AbstractUsing a combination of logit, and OLS regressions we ask if the labour force outcomes for Polish immigrants differ across two immigration policy regimes (Canada and Sweden). Specifically, we compare the employment and earnings prospects of Polish immigrants and their children in Canada and Sweden using data that is similar in quality and timing. We find that in general, Polish immigrants, while facing substantial penalties compared to native-born workers fare better in Canada than in Sweden in terms of employment and income. As expected, second generation Poles fare much better than their immigrant counterparts in terms of employment and earnings differentials and have similar outcomes to the native-born majority in both countries. Membership in the EU fundamentally changed migration flows from Poland. In light of this we also look at how post-2004 Polish migrants have fared in both Canada and Sweden.

As Britain prepares to leave the EU immigration policy has come to the top of the policy agenda. The Brexit vote was seen as a vote against free movement and new policies are aimed at introducing more restrictive controls. The report by the Migration Advisory Committee (MAC) in September 2018 recommended little new provision for low-skilled migration post-Brexit (MAC, 2018). This was then adopted by the Home Office in its Immigration White Paper, published in November 2018 (Home Affairs Committee, 2018). The White Paper explicitly references public concerns that migrant labour reduces opportunities for British workers and undermines their pay and conditions. Yet employers have argued that they need to be able to continue to recruit lower, as well as highly skilled labour because the supply of British workers is insufficient. The paper explores the likely impact of proposed restrictions on immigration post-Brexit, using data from NIESR studies of employers and of the general public. It combines an assessment of what is needed to meet the needs of employers, the economy and to address public concerns, finding that there is more consensus than there is often considered to be.

This paper examines the pattern of convergence in labour productivity across regions due to their ability to adopt technology. Whether regions exhibit a pattern of convergence depends on the degree to which infrastructure conditions are appropriate for the adoption of technological improvements. The ability of a region to adopt or create technology is reflected in the percentage of its labour force employed in technologically dynamic sectors or, more generally, in the resources devoted to science and technology. A high percentage of labour employed in technologically advanced sectors leads a region to a pattern of convergence. This hypothesis is tested using data for the NUTS-2 regions of the EU-27 during the time period 1995-2006. The results suggest that adoption of technology has a significant and positive effect on regional convergence in Europe. The analysis is also shown to have important implications for the direction of regional policy in Europe. To be more specific, regional policies, in order to enhance regional growth and convergence, should encourage employment in advanced technological sectors.

Quarantine measures and restrictions on movement associated with the spread of the COVID-19 virus have a serious impact on the mobility of the population in the EU, in particular on the labor migration. The pandemic highlighted the significant contribution of the migrant workforce to the keeping vital sections of the European economy operational, which necessitated a reassessment of its role and the adaptation of immigration policy. The article analyzes the impact of the COVID-19 crisis on the situation of migrant workers, their employment, wages, remittances to their homeland, as well as on the regulation of migration flows and immigration policy. The problems of labor migration from the Eastern Partnership countries to the EU countries are also considered.

In the last ten years, EU migrants have come to play an important role in the UK labour force. They have become increasingly present in low-skilled occupations, where the largest proportional increase has been migration from Eastern and Central European countries. Drawing on research carried out between November 2015 and July 2016 on the employment of EU migrants in the sectors of hospitality, food and drink and construction, we find that EU migrants have met employers’ needs for a flexible labour force but that the use of mobile workers in these sectors is long-standing. The prospect of a reduced supply of EU migrants following the UK's vote to leave the EU and the government's target of reducing net migration poses a challenge for employers. We explore the tension between political pressure and economic need through posing a range of options for new immigration policy post-Brexit.

Regular immigration to Italy is based on a quota system setting annual ceilings to legal entries. Reserved shares are granted to single countries or categories of countries. Reserved shares have been increased; they are used as an incentive to obtain the cooperation of countries of origin in stemming irregular migration flows. The total quota of regular immigration has gradually increased too. Still, it does not fully respond to the growing demand of foreign workers on the labour market, and quotas seem to be used as crypto-regularisations rather than as an instrument for regulating legal entries.

The two main reasons cited by the U.S. tech industry for hiring foreign workers--remedying labour shortages and hiring "the best and the brightest"--are investigated, using data on wages, patents, and R&D work, as well as previous research and industry statements. The analysis shows that the claims of shortage and outstanding talent are not supported by the data, even after excluding the Indian IT service firms. Instead, it is shown that the primary goals of employers in hiring  foreign workers are to reduce labour costs and to obtain "indentured" employees. Current immigration policy is causing an ‘Internal Brain Drain’ in STEM.

Introduction Over recent decades, two prominent trends have been observed in Canada and elsewhere: increasing prevalence of childhood overweight and obesity, and increasing participation of women (including mothers) in the paid labour force and resulting demand for child care options. While an association between child care and children's body mass index (BMI) is plausible and would have policy relevance, its existence and nature in Canada is not known. Methods Using data from the National Longitudinal Survey of Children and Youth, we examined exposure to three types of care at age 2/3 years (care by non-relative, care by relative, care in a daycare centre) in relation to change in BMI percentile (continuous and categorical) between age 2/3 years and age 6/7 years, adjusting for health and sociodemographic correlates. Results Care by a non-relative was associated with an increase in BMI percentile between age 2/3 years and age 6/7 years for boys, and for girls from households of low income adequacy. Conclusion Considering the potential benefits of high-quality formal child care for an array of health and social outcomes and the potentially adverse effects of certain informal care options demonstrated in this study and others, our findings support calls for ongoing research on the implications of diverse child care experiences for an array of outcomes including those related to weight.

The article comprises the overview of the essential legal, administrative and financial means that the EU has at its disposal in case of rapid influx of immigrants, as well as a selection of major obstacles to the use of these tools, based on observation of the activities of the EU and its member states taken up to deal with the aforementioned situation which took place in 2015. Using the abovementioned observation and an analysis of relevant documents, it is argued that the refugee crisis of 2015 has revealed the necessity of a profound institutionalisation of the European immigration policy as the most effective way to overcome difficulties in response to such situations. The analysis leads also to the conclusion that the EU is caught in a dilemma of either suspending the Dublin system in crisis situations or creating a new system of intensive support for border member states.

Visas are specifically aimed at controlling admission at the stage of pre-departure and constitute one of the essential requirements for entry under the Schengen Borders Code. This chapter examines the common policy of the EU, conceptualizing them as pre-authorizations of entry granted before arrival in the territory of the Member States. Visa requirements, as introduced in the Visa Regulation, are perused at the outset, taking account of periodic revisions of the visa lists and the criteria for amendment considered relevant by the EU legislator. The key features of the uniform visa format and the Visa Information System (VIS) are briefly presented, highlighting their contribution to the securitisation of migration flows. Then, the visa issuing procedure, as governed by the Community Code on Visas (CCV), is examined. The final section is reserved to the analysis of the implications of the different components of the policy regarding access to asylum in the Member States.
