“Regulatory Guillotine” – dangers and prospects for industrial enterprises

The article analyzes the problems associated with the reform of control and supervisory activities to reduce the administrative burden on business entities. Special attention is paid to the mechanism of the "regulatory guillotine" in the Russian Federation, as a comprehensive update of mandatory requirements. This reform is especially relevant for organizations that produce high-tech products, since it is at these enterprises that the requirements corresponding to the current level of scientific and technological progress should be applied. As a research goal of the article, the authors analyzed the features of the introduction of the "regulatory guillotine" mechanism for industrial enterprises. As a result of the analysis, it is established that it is necessary to apply a process-oriented approach in the implementation of control and supervisory activities. It is determined that on the one hand, the mechanism of the "regulatory guillotine" for enterprises will reduce unnecessarily unjustified control and supervisory checks, form a system of regulation of control and supervisory activities, and minimize administrative pressure. The new regulatory and legislative framework (mandatory requirements) should be consistent and unambiguous, meeting the requirements of the time and technological development of enterprises, based on the most significant public risks. This will allow businesses to reduce costs and remove barriers to development. On the other hand, it is established that the implementation of the "regulatory guillotine" mechanism strongly depends on organizational and managerial aspects: the definition, justification and development of mandatory requirements that ensure a risk-based approach to control and supervisory activities is a difficult task for all participants of the reform, requiring them to be prompt and consistent. The implementation of the "regulatory guillotine" may take years and enterprises will have to work in the mode of uncertainty of the regulatory framework for several more years, and the establishment of a large number of uncontrolled exceptions contributes to the ambiguity of control and supervisory procedures. The article defines the difficulties of implementing the mechanism of the "regulatory guillotine" in industrial enterprises.

The research paper focuses on a complex study of scientific and technological development of high-tech companies of the Russian Federation in the context of introducing the conception “INDUSTRY 4.0”, which involves six main phases: 1) Computerisation; 2) Connectivity; 3) Visibility; 4) Transparency; 5) Predictive capacity; 6) Adaptability. The article describes external factors – with the help of such marketing tool as the STEP-analysis – that have an impact on scientific and technological development of Russia’s high-tech companies in the context of introducing the digital economy and conception “INDUSTRY 4.0.” The authors of the research paper present the scheme for cooperation components of scientific and technological development of industrial enterprises in the Russian Federation which includes such important aspects as the forming process a progressive technological base; development methods of objective assessment for the technical development prospects; using of artificial intelligence and neural network; making more efficient use of industrial enterprises; searching for new energy sources and their using; accelerate biotechnologies; research on the new breakthrough technologies; application of achievements in science and technology; development of new design solutions; development of aerospace industry in the military-industrial complex; development of new kinds of materials and their using in the production process and others. The authors present data indicating the number of organizations which perform research and developments. The authors’ research perspectives present practical aspects of scientific and technical development of military-industrial complex as a whole and aerospace industry of the Russian Federation in general.

Subject. The article investigates the program-targeted planning methodology, which is implemented in the Russian Federation and leading foreign countries, for high-tech industry development. Objectives. The aim is to identify the specifics of program-targeted planning for the development of high-tech industries, to shape programs and plans for innovative development in the Russian Federation and leading foreign countries. Methods. The study employs general scientific methods of systems analysis, including the statistical and logical analysis. Results. I reviewed methods of program-targeted planning, implemented by the world’s leading countries (the Russian Federation, United States of America, France, Great Britain, Netherlands, Norway, Japan, Canada), in the interests of the development of various high-tech sectors of the economy. The study established that the methodology of program-targeted management is an effective tool for resource allocation by various types of economic activities in accordance with national priorities. I developed proposals by priority areas for improving the methodology for program-targeted planning and management in the Russian Federation in modern economic conditions. Conclusions. The findings and presented proposals can be used to improve methods for program-targeted planning to develop high-tech sectors of the economy; to design various long-term programs and plans, reducing the risk of their implementation; to determine the ways and methods of sustainable socio-economic and innovative and technological development of the world's leading economies.

"The transition of Russia to sustainable economic growth is impossible without stimulating the use of the achievements of science and education, high technologies, promoting innovative activity as an essential premise for the development of social production and subjects of economic relations. For the state, the promotion of innovation is a priority in the economic policy sector, since it is the level of scientific and technological development that largely determines the long-term strategic advantages of the country, and the prospects for the development of the state largely dependent on the level of innovation development. For a long time, the Ministry of Economic Development of the Russian Federation has been implementing the Strategy for Innovative Development of the Russian Federation. It includes 20 key steps and is developed based on the provisions of the concept of long-term development of the Russian Federation. The main results should have been, firstly, an increase in spending on science and innovation, and secondly, an increase in the share of industrial enterprises that introduce innovations in production. It was assumed that their share will increase by 4-5 times by 2020, compared with 2010 year. Not everything has been achieved, and there is a lot to strive for. This study is devoted to the driver of scientific and technological progress - the chemical complex of Russia. The chemical complex plays a significant role in the implementation of the most important socio-economic programs of the country. The study is devoted to the consideration of the most important prospects and key alternatives for the development of the chemical industry related to different areas of innovation. Conclusions will be made on key technologies and products that can change the position of the chemical industry in the global market."

Increased competition between producers has now become one of the critical features of the country’s economy. Within the framework of the Water Strategy of the Russian Federation, technological issues play a significant role both in the protection of water resources and in compliance with the safety requirements and favourable quality of the water used. For more than 20 years worldwide, there has been a transition from a hazard-oriented to a risk-oriented approach in the organization of nature and water protection activities. The use of a risk-based approach determines the mandatory monitoring of all pollutants and calculation methods for assessing various types of toxicity of a substance, their hazardous concentrations based on knowledge of the structure and information about the hazard of substances from international databases and registers. Based on the analysis of the main provisions of the Water Strategy of the Russian Federation until 2020 in conjunction with the conditions of water use affecting the health of the population, the priority problems of technological development in the water protection sector and their medical and preventive support were identified. Measures have been outlined to ensure the compliance of the technology for the protection of water bodies, sources of household and drinking water supply to the population and industrial development for monitoring the effectiveness and efficiency of hygienic regulation, sanitary and epidemiological examination of project documentation and a risk-oriented approach to ensuring the activities of business entities on the territory of sanitary protection zones of drinking water sources: water supply, wastewater treatment from point and diffuse sources of pollution.

On the one hand, political systems and political leaders aim at influencing technological development and benefiting from technological progress; on the other, technological development has a considerable proportion of its own dynamics and potential to influence society and political systems. This chapter particularly focuses on electronic democracy and virtual communities and accordingly discusses recent ideas and plans of political leaders, derives requirements for technology, presents systems and prototypes, and reports cases demonstrating how and what technology is really used.

On the basis of the case study of the selected government-linked companies (GLCs), this paper examines the technological stock progress and further assesses its implication for growth. A synthesized framework of analysis (using technological stock and logistic growth function) is proposed to highlight the virtuous cycle between R&D investment, technology stock and growth. The results suggest that two of the selected firms (Proton and Golden Hope), indeed, showed better technological progress. However, Proton seems to achieve the maturity stage of technology and further needs to enhance its technology capability to drive its performance in the future. In contrast, TNB is found to lack the technological development to promote performance. The results, on the one hand, suggest that technology development is mostly progressive with high returns in the areas where the country has definite comparative advantage (e.g. oil palm) and when better partnership exists. On the other hand, in a highly protective market, the technological progress is slow – the case of energy sector – and contribution of technology progress towards growth is in lack – as in the case of automotive sector. Case comparison suggests that attempts to develop technology require competitive market with less government protective measures.

The current Strategy of Innovative Development of the Russian Federation for the period up to 2020 and the Strategy of Scientific and Technological Development of the Russian Federation determine the goals, priorities and objectives of the state innovation policy and scientific and technological development of the country. A significant role is given to areas that allow us to obtain scientific and technical results that are the basis for increasing the innovative level of production and consolidating the country's position in the foreign market. Among the priority areas is the aviation industry, namely the sector of aircraft engine construction. The creation of aircraft engines is currently one of the most science-intensive and high-tech tasks of the domestic aircraft industry. However, the analysis of the current state of implementation of programms in this area shows that the problems of their functioning and development are not always solved taking into account a wide range of emerging risks, the negative impact of which can lead to significant financial losses. To develop effective methods for assessing and minimizing risks, it is necessary to first analyze and classify them. In the article, based on the analysis, a system of classification of risks arising during development aircraft engines. The results obtained will allow us to give a preliminary qualitative assessment of the negative events that occur at various stages of the development of aircraft engines.

The content of technical and technological equipment of the enterprise is revealed through the definition of potential production capacity by increasing production capacity in the conditions of a growing demand for high-tech products and services. Theoretical provisions and conclusions relate to the structural content of technical and technological development through the relationship with the conditions for the development of the technical and technological base. There are given the main elements of technical and technological equipment that can be measured and focused on the growth of the technological level of production. It is shown that the prospects for technical and technological equipment lie in the development of knowledge-intensive means of labor, the level of fundamental scientific and technical research, as well as technological integration of related processes. The stable dynamics of resource provision in the form of capital injections into technological re-equipment and modernization of production in the Russian and Western economies are revealed. The article offers a synthesis of innovative approaches to the technical and technological development of enterprises with the designation of special areas of the production process by technologization, structuring mechanisms of diagnostics data to inform management decisions, outsourcing services, corporate governance and the taxation of transnational associations. The article reveals the prospects for establishing relationships between industrial enterprises and financial structures based on the principle of supply chain financing. Further studies of technologization include the digitalization of production, knowledge economy, as well as schemes of platform cooperation between industrial companies and stakeholders. It is emphasized that the technical and technological equipment of enterprises has a high degree of dependence on the state of the resource base, which should be regulated taking into account deviations from the course of sustainable development.


The human resourcing component of the problem of analyzing the strategic efficiency of the industrial enterprises' projects for high-tech products (HTP) creation is highlighted. The dynamics of the key performance indicators of the aviation industry and the results of the analysis of achieving the target industry indicators in the aircraft manufacturing sector describing human resources are presented. A system is proposed for selecting the indicators for assessing the level of development of the project human resourcing. The specific features of the project human resourcing in the aviation industry of the Russian Federation are reflected. A method of assessing the level of development of personnel structural characteristics of the strategic efficiency of the HTP creation project in the aviation industry is proposed, taking into account the factor of their territorial production and assembly.
