More than once it was said that it is objectively impossible to prepare for four years in the university a universal specialist, ready for legal practice immediately after receiving diploma; that is still not found treatment of a disease called "substandard legal education". In 2006, the rector of the Moscow State Law University Oleg Kutafin said: "We hope that the decision on the switchover to the Bologna system for law schools will be canceled "; "In general, I welcome the Bologna process, but it does not mean that we must blindly copy other systems. In our country law schools used to prepare specialists of wide profile, which can then become a judge, a prosecutor, and a lawyer. We believe that breaking this system is dangerous for the legal field of the country ". Unfortunately, so far the hopes of Academician Kutafin do not meet the expectations. Bachelor - Master programs continue to be realized. Rector of Moscow State University. after M.V. Lomonosov Victor Sadovnichy called a mistake the transition to the Bologna system of higher education and proposed to return to the five-year education. There are more cons of implementation of the Bologna system in legal education in Russia is more than pluses. A serious modernization of the specialty programs is required. No less important is the creation of a system of real motivations for teaching staff of law schools, including a decent payment for teaching activities. To promote the quality of educating of lawyers in our country could the system, similar to existing in Germany. On February 16, 2017 Federal state educational standard of Higher education 40.05.04: judicial and prosecutorial activities (level of specialty) was approved. I would like to hope that in the nearest future relevant standards for all Legal specialties time will be approved. If the legal community of Russia will not unite in such an important issue as the transmission of the legal education on the "modernized specialty", and will not make the state to adopt the appropriate decision, then the worst Oleg Kutafin’s fears regarding legal field of the country may come true.

Purpose. The article analyzes the normative documents of the Ministry of Education and Science and the Ministry of Labor, which underlie the development of the basic educational curriculum for the new Federal State Educational Standard 3 ++ majoring in 20.05.01 “Fire safety”. The types of professional activity in the specified specialty are considered, the range of tasks is outlined when introducing an independent assessment of qualifications into the institute system of specialists training. The principle has been determined, which, if not observed, will result in the unbalancing of specialist program. Methods. Theoretical level methods were used within the framework of the research, in particular, analysis, as well as methods of the empirical level – description, comparison and testing. Findings. The research resulted in the development of a scheme for a two-stage education system in the implementation of the Federal State Educational Standard of Higher Education 3 ++, and the direction of specialization for a specialist program has been determined as well. Research application field. The results obtained will help to further develop the main professional educational curricula of a specialist program in two areas, in which graduates will be equally in demand. Conclusions. Taking into account the above said, the study will progress in developing a separate specialist program, aimed at the needs of the labor market in the field of fire safety (engineering, preventive and managerial personnel of the services providing fire safety in an organization).

The expansion of Russian education is now recognized as one of the newest challenges facing the modern system of Russian higher education in the framework of the implementation of the strategies “National Innovation System” and “Priority 2030”. In this regard, the experience of MGIMO, which established its first foreign branch in Tashkent, the Republic of Uzbekistan, in 2018, is interesting. The purpose of this research is to study the effectiveness of the introduction of CLIL elements in ESP training within the framework of spreading the influence of Russian education on the example of MGIMO-Tashkent. We consider the key requirements of the Federal State Educational Standard of Higher Education currently being implemented in domestic universities in the field of training 40.03.01 “Law”, furthermore, since we are dealing with an international education, we rely on the concept of European competencies, initially adopted in 2001 by the European Union (with subsequent amendments). We consider such concepts as: CLIL, ESP, EMI, cultural approach and conducted a brief analysis of their content. The accumulated experience of using CLIL and cultural approaches as the most progressive approaches to the implementation of education within the framework of the expansion of Russian higher education and the subsequent transition to EMI is analyzed. We present the English Language Department experience in the field of teaching ESP at MGIMO on the application of the CLIL approach as part of the expansion of Russian education (2nd semester of 2020/2021 of academic year).

In the jubilee year 2004, Serbia marks the 200th anniversary of The First Serbian Uprising, structuring of modern Serbian state and its legal system comparatively speaking, France marks the 200th anniversary of passing the French Civil Code, one of the most significant civil codifications in the 19th century. It was an occasion to study certain institutions of family law through history and today. The used approach is modern, we studied the ways how the principle of self-determination influenced the family-legal solutions today, and we investigated if one could talk about the effect of this principle in the historical sense, too. The principle of self-determination implies the possibility for the subjects of family-legal relations to arrange their own relations themselves ? both the partner and parent relations. However, this principle undergoes significant limitations in the family law because the family relations are personal relations by character, as well as because of the need to protect the weaker participant, both the weaker partner or a child who needs protection stemming from his/her very status. Within marriage law, the principle of self-determination of the spouses (extramarital partners) is, among other things, made concrete through the possibility for an agreement about the effects of marriage (extramarital union), then through the possibility of agreed divorce, while the procedure of mediation in the marriage litigation contributes to the realization of the mentioned principle. As for the effects of marriage (extramarital union), the paper particularly discusses property relations, that is the marriage property contract, because it is at the moment a current issue in our domestic law. Within the relations between parents and children, the concretization of the principle of self-determination in parental care is significant, particularly in the situations when the relations between the parents were disturbed and resulted in a separation or a divorce with the joint parental care (application of the parental right). All institutions are analyzed in the positive law, in the historical context (solutions from the Serbian Civil Code the former Hungarian Law), and viewed comparatively in the European legal systems of the east and west European countries.

The textbook presents a system of case tasks, the purpose of which is to form a circle of necessary knowledge among students about the nature of expert activity, about the history of the use of special knowledge in legal proceedings, about the variety of existing types of forensic examinations, about the possibilities of using the results of forensic expert activity in law enforcement practice. The base of the quality improvement of higher education in the Russian Federation is in modern approaches to the education and upbringing of student youth. This provision also applies to physical education and sports. The modern requirements of the federal standard for the training process in the discipline “Physical Education and Sports” do not specify the means and methods of their implementation. This poses the problem for the teacher of a higher school to find accessible and effective means and methods of physical education of student youth, as well as to improve the elective environment of physical education. Purpose . Consideration and identification of distinctive features of elective disciplines in the field of physical education and sports, mechanisms for their organization and implementation at the modern stage of the development of higher education. Materials and methods . We analyzed the mandatory requirements for the implementation of educational programs of higher education, presented in the federal state educational standard of the third generation. Main results . We presented the pedagogical model of sports-oriented physical education in the organization of higher education and indicated the basic vectors of implementation of elective disciplines and the process of monitoring and accounting of student performance in elective disciplines. Conclusions . The elective environment of physical education is a set of subject-spatial, information-technological and socio-interactive conditions and opportunities created by the organization of higher education for the implementation of the student's individual educational route and its self-realization through physical education and sports. A necessary part of the process of physical training in the organization of higher education is the monitoring and accounting of student performance in elective disciplines.
