The article points out the high complexity and multidimensionality of the hot social issue of poverty as well as the related unemployment, and the precariousness of people with disabilities in Poland. The author notes that despite the currently promoted pro-inclusion activities and solutions for their benefit in connection with the implementation the assumptions of the Convention on the Rights of Persons with Disabilities in Poland, with insufficient support, these problems may multiply and aggravate the disability and special needs of these people. People with disabilities still too often live in conditions of poverty that have a negative impact on their development and functioning in all spheres or areas of social life, as well as in the open labour market. In the process of compensating for the shortcomings related to having been brought up in a poor family, education has a significant role to play. Therefore, the author stresses its significant importance for the process of equalizing educational opportunities for children, as well as for the weaknesses noticed in its space, which hinder this process. The author pays equal attention to the threat of these people with unemployment and precariousness, which often destabilize their lives and hinder inclusion in the local and wider community.

Human health and well-being largely depend on a sufficient standard of living, educational opportunities and participation in social and social life, and successful professional activities. It should be recognized that in the surrounding society it is in these areas of life that people with disabilities and disabilities are especially disadvantaged, but not neglected by society and the state. Currently, in the Russian Federation, the State programme Accessible Environment is being implemented to support and assist persons with disabilities and disabilities, with the aim of creating legal, economic and institutional conditions conducive to the integration of persons with disabilities into society and improving their quality of life. The programme contains three subprogrammes that are effectively implemented in modern society, namely: (1) Ensuring the accessibility of priority facilities and services in priority areas of life of persons with disabilities and other mobile populations; (2) Improvement of the system of comprehensive rehabilitation and habilitation of persons with disabilities; (3) Improvement of the state system of medical and social expertise. The organizers of the Abilimpix social movement were able to demonstrate to people with disabilities their individual capabilities and prospects for accessibility to all types, forms and means of obtaining knowledge and professional skills, their effective application in practice.

People with disabilities experience significant difficulties in the process of finding a job, which is caused not only by their health status, difficulty in getting education, but also by the reluctance of entrepreneurs to hire disabled people. In this situation, people with disabilities, who can provide selfemployment or create their own business, get an additional chance to have a constant source of income, develop themselves and, in general, integrate more successfully into social life. The aim of the research was to identify the basic needs of support of entrepreneurs with disabilities; for this purpose, in 2017, a survey of 75 individuals was conducted. The results of the survey implemented within the project of the National Institute for Economic Research (NIER) showed that for people with disabilities (unlike other groups of small entrepreneurs) is not enough to create a favorable business environment. No less important is the improvement of general living conditions of persons with disabilities, especially the improvement of their access to social infrastructure, education and the labor market. The main directions of the state support of people with disabilities aimed at the business development and selfemployment, are proposed to be following: improvement of legislation on supporting social entrepreneurship to increase the ability of persons with disabilities to be employed; improvement of access to education for people with disabilities through building and modernization of social infrastructure objects; use of direct economic and financial forms of support for this group of people, including through state target programs; support for the establishment of business associations uniting entrepreneurs with disabilities, etc

Zusammenfassung Zentrales Ziel der von der Bundesrepublik ratifizierten UN-Behindertenrechtskonvention ist die Herstellung und Gewährleistung von Inklusion und Teilhabe behinderter Menschen. Dennoch lassen sich nach wie vor vielfältige Exklusionen beobachten, die behinderten Menschen die gesellschaftliche Teilhabe erschweren. Dieser Artikel zieht die Theorie sozialer Schließung heran, um der Untersuchung der Inklusionschancen behinderter Menschen ein weiteres Element hinzuzufügen. Dabei wird zunächst die Webersche Ursprungskonzeption dargestellt, danach werden Theorieerweiterungen aus dem angelsächsischen Raum ergänzt, bevor wir auf Genese und Variabilität von Exklusionen eingehen. Behandelt werden daraufhin staatliche Interventions- und Stabilisierungsmöglichkeiten sozialer Ausschlüsse sowie Anwendungsoptionen und -grenzen der Theorie für die Teilhabe behinderter Menschen. Abstract: Inclusion and Exclusion of People with Disability. Application Options in Terms of the Theory of Social Closure One aim of the Convention of the United Nations on the Rights of Persons with Disabilities is guaranteeing inclusion of people with disabilities. Nevertheless exclusion still impedes participation of persons with disabilities in social life. This article deals with the theory of social closure to enrich research of inclusion of disabled persons. Therefore, we discuss the Weberian conception and Anglo-Saxon amplifications of the theory. After that, we focus on the emergence and variability of exclusion, options of state intervention, and application options and limits of the theory concerning inclusion of persons with disabilities.

This article is an analysis of the powerless stigma of people with disabilities that still occurs in social life. The study was conducted to find out the process and method specifically carried out by the village government of Panggungharjo in initiating the presence of an environment that is inclusive of persons with disabilities. The study was conducted qualitatively through in-depth interview techniques, observation, and secondary data collection.  As a result of the research shows that the village government of Panggungharjo can be changing the stigma of discrimination for people with disabilities more meaningful in their life. This acts as an empowerment strategy that can people with disabilities not only an object but also a subject of development programs. The people with disabilities were given the role of advancing village in the concern of artistic and cultural programs. The role creates people with disabilities to able independently in social life and accepted by village people. Therefore, the debate continues with the viewpoint of society that is the persons with disabilities identically stigma on an inability to work. This condition brings to the trouble of reaching their economic independence. Moreover, for the local community in rural areas, persons with disabilities are still often regarded as cursed creatures or carriers of disasters in the family which causes them to experience psychological disorders and difficulties in socializing. Hence, a draw of discrimination fend stigma it's needs of the strategy steps by the government village on sustainability.Artikel ini menganalisis stigma ketidakberdayaan penyandang disabilitas yang masih terjadi dalam kehidupan bermasyarakat. Penelitian ini juga dilakukan untuk mengetahui proses serta cara yang secara spesifik dilakukan pemerintah Desa Panggungharjo dalam menginisiasi hadirnya lingkungan yang inklusif bagi difabel. Penelitian dilakukan secara kualitatif melalui teknik wawancara, observasi, dan pengumpulan data sekunder. Hasil penelitian menunjukkan bahwa pemerintah Desa Panggungharjo mampu mengubah stigma diskriminatif bagi penyandang disabilitas kepada tindakan yang lebih bermakna. Tindakan ini sebagai strategi pemberdayaan untuk menjadikan penyandang disabilitas tak lagi sebagai obyek melainkan subyek pembangunan. Masyarakat penyandang disabilitas diberikan peran dalam memajukan desa dengan terlibat dalam program budaya dan kesenian. Peran ini menciptakan masyarakat penyandang disabilitas mampu mandiri untuk mencukupi kebutuhan hidup dan diterima oleh masyarakat desa. Namun perdebatan masih berlanjut tatkala cara pandang masyarakat yang kerap mengindentikkan penyandang disabilitas dengan ketidakmampuan untuk bekerja. Kondisi ini menyebabkan mereka sulit mencapai kemandirian secara ekonomi. Terlebih, untuk lingkungan masyarakat pedesaan, penyandang disabilitas masih sering dianggap sebagai kutukan dan aib keluarga. Hal ini menyebabkan mereka mengalami gangguan secara psikologis dan kesulitan untuk bersosialisasi. Untuk itu, tawaran menarik untuk menepis stigma diskriminatif tersebut membutuhkan langkah strategis pemerintah desa secara berkelanjutan.

The article presents a concept of social approach towards individual support for persons with disabilities, which aims at levelling their opportunities in social and professional life. It suggests the introduction of tasks related to vocational activation and availability through co-operation and support in such areas as education, employment and social welfare system. It is pointed out that the implementation of changes and improvement of vocational education will enable persons with disabilities to prepare and adapt to employment and social life. The article presents solutions for improving the cooperation of individuals and supporting organizations in performing tasks involving employment and integration in the local community. The cooperation of parties involved and local integration is a significant element in the suggested model which is to improve the process of employment and activity of disabled persons. The article indicates the need to introduce more flexibility in the process of vocational preparation with the labour market and to increase the level of awareness of individual problems persons with disabilities face. It shows that introducing changes and improving existing solutions related to the system will increase the participation of persons with disabilities in professional and social life. The article presents a model solution of vocational education adjusted to persons with disabilities, taking into account patronage specialist workshops. It suggests implementing an additional career counselling subject in the curriculum, which by achieving objectives and carrying out teaching contents, would enable persons with disabilities to create individual career development plans. Persons with disabilities, being the subject of the functioning of schools and work­places, should have the possibility of self-fulfilment and fulfilment of their vocational development. Vocational preparation of persons with disabilities requires strengthening with new elements and activities. It requires the implementation of solutions in the field of assistance and availability as well as support based on the individual needs of persons with disabilities, which will increase employment and activity in the labour market.

DOI: https://doi.org/10.14746/ikps.2019.27.20 The purpose of this article is to present the initiative of the West Pomeranian Voivodeship in Poland, which is aimed at increasing the professional activity of persons with disabilities. The developed and tested model of the employer’s assistant is, in the special pedagogy, a new quality directed towards the labour market. The Employer’s Assistant does not deal, in essence, only with a person with a disability, but mainly with the environment of employers to hire persons that suffer from disabilities. In the article, I refer to the assistant of the disabled person as a result of the biopsychosocial model of disability, which creates a great opening to the discussion on various models of assistance. I would like to point out the specific consequences of the lack of employment among people with disabilities. I present the premises of the employer’s assistant model and the evaluation of its effectiveness, the main consequence of which is the ability to build social capital of persons with disabilities. By cooperating with many environments, the employer’s assistant develops specific social behavioural patterns and becomes a foundation of social activity of persons with disabilities.

Personal assistance for people with disabilities in Poland is not available as part of a comprehensive state policy; it is instead a dispersed, fragmented service based on projects. There is a lack of both a national strategy for independent living (including solutions for personal assistance as a key tool) and a plan for deinstitutionalisation of support services. A disabled person as an independent entity seems to be invisible to legislators, despite the postulates regarding “tailor-made” services or “profiling of help” present in public discourse. At the same time, uncoordinated changes are taking place regarding support for people with disabilities, including assistance services. They are partly forced by Poland’s ratification (2012) of the Convention on the Rights of Persons with Disabilities, and partly due to grassroots social innovations of non-governmental organizations. In the article, the authors analyse the factors responsible for the current state of affairs in the context of the theory of imposed modernization, emphasizing the superficiality of institutional changes. They will refer to critical research of public policies (so-called street level bureaucracies) analysing the daily practices of public officials and the social consequences for their recipients. The limitations of the model of personal assistance services as services including disabled people in the mainstream of social life will also be discussed.

Across Europe, the labour market participation of persons with disabilities remains lower than that of persons without a disability. Our research examines this disability employment gap, looking specifically at its variation by country and gender. Additionally, we test the influence of labour market policies – testing both the social investment perspective and the welfare scepticism perspective – on the size of the gap, in an effort to determine whether a more generous welfare state raises or lowers the employment rate of people with disabilities. Using the European Union Statistics on Income and Living Conditions (EU-SILC), we show that Southern European countries have the smallest disability employment gap. Whereas stricter employment protection legislation is found to be beneficial for people with disabilities on the labour market, other labour market policies specifically intended to benefit this group do not strongly affect their chances on the labour market. These findings support the social investment perspective and show that social policies can have a positive effect on the employment of people with disabilities.

En el presente artículo se realiza un análisis sobre la evolución en los diversos contextos históricos y/o sociales de las personas con discapacidad. Para luego adentrarse en la normativa que tiene jerarquía constitucional en Argentina como la Convención sobre los Derechos de las Personas con Discapacidad,  igualmente se analizan casos jurisprudenciales de Comisión Interamericana como la Corte Interamericana de Derechos Humanos han intervenido en casos originados por la violación de derechos de las personas con discapacidad, y la justicia federal. Finalmente, se concluye con una relexión personal sobre la discapacidad como cuestión social, diferenciando el rol normativo, y judicial en Argentina. Abstract In this article an analysis is made of the evolution in the various historical and / or social contexts of people with disabilities. To later delve into the regulations that have constitutional hierarchy in Argentina such as the Convention on the Rights of Persons with Disabilities, jurisprudential cases of the Inter-American Commission are also analyzed, such as the Inter American Court of Human Rights that have intervened in cases originating from the violation of rights people with disabilities, and federal justice. Finally, it concludes with a personal relection on disability as a social issue, diferentiating the normative and judicial role in Argentina.

The idea of social integration of people with disabilities is widely known, accepted and implemented in many areas of social life. It should be noted, however, that in more than forty years history of promoting integration in Poland, significant changes regarding the very concept of integration and understanding the determinants of its effects have been visible. The experience of teachers undertaking integrative teaching and scientific reflection have been the source of these changes, changes regarding: static (state)/dynamic (process) approach to integration, individual/social dimension of integration of people with disabilities, total/fragmentary nature of social integration are the most radical. In the aspect of changes in terms of social integration, particular attention is devoted to the conditions of integration in education of children with disabilities: positive attitudes of children towards disabled peers, preparation of a child with disability for integration, teacher - his knowledge, skills, attitude.
