Does it pay to Play by the Rules? Respect for Rule of law, Control of Corruption, and National Success at the Summer Olympics

Utilizing the set of World Governance Indicators published by the World Bank, this paper finds that scoring highly in an indicator measuring respect for rule of law and control of corruption is associated with fewer athletes disqualified and higher medal shares at the Summer Olympics from 1996–2016. Notable reductions in disqualifications and increases in medal shares occur at coincident percentile ranks in the aforementioned indicator, with nations at the 67th percentile rank and above having a 13.8% higher probability of medaling and a 12.11% lower probability of having an athlete disqualified. These results uncover a new link between governance and Olympic success and provide support for the existing anti-doping rules and enforcement as, ceteris paribus, it would seem that nations whose athletes respect and abide by the rules achieve higher medal shares than those whose athletes do not.

<p>This study sought to explore the relationship between good governance and economic growth among the East Africa Community (EAC) countries. The study utilized panel data to analyse six major World Bank governance indicators namely: Voice and Accountability, Political Stability and Absence of Violence, Government Effectiveness, Regulatory Quality, Rule of Law and Control of Corruption effect on economic growth in the respective country and region for the period 1999-2013. The Random effect model (REM) and Ordinary Least Square (OLS) estimation techniques were employed for comparative analysis. The study showed that among the governance indicators, political stability, quality regulatory and control of corruption were significant. The first two indices were negatively related to economic growth rate while the latter was positively related to economic growth rate. From the OLS models, voice and accountability had a significant effect on economic growth rate in Kenya and Uganda. The quality of regulation had significant effect in Kenya and Tanzania while rule of law was found to be significant only in Kenya. The study suggests that in order to advance the economic performance in EAC countries, the EAC states need to invest in more effective regulation on both public and private institutions to enhance social, political and sustainable economic interactions. Similarly, the government needs to encourage national cohesion and peaceful co-existence that would foster political stability and reduce violence. By investing in good governance through establishment of key institutions of governance are likely to spur economic growth.</p>

In recent years, institutional financial institutions such as the World Bank have taken a keen interest in the links between governance and economic development in East Asia and in other regions of the world. However, the concept of governance has proven difficult to measure in cross-national studies and its meaning in the minds of citizens and experts may differ noticeably. This article examines elite and mass perceptions of governance using the World Governance Indicators developed by scholars affiliated with the World Bank and survey data derived from the 2006 wave of the AsiaBarometer Survey conducted in seven ‘Confucian’ societies. The results of the analysis capture considerable variation at the country and individual levels for how citizens and experts perceive governance in this region of the world. In addition, a multivariate test uncovered some convergence between citizen and expert assessments but only for some of the various governance components.

The inclusive philosophy of good governance is almost indispensable for the progress of state democracy in Bangladesh. However, the Bangladesh government is fighting a malicious virus in the governance structure that is visible in all sectors of the state. Against this backdrop, an attempt has been made to comprehend the general state of good governance in Bangladesh according to World Governance Indicators (WGI) of the World Bank. This study is based on mixed approach containing quantitative data from World Bank website (world economy.com) and qualitative data from existing literatures. The collected data have also been analyzed through table, chart and text. This paper found, the current situation in Bangladesh is appalling and detrimental to the socio-economic development of the country. This situation is crisscrossed by overpopulation, politicization, bureaucratization, corruption, poverty, broken law and order, and the narrow game of politics. This paper then outlines some of the policy guidelines needed to define good governance principles in Bangladesh. The results of this study are expected to be useful for policymakers in devising appropriate strategies to ensure good governance at all levels of government.

Private use of public office for private gain could be a tentative connotation of corruption and most distasteful event of corruption is that it is not there, nor that it is pervasive, but it is socially acknowledged in the global economy, especially in the developing nations. In the present paper we attempt to assess the interrelationship between the Corruption perception index (CPI) and the principal components of governance indicators as per World Bank Governance Indicators like Control of Corruption (CC), Rule of Law (RL), Regulatory Quality (RQ) and Government Effectiveness (GE). Applying Granger Causality Test the study observes a mixed or inconclusive result. Only bilateral causal link between the CPI and CC works for UK, whereas there are unilateral causal links between the CPI and one or more governance indicators working for other countries for France, Japan, China, India, Thailand and South Africa. In no way causalities are observed for USA, Germany and Brazil.

Маматової, в яких пропонується Концептуальна модель визначен-ня вектора розвитку соціально-економічної системи, яку пропонують як методоло-гічний інструмент наукового дослідження. Для інформаційного забезпечення оцінкиякості публічних послуг країн у складі індекс «Ефективність роботи уряду» показни-ка «Якість та ефективність державного управління» В. Кизима запропонував розгля-дати Worldwide Governance Indicators як міжнародний показник.Метою статті є визначення вектора розвитку системи надання публічних послуг вУкраїні за допомогою міжнародної рейтингової системи WGI із використанням кон-цептуальної моделі визначення вектора розвитку соціально-економічної системи, щобула запропонована В. Рачом і Т. Маматовою.За результатами дослідження, проведеного авторами статті з допомогою інфор-маційної системи, яка представлена на сайті Worldwide Governance Indicator у видіWGI Project, згруповані сукупні й індивідуальні показники країн за показникомякості й ефективності державного управління за період 1996 - 2013 роки. Аналіз змі-ни рейтингової позиції України вказав на залежність показників якості державногоуправління між собою, до того ж, найбільш впливові виявилися показники «Якістьзаконодавства (Regulatory Quality)», Стримання корупції (Control of Corruption) таЕфективність роботи уряду (Government Effectiveness). Крім того, відокремилисьетапи, в яких відслідковується ця залежність. Найбільш чітко послідовна залежністьпоказників проявилась на IV періоді (з 2005 по 2009 роки). Результати на інших пері-одах теж не суперечать гіпотезі.Особливості визначення вектора розвитку державного управління в Україні ви-значені з використанням Концептуальної моделі, яку В. Рач та Т. Маматова запропо-нували у вигляді підходу щодо визначення вектора руху соціально-економічної сис-теми, який складається з п’яти етапів:- прогнозування стану бенчмаркінгової системи: система державного управлін-ня країн Європейського Союзу, 2020 рік. Характерні ознаки (функція державногоуправління з надання послуг); основний показник успішності державного управлін-ня (якість та ефективність державного управління);- визначення граничних показників майбутнього стану об’єднаної системи: ре-зультати глобальних міжнародних досліджень Worldwide Governance Indicator (WGI)за Методиками Всесвітнього банку (The World Bank);- окреслення реперної зони: показники країн-членів Європейського Союзу. Показ-ник Якість державного управління (Governance Matters) зокрема у виді рейтингу заІндексом Ефективності роботи уряду (Government Effectiveness);- оцінювання нинішнього стану системи: показник Якість державного управлін-ня, що визначається рейтингами України у 2013 році за індексом Ефективності робо-ти уряду (30-е місце);- спрямування вектора руху системи: для визначення основних положень розвиткуполітичного напряму розвитку щодо спрямування вектора руху України постає завдання дослідження відповідності реалізації функції державного управління в Україні міжнародним нормам і усталеним практикам. В статті доведено, що актуальними до нинішнього часу залишаються положення, що основна функція публічного управління – це функція надання послуг і вона буде характеризувати Економічний адміністративний простір ще упродовж 2010-2015 рр. Дослідження з питання оцінки якості та ефективності державного управління (за даними WGI) дозволило висунути гіпотезу, що для України розрахункові індекси оцінки якості та ефективності державного управління мають чітку послідовну залежність, тому дослідження їх доцільно проводити в комплексі. Також схарактеризовано особливості визначення вектора розвитку системи надання публічних послуг в Україні за допомогою міжнародної рейтингової системи WGI із використанням концептуальної моделі визначення вектора розвитку соціально-економічної системи.

ABSTRACTSince 1996 the World Bank Institute and the Research Department of the World Bank have been developing six governance indicators called the Worldwide Governance Indicators (WGI). The six dimensions of governance include control of corruption, measuring perceptions on corruption. Based on the literature review as well as the data itself, this paper concludes that the conceptual and empirical issues on building governance indicators constitute an ongoing project.

In 2014, the most prominent anti-corruption investigation in Latin America called Lava Jato, exposed a Brazilian corruption scheme with reverberations in 61 countries, resulting in legal judgments for nearly 5 billion USD in reimbursements thus far. This article applies the synthetic control method on data from 135 countries (2002–2018) to test the hypothesis that Lava Jato impacts the Worldwide Governance Indicators in Brazil. The findings reveal that Lava Jato negatively affects control of corruption, the rule of law, and regulatory quality. There are signs of possible improvement in at least the corruption and the rule of law measures. This paper brings value to the criminological body of literature, notably lacking in the Global South.

AbstractIn order to control the spread of the COVID-19 pandemic, during the first wave of the pandemic numerous countries decided to adopt lockdown policies. It had been a considerable time since such measures were last introduced, and the first time that they were implemented on such a global scale in a contemporary, information intensive society. The effectiveness of such measures may depend on how citizens perceive the capacity of government to set up and implement sound policies. Indeed, lockdown and confinement policies in general are binding measures that people are not used to, and which raise serious concerns among the population. For this reason governance quality could affect the perception of the benefits related to the government’s choice to impose lockdown, making citizens more inclined to accept it and restrict their movements. In the present paper we empirically investigate the relation between the efficacy of lockdown and governance quality (measured through World Governance Indicators). Our results suggest that countries with higher levels of government effectiveness, rule of law and regulatory quality reach better results in adopting lockdown measures.

Purpose – This study aims to investigate the impact of governance indices (especially control of corruption) on economic growth in some selected Sub-Sahara African (SSA) countries with a view to making policy recommendations. Specifically, the study attempts to assess whether either governance reforms (especially those relating to control of corruption) or simultaneous policy reforms could have any impact on the growth of the sample SSA countries. Design/methodology/approach – The governance indicators used in this study were drawn from the PRS Group and the Worldwide Governance Indicators for 2002-2009, while the real gross domestic product (GDP) per capita growth data were obtained from the World Bank database. The study covered 47 SSA countries, and it adopted the panel data framework, the fixed effect, the random effect and the maximum likelihood estimation techniques for the analyses. Findings – The study found that political stability and regulatory quality indicators have growth-enhancing features, as they impact on economic growth in the region significantly, while government effectiveness impacts negatively on economic growth in the region. Despite, several anti-corruption policies in the region, the impact of corruption control on economic growth is not very obvious. The study also found that simultaneous implementation of the voice and accountability and the rule of law indicators has more positive impact on economic growth in the region. Both policies are complementary, and, hence, can be pursued simultaneously. Research limitations/implications – The results suggest that reform efforts that aim at enhancing accountability, regulatory quality, political stability and the rule of law have more growth-enhancing features and, thus, should be given more priority over reform efforts that singly address the issue of control of corruption due to the endemic, systemic and ubiquitous nature of corruption in the region. Practical implications – The study suggests that reform efforts that aim at enhancing accountability, regulatory quality and rule of law have more growth-enhancing features and, therefore, should be given more priority. Originality/value – Many previous studies attempted to examine the impact of corruption on economies, but this paper tries to assess the effect of corruption control and other governance indices on economic growth in the most vulnerable region of the world, the SSA. Besides, the study adopts the panel data framework which makes it possible to allow for differences in the form of unobservable individual country effects.

Abstract The transport infrastructure and state-owned enterprises (SOEs) have a significant effect on competitiveness of transport industry, and indirectly determine the business environment in related sectors. In Latvia, all transport related state strategies and policies are developed, controlled and overviewed by the Ministry of Transport. Eleven companies are engaged in commercial/non-commercial activities, and evaluated whether the liberalization of certain activities would provide efficiency among SOEs in the transport industry of Latvia, given the sectoral weight and share of State involvement and control of the industry. There is limited and contradictory debate to what extent the Latvian state should involve in business activities of transport industry, and how to balance the multiple interests and targets of business, society and politics. The present research is based on the scientific papers, official documents of the World Bank and OECD (Organisation of Economic Cooperation and Development), company websites and annual reports.
