Background: The article presents the results of the study of digital transformation trends of economic relations between credit organizations and organizations of the business sector due to their significance for stable growth of Russian economy. Ongoing changes identified in this article as trends require thorough study in order to increase the efficiency of economic relations between credit organizations and organizations of the business sector. Research methods: survey, questioning, grouping, graphing, comparison, analysis, synthesis. Results of the study: 12 trends of the economic relations transformation between credit organizations and organizations of the business sector in context of digital economy were highlighted and survey was conducted among two groups of respondents – representatives of credit organizations and business entities. On the grounds of received results key trends were highlighted and comparative analysis of trends estimates of two groups of respondents was conducted. Discussion: summary of key trends was conducted, which allowed to highlight an important background for developing organizations of business sector – to connect Internet, in addition, advisability of monitoring credit organizations in terms of offering digital services and monitoring business sector in terms of increasing indicators of digital interaction was proved. Conclusion: a set of measures for increasing digitalization of economic relations between credit organizations and business sector was developed.

The article examines the concept, prehistory and modern practice of cartelization of the Russian economy. The key factors of the growth of cartelization are highlighted, the main approaches to modernization of the modern state policy on decartelization of the Russian economy are formulated. The intensive control over tenders by the antimonopoly bodies, Federal Treasury, Accounting Chamber and Government customers made it possible not only to reveal a large-scale practice of artificial bidding prices regulation using cartel schemes but also to reveal signs of a system of organized abuse in the field of public procurement, among which the cartel is not the most dangerous crime. Currently, the decisions on admissibility of business entities agreements in main areas of market relations should be taken in terms of facilitating the transition to an innovative digital economy, overcoming the general economic crisis, reinforced by the COVID-19 coronavirus pandemic, as well as of maintaining a balance between transnational economic relations and protectionism of national jurisdictions. The most promising direction for the formation of common approaches to countering cartelization of digital economy might be an initiation of the development within the framework of UNCITRAL (UN Commission on International Trade Law) of a model law of the appropriate content, which refers to the form of "soft law", as well as of similar EAEU model law.

Some trends in digitalization of the economy are presented. The objective need to review the role and appearance of the commercial bank in the perspective of the digital economy was noted. The problems of the digital economy development are central, since the introduction of digital technologies in the reproduction process provides for increased efficiency and reduced production costs. This fact encourages the development of digital platforms and mechanisms that allow to accelerate the process of interaction between different actors and reduce the transaction costs of coordinating economic interests at the micro and macro levels, which will eventually lead to economic growth. The article discusses a number of problems and prospects for the development of competition in the context of the growing digitalization of the Russian economy. It is noted that the digital economy is becoming a relatively independent environment for the economic life of business entities. The reaction of the state, business and the population caused by the COVID-19 coronavirus pandemic served as a catalyst to accelerate the digitalization of the economy.Largely, this acceleration was due to the ineffectiveness of standard measures to combat the pandemic, which made it necessary to revise the “frame of reference” for the development of the economy as a whole, to adjust the traditional approaches to antimonopoly regulation.According to the authors, the modern economic policy of Russia should be aimed at preserving and developing domestic entrepreneurship interested in developing the national economic environment, using profits for the development of domestic markets.This approach creates the preconditions for the growth of a national socially responsible business focused on competing in foreign markets.To achieve this goal, it is necessary to update the existing legal instruments (including using the mechanism provided for by the National Plan for the Development of Competition in the Russian Federation) in the field of antimonopoly control, tariff regulation, public procurement in order to ensure the growth of the competitiveness of Russian goods (including services) in foreign markets.

The purpose of the research is to study the problems of the competence interface of personnel management of business structures in the context of digital transformation and to justify the organizational and managerial measures for its development and effective use. The analysis of various approaches to highlighting the competencies of personnel in the digital economy, by which is meant the confident and selective use of information and communication technologies in the ecosystem, is presented. It is determined that the use of digital technologies is a prerequisite for ensuring the competitiveness of business structures. The leading role of “soft” skills, including both cognitive and socio-behavioral abilities, is substantiated. A three-module model of personnel competencies in the context of digital transformation is suggested, in which such digital competencies and skills as: working with digital technologies, creative thinking and behavior, professionally oriented skills in the field of production and managerial activities are highlighted. The use of the competency-based approach to the digital transformation of economic processes helps to increase the adaptability of the existing system of economic relations to the conditions of the new technological structure, and provides the possibility of introducing end-to-end technologies into management decision-making processes in order to increase their efficiency.

The article deals with the analysis of global trends and processes of transformation of the Russian economy associated with the increasing digitalisation. The author showed the modern manifestations of this transformation and revealed the consequences of digitalisation of the world economy, including the reduction of transaction costs, the emergence of new business models, the exclusion of intermediaries due to direct interaction between the consumer and the supplier. The author notes the absence of a generally accepted scientific definition of the digital economy both in Russia and abroad, separately analyses the history of this concept, reveals in detail the modern approaches to the definition of the term. The author concluded that most experts consider the digital economy as part of the socio-economic relations or a special kind of economic activity, based on new methods of processing, storage and transmission of data. The author also presented the features of the formation of the domestic digital economy. Finally, the author identified the problems and possible directions for using digital technologies that contribute to the reduction of technological backwardness in Russia.

Целью исследования является анализ изменений налоговой системы Российской Федерации и системы налогового контроля под влиянием цифровых технологий. Научная новизна полученных результатов заключается в определении дальнейших перспектив и направлений развития налоговой системы РФ в условиях цифровизации российской экономики, которые необходимы для принятия эффективных решений по управлению налоговой системой региона и страны в целом. The article considers the problems of the development of the digital economy in Russia, as well as the problems of digital transformation, in particular, the digitalization of the processes of the tax system of the Russian Federation. The purpose of the study is to analyze changes in the tax system of the Russian Federation and the system of tax control under the influence of digital technologies. The scientific novelty of the results obtained consists in determining the further prospects and directions for the development of the tax system of the Russian Federation in the conditions of digitalization of the Russian economy, which are necessary for making effective decisions on managing the tax system of the region and the country as a whole.

The article is devoted to the analysis of the activity of regional commercial banks. The purpose of this article is to identify risks and prospects for the development of regional commercial banks in the digital economy. The author explores the concept of a regional bank, analyzes the peculiarities of the activities of regional banks in modern conditions of increasing banking competition. The article analyzes the state and trends of the development of the banking regional sector from the point of view of efficiency increase of their activities. It is shown that the number of regional banks is constantly declining, and a number of constituent entities of the Russian Federation do not have any longer in the structure of their regional banking system banking credit organizations chartered in their territory as a legal entity. The authors concluded that the development of regional banks can be efficient only through the qualitative growth of each individual regional bank, since in quantitative terms this sector of the Russian banking systems will only decrease. As an example the activity of Rostov bank Tsent-Invest and the regional bank of the Republic of Tatarstan Ak Bars Bank are shown, which occupied certain niches in the Russian banking system and fully compete with foreign banks. To identify and assess the current risks of the activity of regional banks specific characteristics of the digital transformation of the banking industry are determined. As the main risks of development, the authors identified the following ones: risk of increased banking competition, on the one hand, and the risk of monopolization of the banking market, on the other; risk of underfunding of financial technologies; information risks and cyber risks; risks of insufficient financial literacy of consumers of banking products and services; risks of customer base reduction. As opportunities for the development of regional banks the use of remote banking services, allowing to attract new customers, expansion of participation in the state programs, emergence of opportunities for the introduction and development of new business models, in particular ESG-banking are identified. The Bank of Russia can provide certain support for the development of regional banks in the context of digital transformation and increasing banking competition by creating and developing nationwide banking infrastructure platforms.

Subject. The article considers ways to ensure economic security as the most important problem of innovation and digital transformation in the Russian economy in the framework of the development and expansion of the EAEU. Purpose of work. The purpose of this article is to study the General theoretical problems that determine the development of economic security mechanisms in Russia within the framework of the development and expansion of the EAEU in the conditions of the digital economy. Methodology of the work. The research uses methods of evolutionary and institutional theory, econometric modeling, and analytical evaluation. Result of work. Revealed a new aspect in the study of problems of economic security as an important issue innovation-digital transformation in the Russian economy in the framework of the development and expansion of the EAEU - the need to restore national scientific-technical and production engineers in the field of innovative digital technologies. Conclusions. Conceptual approaches have been formed to develop a new paradigm for improving the economic security of Russia within the framework of the development and expansion of the EAEU in the formation of the infrastructure of the digital economy, which should be implemented through the implementation of import substitution with the innovation-digital reconfiguration of systems and procedures for managing any types of industrial activities in the economy. Scope of the results. The results of the research can be used by the authorities of Russia and other EAEU countries to eliminate existing problems in the digital technology system and implement structural reforms.

It is impossible to achieve stable growth indicators for various sectors of the economy without the use of microfinance and investment costs in systemically important infrastructure projects, since it is investment processes that affect all levels of regional management. The problems of implementing the mechanism of investment support for the development of domestic resources of the region's economy have been examined in the article; the ways to improve it using the transformation of economic relations between business entities have been proposed. The results of the research can be applied to solve problems associated with the process of reproduction of domestic resources at the regional level, in the development and implementation of investment projects in this direction, as well as in forming the strategy for socio-economic development of the region.
