The article analyzes the impact of the COVID-19 coronavirus pandemic crisis on the foreign policy and diplomacy of states, including economic diplomacy. ED is interpreted as a multi-sided multi-faceted activity, an integral part of foreign policy aimed at protecting the national interests and economic security of the country. Given the interdepartmental nature of the ED, the presence of numerous actors and agents, not only state, but also public and business structures, political and foreign economic coordination on the part of the Foreign Ministries is of great importance, and this role of foreign policy departments is increasing during the pandemic crisis. The activity of the ED of Russia in 2020 was generally successful, among the main results: active participation of diplomats in the anti-epidemic work of the Government of the Russian Federation, including export flights, provision of emergency assistance by compatriots abroad, assistance to foreign countries; measures to promote the Russian vaccine in the world, establish its production abroad, and thus win new world markets for medicines; settlement of the pricing crisis on the world oil market with the leading role of Russia and Saudi Arabia; adjustment of double taxation agreements with a number of foreign countries, taking into account the domestic economic needs of the country; the growing experience of BRICS, this interstate association, which did not know the crisis, including its fight against epidemiological diseases, during the period of Russia’s presidency in the BRICS; further steps to deepen integration within the EAEU; Russia’s success in the eastern direction of foreign policy, in the development of trade exchanges and epidemiological cooperation with the ASEAN and APEC states. The new world crisis has become a catalyst for the convergence of ED methods with scientific and public diplomacy, with other diplomatic cultures that can be combined under the general name of civil diplomacy. Such a separation is required to protect the legacy of professional diplomacy, the popularity and use of which methods is growing significantly. ED, as an integral part of official diplomacy, is presented as a mediator between classical and civil diplomacy. It provides civil society with an example of the more rigorous, pragmatic, resultsoriented work that the current pandemic crisis requires.

The successful implementation of the biathlon shooting is necessary condition for overall success in the race. In the biggest competitions, such as the World Cup, World Championship and Winter Olympic Games, even one failed hit on the shooting-range leads to the rejection of the sportsman from the fi ght for the victory in whole race. Th e main aim of our thesis is to compare successful shooting of the men´s team of the Czech Republic with the winners of above mentioned word competitions. We were discovering the improvement of the successful shooting of the Czech team compared to the control group of winners in the worldwide competitions during two Olympic cycles in the seasons 2002/2003 – 2005/2006 and 2006/2007 – 2009/2010. As the base we have used data from DATACENTER, available on offi cial web pages of the International biathlon organisation IBU. We have assessed 3 basic domaines: shooting success, speed of the shooting performance and running time. Th e running time was assessed for the completion of the study of the successful shooting. Continual backwardness of the Czech representatives has been found in all observed domaines. Findings presented should help coaches to fi nd reserves at work with the athletes especially in the shooting part of the biathlon.

Introduction. eHealth is described by the World Health Organization (WHO) as the use of information and communication technologies (ICT) for health. The use of eHealth closes the gaps in terms of geographical barriers, time constraints, lack of healthcare professionals in healthcare and service delivery. This study is important as it provides the current landscape and status of eHealth in the Philippines. Hence, policymakers, program implementors as well as other stakeholders, including the public, will be able to know which eHealth and telemedicine services and products are available in various sectors of society, either private or government, what are the existing gaps in eHealth, and the trajectory in the future based on the guide of the World Health Organization - International Telecommunication Union (WHO-ITU). Objectives. The objectives of the study are 1) to provide a landscape of eHealth in the Philippines since its start in the country; 2) to identify programs, services, and technology innovations implemented in the country on eHealth and telemedicine; and 3) to identify Philippine systems that correspond to the eHealth components laid out by WHO-ITU for a successful implementation of eHealth at a national level. Methods. We conducted an extensive review of the literature and key informant interviews with eHealth experts in the Philippines. The literature review covered research and studies, gray literature, peer-reviewed journals, databases, and government statistics. The years covered in this study span a total of 24 years from 1997, which is the beginning of the information management system as an institutional approach in the country, to 2020. The assessment tool was based on the framework provided by the WHO-ITU on the context for eHealth development. Results. The National Telehealth Center (NTHC) of the Philippines began with projects for 1) eLearning, 2) eMedicine, 3) eRecords, 4) eHealth Policy and Advocacy, and 5) eSurveillance. Telemedicine services are now being offered by hospitals in the country. This shows eHealth services, in general, and telemedicine are being utilized in not only targeting the poor, but also in giving faster, more efficient, and equally effective virtual health services to the general public, even the private-pay patients. Conclusion. The sustainability of eHealth in the Philippines still depends on the national effort to institutionalize an eHealth structure and eHealth system where the various components are interrelated.

In order to develop the "single window" mechanism in Russia, the article analyzes the foreign experience of its application. The analysis of foreign experience in the development and implementation of the "single window" mechanism has shown that the simplification of the customs control procedure not only in the EAEU, but also in many countries of the world, indicates the effectiveness of such a mechanism in terms of documentary control over goods and vehicles of international transportation. It is established that all authorized state regulatory bodies of foreign countries use a single platform for obtaining and processing data on goods and participants of foreign economic activity, which allows linking the work of such state bodies into an integrated system. Such platforms are DAKOSY (Germany), PortNet (Finland), UNI-PASS (Republic of Korea), TradeXchange (Singapore) and ORBUS (Senegal). It was noted that the introduction of the "single window" mechanism in all foreign countries was carried out in stages. In addition, significant funding was allocated from the public-private partnership to create such a mechanism. The problems hindering the development of the "single window" mechanism in the EAEU are identified. The directions of development of the "single window" mechanism are developed taking into account foreign experience. In particular, a model of information interaction within the framework of the "single window" of the Russian Federation is proposed.

Through the experience gained by Algeria and the Maghreb Commission for Desert Locust control during the past recession and the present plague (1987, 1989), especially in the use of operational meteorological products of the World Weather Watch of the World Meteorological Organization for improved forecasts of swarm movement, an integrated acridometeorological watch system is suggested for the whole Saharan breeding area to avoid any surprise in the future. This permanent monitoring system should be built and operated jointly by the meteorological and the plant protection services at the national level. The regional and international coordination by the Food and Agriculture Organization of this Desert Locust monitoring could make use of the now experienced and integrated system of the World Weather Watch. The system proposed is not only useful for Desert Locust survey and control, but for the realistic use of the Saharan environment for a better life for nomads and the newly settled peasants.

It has been stated that the implementation of state policy in the field of economic security of the country requires systematic monitoring and adjustment, taking into account the rapid changes in the global world and economic space. This monitoring of the state of economic security of the country should be carried out by obtaining and studying certain factual data that allows to make a conclusion about the effectiveness of joint efforts of the authorized state agencies in the direction of national economic security. The necessity of further study of the effectiveness of the activities of state agencies of foreign countries in the implementation of economic security policy, which would strongly influence the development of the national system for assessing such effectiveness. The author has considered scientific approaches to the definition of the term “economic security” in foreign scientific sources depending on the object of study (country, region, person), as well as indicators of its evaluation. International experience of assessing the economic condition and economic security of foreign countries has been analyzed, which is used both at the level of government and for compiling international ratings of the World Bank and the Bank for Reconstruction and Development. The World Bank and the European Bank for Reconstruction and Development carry out several comprehensive studies of the economic development of the world countries, covering both the assessment of the current state of its main industries and possible security threats arising from the current global tendencies in public life. It is interesting fact in the researched methods that along to purely economic data, experts study related areas, in particular the level of corruption, crime, efficiency of government agencies, the quality of the regulatory base and the level of state intervention in economic processes and business structures. It is also important in these studies that qualitative indicators are used along with quantitative ones, which consist of studying the opinions of the business environment, entrepreneurs and other business entities. The main directions of the implementation of positive international experience in assessing the level of economic security to national practice have been suggested. It has been concluded that the national method of calculating the level of economic security of Ukraine needs to be improved by introducing into its system the indicators of state agencies’ work in the relevant area, defining criteria and indicators for combating economic crime and corruption, improving the mechanism of collecting primary data by adding sociological research, expert assessments and research of foreign financial institutions.
