‘Some editors are failed writers, but so are most writers.’ TS Eliot (1888–1965) Have you ever wondered what medical journal editors do? Most editors in the medical field are unpaid and the work is part of the wider culture of service provided by so many in the medical profession. Together with the editorial board and the publisher, an editor will decide the direction of the journal. For instance, decisions are made about what sort of material should be published. One of the most common tasks, however, is the daily screening of manuscripts submitted for publication, many of which are rejected without peer review owing to poor quality, redundant material or the subject of the article being beyond the scope of the journal. After deciding which peer reviewers to send an article to, the editor must make a final decision on a manuscript, which may not necessarily concur with the advice given by the reviewers. With this comes a huge amount of personal responsibility and one to the organisation the editor represents. Take the example of George Lundberg, the editor of JAMA: The Journal of the American Medical Association, who was fired from his position after 17 years with the alleged faux pas of rushing to publish an article to coincide with the Clinton impeachment hearings ‘to extract political leverage.’ Lundberg published research showing that 60% of college students surveyed in 1991 did not think that engaging in oral sex was classed as actually ‘having sex.’ 1 While neither the methods used in the survey nor the results were disputed, the timing of the publication at an awkward political juncture was. Extrapolating this, editors are therefore not just responsible for the content of what is published but also the impact of publications in the wider arena. Editors must also handle a great deal of correspondence, including author queries and complaints, and respond to them in a timely manner. Communication with the team, the publisher, authors and readers is a vital skill. Finally, the editor needs to deal with the journal’s ethical policy when examples of plagiarism, author disputes or other forms of misconduct are evident. Breaches of publication ethics are forms of scientific misconduct that can undermine science and challenge editors, many of whom have little formal training in this field. In this respect, the Committee on Publication Ethics (COPE), founded in 1997 as a voluntary body, has become a central player. COPE provides a discussion forum and advice as well as guidelines for scientific editors with the aim of finding practical ways to deal with forms of misconduct. The Annals is a member of COPE and follows its code of conduct for journal editors. 2 It is a privilege that the current chair of COPE, Dr Barbour, and her colleagues have written this final article in the medical publishing series about challenges in publication ethics.   “You, who are on the road Must have a code that you can live by And so, become yourself Because the past is just a good bye”1   The recent dismissal of charges of plagiarism made against no less than a Justice of the Supreme Court of the Republic of the Philippines2 and subsequent retaliatory threats against protesting faculty of the College of Law of the University of the Philippines3 are matters of grave concern in a country where even the capital crime of plunder can be so blatantly disregarded. Not surprisingly, these misdemeanors share a similar etymology.   Plagiarism comes from the “Latin plagiarius ‘kidnapper, seducer, plunderer,’ used in the sense of ‘literary thief’ by Martial, from plagium ‘kidnapping,’ from plaga ‘snare, net.’"4 According to the World Association of Medical Editors, “plagiarism is the use of others' published and unpublished ideas or words (or other intellectual property) without attribution or permission, and presenting them as new and original rather than derived from an existing source.”5 Just as ignorance of the law is not an excuse to violate it, the misconduct of plagiarism is not contingent on whether it was committed intentionally or unintentionally. Technical Plagiarism “occurs when one inadvertently fails to properly cite, credit, and/or integrate a source, be it text, computer code, graphic, audio, or video information into one's work … (and) can range in severity from an errant footnote, to incomplete citation information to "forgetting" to cite altogether.”6   Five general types of plagiarism have been identified by Barnbaum:7 “cut and paste,” “word-switch,” “style,” “metaphor,” and “idea.” The first two are easy to understand, the first referring to literally lifting and applying words, phrases, sentences or paragraphs while the second involves substituting words or paraphrasing without attribution. But even following the flow of thought or reasoning style of another, substituting your own words sentence after sentence or paragraph after paragraph is “style plagiarism” and the same holds true when the metaphors or ideas of another are used without proper acknowledgement.7 The bottom line is that plagiarism gives the false impression that the words, ideas, composition or creation are those of the plagiarizer and not someone else’s, or misleads the recipient about the nature of the plagiarized material.5   There is even “self-plagiarism,” which “refers to the practice of an author using portions of their previous writings on the same topic in another of their publications, without specifically citing it formally in quotes,”5 and may give the impression that the present work is new and original, when in fact it is not. According to Scanlon,8 while the whole issue of self-plagiarism “raises knotty conceptual, legal, ethical, and theoretical questions … we do and should give writers legal and ethical latitude for limited self-copying, although certainly not for egregious duplication.”   Barring situational concessions for limited self- and technical plagiarism in exceptional contexts, plagiarism generally involves fabrication and falsification, which in science (as in law) are misconducts of the highest degree, regardless of the presence or absence of “malicious intent.” The Code of Conduct and Best Practice Guidelines for Journal Editors of The Committee on Publication Ethics (COPE) outlines the duties of editors in pursuing such misconduct: 9   Pursuing misconduct   Editors have a duty to act if they suspect misconduct. This duty extends  to both published and unpublished papers. Editors should not simply reject papers that raise concerns about possible misconduct. They are ethically obliged to pursue alleged cases. Editors should first seek a response from those accused. If they are not satisfied with the response, they should ask the relevant employers or some appropriate body (perhaps a regulatory body) to investigate. Editors should follow the COPE flowcharts where applicable (link to flowcharts). Editors should make all reasonable efforts to ensure that a proper investigation is conducted; if this does not happen, Editors should make all reasonable attempts to persist in obtaining a resolution to the problem. This is an onerous but important duty.             If this “onerous but important duty” applies to scientific misconduct, how much more to an institution whose very foundations are based on ethics and morality and whose raison d’etre is their upholding? Where resides this institution’s moral authority, if it cannot set the example it ought to?             It is not right to take what is not yours without permission; that is thievery at best. It is even worse to shamelessly appropriate for yourself, that which belongs to others; that is looting and piracy. But the large-scale wanton stripping of intellectual (and other) properties and subsequent justification with legalese that violate the very roots of academic (and other) freedoms for present and future generations are tantamount to no less than pillage and plunder.

Dear All Associated Users of AJMS: It gives us immense pleasure to publish the current issue of AJMS Vol 12 No 1 (2021). We started our journey from 2010 with an online edition of AJMS. Slowly we progressed with the support of our committed and strong team of Editorial board members and launched the printed edition in the year 2015 and we further expanded our publication frequency from quarterly issue to bimonthly issue. With the overwhelming response and support from our users, we now take a leap to publish monthly issue from this year (2021) onwards.  With the current expansion of edition, we make it clear that we have not made any compromise in the quality of articles which we publish in AJMS. We have been striving hard to serve the potential authors who has entrusted on us and chosen our journal to publish their manuscripts, making our journal as their journal of choice! On submission, the manuscripts are assigned to editor and section editor for initial review process, followed by assigning the manuscript to three reviewers of which two are internal reviewers and one outside the editorial board (external reviewer). The blind review process in our journal takes six to eight weeks’, sometimes even earlier depending on the reviewers and the decision is made once the review report is submitted to the editor. Sometimes the delay in turnaround time happens which is unavoidable due to late response from reviewers and from the authors. We insist the authors to communicate with the editor soon the review reports are sent to them for revisions. This would further shrink the time of publication from submission. The reviewers and the editorial board members are solely responsible for taking initial decision of the article but the final decision is based on the Editor. In 1995,the Australian Medical Association launched its Safe Working Hours campaign. By 1998,this had been developed into a National Code of Conduct that continues to resonate in the Australian public health system. However, and particularly in respect of Doctors in Training (DITs) who continue to work long hours, there are levels of resistance to proposals that seek to re-organise work or change prevailing professional and cultural expectations.Long working hours have substantial impacts on a DIT's capacity to consistently deliver high quality patient care, dilute the effectiveness of their training regime and have negative consequences on their health, social life and family responsibilities. While public hospitals often maintain the view that minimal budget flexibility restricts their capacity to affect change in a positive way, in fact devisable productivity and efficiency gains can be achieved by reducing working hours. Further, the medical profession needs to consider whether long hours provide an optimal environment for quality learning and performance.

Background: The Committee on Publication Ethics (COPE) and the International Committee of Medical Journal Editors (ICMJE) are two internationally recognised organisations in the field of publication ethics. Guidelines from these two organisations were updated in 2018. Objectives: To assess the extent to which the journal Pharmactuel is compliant with the guidelines on publication ethics updated by ICMJE and COPE in 2018 and, where the journal is found  wanting, to take the necessary steps to make it compliant. Methods:  A list of updated criteria – 56 by ICMJE and 22 by COPE – was compiled. In January 2020, compliance with each of these criteria was evaluated by the editor-in-chief and validated by all six associate editors. The evaluation was followed by an action plan to improve compliance, and the evaluation was repeated in November 2020. Results: Of the 56 ICMJE criteria, Pharmactuel was fully compliant with 31 and partly compliant with 10 criteria (a compliance rate of 73%, taking the two together). The corresponding figures for the 22 COPE criteria were 17, 3, and 91%. By modifying its editorial policies, training its associate editors, and creating appropriate guidelines for its editorial board and editors, Pharmactuel achieved almost 100% compliance by the end of 2020. Conclusions: Pharmactuel has been fully compliant with ICMJE and COPE recommendations since January 2021. Minor modifications to Pharmactuel’s publication process have enabled the editorial team to ensure that the journal continues to be almost totally compliant with COPE and ICMJE guidelines and to uphold its high ethical standards.

Residential architecture has one of the most conservative styles based on its specifics. However, today this type of architecture seeks to actively respond to changes in the modern world. These changes are caused by multiple factors, among them are: technological and information progress; lack of resources and environmental pollution; military conflicts and population migration etc. The purpose of this article is to summarize the experience of the Department of Architectural Environment of Lviv Polytechnic National University over housing issues and outline the methodological principles of innovation in designing both individual houses and the architectural environment of residential formations. While writing this article, we analyzed the 15-year experience of Architectural Environment's Department diploma projects. The unique feature of these projects is the priority on the design of the environment. The evolution of diploma project topics is revealed on multiple distinctive examples such as the reconstruction of old buildings in Lviv and the construction of prefabricated homes and container-type housing. Futuristic settlements are represented in projects such as “The Ocean Settlements” and “Prykarpatsk - the City of Future”. Research projects were developed to study current trends in housing design and the impact of innovative technologies on planning decisions. These projects discoursed the protection of housing from traffic noise and issues related to environmental preservation. Innovative architectural ideas of future housing, developed by students in these projects, are based on a combination of aesthetic, technical, and social components of architecture. The conclusion indicates that when educating future architects, it is important to teach them the basics of the craft, as well as the ability to defend their innovative ideas. The emphasis is placed on the importance of educating the architect's personal responsibility for their own design solutions. It is stated that professional motivation and the ability to constantly renew previously acquired knowledge and skills will be among the main tasks in training future architects.

The passage of the Personal Responsibility and Work Opportunity Act (PRWORA) of 1996 has major implications for low-income Asian American and Pacific Islander (AAPI) populations. The purpose of this paper is to provide an overview of the research currently examining the impact of welfare reform on AAPI recipients and the welfare-to-work services available to this population. This article highlights AAPI participation and their timing-out rates in California’s CalWORKs program and their barriers to transitioning to work. Four welfare-to-work program models and recommendations are presented to illustrate strategies that can be used to address the unique needs of AAPI in order to alleviate their high risk for timing-out: one-stop-shops, transitional jobs programs, providing comprehensive and family focused services, and additional research and evaluation of programs specific to assisting the AAPI population on CalWORKs.

The article outlines some human factors affecting the operation and safety of passenger air transport given the massive increase in the use of the VLA. Decrease of the impact of the CO2 world emissions is one of the key goals for the new aircraft design. The main wave is going to reduce the burned fuel. Therefore, the eco-efficiency engines combined with reasonable economic operation of the aircraft are very important from an aviation perspective. The prediction for the year 2030 says that about 90% of people, which will use long-haul flights to fly between big cities. So, the A380 was designed exactly for this time period, with a focus on the right capacity, right operating cost and right fuel burn per seat. There is no aircraft today with better fuel burn combined with eco-efficiency per seat, than the A380. The very large aircrafts (VLAs) are the future of the commercial passenger aviation. Operating cost versus safety or CO2 emissions versus increasing automation inside the new generation aircraft. Almost 80% of the world aircraft accidents are caused by human error based on wrong action, reaction or final decision of pilots, the catastrophic failures of aircraft systems, or air traffic control errors are not so frequent. So, we are at the beginning of a new age in passenger aviation and the role of the human factor is more important than ever.

IntroductionCurrent treatment regimens for multidrug-resistant tuberculosis (MDR-TB) are long, poorly tolerated and have poor outcomes. Furthermore, the costs of treating MDR-TB are much greater than those for treating drug-susceptible TB, both for health service and patient-incurred costs. Urgent action is needed to identify short, effective, tolerable and cheaper treatments for people with both quinolone-susceptible and quinolone-resistant MDR-TB. We present the protocol for an economic evaluation (PRACTECAL-EE substudy) alongside an ongoing clinical trial (TB-PRACTECAL) aiming to assess the costs to patients and providers of new regimens, as well as their cost-effectiveness and impact on participant poverty levels. This substudy is based on data from the three countries participating in the main trial.Methods and analysisPrimary cost data will be collected from the provider and patient perspectives, following economic best practice. We will estimate the probability that new MDR-TB regimens containing bedaquiline, pretomanid and linezolid are cost-effective from a societal perspective as compared with the standard of care for MDR-TB patients in Uzbekistan, South Africa and Belarus. Analysis uses a Markov model populated with primary cost and outcome data collected at each study site. We will also estimate the impact of new regimens on prevalence of catastrophic patient costs due to TB.Ethics and disseminationEthical approval has been obtained from the London School of Hygiene & Tropical Medicine and Médecins Sans Frontières. Local ethical approval will be sought in each study site. The results of the economic evaluation will be shared with the country health authorities and published in a peer-reviewed journal.Trial registration numberClinicalTrials.gov Registry (NCT04207112); Pre-results.

AbstractPurpose: Some universal accessibility practitioners have voiced that they experience a mismatch in the research focus and the need for knowledge within specialized problem domains. This study thus set out to identify the balance of research into the main areas of accessibility, the impact of this research, and how the research profile varies over time and across geographical regions. Method: All UAIS papers indexed in Scopus were analysed using bibliometric methods. The WCAG taxonomy of accessibility was used for the analysis, namely perceivable, operable, and understandable. Results: The results confirm the expectation that research into visual impairment has received more attention than papers addressing operable and understandable. Although papers focussing on understandable made up the smallest group, papers in this group attracted more citations. Funded research attracted fewer citations than research without funding. The breakdown of research efforts appears consistent over time and across different geographical regions. Researchers in Europe and North America have been active throughout the last two decades, while Southeast Asia, Latin America, and Middle East became active in during the last five years. There is also seemingly a growing trend of out-of-scope papers. Conclusions: Based on the findings, several recommendations are proposed to the UAIS editorial board.

Objective Virtual Consultations may reduce the need for face-to-face outpatient appointments, thereby potentially reducing the cost and time involved in delivering health care. This study reports a discrete choice experiment (DCE) that identifies factors that influence patient preferences for virtual consultations in an orthopaedic rehabilitation setting. Methods Previous research from the CONNECT (Care in Orthopaedics, burdeN of treatmeNt and the Effect of Communication Technology) Project and best practice guidance informed the development of our DCE. An efficient fractional factorial design with 16 choice scenarios was created that identified all main effects and partial two-way interactions. The design was divided into two blocks of eight scenarios each, to reduce the impact of cognitive fatigue. Data analysis were conducted using binary logit regression models. Results Sixty-one paired response sets (122 subjects) were available for analysis. DCE factors (whether the therapist is known to the patient, duration of appointment, time of day) and demographic factors (patient qualifications, access to equipment, difficulty with activities, multiple health issues, travel costs) were significant predictors of preference. We estimate that a patient is less than 1% likely to prefer a virtual consultation if the patient has a degree, is without access to the equipment and software to undertake a virtual consultation, does not have difficulties with day-to-day activities, is undergoing rehabilitation for one problem area, has to pay less than £5 to travel, is having a consultation with a therapist not known to them, in 1 weeks’ time, lasting 60 minutes, at 2 pm. We have developed a simple conceptual model to explain how these factors interact to inform preference, including patients’ access to resources, context for the consultation and the requirements of the consultation. Conclusions This conceptual model provides the framework to focus attention towards factors that might influence patient preference for virtual consultations. Our model can inform the development of future technologies, trials, and qualitative work to further explore the mechanisms that influence preference.
