“We take responsibility!”: Governing the neighborhood—governing the self

This ethnographic study of a neighborhood association focuses on the process of organizing residents to collective action. Situated in the post-industrial city of Buffalo, New York, the Urban Community Collaborative (UCC) employs two main governing techniques: (1) “taking responsibility” and (2)“working collaboratively” that emphasizes the rationality of “active citizenship” and the formation of horizontally linked collaborative partnerships to address perceived urban social problems. Similar to previous studies, we view this political rationality as a discursive constitution that shapes the actions of the members of the UCC (Atkinson, 1999; Schofield, 20002). This political rationality invokes neoliberal discourses of individual responsibility, entrepreneurship, and community partnership in place of a dependency on the government. We find residents utilizing moral techniques of responsibilization which entails calling on their neighbors to “take responsibility” and to “work collaboratively” with one another and paradoxically, with the government itself in revitalization efforts.

In the first decades of the twentieth century, Tsuen Wan began its transformation from an impoverished district of Hakka farming and fishing villages to one in which wage labour became available in infrastructure construction and small industry. After the Japanese occupation the area industrialized rapidly, attracting large numbers of immigrants from China. They adapted by forming associations, while the original people rented land and housing to the newcomers. The government initially was overwhelmed, but eventually began planning a ‘new town’, with the original inhabitants remaining in their villages, their rights protected in today’s post-industrial city.

We consider cross-space consumption as a form of transnational practice among international migrants. In this paper, we develop the idea of the social value of consumption and use it to explain this particular form of transnationalism. We consider the act of consumption to have not only functional value that satisfies material needs but also a set of nonfunctional values, social value included, that confer symbolic meanings and social status. We argue that cross-space consumption enables international migrants to take advantage of differences in economic development, currency exchange rates, and social structures between countries of destination and origin to maximize their expression of social status and to perform or regain social status. Drawing on a multisited ethnographic study of consumption patterns in migrant hometowns in Fuzhou, China, and in-depth interviews with undocumented Chinese immigrants in New York and their left-behind family members, we find that, despite the vulnerabilities and precarious circumstances associated with the lack of citizenship rights in the host society, undocumented immigrants manage to realize the social value of consumption across national borders and do so through conspicuous consumption, reciprocal consumption, and vicarious consumption in their hometowns even without being physically present there. We conclude that, while cross-space consumption benefits individual migrants, left-behind families, and their hometowns, it serves to revive tradition in ways that fuel extravagant rituals, drive up costs of living, reinforce existing social inequality, and create pressure for continual emigration.

This volume on India is one of a series of research projects on exchange control, liberalization, and economic development, undertaken for many less developed countries. The study deals with three major topics: exchange control, liberalization, and growth. First, under 'The Anatomy of Exchange Control', the methods of allocation and intervention in the foreign trade and payments practised by the government during the restrictive period 1956-66 and their economic impact are discussed. Then, a detailed analysis of the 'Liberalization Episode' which covers the policies in the period 1966-68, including the June 1966 devaluation, and the episode's effect on price level, economic activity, and exports is given. Finally, the overall growth effects of the foreign trade regime (broadly defined as exchange rate policy plus the frame-work of relevant domestic policies such as industrial licensing), and their possible contribution to India's rather unsatisfactory economic performance are examined.

The purpose of this study is to illustrate how in the span of three decades, a working-class Black gay male college student residing in a post-industrial city navigated college. Through a postcolonial geographic epistemology and theories of human geography, we explore his narrative, mapping the terrain of sexual, race and class dialects, which ultimately led to Marcus’s (pseudonym) completion of graduate school and community-based policy research. Marcus’s educational human geography reveals the unique and complex intersections of masculinity, Blackness and class as identities woven into his experiences navigating the built environment.

AbstractThe authors of three recent monographs, The Escape Line, Escape from Vichy, and Nearly the New World, highlight in particular the relevance of transnational refugee and resistance networks. These books shed new light on the trajectories of refugees through war-torn Europe and their routes out of it. Megan Koreman displays in The Escape Line the relevance of researching one line of resistance functioning in several countries and thereby shifts from the common nationalistic approach in resistance research. In Escape from Vichy Eric Jennings researches the government-endorsed flight route between Marseille and Martinique and explores the lasting impact of encounters between refugees and Caribbean Negritude thinkers. Joanna Newman explores the mainly Jewish refugees who found shelter in the British West Indies, with a focus on the role of aid organisations in this flight.

Research on flourishing public bike-sharing systems has been widely discussed in recent years. In these studies, many existing works focus on accurately predicting individual stations in a short time. This work, therefore, aims to predict long-term bike rental/drop-off demands at given bike station locations in the expansion areas. The real-world bike stations are mainly built-in batches for expansion areas. To address the problem, we propose LDA (Long-Term Demand Advisor), a framework to estimate the long-term characteristics of newly established stations. In LDA, several engineering strategies are proposed to extract discriminative and representative features for long-term demands. Moreover, for original and newly established stations, we propose several feature extraction methods and an algorithm to model the correlations between urban dynamics and long-term demands. Our work is the first to address the long-term demand of new stations, providing the government with a tool to pre-evaluate the bike flow of new stations before deployment; this can avoid wasting resources such as personnel expense or budget. We evaluate real-world data from New York City’s bike-sharing system, and show that our LDA framework outperforms baseline approaches.

This paper seeks to examine critically the role of culture in the continued development, or regeneration, of `post-industrial' cities. First, it is critical of instrumental conceptions of culture with regard to urban regeneration. Secondly, it is critical of the adequacy of the conceptual framework of the `post-industrial city' (and the `service sector') as a basis for the understanding and explanation of the rise of cultural industries in cities. The paper is based upon a case study of the transformation of a classic, and in policy debates a seminal, `cultural quarter': Hoxton Square, North London. Hoxton, and many areas like it, are commonly presented as derelict parts of cities which many claim have, through a magical injection of culture, been transformed into dynamic destinations. The paper suggests a more complex and multifaceted causality based upon a robust concept of the cultural industries as industry rather than as consumption.
