Imperfect information and inattention to energy costs are important potential motivations for energy efficiency standards and subsidies. We evaluate these motivations in the lightbulb market using a theoretical model and two randomized experiments. We derive welfare effects as functions of reduced-form sufficient statistics capturing economic and psychological parameters, which we estimate using a novel within-subject information disclosure experiment. The main results suggest that moderate subsidies for energy-efficient lightbulbs may increase welfare, but informational and attentional biases alone do not justify a ban on incandescent lightbulbs. Our results and techniques generate broader methodological insights into welfare analysis with misoptimizing consumers. (JEL D12, D83, H21, H31, L67, Q41, Q48)

As a result of research into the state of the housing stock in Kiev and the prospects for its reconstruction, the main levels of implementation of eco-energy-efficient measures have been identified, taking into account the increasing cost / effectiveness ratio, which will include problem assessment, optimizing energy costs, eco-energy efficient housing reconstruction, application of innovative technologies. Based on the national and international experience of reconstruction and overhaul, the 6E concept is proposed, which focuses on energy efficiency, environmental safety, economy, ecology, ergonomics and aesthetics of the reconstruction process. Compliance with the basic requirements of eco-energy efficiency in the process of housing reconstruction will ensure the comfort of residents and will improve the level of environmental safety of our country. Introduction of the principles of energy efficiency in the process of reconstruction of housing stock is an integral part of Ukraine's environmental and national security, as it ensures a reduction in the negative impact on the environment and people, and also significantly reduces the waste of the construction industry.

Currently over 845 million people are believed to be living under severe water scarcity, and an estimated 2.8 billion people across the globe are projected to come under serious water scarcity by the year 2025, according to a United Nations (UN) report. Seawater desalination has gained more traction as the solution with the most potential for increasing global freshwater supplies amongst other solutions. However, the economic and energy costs associated with the major desalination technologies are considered intrinsically prohibitive largely due to their humongous energy requirements alongside the requirements of complex equipment and their maintenance in most cases. Whilst forward osmosis (FO) is being touted as a potentially more energy efficient and cost-effective alternative desalination technique, its efficiency is challenged by draw solutes and the draw solutes recovery step in FO applications alongside other challenges. This paper looks at the present situation of global water scarcity, and a brief leap into the major desalination technologies employed. A closer look at the key drivers of FO as a seawater desalination technique in their individual domain and its outlook as an technology are further highlighted.

The paper presents energy-efficient technology with using microwaves to swell vermiculite. Replacement of traditional firing of vermiculite during exfoliation due to the use of microwave heating is promising, primarily due to lower energy costs.

In this paper, the energy efficient temperature control algorithm in smart buildings is proposed using particle swarm optimization (PSO). A control horizon switching method with PSO is used for optimal control, and the TOU tariff is included to calculate the energy costs. Simulation results show that the reductions of energy cost and peak power can be obtained using proposed algorithms.

Abstract. Energy-efficient systems that will enable the implementation of abiotic conditions - important components of adaptive technologies, such as air temperature, relative humidity, air mobility, lighting levels, etc., must meet the requirements of environmental friendliness and minimize economic and energy costs. This requires the use of modern energy efficient technologies, equipment and devices. The purpose of the research is the development of a system for providing abiotic factors in the implementation of adaptive technologies for crops of guaranteed quality, characterized by resource savings and environmental safety. Methods. Analysis of the introduction of technologies and equipment in the process of cultivation of uterine entomocultures, which will increase the efficiency of technological processes of entomoproduction production. Results. The key abiotic factors in adaptive technologies of cultivation of uterine cultures are determined. Technologies, equipment and devices for their provision are studied and the initial requirements to the energy efficient systems consisting of them are formed. Conclusions. The analysis showed the advantages of using film contact devices and ultrasonic ones for energy treatment in adaptive technologies of cultivation of uterine entomocultures in terms of energy efficiency by almost 20% and efficiency by 15%. To ensure the required type and level of lighting, it is recommended to use incandescent lamps and LED lamps. Nozzles with nozzles and perforated panels are defined as distributive elements for air supply, which will almost double the efficiency of using the potential of the air prepared by the microclimate system.

Abstract We derive a fully nonlinear optimal income tax schedule in the presence of private insurance. We fill the gap in the literature by studying the optimal tax formula with a comprehensive structure of the private markets—including incomplete markets models— both theoretically and quantitatively. As in the standard taxation literature without private insurance (e.g., Saez (2001)), the optimal tax formula can still be expressed in terms of standard sufficient statistics. With private insurance, however, the formula involves additional terms that reflect how the private market interacts with public insurance. For example, the optimal tax formula should also consider asset distribution and pecuniary externalities as well as the welfare effects of borrowing constraints.
