The paper presents a project for organizing training in a training situation center, developed on the basis of a situational approach. A dynamic model of such training is defined, consisting of two stages: the definition of the situation and the resolution of the situation. The strategies and tactics of training management personnel that best correspond to these stages are proposed. It is proved that the implementation of the first strategy, which is connected with the analysis of the developing situation of the interaction "managed system-environment" by students, requires sufficiency, ergonom-ics, variability of the conditions of the information and technological environment of the educational situation center, the use of problem – based learning methods and organiza-tional and activity games. The implementation of the second strategy, which consists in making a management decision, requires dialogic conditions for organizing students ' communication and presenting group decisions in the environment of the training situa-tion center, using the case method, discussion methods, brainstorming, and the project method.

AbstractEvery action decision made by an actor is preceded by a special definition of the situation that first structures the preferences and expectations from which the selection of an action proceeds in a second step. In a conception based on the ‚subjective expected utility‘ (SEU) Esser 1996 modelled the definition of a situation as a dual structure comprising two stages of selection: the selection of the model and the selection of the mode of information processing. In this paper it is shown how a link to a threedimensional picture of the situation emerges from the formal assumptions of these two selection steps. Depending on the selected utility ratios this picture then represents the choice of the mode of information processing as a function of subjective probabilities.

Рассматривается оценка согласованности мнений экспертов при проведении экспертного опроса. Наиболее часто в качестве такой оценки применяется коэффициент конкордации Кендалла. Однако этот коэффициент не может в полной мере применяться для установления хорошей согласованности мнений экспертов, поскольку он показывает только отклонение от случаев полной несогласованности. Для устранения данного недостатка может рассматриваться альтернативный коэффициент конкордации, оценивающий близость сумм рангов альтернатив к случаю полной согласованности. Здесь дается определение этого коэффициента при наличии связанных рангов. Сложность определения заключается в том, что в этом случае наблюдается несколько случаев полной согласованности с различными суммами рангов. Определение альтернативного коэффициента конкордации при наличии связанных рангов проводится в два этапа. Сначала вводится его определение для упорядоченных таблиц специального вида и показывается его совпадение с коэффициентом конкордации Кендалла в этом случае. После дается определение альтернативного коэффициента конкордации в общем случае и показывается более простая формула его вычисления. Далее приводятся некоторые примеры сравнений значений рассматриваемых коэффициентов конкордации, их статистических характеристик и гистограмм The article considers evaluation of expert opinion consistency when conducting an expert survey. The most commonly used score is Kendall's coefficient of concordance. However, this coefficient cannot be fully applied to establish good agreement of expert opinions, as it only shows deviations from cases of complete inconsistency. To eliminate this drawback, an alternative concordance coefficient can be considered, which estimates the proximity of the sums of the ranks of the alternatives to the case of complete consistency. The article gives the definition of this coefficient in the presence of connected ranks. The difficulty of this definition lies in the fact that in this case there are several cases of complete consistency with different sums of ranks. Definition of the alternative coefficient of concordance in the presence of tied ranks is carried out in two stages. First, its definition for ordered tables of a special kind is introduced and its coincidence with Kendall's coefficient of concordance in this case is shown. After that, the definition of the alternative coefficient of concordance in the general case is given and a simpler formula for its calculation is shown. Below are some examples of comparisons of the values of the considered concordance coefficients, their statistical characteristics, and histograms

The article analyzes the potential of Russia's “soft power” and its main content components, such as education, ideology and language influence. The author's point is that despite the presence of an impressive potential of soft power, Russia begins to lose positions not only in the far abroad, but also in the post-Soviet space. It is concluded that the reasons for the failures in many areas (including foreign policy) is the state of Russian management personnel. Research and practice clearly demonstrate that the effectiveness of management is directly predetermined by the quality of management decision-making, which in Russia is at a depressingly low level since the culture of thinking in our country is in decline. It is proved that the management of our country consists of people who, firstly, are not professionals, and secondly, are not united by a common integrative idea. This is the source of many failures in the application of “soft power” even in the CIS.

The article presents the results of a comprehensive study of the socio-economic determinants of the health of Russian adolescents, performed using quantitative and qualitative methods. The quantitative analysis was carried out on the basis of the data of the Russian Monitoring of the Economic Situation and Health conducted by the Higher School of Economics for 2010-2016 (19th- 25th waves) using the logistic regression apparatus. Qualitative data are obtained by conducting 39 semi-structured interviews with adolescents aged 14-17 living in the Republic of Udmurtia and the Moscow Region in two stages: in 2010 and 2013. Within the framework of the study, the complex of socio-cultural determinants of health is separately singled out for the first time and its significance is shown for the health of Russian teenagers. The definition of the most significant socio-economic determinants of adolescent health enabled developing a series of recommendations in the area of public health promotion policy.

The article is devoted to the application of a special software complex for the definition of an opti-mum set of means of urban public groundsurface conveyances. In the paper are presented the existing software solutions meant for the definition of an optimum route, their basic merits and demerits are revealed, the methods for the solution of a problem in search of an op-timum set of means of ground surface public conveyance taking into account a maximum amount of factors affecting a motion speed are offered. The authors have presented a structure of an automated system for a choice of an optimum structure in ground surface public conveyances and also there are shown fragments of a corresponding program code and database queries. In the paper particular attention is paid to the working modes of an appendix presented, in particular, for the situation in the absence of customer’s device connection to the basic computer system.

THIS STUDY IS ONE OF COMPARATIVE STRUCTURAL ANALYSIS deliberately avoiding a sociological definition of the situation. It is assumed that two societies had existed in Czechoslovakia for some time and the difference between them, and possible analogies, are examined. There is also an assumption that the division of Czechoslovakia occurred especially because ‘Czechoslovak society’ as such had not yet been established; this was in spite of the fact that the two societies, at the time of the split, had substantially more in common than they had had at the time of Czechoslovakia's formation. There exists the view, which we want to verify, that during the decline of the federation the following factors were significant:1. The differences in economic, social, cultural and dispositional structures;2. The asynchronous and differing processes of modernization in both societies;3. The different consequences of the formation of societies of Soviet type in the Czech Lands in Slovakia;4. The differing processes for rectification of political, economic and cultural institutions in both republics after November 1989.

Using a sample of 300 Arab teachers in Israel, we developed a model to analyze how school-based management directly and indirectly (through motivation) affects school effectiveness. The results show that there is a positive relationship between all dimensions of self-management (decision-making, resource and personnel management, availability of resources, and organizational structure) and school effectiveness. In addition, the results show full mediation between resource management, personnel and organizational structure, and school effectiveness through motivation. Theoretical contributions and managerial implications as well as directions for future research are presented.

The article presents a lapidary analysis of possibilities of using the case method and the project method in the formation of professional thinking of students studying philology and journalism. We also consider the possibilities of using case technology and project method in the process of studying professionally oriented disciplines. The practical significance of the work comes down to disclosing the effectiveness of the case method and the method of projects in the process of forming professional skills. The relevance of this article is determined by modern realities of educational process at the university. The case method and the method of projects make it possible to increase the motivational component of learning and contribute to the development of teachers’ progressive thinking and students’ creative potential, both of which are necessary for professional activities. In this article we also made an attempt at revealing the essence of these methods in the educational process at bachelor’s level. They turned out to be the main methods for the formation of students’ universal and professional competencies. The project method and case method act as an integral factor in the gamification of educational process contributing to the formation of skills of expedient action, activation of thinking, instilling the skills of independent search for solutions in standard and non-standard situations that may come up in the course of professional activity. Students actively and productively master the necessary competencies while revealing their latent potential. The case method and the project method demonstrate great efficiency in improving the quality of personnel training; the specific types of their practical implementation are developed jointly during classes by university teachers and employers’ representatives. The purpose of the article is to determine the methodological potential of the case method and the method of projects in the formation of professional thinking of future philologists and journalists and to consider the possibilities of using case technology and the project method in the process of studying professionally oriented disciplines. The project method is a relevant and effective technology that significantly increases the level of mastery of educational material, the internal motivation of students and their independence. The case method initiates the development of professional thinking, independence, unconventional thinking and creativity. When faced with a formulated problem, students concentrate on finding a solution to the problem and the teacher’s skillful interpretation of the problem directs students to search for non-standard ways. Everything mentioned above leads to the development of integrative thinking and significantly expands students’ capabilities. The practice of working with the case method and the project method in the classroom confirms their effectiveness in the professional development of university students, expanding their professional horizons and the formation of professional thinking.

The underlying concept of privacy has not changed for centuries, but our approach to acknowledging privacy in our transactions, exchanges, and relationships must be revisited as our technological environment – what we can do with information – has evolved. The goal of this chapter is to focus on the debate over the definition of privacy as it is required for other debates and has direct implications to how we recognize, test, and justify privacy in scholarship and practice. I argue privacy is best viewed as the ability of an individual to control information within a negotiated zone. I illustrate this view of privacy through an analysis of Facebook’s Beacon program and place the case in the context of both privacy violations and successful business strategies. I find privacy zones are illuminating for situations from 10th century England to current social networking programs and are useful in identifying mutually beneficial solutions among stakeholders.
