The purpose of the article is to study public communications in digital platforms of public administration in Russia. In recent years, there has been an intensive introduction of digital platforms into the practice of public administration, and communications within the platforms have become part of the national system of public communications. The object of research in this article will be public communications in two digital platforms in Russia: St. Petersburg and the Leningrad region. In the period from December 1, 2019 to November 1, 2020, we collected 10993 messages from the Our St. Petersburg platform and 3758 messages from the People's Expertise platform. The main research methods were the Text Mining method and qualitative analysis of messages. The results of the study of the platforms «Our St. Petersburg» and «People's Expertise» show that the practice of communication in them is very different from the ideals of public democratic communication. The most characteristic differences are the problematic nature of communications: citizens turn to authorities to solve problems most often in the field of housing and communal services. Public communications in the studied urban communication platforms are very different from communications in social networks in their limitations; platform affordances inhibit the spread of discussions. The most important epistemic authority in public communications is bureaucratic rules and appeals to legal procedures. When analyzing the procedure of political reasoning on digital platforms, some methods of manipulative presentation of information are revealed.

Values guide actions and judgements, form the basis of attitudinal and behavioral processes, and have an impact on leaders’ decision-making, contributing to more sustainable performance. Through a bibliometric study and content analysis, 2038 articles were selected from Scopus, from the period 1994–2021, presenting global research tendencies on the subject of values, public administration, and sustainability. The results indicate that Sustainability is the most productive journal, the main research category is in social sciences, the most productive institution is the University of Queensland, the location with the most publications and research collaborations is the USA, and the authors with the greatest number of articles are Chung, from Chung-Ang University; García-Sánchez, from the University of Salamanca; and Pérez, from the University of Cantabria. Analysis of keywords shows that the most relevant are “sustainability”, “CSR”, “sustainable development”, “innovation”, and “leadership”. Time analysis of keywords reveals a tendency for lines of research in the social and work area. The results also provide data about the framing of studies in sustainability pillars and the types of values referred to and indicate the main areas of public administration studied. Finally, a future research agenda is proposed.

The aim of the research presented in the paper is to explore the inter-relations between care processes and personal social networks as social capital in the light of the changing family models. Research of interdependence of care, social capital and family models is based on the idea of family practices suggested by Morgan. The main research question is what family practices of various family models create such social capital that ensure caring for its' members? The research hypothesis is that participation in various activities together with family members and persons beyond nuclear and extended family create dense social networks of caregivers. The analysis is based on data of representative quantitative survey carried out in Lithuania between 2011 November-2012 May within the ESF supported research project "Trajectories of family models and social networks: intergenerational perspective". Research results only partly support this hypothesis: particular family practices create networks of caregivers, but in order to involve particular persons into network of caregivers, different family practices in various family models are needed. Usually, inhabitants of Lithuania primarily expect to receive care from persons who depend to nuclear family created through marriage and extended family arisen from this relation. But persons from whom it is expected to receive care and care received differ in Lithuania. In reality, caregivers usually are children in families with children and parents in families without children. Family practices that create social networks of caregivers, and are common for all family models include annual feasts like Christmas Eve, Christmas, Easter, All Soul's Day, New Year party, Mother's Day. Various family practices differently impacting creation social networks of caregivers for different family models but usually its include joint dinner daily, Sunday lunch together, vacations with family, communication face-toface, by the telephone or Internet, consultations on important decision-making, All Soul's Day feast, Christmas celebration, Mother's Day, Gatherings of relatives, Birthday, Name-day feast, visiting cultural event together.

This work analyzes the impact of the outbreak of hemorrhagic fever caused by the Ebola virus in Spain in the field of communication. The communication of such a crisis entails an interaction of information between individuals and institutions. Accuracy in the messages that are disseminated is key to the good resolution of the crisis. In this case of the Ebola crisis the impact in the Spanish media was very remarkable not only of the evolution of the crisis but also of the public information that were being made known by the authorities. The errors committed in this public communication, especially in the first institutional appearance, will be analyzed and possible solutions will be provided for future crises. In addition, the information behavior that was given in social networks by the authorities will be analyzed. To perform this work, bibliographical sources, data analysis and the media have been used.

Legal procedures in Europe must comply with the principles of procedural fairness. These rules include a set of conditions ensuring real, fast and effective consideration of the case in accordance with guarantees stipulated under Article 6 and Article 13 of the Convention for the Protection of Human Rights, taken by jurisprudence of the European Court of Human Rights. The article presents the characteristics of Polish court proceeding in the scope of enforcing the effectiveness of public administration activities in the light of these requirements. Legal remedies to prevent tardiness of administration actions as well as discipline efficiency and speed of national administrative proceedings within this system were also discussed.

The COVID-19 pandemic has demonstrated that a new and unforeseen threat easily outmatched political-administrative systems currently in place. Our commentary on the Italian case contributes to the call for public administration scholars to incorporate crisis management into the main research agendas of the field. We focus on regulatory capacity that is needed to tackle the effects of COVID-19. Under crisis conditions of radical urgency and uncertainty, the Italian regulatory policy has been based on temporary, fast-track procedures. The latter have been regularly applied when Italian governments confront with natural disasters and prompt action is ensured by a repertoire of extraordinary measures running in parallel to burdensome ordinary procedures. We discuss the implications of this “two-track” approach for governance capacity and legitimacy. We also extrapolate existing trends and engage with projection of future developments.

The diffusion of social networking platforms ushered in a new age of peer-to-peer distributed online advertising content, widely referred to as viral advertising. The current study proposes a social networks approach to the study of viral advertising and identifying influencers. Expanding beyond the conventional retweets metrics to include Twitter mentions as connection in the network, this study identifies three groups of influencers, based on their connectivity in their networks: Hubs, or highly retweeted users, are Primary Influencers; Bridges, or highly mentioned users who associate connect users who would otherwise be disconnected, are Contextual Influencers, and Isolates are the Low Influence users. Each of these users’ roles in viral advertising is discussed and illustrated through the Heineken’s Worlds Apart campaign as a case study. Providing a unique examination of viral advertising from a network paradigm, our study advances scholarship on social media influencers and their contribution to content virality on digital platforms.

В работе систематизирован зарубежный опыт в направлении использования методов и инструментов государственного управления малым и средним предпринимательством. Статья основана на применении процессного подхода к изучению вопроса исследования, в рамках которого акцентируется воздействие субъекта на объект, то есть под управлением в данном исследовании будет пониматься процесс воздействия субъекта управления на управляемый объект для достижения определенной цели, при наличии обратной связи, осуществляемого с учетом воздействия внешней среды. Результаты представленного исследования вносят вклад в развитие и систематизацию теории и практики предпринимательства. Создание благоприятных условий, в частности благодаря изучению зарубежного опыта, будет способствовать развитию как малого и среднего предпринимательства, так и динамичному прогрессивному развитию территории, повышая тем самым благосостояние её населения. Будущими направлениями исследования станут анализ и оценка инфраструктуры поддержки и управления предпринимательской деятельности на локальной территории региона. The purpose of this paper is to systematize foreign experience in applying the public management methods and tools for small and medium-sized businesses. The main research methods were as follows: a group of general scientific methods within the framework of comparative, logical and statistical analysis, as well as the structure analysis; a group of empirical methods, including a review of the literature and performance. A combination of the following scientific methods was used to process the factual information: dialectical, logical, comparative, method of scientific generalizations, as well as the tabular analysis. The sources were the results of the scientific research in studying the concept of "public administration method" and more specialized methods of public administration - administrative-legal and economic, as well as the regulations of the executive authorities and the official published reports of the Government Banks. The research methodology is based on the works of domestic and foreign scientists in the field of public administration, based on administrative-legal and economic methods to stimulate the entrepreneurial activity in the small business sector. This paper is based on the application of the process approach to studying the research issue, which emphasizes the impact of the subject on the object, that is, management in this study will be understood as the process of the control subject impact on the controlled object to achieve a certain goal, with feedback, carried out in response to the impact of the external environment. The results of the research contribute to the development and systematization of the entrepreneurship theory and practice. The creation of favorable conditions, in particular due to the study of foreign experience, will contribute to the development of both small and medium- sized businesses and the area progressive and dynamic development, thereby improving the well-being of its population. Future areas of the research will include the analysis and evaluation of the business support and management infrastructure in the local area of the region.

The wide functionality of social media allows the authorities of the territorial subject to choose a variety of models for using this information resource for organizing interaction in the space of public communications. The purpose of the present research is to explore the practice of public authorities organizing interaction with stakeholders in social media. The study took into consideration official accounts of regional state and municipal structures, as well as regional accounts of federal executive authorities in social networks ”Vkontakte”, ”Odnoklassniki”, Facebook, Instagram and Twitter. The analysis has shown that in the median region, the number of government accounts is almost twice as high as the social network “Vkontakte”, while the structure of official accounts of Moscow authorities is more differentiated by social networks. Despite a 10-fold increase in the number of Muscovites over residents of the Kursk region, the share of subscribers to official government accounts in them among the General population is comparable. The intensity of the use of feedback forms for official accounts of the authorities of the Kursk region exceeds similar indicators of Moscow city. But at the same time, the publication activity of official accounts the Kursk region authorities is lower than in Moscow.
