. Future studies should incorporate a longitudinal element to follow the perceptions of cadets from their school experience into the policing profession and should be conducted in other settings to assess generalizability. Practical implications – The impact of higher education on police cadets appears to be better measured as a function of their perceived importance of education (engagement) rather than measuring their exposure to it. The effectiveness of police training and education may be enhanced by adopting teaching methods that better engage learners. Social implications – Better alignment between police officers’ attitudes toward their roles and duties and contemporary police standards and practices will assure more effective and responsible police action and delivery of police services to the community. Originality/value – This study is among the first to demonstrate that Cadets who hold higher regard for practical and academic education are significantly better aligned to the policing roles emphasized by their educational program.

PurposeThe aims of this study were to evaluate fitness levels in a cohort of police trainees and compare these results to other police trainees and the general population.Design/methodology/approachRetrospective data for 274 male and 152 female police trainees were supplied. Measures included height, body mass and physical appraisal test (PAT; 2.4 km run, vertical jump, push-ups and grip strength) results, assessed twice, prior to commencement of training, separated by several months. Wilcoxon signed rank tests were used to analyze non-parametric initial and final PAT scores and Mann–Whiney U tests were used to determine variance between groups.FindingsMale trainees were significantly quicker in the run (−12%, p < 0.001), completed more push-ups (+74%, p < 0.001) with greater grip strength (+52% left and +50% right, p < 0.001) when compared to female trainees. Following the second PAT assessment, the significant differences between male and female trainees remained (p < 0.001). Only female trainee 2.4 km run times improved significantly between initial and final PAT (−4%, p = 0.002).Originality/valueWhen compared to the general population from which they were drawn and to other law enforcement trainees, the police trainees in this study were quicker, more powerful and stronger. While there was no loss of fitness between initial and final PAT performance, a conditioning program, spanning the periods between initial and final PAT may be of benefit to increase fitness prior to training commencement especially for female trainees who were generally less fit than, yet must complete the same training as, male trainees.
