The article deals with social issues inhibiting development of single-industry cities. The authors point out the major factors that should be taken into account in the elaboration of development concepts to avoid social unrest. This article provides an analysis of the current state of innovation development of single-industry cities in Russia and the role of the State in creating an innovative climate. This article discusses some shortcomings in the innovation policy of the State. The authors assess the prospects of innovational development of single-industry cities and points out the necessity to study the concepts of development and reformation the existing legislation.

The purpose and objectives of the study are to identify the role of the state in the development of construction companies and to define the economic mechanisms of the mutual relationship of internal and external factors for increasing the efficient management of the construction companies. Comparative analysis, a logical-systematic approach, comparison and generalization, analysis and synthesis, and economic and statistical methods were used in the course of research. The scientific novelty of the study aims at identifying the economic principles of the strategic management of construction companies, determining the relationship between internal and external factors, evaluating the advantage of the advanced management methods, and assessing the role of the state in the management of construction companies. Conclusion. The main role of internal and external factors in the development of construction companies is to protect them from the monopolistic sources of threats and increase their competitiveness in both domestic and global markets. The internal and external factors in the management of construction companies are mutually interconnected. The major factors contributing to the development of these relations depend on the use of information technology, innovation, and the economic policy pursued by the state.

Abstract The article examines the current state of innovative agricultural development in Ukraine and determines the role of the state in the sphere of innovative development of the agricultural complex. It considers the most problematic characteristics and factors of the slowdown of innovative development of domestic agricultural enterprises. The formation of the spectrum of global economic and political challenges for Russia is a factor in returning the issues of economic modernization to the public administration agenda, taking into account the current state and development trends of the country’s economy as a whole and its regions. As a research tool, the system method and the method of statistical observations are used. In Russia, the role of the state in regulating economic processes and its predominance in the structure of Russian economy remains significant. All this makes it necessary to consider the participation of the state in the process of modernization transformations. The article discusses the historical experience of modernization in developed countries with significant state participation, as well as modern Russian goals of state participation in economy, the role of the relevant policy in achieving the goals of modernization (on the example of the “May Decree” of the President of the Russian Federation of May 7, 2018), its contingency with the practices and role of big business as an integral part of the modernization process. The paper suggests ways to optimize public policy in the direction of modernization, taking into account the priorities formulated for the management system.

Introduction. In the conditions of knowledge economy development, continuous reforming of the system of higher education of Ukraine, its effective financial provision meets the most important needs of modernity and promotes formation of intellectual potential of the state, social and economic development of society and growth of national economy. The purpose of the article is to analyze the current state of higher education, its financial support and determine the prospects for the development of this priority sector of the economy. Methods. During the research the analysis and synthesis, comparison, generalization, forecasts, trends, modeling and other methods were used. Results. The current state of higher education of the state and its financing at the world and national levels is analyzed. Expenditures on higher education have been found to fluctuate constantly, due in particular to external political and economic factors. According to the results of the research, it is concluded that the role of the state in financing higher education is growing every year, but the involvement of alternative sources such as participation in educational, scientific, infrastructure projects, cooperation with business, industry, graduates, and providing paid services remains relevant.

ABSTRACT The present study analyzed the role of the State in fostering innovation in the USA and Germany. It was argued that governments in these countries play an active role in innovation, but each one operates with dissimilar objectives and tools, to stimulate and induce innovation activity in companies. Some specific cases of innovation policies in each country were analyzed to demonstrate the performance of the public power in different contexts. It was concluded that innovation policy is flexible and adaptable to each context, but the active role of the State stands out in both countries.

The article presents an analysis of socio-economic reforms in Russia from the early 90s to the present, based on the concept of market liberalism and the maximum weakening of the role of the state in the economy. The negative result that this has led to in terms of the progressive development of society is shown. This makes it possible to assess the current state of the country's economy as a great Russian depression, similar to that Great Depression of the 30s. A possible alternative to the existing course of market liberalism in the form of the concept of the state planning and market economy and steps that will overcome the depressed state of the Russian economy and ensure its real progressive development, accompanied by a proportional improvement in the quality of life of most Russians.

The process of economic and political globalization has a major impact on the integrity and sovereignty of national states. This pressure is felt most by developing countries and countries in transition. Also, social inequality is unavoidable for the countries members of BRICS, whose societies are already under the influence of negative activities of modern industrial development. Never before, has the economic activity produced so much material wealth in such a short period of time, and at the same time, it has degraded the natural environment to a large degree. Inequality in income between and within the states themselves is growing. It is reflected in the fact that less and less wealthy individuals have an increasing share of capital, while, on the other hand, there is a growing number of those who are below the poverty line. The working class is evenin a more difficult situation, taking into account ever worse working conditions and a reduction in salaries. All this led to the breakdown of the social component. However, in such social circumstances, the role of the state as a regulator of economic activities is crucial. The benefits of globalization have to be evenly distributed, and that is why institutions and policies are needed to prevent global imbalances of theworld development in the future. The more and more frequent demands for reducing the role of the state and its regulations have not been achieved. On the contrary, its activities have increased in many areas, with only a changed mode of operation. The emphasis is placed on economic growth and development, and less on the direct solution of social issues.

The modern world is changing rapidly. Digitalization is becoming more and more important and penetrates into all spheres of society. The digital transformation of financial and monetary processes and systems deserves special attention. It is important to determine the place and role of the state in the regulation of these processes. This paper examines the current state and prospects of using cryptocurrency as an element of monetary circulation. Analysis of the dynamics of the bitcoin rate showed that the use of cryptocurrencies is promising. However, it is necessary to improve the regulatory framework. The introduction and use of the national cryptocurrency in Russia will stabilize the state of the financial system in relation to the dollar, ensure the safety of economic development and reduce transaction costs.
