Since the start of the global economic downturn,GermanyandSpainhave experienced highly-divergent impacts of the crisis on the labour market in general and on immigrant workers in particular. This can be mainly explained by looking at the economic growth patterns prior to the crisis. Spain’s higher, more labour-intensive growth was enabled by growth in the labour supply that was fuelled by immigration and fostered by a de facto permissive immigration policy, while restrictive migration policy prevented growth in labour supply in Germany and encouraged more capital-intensive growth in which both Germans with a low level of skills, and immigrants in particular, found it difficult to integrate. We therefore argue that institutional features of the labour market promoted these patterns. The high level of importance of the temporary and informal labour market segments inSpainwhich were hit hardest by the crisis placed immigrant workers and young workers in a vulnerable position.The economic crisis has made parts of the population more sceptical about immigration in both countries. However, there appear to be no links between the severity of the crisis and public debates on migration. Although Spain was definitely hit harder by the crisis than Germany, and immigrants were affected more severely, public debates on migration and integration issues seem to be at least as fierce in Germany as in Spain. The legacy of past migrations and migration policies exerts a more significant influence on the public perception of migration as a risk than economic factors do.

Abstract Europe is home to a globally unique area where the barriers of transnational migration have been largely removed. This article focuses on Finnish highly skilled, intra-European migrants and their labour market situation immediately following the economic crisis of 2008. Based on two consecutive online surveys (carried out in spring 2008 and summer 2010) of tertiary educated Finns living in other EU countries, the article examines the effects of the global economic downturn on the careers of these highly skilled migrants. Only 16 per cent of the respondents report that their labour market situation had worsened. A higher percentage (24%) felt that their situation had improved and the majority (54%) had either experienced no change in their situation or stated that their reasons for changing jobs or moving had nothing to do with the crisis. The article concludes that these migrants were protected from the full force of the crisis by their high human capital, flexibility of alternating between studying and work, employment in international workplaces and their intra-European migrant status.

We explore how the worldwide economic downturn of the early 2000s affected imprisonment rates across Europe. We test three hypotheses: (i) the recession caused an increase in incarceration rates directly, regulating the excess in labour supply; (ii) it did it indirectly, by affecting crime; (iii) its effects varied according to the institutional context – countries’ welfare states and criminal justice traditions. We use cross-national panel data to fit fixed, random and mixed-effects models and to explain variations in incarceration rates within and across countries during 12 years. The results show that the economic crisis had multiple effects on imprisonment and that these were moderated by the institutional context, increasing it in countries with less comprehensive welfare states and more punitive penal traditions and decreasing it in countries with penal-welfarist policies.

Labour market policy is considered an element of state intervention in market mechanisms as consequence of negative labour market phenomena. Downturn on labour market caused by global economic crisis has led to increase in the number of tasks of LMP aimed at protection of existing jobs, providing social benefits to the unemployed and facilitating job search. Basic instruments of active and passive LMP are presented in the text as well as conditions and effectiveness of their application, and financing in the EU member states during economic crisis. The analysis performed showed that the LMP introduced in different states differed greatly depending on the chosen LMP model. It can be stated that expenses for active and passive instrument increased in all member states during crisis. However, the level of changes differed among the states. The largest increase has been noted among old member states. The largest share of the expenses for LMP was spent on passive LMP. During economic downturn the number of beneficiaries of passive LMP increased. The effectiveness of the instruments used is evaluated differently among the member states. Reliable analysis of LMP effectiveness during crisis requires more time and preparation of unified research methodology.

In the wake of the 2008 global financial and economic crisis, new forms of work organization emerged in Europe. Following this trend, Portugal has undergone a reconfiguration of its artistic organizations. In the performing arts, some organiza-tions seem to have crystalized and others are reinventing their artistic mission. They follow a plurality of organizational patterns and resilient profiles framed by cyclical, structural and occupational changes. Artistic organizations have had to adopt new models of work and seek new opportunities to try out alternatives in order to deal, namely, with the constraints of the labour market. The article anal-yses some of the restructuring processes taking place in three Portuguese artistic organizations, focusing on their contexts, individual trajectories and collective missions for adapting to contemporary challenges of work in the arts. We conclude that organizations are a key domain for understanding the changes taking place.

Using the Spanish National Immigrant Survey (NIS-2007) we identify the ethnic niches where workers from five main immigrant communities concentrate. We then implement logit models in order to assess how structural factors and human and social capital variables affect the odds of working in these niches. We observe that the strong segmentation of the Spanish labour market strongly favours the concentration of immigrants in certain occupational niches. Nevertheless, variables related to human and social capital still play a significant role in the placement of immigrant workers in different niches, all of which are not equally attractive.

This chapter describes how inequality and real incomes have evolved in Germany through the period from the 1980s, through reunification, up to the economic Crisis and its aftermath. It brings out how reunification was associated with a prolonged stagnation in real wages. It emphasizes how the distinctive German structures for wage bargaining were eroded over time, and the labour market and tax/transfer reforms of the late 1990s-early/mid-2000s led to increasing dualization in the labour market. The consequence was a marked increase in household income inequality, which went together with wage stagnation for much of the 1990s and subsequently. Coordination between government, employers, and unions still sufficed to avoid the impact the economic Crisis had on unemployment elsewhere, but the German social model has been altered fundamentally over the period

Abstract Whether refugees in need of protection should be granted long- or short-term residence permits in the host country upon arrival is a long-standing debate in the migration policy and scholarly literature. Rights-based models of inclusion advocate for secure and long-term residency status arguing that this will provide the foundations for successful inclusion. Responsibilities-based models on the other hand claim that migrants should only be granted such status if certain criteria, such as full-time employment, have been met, again under the belief that such a system will facilitate inclusion into the host society. Using a sudden policy change as a natural experiment combined with detailed Swedish registry data, we examine the effect permanent residency on three measures of labour market inclusion in the short-term. Our findings are twofold. On the one hand, we find that temporary residents that are subject to a relatively less-inclusive situation have higher incomes and less unemployment. However, at the same time, they are less likely to spend time in education than are those with permanent residency. First part title Permanent or Temporary Settlement? This article studies women’s vulnerability to the economic crisis of 2008 through the lens of part-time work in Spain. It posits that part-time work made the female employment position more fragile by acting as a transmission mechanism of traditional gender norms that establish women as secondary workers. This argument is tested through an analysis of Labour Force Survey data from 2007 to 2014 that examines the influence of the employment situation of the household on women’s part-time employment patterns. The results expose the limited take-up of part-time work but also persistent patterns of involuntariness and underemployment corresponding to negative household employment situations, highlighting the constraining role of gender norms borne by the relative position of part-time work in the configuration of employment structures. The article concludes that, during the crisis, part-time work participated in the re-establishment of women as a family dependent and flexible labour supply, increasing their vulnerability.

The recent economic downturn has had profound influences on contemporary European societies. This paper analyzes how the Great Recession affected the drop-out rate among university students in Italy, and whether their chosen field of study moderated its effect. To examine the potential long-term effects of this economic downturn on social inequality, we also explore whether students from less-advantaged families who enrolled in prestigious fields were those pushed out from university in disproportionally high numbers. We investigate the interacting influence of the economic crisis, social inequalities and field of study on drop-out rate using data from the Istat “Survey on the educational and occupational paths of high school graduates” in two cohorts of university students (one who attended university prior to and one during the Great Recession). Results obtained from propensity score matching show that the economic crisis had a negative effect on university participation, which was however less strong for Medicine students. Students from lower socio-economic backgrounds in the most remunerative fields of study (those leading to liberal professions), tended to leave university more often than their well-off peers.
