The article is devoted to e-diplomacy (also known as digital diplomacy) which is a component of public diplomacy. Digital diplomacy is a one of the new tools of foreign policy that is aimed to solve the problems of international and interethnic relations. The article examines the concept and definition of digital diplomacy that concentrates on the use of social networks and digital media in the field of foreign policy. Some risks and threats of e-diplomacy are also considered. The use of opportunities of information and communication technologies for solving the problems of foreign policy and influence on mass consciousness by means of the Internet, social networks is analyzed.

Mobile learning can be identified as the next stage in the development of e-learning. In this regard, <strong>the purpose of this paper</strong> is to propose a model for mobile learning integration in higher education which is based on analysis of students’ expectations. То achieve this goal, a survey has been conducted among students enrolled in programs in the field of information and communication technologies. The analysis of the collected data shows that students have mobile devices, which they use not only for communication on social networks, but also for education. In addition, their expectations regarding mobile learning have been identified taking into account their study program and their previous experience with an e-learning platform.

En este trabajo se analizan las deficiencias y avances que se han generado en el marco del Programa Institucional de Formación Docente de la Universidad de Sonora y su contribución al desarrollo de la enseñanza mediante la capacitación del profesorado sobre el uso de Tecnologías de Información y Comunicación en la enseñanza. Es un estudio de corte cuantitativo en el cual se aplicó un cuestionario a 80 profesores, de distintas disciplinas, quienes han participado en cursos de capacitación que ofrece la institución para el uso de recursos digitales. Los resultados revelan la necesidad de ofrecer capacitaciones acordes a los requerimientos particulares de la planta docente, así como cursos especializados enfocados en instruir cómo emplear pedagógicamente las tecnologías en cada asignatura con el propósito de mejorar el ejercicio docente. También se advierte que la formación ofrecida en la institución poco ha logrado motivar a los profesores para utilizar las tecnologías.Training and use of ICT in higher education: teachers opinionsAbstractThis paper analyzes the deficiencies and progress that has been generated under the Institutional Program of Teacher Training of the University of Sonora and its contribution to the development of teaching through teacher training on the use of Information and Communication Technologies in teaching. It is a descriptive study of quantitative methodology in which questionnaires were applied to 80 teachers from different disciplines who have participated in training courses offered by the institution the use of ICT. The results reveal the need for trainings according to the requirements of teachers, as well as the lack of specialized courses focused on instructing how to use the technologies in each subject for the purpose of improving the teaching performance. ABSTRACT This work addresses the risk that adolescents face when they misuse the Internet. The results of an investigation carried out with 206 adolescents about the use of Internet, cyberbullying and sexting are presented. The results showed that parents of adolescents are unaware of their children's use of social networks, girls practice sexting more than boys, and there are more boys who practice cyberbullying in the role of executioner, while girls star in it as the victim.RESUMENEste trabajo aborda el riesgo que corren los adolescentes cuando hacen un mal uso de Internet. Se exponen los resultados de una investigación llevada a cabo con 206 adolescentes en los que se analiza el uso de Internet, el ciber acoso (ciberbullying) y el sexting. En los resultados señalamos que los padres de los chicos y las chicas adolescentes desconocen el uso que hacen sus hijos de las redes sociales, las chicas practican más el sexting que los chicos en la adolescencia, siendo el sexting una nueva forma de sexismo impulsado por las tecnologías, y son más los chicos que practican el ciberbullying en el rol de verdugo, mientras que las chicas lo protagonizan desde el papel de víctima.

Social Network Sites (SNS) have very rapidly become part of the daily reality of Internet users in recent years. Firms also use social networks as a two-way communication with their current and potential customers. This exploratory work means to analyze if Internet users’ gender influences the behavior of using social networks. There is a reason for this. Despite Information and Communication Technologies (ICT) acceptance and use being more frequent in men, according to the previous literature, in line with different surveys on the subject, social networks are more used by women. The authors, therefore, analyze in this chapter if there are gender differences in the constructs of technology’s classic models, such as the TAM (Technology Acceptance Model) and the TPB (Theory of Planned Behavior). They use a sample of 1,460 university students.

The unprecedented impact of Information and Communication Technologies (ICTs) on nearly every facet of human endeavour has continued to attract individual and organizational interest to explore these technologies for specific cause. ICTs are increasingly being used in promoting democracy and human rights issues: to mobilize and strengthen solidarity, increase communication among interest groups, and share information more quickly. There is no doubt that ICTs deployment in Nigeria and other developing countries has sparked growth in citizens' abilities to communicate and share ideas, but there are impediments. This chapter looks at the evolution of ICTs in Nigeria, the place of ICTs in promoting democracy/human rights, and discusses the challenges of harnessing the enormous benefits of ICTs in promoting democracy and human rights in Nigeria.

Contemporary commerce is completely different as regards features some years ago. Nowadays, a considerable number of individuals and firms take advantage of the information and communication technologies and conduct transactions online. In particular, the mobile industry along with the broad use of social networks and improvements in the internet bandwidth worldwide has created a completely different business environment. Consequently, the technology incited many consumers to cross-border e-shopping, allowing access to a wider variety of products and services, and in numerous circumstances, access to cheaper goods. The purpose of this chapter is to investigate the perceptions internet users have towards e-shops focusing on Greece. More precisely, it aims to find out whether there are contingent differences on customers' perceptions regarding domestic vs. international e-shops, since a gradually augmented number of people have been expressing their preference on non-domestic e-stores for their purchases. Additionally, the chapter intends to shed light on the difficulty in understanding vital aspects of e-consumer behaviour.

The tremendous developments in information and communication technologies (ICTs) over the last 20 years have substantially changed communication practices across the world. The Internet and mobile phones help to open new horizons for connections between people, leading to a global network for the sharing of information and ideas. In this new environment, human rights need to have a place, and traditional notions related to mass media need to be adapted to the needs of civil society. Freedom of expression has become much more individualistic, with information exchanges no longer relying on the traditional intermediaries (mass media) but on the exchange of ideas on social networking and other platforms. Civil society participation in the information world requires the necessary infrastructure however. And since states have an obligation to see to it that human rights are realized in practice, this may mean the facilitation of private investments to improve the ICT infrastructure. In this context, ICT policies favoring human rights must encompass a right to development.

Today, technological achievements that significantly influence communication management are Social Networks in virtual environment. The latest research clearly indicates that this trend is going to last in the future. It is considered as a fact that there are many changes and innovations in the field of information and communication technologies during the past few decades. Development of communication technologies has provided a new framework for organizing corporate communication processes, both internally and externally. Channels for the transfer of relevant information had been faced with huge technological improvement, but fact analysis and former research do not provide insight into specific motivation patterns for usage of Social Networks among employees, nor into their influence on Communication Satisfaction within the organizations.
