The article reveals the specifics of policy networks in the public administration system, examines in detail the basic characteristics of networks, as well as the features of the configuration and coordination mechanisms inherent in various types of network coalitions. The author examines networks in the context of their positive and negative impact on the quality of public administration, drawing attention to the conditions for the degeneration of network associations that allow the state, together with non-state actors, to solve socially significant problems into structures that threaten the integrity of the political system. In the context of the author's definition of networks in public administration, the article examines their structural components, reveals the features of the position of network actors, describes the operational functions of networks (exchange of information, financial resources and dissemination of knowledge), emphasizes the importance of the problem of closeness for their functioning. Particular attention is paid to the positioning of state institutions in networks, the author reveals the reasons for their use of a predominantly principal-agent mechanism for coordinating interaction with nongovernment participants, which reduces the degree of their freedom in the network, but at the same time guarantees the observance of socially significant interest in the implementation of programs and projects. The article also discusses in detail the configurations of networks and the specifics of their activities at all stages of decision-making and implementation, emphasizes the opportunities and threats associated with the activities of certain types of network alliances. The author emphasizes that the negative potential of network structures is manifested in a situation of divergence of political and managerial orientations of power and society's expectations against the background of weak institutions and lack of public control over political players, which leads to the gradual replacement of public administration by the rule of latent network groups.

The article examines the communicative capabilities of a scientific and practical journal to describe phenomena and events, as well as explaining their semantic meaning. The author uses methods of content analysis of publications through their semantic context. Initially, the embedded interpretation of reality gives rise to a semantic dialogue between the reader and the creator of text. This form of text interactivity allows to obtain not only quantitative but also qualitative analysis results. The Belarusian scientific and practical journal “Problems of Management” was chosen as the object of analysis. As the analysis has shown, the semantic context of the published articles shows the direction for social development aimed at increasing the activity of the population and its responsibility for the quality of life. The author systematizes the semantic accents found in the interpretations. They are considered as a unity of three aspects. Socialization of economic transformation is understood as the creativity and entrepreneurial spirit among producers. Social policy modifications are considered to stimulate human capital and direct everyone towards personal effectiveness. Social dialogue is regarded as a format of civic participation in the public administration system. In this context, the scientific knowledge provided by the magazine about the adaptation of Belarusian society to the changes and challenges of time is perceived. This allows the author to qualify the processes taking place in the country as secondary socialization, during which society acquires new features without losing its basic characteristics. In turn, the activities of the journal can be defined as having inclusive nature: the journal is integrated into the management process by explaining to the reader the meanings of the guidelines set by the state.

If  connected  with  the  public  administration,  service  is  the  quality  of bureaucrat service to the community. The word quality has many different and varied definitions ranging from the conventional to the more strategic ones. The conventional definition  of quality usually illustrates the direct characteristics of a product, of which there are five indicators of public service, namely Reliability marked the proper service and correct; The tangibles are characterized by the adequate provision of human resources and other resources; Responsiveness, characterized by the desire to serve consumers quickly;  Assurance, marked the level of attention to ethics and moral  in  providing  services,  and  empathy,  which  mark  the  level  of willingness to know the wishes and needs of consumers.

This topic is relevant, since public services are one of the main indicators of the country's socio-economic development. The article examines the features of public administration of digital development and the processes of digital transformation of Ukrainian society. The current situation of digitalization of Ukraine, new digital trends and efficiency of state institutions are analyzed. It is determined that the implementation of an active state policy and effective work of state institutions and the Ministry of Digital Transformation of Ukraine is necessary. The main problems that may arise in the process of applying digital technologies in public administration are identified. It is proved that digital transformations in the public sector of Ukraine are the basis of its reform and a potential example for the whole country, how to use the advantages of the "digital" world, which will significantly stimulate the development of open information society as one of the essential factors of democracy in Ukraine. productivity, economic growth, job creation, as well as improving the quality of life of Ukrainian citizens.

The article is devoted to issues of ensuring transparency and ac- countability of authorities in the conditions of participatory democracy (democ- racy of participation). It is argued that the public should be guaranteed not only the right for access to information but also the prerequisites for expanding its par- ticipation in state governance. These prerequisites include: the adoption of clearly measurable macroeconomic and social goals and the provision of control of the processes of their compliance with the government by citizens of the country; ex- tension of the circle of subjects of legislative initiative due to realization of such rights by citizens and their groups; legislative definition of the forms of citizens’ participation in making publicly significant decisions, design of relevant orders and procedures, in particular participation in local referendum; outlining methods and procedures for taking into account social thought when making socially im- portant decisions. The need to disclose information about resources that are used by authorities to realize the goals is proved as well as key performance indicators that can be monitored by every citizen; the efforts made by governments of coun- tries to achieve these goals. It was noted that transparency in the conditions of representative democracy in its worst forms in a society where ignorance of the thought of society and its individual members is ignored does not in fact fulfill its main task — to establish an effective dialogue between the authorities and so- ciety. There is a distortion of the essence of transparency: instead of being heard, society is being asked to be informed — and passively accept the facts presented as due. In fact, transparency and accountability in this case are not instruments for the achievement of democracy in public administration, but by the form of a tacit agreement between the subjects of power and people, where the latter passes the participation of an “informed observer”.

Herein, the main features and rules of using guaranteed values when analyzing the quality of rocket - space equipment products are considered. The definition of the guaranteed value and the form of its presentation is given. It is indicated that guaranteed value is distributed and is characterized by the frequency distribution law. The main methods of representation and conversion of guaranteed values are statistical. Examples of determining the basic characteristics of guaranteed values are given.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

Slogans play an important role in conveying information to targeted audiences, and the translation of slogans tends to be studied under the rubric of public-notice translation. Previous research mainly uses researchers’ expertise to evaluate the quality of this type of translation. Yet, little is known about what the targeted readers think about the translation, although their opinions present key information that helps to determine whether the translation has achieved the intended effect. This paper elicits and systematically analyzes readers’ responses. We investigate the case of Macao, a rapidly growing economy where the demand for English translation has markedly increased in recent decades. Public administration bodies in Macao have commissioned Chinese-to-English translation in varied areas such as tourism, social security and welfare, cultural and sports events. We sampled ten translated slogans that were used in the public sector, and administered survey questionnaires (n=130) to both source-text and target-text readers. The two groups of readers’ evaluations, based on the criteria of fluency, conciseness, persuasiveness and mnemonic effect, reveal that the translations are perceived significantly less favorably than the originals are. Readers most strongly disliked word-for-word translations, and pointed out numerous problems with the translations such as ungrammaticality, inappropriate word use, lack of appeal, and unintelligibility due to insufficient background knowledge. This research demonstrates the tangible value of using readers’ responses to evaluate translation quality. It also has implications for translator training, and recommends that public authorities should institute a rigorous quality assurance system.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. Nowadays the different IT tools and use of the internet have appeared almost in every sectors of the economy, so it may give several benefits and help to the agricultural producers. In this article I give a brief overview about e-government and its’ opportunities, then I give a short description of a few important governmental and specialized administration on-line services which are provided to the farmers. According to many experts using of informatics may cause essential change in the operation of the administration because of the fact that the electronic administration may evolve. Generally speaking, today the egovernment services are already an indispensable device to the reformation of the public administration, the modification of services which suits to people's demands and the creation of the more adaptable, clearer public administration. The electronicdocuments are free from formal errors which is either important for clients or offices. The cases can be arranged even from home in 24 hours of the day. The spread and success of the use of electronic services depend not only on the quality of services, but the IT readiness of the target audience is also very important factor. Unfortunately the affect of e-gap is bigger in case of the farmers.
