On the concept of cultural policy as a social system

The article discusses the features of the concept of cultural policy as a social system. In particular the authors notes that the culture as a system has six major manifestations: as an element of the quality of life of modern man; as part of creative economy; as a system of spiritual values, attitudes, orientations and motives of a human and other elements of society; as a creative process and the whole set of artistic activities; as cultural heritage; as an entire population of people who identify themselves with a particular social system based on common cultural traits ("cultural codes"). The article also provides an analysis of some of the definitions of cultural policy. Marked are milestones in the history of cultural policy and formulated are the basic features of the past seven cultural revolutions as qualitative changes in the role of culture in society. In particular noted that, currently, the culture is going through a period of "self-realization " and is on the verge of becoming a total social phenomenon. The article notes the connection of cultural policy with "high politics", as well as with innovation policy. The aspects of ideology as a cultural phenomenon are also considered. In addition, the paper focuses on the role of cultural policies in the modern economic development. In particular noted that the implementation of cultural policy stimulates the emergence of more creative people, which clearly leads to their interaction with entrepreneurs who, in turn, too, as a rule, are creative people, and entrepreneurship has all the necessary features of creative activity. In general, we can make a clear conclusion that cultural policy as a social system is manifested in all spheres of human activities, and culture as a system is gradually acquiring a comprehensive character.

This article centers around the case study of Rome's House of Memory and History to understand the politics of memory and public institutions. This case study is about the organization and politics of public memory: the House of Memory and History, established by the city of Rome in 2006, in the framework of an ambitious program of cultural policy. It summarizes the history of the House's conception and founding, describes its activities and the role of oral history in them, and discusses some of the problems it faces. The idea of a House of Memory and History grew in this cultural and political context. This article traces several political events that led to the culmination of the politics of memory and its effect on public institutions. It says that the House of Memory and History can be considered a success. A discussion on a cultural future winds up this article.

This article aims to advance the literature on policy mobility by decentring the primacy of mobility itself and focusing on understanding what cities do in order to ‘arrive at’ localized versions of urban policy in relation to globally circulating ideas around creativity. The paper explores the performance of a particular local ‘creative economy’ in terms of institutional and strategic adjustments, key drivers and individuals and events, and the role of long-term local, national and international influences on ‘creative cityness’. It does this through an analysis of cultural and creativity policy and local stakeholders in the cultural policy scene in Gdańsk, Poland, focusing on the local performative aspects of mobile policies and arguing the need to understand the formation of a ‘common local project’ as a form of intra-urban connectedness alongside inter-urban connectedness. The paper extends the range of contexts in which the ‘creative city’ has been analysed to include post-socialist, post-European Union accession Central and Eastern Europe, thus making an original contribution by studying these issues in the context of the complex multi-scalar relations between the city, national government and the supranational European Union and the ideological conflict between national authoritarian neoliberalism and urban and supranational scale (neo-)liberalism.


The study of the specifics of the manifestation of cultural codes in Tatar poetry and prose of the second half of the 20th century is of great scientific and practical interest. The timeliness of the chosen topic is conditioned by the need to identify the uniqueness, originality of Tatar national poetry and prose of the given period. At the same time, it should be noted that Tatar poetry and prose of the period of returning to national origins has not undergone comprehensive, holistic, detailed, structural study in terms of reflecting national identity. The goal of research: systematic and comprehensive study of the creative work of Tatar writers of the second half of the 20th century in respect of the aspect of the specifics of the manifestation of the national cultural code in them, identifying the nature of literary interactions and interrelations with Russian literature. The article deals with the specifics of the implementation of the Tatar national cultural code in the works of Amirkhan Eniki, Mirgaziyan Yunys, Ravil Bukharaev, Zulfat, Robert Minnullin, Renat Haris, Hassan Tufan and Ildar Yuzeev. The works under study reflect the Tatar national worldview and contain its main components: the image of homeland and native land, national holidays, moral and spiritual values and the history of the Tatar people. They also reflect the organic connection of the creative work of these writers and poets with the Tatar national culture and literature.

Modern Ukrainian historical science faces many challenges that require a scientific solution. Exploring the life and work of famous people and the history of individual regions of Ukraine are among them. The end of 19th - the beginning of 20th centuries in the history of Ukraine is characterized by a general revolutionary exaltation that was caused by sharp contradictions, national oppression, political disenfranchisement of the population. It is a time when new creators of history enter the political scene.  Nowadays, the critical task is to rethink the role of the individual in history, to explore creative people, to fill the historical process with energetic, working people, to make this process anthropocentric. It is necessary not only to revive the forgotten names but to determine a place for each personality in the history of Ukraine. The article aims to show the features of the pre-revolutionary past of Kherson city from the perspective of Leonid Solovyov, indigenous inhabitant, engineer, the qualified worker of Kherson seaport and brilliant memoirist. In his memoirs, he described the city in pre-revolutionary times and showed the changes of Kherson during Soviet power. Memoirs (memories) are a special kind of written historical sources that reflect the author’s understanding of past reality and historical consciousness of the personality of their creator. They are about the past based mostly on a personal the memory of the author and his own impressions of those events in which he participated or which he watched by himself. In his memoirs, we see the dualistic nature of historical sources, because, on the one hand, they record information about the past and, therefore, it is its reflection. On the other hand, memoirs are part of the period in which they came on. Today Mr Solovyov’s memoirs are unexplored, and this article is the first attempt to show the role of this personality. Pre-revolutionary Kherson had a number of its features. It was a small, quiet, calm, provincial town. Mr Solovyov remembers the city since 1914. He was always interested in the history of his native city. The comparison of pre-revolutionary and Soviet Kherson from the perspective of an ordinary citizen of Kherson is particularly useful. Most of Kherson citizens worked as merchants, officials, entrepreneurs and small haggler. The workers were a minority, lived mainly in the suburbs and had their property, farm. It was a typical and traditional demonstration of the usual Ukrainian way of life. The result of long and hard work of Mr. Solovyov as an ethnographer is a significant number of photo albums, including “Kherson seaport”, “Flood in Kherson”, extracts from books, magazines, newspapers about ports of Kherson, Skadovsk, Khorly, and, of course, memoirs about his native city and the port which contains unvalued layer of interesting information about the history of our city. It is shown the role of the individual in history and the impact of circumstances and the environment in the formation of his worldview and future activities from Mr Solovyov example. It is the first time when the researcher is depicted as a citizen whose life was dedicated to the service of society. The results of his work played a significant role in today’s economic and cultural potential of our city. Mr Solovyov’s great experience in the organization of productive work in the port, the realization of his interests in studying historical characteristics of the land has not lost its practical value and is useful today.

DEED is a Brazilian research cluster, a formally recognised group of researchers and practitioners whose expertise is applied to the fields of Arts and Design. DEED activities includes, but are not limited to, lectures, study groups, master and Ph.D. researches, seminars, work-in-progress meetings, workshops, networking events, and creative artefacts developments. While working in a research cluster context this can be observed as contributing to new knowledge and gain by means of practice outcomes in a wider community. DEED is an acronym for “Design, Entertainment, and Education” and also is a noun that can etymologically means “action”, “activity”, “fact”, “practice”, “deal”, “share”, “feat”, “accomplishment”, “writ”, “muniment”, “tool”, “device”, and “fact”. All of these meanings are potentially related to the scope of the research cluster’s activities, especially those interrelated to practice-based researches and deeds. In this text, we will present some initiatives and projects developed in a partnership with “Paço das Artes”, which is an art institution of the Secretariat of Culture and Creative Economy of São Paulo State (Brazil). During its 50 years of existence, the Paço das Artes has played a prominent role in the contemporary art and digital art scene in Brazil. Through this partnership, issues such as “digital museum”, “digital curatorship” and“digital collection” have been providing a broad discussion about the role of creative artefacts as the basis of the contribution to knowledge, and also about the role of research leading to new understandings about practice. The first initiative comes in 2016, when Paço das Artes was forced to vacate its headquarters, without having the definition of a new address. On thisoccasion, DEED organized “Games + Art”, an event with an exhibition of experimental games, lectures, and workshops. The event also debuts a work entitled “ExPaço” (a pun between the name “Paço das Artes” and something like “ex-space”). In this work, the public could “walk” through the threedimensional virtual space at the Paço das Artes headquarters, deliberately projected empty and abandoned. This work was also exhibited at the Computer Art Festival from Immersphere Fulldome Festival. In 2020, on the occasion of the launch of the new headquarters of Paço das Artes and celebration of its 50 years, DEED develops “Expaço VR”, an experience in Virtual Reality. In this work, the interactor could learn more about the history of Paço das Artes in a virtual tour through the five different headquarters occupied since its foundation. Currently, in addition to a mobile version, DEED is working on an online platform for digital artists based on the “Expaço” developing experience. Future improvements foresee the development of a (native) digital museum by 2022, the year that celebrates the centenary of the Modern Art Week - a turning point event for art in Brazil.

The paper is devoted to the activities of the Republic of Kazakhstan archives aimed at identifying, studying, and popularizing the historical and documentary heritage of Kazakhstan, and to the role of this area of historical and cultural activity in the development of international cultural cooperation between Kazakhstan and Russia and other states of Eurasia. The authors’ hypothesis is that the commonality of historical experience in the field of archiving and the similarity of contemporary tasks of the historical and cultural policy of the CIS countries, including Russia and Kazakhstan, are the basis for the participation of archives in the development of Eurasian integration and cooperation in the field of science and culture. In Kazakhstan, this process received significant additional incentives over the period 1998–2021. The adoption in 1998 of the Law on the National Archival Foundation of the Republic of Kazakhstan can be considered as the beginning of a large-scale project to identify, publish, and popularize the archival heritage of Kazakhstan, and this work was initially carried out both in Kazakhstani archives and abroad — in Russia, Uzbekistan, Great Britain, France, Turkey, and other countries of Greater Eurasia. In the 2000s, the President of Kazakhstan Nursultan Nazarbayev in a series of articles and speeches had formulated an idea of referring to the history as the main source for formation of the national idea of modern Kazakhstan, including the approval of the world historical and cultural significance of the concept of the Great Steppe — the cradle of the Kazakh people. One of the central tasks in the implementation of this strategy was collection and promotion of documents related to the history of Kazakhstan in the international scientific and information space. In 2018, N. Nazarbayev came up with the “Archive – 2025” initiative, which further confirmed the role of the heuristic and archaeographic activities of archives and set the task of creating the most complete digitization of the archival heritage of Kazakhstan. The article provides an overview of the main directions of work of the Kazakhstani archives in 1998–2021: archaeographic expeditions abroad, publication of documentary collections, and scientific research on the history of the peoples, social life, and statehood of Kazakhstan in the 18th – 20th centuries, digitization of the archives of the Republic of Kazakhstan, conducting international scientific conferences and seminars. The facts revealed by the authors show that the archival heritage of Kazakhstan is an area of fruitful and productive cooperation of humanitarians of the countries of Eurasia and also an incentive for integration processes in science and culture in the post-Soviet space.

Too hot to handle: conflicts as performative communication systems, a Luhmannian perspective In this article we argue that conflicts evolve as self-referential and performative communications. Instead of the conventional actor centric approach, we propose a perspective in which we follow conflicts in themselves. Inspired by Niklas Luhmann’s social system theory, we argue that conflicts function as heated and parasitic communications like meadow fires. Once a conflict bursts, it is hard to stop since everything in its environment can become fuel and increase its intensity. We explain how conflicts become persistent, what the role of actors and discourses are in its environment, and reflect on its reality effects. We conclude with a set of recommendations about how one correspondingly can deal with conflicts. For instance, by deliberately not engaging with conflicts. Or, if we do decide to engage, then we should try to understand the history of a conflict emergence next to its parallel positioning to other communications.

Mir’at al-Tullab by Syeikh Abdul Rauf Singkel is one of the masterpieces in the history of Malay writing in Aceh. The work written in 1661 demonstrates knowledge of Shari’ah law including the subjects on commercial law, matrimonial law and criminal law. The major idea that runs through the whole work is that of the role of sultan and ulama in preserving Islamic laws of the state. The importance of Mir’at al-Tullab is reflected in the large number of manuscripts that are available. In spite of its importance, there is still a lack of studies of the work especially those based on several Jawi manuscripts that are known to exist in Leiden University Library. This article is a preliminary study of five manuscripts of Mir’at al-Tullab kept in the Special Collections, Leiden University Library, and to identify basic features of the Islamic laws in Aceh in the mid-seventeenth century based on the manuscripts. Mir’at al-Tullab portray an early example of the implementation of Islamic law in Aceh as to replace the adat law practices that existed before. The notion of the innovation system is connected to the role of leaders and decision makers in the management of the scientific and technological environment. Innovative frameworks of analysis, by approaching science and technology systemically (i.e., in relation to the economy, politics, and society), adapt stress for success. Any research and innovation policy must take account of a complex set of problems. The focus of this work is to analyze the application of tactical strategies in the risk management, looking at the historical ninja training. Their worldview, the “way of the warrior” as an art of war but also as a path of inner knowledge, has also had great importance in artistic production, culture, and the construction of social relations.
