Analytical Dimensions of the Intercultural RelationsIn the globalizing world contacts and connections among individuals and groups, communities and nations, businesses and enterprises undergo constant changes and modifications. The technological progress and technological development, including inter alia IT and modes of transport, make the intercultural encounters easier, faster and more common. This in turn creates a broad spectrum of cultural constellations seen in various dimensions of human activity. The article provides a well-developed proposition of an analysis constructed specifically for cultural studies, particularly dedicated to intercultural relations.

AbstractThis paper discusses the performativity of intercultural encounters and transcultural fields against the background of the leading theoretical concepts and models elaborated within the current cultural studies: cultural transfer, third space, contact zones, transdifference, moment of wonder. The aim is to propose a differentiated methodological approach to intercultural encounters based on the opposition between two different modes of performativity: paradoxical and hybrid.

The article analyzes the problems associated with the reform of control and supervisory activities to reduce the administrative burden on business entities. Special attention is paid to the mechanism of the "regulatory guillotine" in the Russian Federation, as a comprehensive update of mandatory requirements. This reform is especially relevant for organizations that produce high-tech products, since it is at these enterprises that the requirements corresponding to the current level of scientific and technological progress should be applied. As a research goal of the article, the authors analyzed the features of the introduction of the "regulatory guillotine" mechanism for industrial enterprises. As a result of the analysis, it is established that it is necessary to apply a process-oriented approach in the implementation of control and supervisory activities. It is determined that on the one hand, the mechanism of the "regulatory guillotine" for enterprises will reduce unnecessarily unjustified control and supervisory checks, form a system of regulation of control and supervisory activities, and minimize administrative pressure. The new regulatory and legislative framework (mandatory requirements) should be consistent and unambiguous, meeting the requirements of the time and technological development of enterprises, based on the most significant public risks. This will allow businesses to reduce costs and remove barriers to development. On the other hand, it is established that the implementation of the "regulatory guillotine" mechanism strongly depends on organizational and managerial aspects: the definition, justification and development of mandatory requirements that ensure a risk-based approach to control and supervisory activities is a difficult task for all participants of the reform, requiring them to be prompt and consistent. The implementation of the "regulatory guillotine" may take years and enterprises will have to work in the mode of uncertainty of the regulatory framework for several more years, and the establishment of a large number of uncontrolled exceptions contributes to the ambiguity of control and supervisory procedures. The article defines the difficulties of implementing the mechanism of the "regulatory guillotine" in industrial enterprises.

The purpose of the article is to prove the expediency and scientific, methodological, conceptual, and categorical potential of Cultural studies as a science that may offer an updated perspective for the study of the problem of aesthetic values. Methodology. Methods of scientific analysis, comparison, and generalization during the elaboration of the source base and the method of systematization are used to determine the traditional and innovative directions of research of the problem of aesthetic values. Scientific novelty. The article considers the interdisciplinary and generalizing potential of Cultural studies on the example of the problem of study aesthetic values. The existing tendency to move the analysis of problems of humanities from separate sciences to the plane of interdisciplinary is emphasized. It was accented on the novelty and relevance of such interdisciplinary research within Cultural studies. Conclusions. The approach of Cultural studies offers an increase in the scale of generalization from aesthetic to actually global, which combines the experience of studying scientific problems in the traditional and extended areas. Given the fact that on the one hand, all material and spiritual values which surround man were born from culture, because culture is the cumulative result of productive human activity, and, on the other hand, culture absorbs them, being phenomenon generalized, interdisciplinary approach of Cultural studies is able to suggest an updated perspective on this problem on the border of traditional and non-traditional sciences and through the improvement of its conceptual and categorical apparatus to offer new ways to study.

Political systems and technology are interdependent and influence each other. On the one hand, political systems and political leaders aim at influencing technological development and benefiting from technological progress; on the other, technological development has a considerable proportion of its own dynamics and potential to influence society and political systems. This chapter particularly focuses on electronic democracy and virtual communities and accordingly discusses recent ideas and plans of political leaders, derives requirements for technology, presents systems and prototypes, and reports cases demonstrating how and what technology is really used.

The whole problem under our collective investigation, as I view it, is about understanding the human situation in terms of the impact of technology. The union of science and technology still resides within the limits of a “practical anthropocentrism” (Marsel G.), that is increasing satisfaction of human needs. An advancement in science and technology is accompanied by the desacralization of culture and the crisis of humanism. An awareness of the growing environmental, cultural, existential problems leads to the necessity to shift the vectors of scientific inquiry and technological development. In this process, the role and mission of the humanities is an articulation and promotion of human perspectives of science and technological progress. The humanities’ mission consists in attracting attention of scientists and society to humanizing technology and its aiming not only towards the growth of power over nature, but also to the making of a new relationship to the humans, to solving global problems.

On the basis of the case study of the selected government-linked companies (GLCs), this paper examines the technological stock progress and further assesses its implication for growth. A synthesized framework of analysis (using technological stock and logistic growth function) is proposed to highlight the virtuous cycle between R&D investment, technology stock and growth. The results suggest that two of the selected firms (Proton and Golden Hope), indeed, showed better technological progress. However, Proton seems to achieve the maturity stage of technology and further needs to enhance its technology capability to drive its performance in the future. In contrast, TNB is found to lack the technological development to promote performance. The results, on the one hand, suggest that technology development is mostly progressive with high returns in the areas where the country has definite comparative advantage (e.g. oil palm) and when better partnership exists. On the other hand, in a highly protective market, the technological progress is slow – the case of energy sector – and contribution of technology progress towards growth is in lack – as in the case of automotive sector. Case comparison suggests that attempts to develop technology require competitive market with less government protective measures.

The report describes the long-term evolution of human physical strength and capabilities on the background of global technological progress. To illustrate their interrelation, relevant graphs were created for the long-term historical period, namely, 1700-2050 years. It turned out that the global change in human physical use is evolutionary and, also, has a regressive tendency. Global technological development has the opposite, i.e. the progressive tendency, which is revolutionary. The use of statistical and qualitative analysis has shown that there is a negative correlation between the use of physical capabilities and global technological progress in the longer term (i.e. in the trend of the century).

Abstract This article participates in mapping existing legal implications stemming from contemporary innovation. The article relies on a case analysis of artificial intelligence, drones and blockchain, to reflect a majority of the underlying legal issues to which many emerging innovations might contribute, and it attempts to map them into different categories of challenges – liability, privacy, and property. It concludes by pinpointing three main reasons behind the identified legal implications: the growing “consciousness” and autonomy of emerging technologies, the growing availability of transformative innovations to the broad public and the development of participatory models in economy and other social spheres, including law, and the tendency for transformative innovations to function in regulatory uncertainty. As a means to cope with challenges generated by technological progress, the article leans towards a process-focused approach that promotes embedding values in the early stages of technological development.

In this writing, the author does a study about the role of teachers in utilizing learning media as a source of learning for millennial students. This study departs from the anxiety of the author about the condition of the teachers in the digital era. The author sees that at this time some teachers have difficulties in dealing with millennial students. Based on this problem, the authors do a study about the role of teachers in utilizing learning media empirically. Based on the study which did by the authors in this paper, three important point must be done by teachers in dealing with millennial students, that are: first, teachers can take advantage of all forms of technological development. Technological progress is something that cannot be avoided in this life, so the teacher should not be allergic to all forms of development that exist. Second, teachers can understand the power of the media as a source of learning. The benefit of learning media is determining the quality of learning delivered by a teacher. Therefore, teachers need to prepare learning media before teaching in class. After that, the teacher has to understand the needs of the millennial students. The needs of millennial students are not the same, but at least the presence of teachers provides solutions both cognitive, affective and psychomotor. The uniqueness of the teacher, in this case, is a teacher can act as anything as long as it can influence student behavior towards positive actions, even those students can become actors of the progress of the media. This is evident from the student activities that have been narrated in this paper
