ALTERNATIVE COEFFICIENT OF CONCORDANCE IN CASE OF CONNECTED RANKS

Рассматривается оценка согласованности мнений экспертов при проведении экспертного опроса. Наиболее часто в качестве такой оценки применяется коэффициент конкордации Кендалла. Однако этот коэффициент не может в полной мере применяться для установления хорошей согласованности мнений экспертов, поскольку он показывает только отклонение от случаев полной несогласованности. Для устранения данного недостатка может рассматриваться альтернативный коэффициент конкордации, оценивающий близость сумм рангов альтернатив к случаю полной согласованности. Здесь дается определение этого коэффициента при наличии связанных рангов. Сложность определения заключается в том, что в этом случае наблюдается несколько случаев полной согласованности с различными суммами рангов. Определение альтернативного коэффициента конкордации при наличии связанных рангов проводится в два этапа. Сначала вводится его определение для упорядоченных таблиц специального вида и показывается его совпадение с коэффициентом конкордации Кендалла в этом случае. После дается определение альтернативного коэффициента конкордации в общем случае и показывается более простая формула его вычисления. Далее приводятся некоторые примеры сравнений значений рассматриваемых коэффициентов конкордации, их статистических характеристик и гистограмм The article considers evaluation of expert opinion consistency when conducting an expert survey. The most commonly used score is Kendall's coefficient of concordance. However, this coefficient cannot be fully applied to establish good agreement of expert opinions, as it only shows deviations from cases of complete inconsistency. To eliminate this drawback, an alternative concordance coefficient can be considered, which estimates the proximity of the sums of the ranks of the alternatives to the case of complete consistency. The article gives the definition of this coefficient in the presence of connected ranks. The difficulty of this definition lies in the fact that in this case there are several cases of complete consistency with different sums of ranks. Definition of the alternative coefficient of concordance in the presence of tied ranks is carried out in two stages. First, its definition for ordered tables of a special kind is introduced and its coincidence with Kendall's coefficient of concordance in this case is shown. After that, the definition of the alternative coefficient of concordance in the general case is given and a simpler formula for its calculation is shown. Purpose of the study. Consideration of the problems existing in the practice of analysis, assessment and use of expert opinions by public prosecutors, and their causes. The study of the methodology for the implementation of this activity as a combination of:a) theoretical principles and practical methods, research methods that the prosecutor applies to assess the relevance, admissibility, reliability of the expert’s opinion; b) a system of principles and methods for studying the laws in accordance with which the process of this assessment proceeds. The author briefly considers the principles of: a) legality; b) science; c) systemic; d) objectivity included in the set of principles on which the assessment of the expert’s opinion is based. The author proposes the sequence of the prosecutor’s decision to analyze and evaluate the expert’s opinion, considered as the most rational way of this activity. The set of questions clarified in this case is considered both as a task and as a set of objects of assessment. These objects are divided into two groups, depending on the nature of the main issues to be solved; 1) concerning the assessment of the possibility of using one or another expert opinion as evidence of a charge in court; 2) relating to the definition of tactics of their submission to the court and participation in their research. The article provides examples of the use of individual research methods and assessment of expert opinions: comparative legal, analogy, analysis and synthesis. The results of the study . The analysis and assessment of the expert’s opinion is a complex cognitive process that requires legal and special knowledge, practical experience, knowledge of the methodology of this work from prosecutors. Its use in compliance with the principles that it is based on is one of the ways to increase the professional level of public prosecutors.

This paper deals with the evolution of the psychoanalytic practice with psychotic patients beginning with Freud's scepticism about the transference capacities of those patients to a new definition of a special kind of psychotic transference. The main hypothesis is that the actual case of psychotics within a psychoanalytic cure has modified the psychoanalytic method itself, even in the field of neuroses. Within the framework and, more specifically, in the case of schizophrenics, this paper develops some reflections on the evolution of the three following concepts: transference/countertransference, communication and interpretation, and reality.

The issues of organizing an expert survey and carrying out statistical processing and analysis of the results are considered. The experts are the fifth-year students undergoing training at the Department of Management and Informatics «Moscow Power Engineering Institute» of the National Research University. The goal of the survey is revealing the disciplines that are most useful for employment in their specialty. We discuss the special features of the survey and a concept of «work in the specialty», with due regard for statistical reliability of the results. Data of written questionnaire gained in 2018 were processed and analyzed using cluster analysis (construction of dendrograms and application of the K-means method) and non-parametric statistical criteria (Friedman and Mann – Whitney – Wilcoxon). Data processing is implemented in the program STATISTICA. The analysis is carried out to reveal significant differences between the educational courses and assess the degree of consistency of the respondents to divide them into clusters that unite the students with similar judgments. Data analysis revealed that experts’ estimates in 2018 are in fairly good agreement with the estimates of previous studies; among the respondents there are three coalitions corresponding to the training modules «Software», «Management Theory», «Data Analysis»; the overall consistency of students in the two groups is very low (and, on the contrary, high in the identified clusters); grades are homogeneous and do not depend on training groups (and employment – unemployment of the respondents). The obtained results allow us to address a number of important questions regarding the ways of improving the educational process, e.g., to optimize yearly course hours for different educational modules.

Constructing accurate constitutive equation from the optimal material constants is the basis for finite element numerical simulation. To accurately describe the creep ageing behavior of 2A12 aluminum alloy, the present work is tentatively to construct an elastic-plastic constitutive model for simulation based on the ANSYS environment. A time hardening model including two stages of primary and steady-state is physically derived firstly, and then determined by electronic creep tensile tests. The material constants within the creep constitutive equations are obtained. Furthermore, to verify the feasibility of the material model, the ANSYS based numerical scheme is established to simulate the creep tensile process by using the proposed material model. Results show that the creep constitutive equation can better describe the deformation characteristics of materials, and the numerical simulations and experimental test points are in good agreement.

The model of 'life-long learning' makes a special kind of sense when we can explore our musical creativity in partnership with the computer, a machine now capable of sophisticated response from a humanly embedded intelligence.

PageRank with personalization is used in Web search as an importance measure for Web documents. The goal of this paper is to characterize the tail behavior of the PageRank distribution in the Web and other complex networks characterized by power laws. To this end, we model the PageRank as a solution of a stochastic equationwhere theRis are distributed asR. This equation is inspired by the original definition of the PageRank. In particular,Nmodels the number of incoming links to a page, andBstays for the user preference. Assuming thatNorBare heavy tailed, we employ the theory of regular variation to obtain the asymptotic behavior ofRunder quite general assumptions on the involved random variables. Our theoretical predictions show good agreement with experimental data.

Active introduction of digital technologies in all spheres of life is one of the main directions of state development as a whole and separate sphere of activity. The issue of using information technologies and systems during forensic examination is the subject of scientific research of many domestic and foreign scientists, but this sphere remains relevant. The introduction of digital technologies in forensic activities is one of the priority areas for the forensic science development at the present stage and has significant development potential. One of the areas of optimization and improvement of forensic activity is the development of methods to automate the formation of forensic experts and unify the description of the research process, identified features, justification and formulation of forensic conclusions, which requires legislative consolidation and regulation, analysis and definition of the subject area and development requirements and algorithms for the operation of the system interface. Unification and standardization of the content of forensic experts' opinions requires the development of common standards and an information system adopted by all subjects of forensic expertise, and meets the needs of practice. The development of an information system for forming an expert opinion and automatically forming an expert opinion will allow formalizing and unifying the description of research and results of forensic examinations, optimizing the time of forensic experts and potentially reducing the number of logical, typographical and technical errors, and simplifying quality control of forensic examinations. The proposed system will not only automate the technical work of registration of research results carried out during forensic examinations, but will also contain research algorithms, which will be stored in the form of data on already conducted research of similar objects (list and sequence of operations, identified features and their parameters).

The article presents the results of a comprehensive study of the socio-economic determinants of the health of Russian adolescents, performed using quantitative and qualitative methods. The quantitative analysis was carried out on the basis of the data of the Russian Monitoring of the Economic Situation and Health conducted by the Higher School of Economics for 2010-2016 (19th- 25th waves) using the logistic regression apparatus. Qualitative data are obtained by conducting 39 semi-structured interviews with adolescents aged 14-17 living in the Republic of Udmurtia and the Moscow Region in two stages: in 2010 and 2013. Within the framework of the study, the complex of socio-cultural determinants of health is separately singled out for the first time and its significance is shown for the health of Russian teenagers. The definition of the most significant socio-economic determinants of adolescent health enabled developing a series of recommendations in the area of public health promotion policy.

In this paper, a novel wideband conformal fractal antenna is proposed for GPS application. The concepts of fractal and partial ground are used in conformal antenna design for miniaturization and bandwidth enhancement. It comprises of Minkowski fractal patch on a substrate of Rogers RT/duroid 5880 with permittivity 2.2 and thickness of 0.787mm with microstrip inset feed. The proposed conformal antenna has a patch dimension about 0.39λmm×0.39λmm, and partial ground plane size is 29mm×90mm.The proposed antenna is simulated, fabricated and measured for both planar and conformal geometry, with good agreement between measurements and simulations. The size of the fractal patch is reduced approximately by 32% as compared with conventional patch. It is observed that the conformal antenna exhibits a fractional bandwidth(for the definition of -10dB) of 43.72% operating from 1.09 to 1.7GHz, which is useful for L1(1.56-1.58GHz), L2(1.21-1.23GHz), L3(1.37-1.39GHz), L4(1.36-1.38GHz), and L5(1.16-1.18 GHz) in GPS and Galileo frequencies: E=1589.742MHz(4MHzbandwidth), E2=1561. 098MHz(4MHzbandwidth), E5a=1176.45MHz(=L5),E5b= 1207.14MHz, and E6=1278.75MHz(40MHz bandwidth). The radiation pattern exhibits an omnidirectional pattern, and gain of proposed antenna is 2.3dBi to 3.5dBi within operating frequency range.

Objectif : La présente étude vise à évaluer et à prioriser le niveau de satisfaction des utilités attendues des cultivars d’igname auprès 1032 acteurs locaux de la filière igname au Sud-ouest des Savanes Sèches au Togo. Méthodologie et résultats: Le brainstorming, le scoring et les avis d’experts, ont permis la définition de quinze descripteurs d’utilités des cultivars, dont les notes d’appréciation ont révélé une corrélation positive significative entre attributs. L’ensemble des attributs a été priorisé en trois classes selon la loi 80/20 (la loi de Pareto). Valeur marchande, nom de cultivar à connotation d’image et gros et longs tubercules ont constitué la principale classe d’attributs avec des notes moyennes d’utilités significatives et respectivement de 9,52 ; 7,28 et 2,28. Ils ont satisfait à 63,91% des utilités cumulées attendues des attributs de tous les cultivars. De tous, le lieu de production à image de qualité (0,80) et la résilience aux divers stresseurs, (0,34) ont été faiblement apprécié. Les effets de l’âge et du sexe des participants sur les notes d’appréciation de l’utilité n‘ont pas été perçus. Conclusion et application des résultats: Les utilités cumulées attendues ont été satisfaites à 63,91% par 20% des attributs en culture d’igname et une faible atteinte d’utilité cumulée de 36,07% par 80% du reste des attributs. De futurs programmes d’amélioration variétale pourront prendre en compte la satisfaction des utilités attendues des ignames. Une piste de production labélisée des tubercules et de leurs transformations élargies aux potentialités de tous les cultivars peuvent constituer une application à envisager sur la base des présents résultats et limiter ainsi l’érosion génétique de la culture d’igname. Thus, future research to improve a satisfaction of utilities of the 80% of attributes is necessary. Future varietal improvement programs, may take into account the satisfaction of the expected utilities of yams. A path of labeled production of tubers and their transformations extended to the potential of all cultivars may constitute an application to be considered on the basis of the present results and thus limit the genetic erosion of the yam crop.
