Abstract The transport infrastructure and state-owned enterprises (SOEs) have a significant effect on competitiveness of transport industry, and indirectly determine the business environment in related sectors. In Latvia, all transport related state strategies and policies are developed, controlled and overviewed by the Ministry of Transport. Eleven companies are engaged in commercial/non-commercial activities, and evaluated whether the liberalization of certain activities would provide efficiency among SOEs in the transport industry of Latvia, given the sectoral weight and share of State involvement and control of the industry. There is limited and contradictory debate to what extent the Latvian state should involve in business activities of transport industry, and how to balance the multiple interests and targets of business, society and politics. The present research is based on the scientific papers, official documents of the World Bank and OECD (Organisation of Economic Cooperation and Development), company websites and annual reports.

This paper contains views of managers on the quality of business environment and also reflects the results of the World Bank, which annually assesses the conditions for doing business in different countries, including the Czech Republic. The business environment of the Czech Republic was evaluated based upon the results of the World Bank, which assesses conditions for doing business in various parts of the world. Secondly, views of SME managers on the quality of the business environment were presented. The World Bank’s „Doing Business 2011“ report puts the Czech Republic in the 63rd place (out of 183 examined countries) when it comes to the quality of the business environment. The Czech Republic improved its score in two categories (Property Registration and Ending a Business) compared to the same evaluation conducted in 2010. SME managers evaluated the business environment with SWOT Analysis. „Technical and technological development along with increase in demand for innovated products made by new technologies“ was perceived as the most significant opportunity (82%) while „Competition and rivalry in the industry“ was identified as the most significant threat by almost all respondents (92%) in their 2010 evaluation.

In the article considered the current state of the transport industry of Ukraine. The existing strategic direction of development of the transport industry is analyzed on the basis of the document "National Transport Strategy of Ukraine for the period up to 2030". Determined main measures and directions of strategic development of the transport sector of Ukraine. Analyzed world recognition of the transport industry of Ukraine on the basis of the logistics efficiency index (LPI - logistics performance index) of the World Bank. Carried out analysis of the LPI indicator and its elements influencing the calculated value of the logistics efficiency index. The effective values of the logistics efficiency index and its elements are grouped according to the research conducted in 2007, 2010, 2012, 2014, 2016, and 2018 in relation to Ukraine. Researched index of logistics efficiency as a tool for measuring the rating position of the transport industry development among the world countries. Identified main directions and prospects of development of the transport sector of Ukraine in order to achieve the goals in accordance with the strategic document for the development of the transport sector of Ukraine "National Transport Strategy of Ukraine for the period up to 2030". A methodological approach to the statistical calculation of the Logistics Performance Index and its application as an adequate tool for measuring the level of logistics development in different countries is proposed by the World Bank. Increasing the efficiency and competitiveness of the transport sector is an important element for improving the legal mechanism of public-private partnership, strengthening cooperation between the state and the private sector, public authorities, and local governments, carrying out necessary reforms, including decentralization, especially through coordinated initiatives of state policy. Implementation of the National Transport Strategy of Ukraine for the period up to 2030 will provide a solid foundation for sustainable development of the transport sector and the creation of a free and competitive market for transport services.

The objective of this study is to investigate the relationship between ease of doing business score (EDBS) and cost of business start-up procedures (CBS), age dependency ratio (ADR), strength of legal rights index (SLRI), time required to get electricity (TRGE), domestic credit to private sector (DCPS), and start-up procedures to register a business (SPRB). Since 2004, the World Bank evaluates 190 economies based on business regulatory indicators ignoring other factors that may be related to business environment. This paper investigates new factors related to EDBS ignored by the World Bank since 2004. The results of correlation analysis show a negative and significant correlation between EDB and CBS, ADR, TRGE, and SPRB. Nevertheless, a positive and significant correlation was found between EDB and SLRI and DCPS. The linear regression model finds that SLRI and DGPS affected EDB positively and significantly. However, TRGE and SPRB affected negatively to EDB. Asian policymakers should reinforce SLRI and increase DCPS. However, they should also reduce TRGE and SPRB to improve EDB. Further research should be conducted on other regions and test also other factors.

The World Bank publishes the business environment report every year, ranking the business environment of 190 economies in the world. This paper mainly compares and analyzes the relevant indicators of marketization, legalization and internationalization between China and New Zealand, Singapore, the United States, and points out the existing problems and future improvement measures, so as to provide reference for further improving the competitiveness of business environment in China.

In order to adapt to the requirements of the new era, building a good business environment has become an inevitable choice for every country and region. This study finds out the gap and makes up for the short board by comparing with the top foreign economies. At the same time, this study uses the international advanced experience for reference from the perspective of examination, in order to promote the optimization of business environment in all parts of China through correct policy choice and institutional innovation.

Non-performing loans (NPLs) have become a frustrating issue for the financial institutions in Bangladesh. Our banking industry and the economy in general have taken a negative turn due to the increasing volume of NPLs. This paper aims to investigate the current status of NPLs in the banking industry of Bangladesh. The analysis uses the published data which have been congregated from the annual reports of Bangladesh Bank, websites of the scheduled banks of Bangladesh and the World Bank observed from 2008 to 2019. The study identified that for the last two decades, NPLs are the burning problems for the banks in Bangladesh. Worldwide the standard of NPLs is 2% or less but in our country, it is much intricate. The NPLs percentages in Bangladesh are 4 to 5 times higher than the standard which is disquieting for the entire banking industry. Based on the current investigation, it has been observed that the NPLs ratio is increasing unremittingly with the advancement of time. So, as a financial regulator, the central bank of the country (Bangladesh Bank) must give more emphasize to compactly control the NPLs of the country. This paper contributes by employing new dataset from Bangladesh.

This paper looks at the interlinking of inward FDI, EU accession, and transition-related structural reform processes, and identifies the largest lags of SEE-6 countries in EU accession and transition processes, whose removal would have a positive impact on inward FDI. The analysis is based on EBRD Transition Indicators, the World Bank Doing Business Index, and the World Bank Governance Index. We find an obvious correlation of inward FDI, transition, and EU accession processes of NMS-10 countries and claim that SEE-6 countries will broadly follow the same pattern: their relative position as FDI recipients will gradually improve along with the progress of EU accession and transition processes. The analysis identifies the following main gaps of the SEE-6 in these processes: (i) in terms of economic system development - enterprise restructuring and governance, and sectoral reforms in energy, infrastructure, capital markets, and private equity; (ii) in terms of the governance of economy and society at large - regulatory quality and rule of law; and (iii) in terms of the business environment - dealing with construction permits, enforcing contracts, and registering property. Progress in narrowing down these gaps would mean a step forward in EU accession and transition, and consequently an improvement of SEE-6 countries? positions as locations for inward FDI.
