This study covers the issues of the security system in civil aviation. The relevance of the topic is conditioned by a qualitatively new approach to the design of civil aviation, since the modern equipment has the means intended for rescue directly in the area of contact of an emergency aircraft with the ground. When hitting the ground, as a rule, the lower part of the airframe is crushed, the fuselages break in the centre wing section, and the interior equipment breaking off is very traumatic to passengers, the engines are extremely fire and explosion dangerous, which leads to an emergency situation developing into a catastrophic one. The purpose of the study is to investigate the existing security system of a civil aircraft and develop the modification of aviation equipment with the help of collective rescue systems. Two main areas of application of collective rescue systems in aviation technology are analysed. As a solution to the problem at hand, a modification in the form of a parachute system of collective rescue is proposed. A detailed description of the system operation with the use of the necessary calculations for weight, aerodynamic and similar costs is given. The system under study relates to aviation technology and can be used in the development of transport (passenger, cargo, business class, etc.) aircraft. The proposed modification would significantly increase the level of flight safety due to a preventive measure that would exclude the contact area of the emergency aircraft with the ground.

The use of the analysis methodology and forecasting of time series of indicators of the effectiveness of maintaining airworthiness of aircraft of civil aviation made it possible to present the dynamics of indicators as a combination of the regular component, harmonic components with oscillation periods of 12 months and more, and a random component, which represents random processes developing under the influence of groups of factors affecting the airworthiness maintenance process. The results obtained are aimed at improving the safety and effectiveness of aircraft use. The purpose of this study is to analyze standards as one of the main tools of protectionism in global markets of industrial goods. We use standards for modeling of market competition and adapt this approach for civil aviation markets. The role of local noise standards in civil aircraft markets is discussed. Imposition of more stringent aviation noise standards is modelled in the form of a two-person non-zero-sum game. Players are aircraft corporations that conduct research and development to reduce noise and lobby for stricter regulations in their controlled markets. The model can be used to predict that tighter aviation noise standards will be imposed and to justify the strategy of Russian aviation industry and science. The proposed approach can be adapted for other industries with strict regulations (in terms of safety, ecology). Such estimation allows us to assess whether it is in the country’s interests to participate in the standards race or not. It is shown that the equilibrium degree of standards tightening is higher if the players’ market shares are close to equal or individual players have advantages in the cost of production and/or product improvement is highly likely due to the company’s R&D progress.

In this chapter, the author presents stochastic methods in aviation. The stochastic methods are presented as methods of decision making (DM) of operators of air navigation systems (ANS) in risk and uncertainly. The ANS is presented as a socio-technical system (STS). Analysis influences the factors of professional and non-professional activities on DM of STS's operators. The author made an analysis of the International Civil Aviation Organization (ICAO) documents on risk assessment. To determine the quantitative characteristics of risk levels, models for DM by the operator of the aviation system under risk and uncertainty have been developed. The author demonstrates some interesting advantages offered by the new methodology of DM in STS and forecasting the behavior of the operator in an emergency situation (ES) for using models of DM in risk and uncertainty.

The safety of technological processes and order of elimination of the emergency situations arising on fire and explosion hazardous objects with availability of flammable liquids and vapours, the reasons and the mechanism of appearance of an emergency situation is considered. The analysis of process of emergence of an emergency situation on potentially hazardous production facility in Russia and St. Petersburg is made. Mechanisms of development of an emergency on the object containing fire and explosion hazardous and easily flammable liquids at various scenarios of passing of an emergency situation are constructed: floods, ignitions and manifestations of secondary dangerous factors. Priority tasks for carrying out effective and safe mitigation of consequences of the arisen emergency situation are designated. The technology and models elimination of an emergency situation on the object containing fire and explosion hazardous and easily flammable liquids on the example of explosion with the subsequent burning of the gas mixture formed in a consequence of evaporation of oil products in reservoir park of Ruchi oil depot in the city of St. Petersburg is developed. Recommendations for the officials controlling actions for elimination of an emergency situation on this object are developed.

Requirements fall into two categories: — (i) the demands of the market leading to a capacity requirement, which, dependent on the technical solutions, leads to a market requirement in terms of the number of aircraft. (ii) the technical requirements in terms of the vehicle characteristics required to provide the most competitive aircraft to achieve maximum market penetration. An appreciation of future civil requirements is presented as seen through the eyes of a project engineer rather than a market research economist. The title of the symposium suggests a focusing of attention on two main fields of air transport, namely, the successors to the supersonic long-range aircraft and the large subsonic short-range aircraft. It is, however, the intention to broaden the survey to cover the major areas of activity in civil aviation, since in many ways there may be inter-relations between the developments in different fields.

During flight, emergency descent situations are part of those extreme conditions that can lead the empennage of an aircraft to vibrate. These vibrations are mainly due to the separated flow on the upper surface of the structure which increases the pressure fluctuations on the empennage, sometimes leading to buffeting. This situation can cause structural fatigue and can induce certification and design constraints on the structure. Hence, an accurate prediction of the unsteady loads is needed to take these forces into account in the early phase of the empennage design. This paper presents a new approach to accurately model the unsteady aerodynamic loads resulting from the interaction between the horizontal tail plane and the wing wake. The method is based upon the coherence method and is compared to the method developed by Soumillon [2], based upon the correlation method. The results obtained by this new model show good agreements with the experimental data.
