The article presents an analysis of socio-economic reforms in Russia from the early 90s to the present, based on the concept of market liberalism and the maximum weakening of the role of the state in the economy. The negative result that this has led to in terms of the progressive development of society is shown. This makes it possible to assess the current state of the country's economy as a great Russian depression, similar to that Great Depression of the 30s. A possible alternative to the existing course of market liberalism in the form of the concept of the state planning and market economy and steps that will overcome the depressed state of the Russian economy and ensure its real progressive development, accompanied by a proportional improvement in the quality of life of most Russians.

The formation of the spectrum of global economic and political challenges for Russia is a factor in returning the issues of economic modernization to the public administration agenda, taking into account the current state and development trends of the country’s economy as a whole and its regions. As a research tool, the system method and the method of statistical observations are used. In Russia, the role of the state in regulating economic processes and its predominance in the structure of Russian economy remains significant. All this makes it necessary to consider the participation of the state in the process of modernization transformations. The article discusses the historical experience of modernization in developed countries with significant state participation, as well as modern Russian goals of state participation in economy, the role of the relevant policy in achieving the goals of modernization (on the example of the “May Decree” of the President of the Russian Federation of May 7, 2018), its contingency with the practices and role of big business as an integral part of the modernization process. The paper suggests ways to optimize public policy in the direction of modernization, taking into account the priorities formulated for the management system.

The dominating role of the state in the failed economic and social integration of the Mezzogiorno into the modern and developed northern part of the country since the creation of the Italian union is analysed. The mutation of the 'southern' to the'northern question' constitutes one of the most recent phenomena in Italian history which threatens the concept of national unity. Therefore, a new contract between the North and the South is necessary to combat the backwardness of the Mezzogiorno. This also requires a new quality of state and not its withdrawal from social life.

The article deals with social issues inhibiting development of single-industry cities. The authors point out the major factors that should be taken into account in the elaboration of development concepts to avoid social unrest. This article provides an analysis of the current state of innovation development of single-industry cities in Russia and the role of the State in creating an innovative climate. This article discusses some shortcomings in the innovation policy of the State. The authors assess the prospects of innovational development of single-industry cities and points out the necessity to study the concepts of development and reformation the existing legislation.

This article views the mechanism and modern forms of financial capital mobilization in risky and uncertain conditions of the economic environment. From the perspective of the institutional approach, there is a group of problems typical for two different financial capital mobilization models: the bank loans market and the stock market. It reveals some contradictions of capital mobilization mechanism through bank lending by a critical assessment of subjective and purely subject-object relations; the major participant currently is the State. The features of the process of investing in a portfolio of securities in the current environment of high volatility of systematic and specific nature are defined, which ultimately determine the need to revise the prerequisites of classical portfolio theory and the development of new algorithms for redistribution of capital.Solving the problem of the role of the State in the financial capital mobilization will allow the mechanism to adjust itself in the direction of growth in bank lending instruments. Simultaneously, there is an increase in the growth rate in the real sector of the Russian economy.  The proposed mathematical apparatus of fuzzy set theory, based on uncertainty factors variety of the economic system being considered, is capable of minimizing the portfolio investment risk.

The article raises the problem of improving the quality of vocational education which largely depends on the joint efforts of all stakeholders of the labor market of territorial education. Therefore, the creation and successful functioning of social partnership will allow in the long term to prepare qualified and in-demand specialists for regional enterprises. According to the authors, the process of formation and development of social partnership in the field of vocational education takes place on the background of reconsidering the role of the State in organizing and governing vocational education under conditions of rapid labor market development.

Introduction. In the conditions of knowledge economy development, continuous reforming of the system of higher education of Ukraine, its effective financial provision meets the most important needs of modernity and promotes formation of intellectual potential of the state, social and economic development of society and growth of national economy. The purpose of the article is to analyze the current state of higher education, its financial support and determine the prospects for the development of this priority sector of the economy. Methods. During the research the analysis and synthesis, comparison, generalization, forecasts, trends, modeling and other methods were used. Results. The current state of higher education of the state and its financing at the world and national levels is analyzed. Expenditures on higher education have been found to fluctuate constantly, due in particular to external political and economic factors. According to the results of the research, it is concluded that the role of the state in financing higher education is growing every year, but the involvement of alternative sources such as participation in educational, scientific, infrastructure projects, cooperation with business, industry, graduates, and providing paid services remains relevant.

The article discusses some theoretical and methodological problems of defining the concept of shadow economy and determining its role in the economy and society, and estimates the role of the state in formation and development of the informal economy. The authors propose to define shadow economy basing not only on the widely accepted micro-economic approach, but also on the macro-economic one. In this relation, they point out the inverse dependence of shadow economy on two micro-factors, namely, the state of the economy and the quality of public management. According to the article, the quality of public and economy management could be assessed by the extent to which the government is able to balance its own peculiar interests (which might be unfavourable for the society, but not completely eradicable) and those of the economically active population striving for their wellbeing and stable economic development. The authors infer that shadow economy emerges and extends its scope if the legislation provides for the state to prioritize, instead of minimizing, its peculiar interests over the interests of the economy and economically active population. Therefore, in the majority of countries, shadow economy is, in fact, a result of flaws accidentally or deliberately designed in the current national legislative framework.
