The implementation of the strategy of re-industrialization of national economies is now the main trend in both Europe and Asia. In this context, railways are of great importance, as a mode of transport, capable of carrying large volumes of cargo and passengers with a sufficiently high speed. Special attention is paid to the innovative development of transport corridors connecting Europe and Asia to a single transport network. Mainly this paper is devoted to the financial aspects of the development of Ukrainian railway infrastructure, which has a significant transit potential. It is shown that underfunding of renewal of fixed assets of railways leads not only to the intensification of current problems, but to the formation of problems that will have a decisive influence in the future. The high cost of projects related to the innovative development of the railway infrastructure necessitates the attraction of private capital. The types of public-private partnership models as a mechanism for investment financing are considered. It has been determined that for the railway transport the most feasible are the BOT (build-operate-transfer) and BOOT (built–own–operate–transfer) models, which allow to ensure the innovative development of strategic infrastructure sites and maintain its integrity, by keeping it in state ownership.

The paper brings to the fore the need for state support by making investments in railway infrastructure, in order to maintain and ensure the success of railway transport of trucks by introducing RO-LA transport in rail traffic. Using this mode of transport reduces the cost of maintaining road infrastructure, protects the environment, reduces fuel consumption, and reduces road traffic congestionRO-LA transport is an alternative solution to auto transport and contributes to the streamlining of traffic of goods and people.

Abstract The research of railway track surfaces is aimed at improving the quality of railway infrastructure and providing the chance of improving the safety of driving. Therefore, it is advisable to constantly monitor track surface, but the research itself is not innovative because it is based on a known procedure. The crucial element are the techniques that allow to delve into the sources of problems. The aim of the article is to use the selected instruments of quality management to analyze the causes of track twist at high (180 km/h) speed of driving. The analysis of the causes of track twist was done on the basis of results from the measurement of one kilometer track section of the Krakow Glowny - Medyka route, which was made by using the TEC measuring device in April 2018. It was inferred that it is impossible to reach 180 km/h without track twist. In order to identify the causes of track twist it was proposed to use the selected sequence of quality management instruments, i.e.: brainstorming, Ishikawa diagram and the 5Why method. The identified causes of track twist include the abrasion of rail, scratches and exploitation point. The analysis and conclusions drawn from it may be useful in the analysis of other problems in railway transport as well as production and service industries.

Theoretic-methodological bases for the research of innovative development as the growth of innovation and competitiveness of the Russian economy at the macro, meso and micro levels are considered. The need to find effective approaches to scientific development and practical implementation of the concept of strategic management is proved. Effects of the policy of accelerated substitution of the role of the State in the economy because of the privatization of the State ownership as a result of the implementation of the recommendations of the Washington course of Russia’s transition to a market economy in the 90-ies of the last century are discussed. The Patriot scientific community’s proposition is supported, represented by Glaz´ev S.Yu. on the transition of the Russian economy to the industrial innovation model of development as a result of a major change in strategy, the objectives and the means of economic policy, which would provide domestic and external problems. The main trend of the new model must be in the area of high technology development. The necessity of interaction between science, business and the State is proved; the role of knowledge, innovation, market innovation points of growth from a position of selecting priority areas for regional development is determined, aimed at integrating international institutional, scientific, technical and technological predictions and trends in terms of national development with the aim of identifying determinants of competitiveness and creating competitive advantages for the Russian economy to ensure economic growth through the development of the real sector of the regional economy.

The article deals with different transport modes for regular mass freight transportation, their efficiency evaluation is conducted on the bases of cost, operational and environmental properties. Introduction. Due to demand in ensuring mass transportations between Southeastern Asia and Europe, there is a topical issue of efficient application of different types of ground transport. There is a request rising, to use cutting edge achievements in technology, to increase speeds of freight transportation for long distance and their safety and environmental friendliness enhancement. Analysis. Consideration of cost properties of application of different transport modes for mass freight transportation allows revealing that the lowest infrastructure cost is typical for conventional railway transport; the lowest prime cost of transportation is ensured by maglev transport with permanent magnets of the “RosMaglev” technology; the lowest commercially profitable mode of transport for today’s level of science and technology is vacuum transport. Operationally, the leading project is “RosMaglev”, with the vacuum transport having the lowest operational efficiency. From environmental and carrying safety points of view, railway transport has gone pretty far in the recent two decades. However, a more sustainable and safe one is the maglev and vacuum modes of transport, which is explained by lack of emissions and other types of pollution, including noise pollution. In terms of safety, maglev transport is the most competitive mode of transport. Whereas, vacuum transport is the most dangerous one. Results. For mass freight transportation, the most promising mode of transport is the “RosMaglev” permanent magnets maglev transport, according to the authors. The technology allows significant increase of infrastructure construction costs. The second most promising mode is conventional railway transport. However, if the demand in transportation is low and the energy efficient traction rolling stock is implemented, the high-speed freight railway transport may be highly competitive, especially in countries with developed high-speed railway network. The vacuum transport holds firmly the third place. Conclusion. The relevance of maglev transport implementation for mass freight transportations is obvious. The maglev technologies now in use in many countries for carrying passengers have proved profitable, safe and convenient. Technical “maturity” of these technologies allows considering all points and factors when constructing maglev freight lines which is very topical due to increasing need in searching transport routes alternative to sea routes.

The deepening of integration processes between the countries of Europe and Asia, the need for regular and mass passenger and freight traffic contributes to the increasing importance of transport systems. In this context, railway infrastructure, which ensures the uninterrupted operation of industrial complexes in many countries of the world and contributes to the development of international cooperation, acquires particular importance. This is also true for the railway transport of Ukraine, which is a connecting element between the transport systems of the EU, Russia and Asian countries. The paper substantiates that the sustainable functioning of railway transport is one of the necessary conditions for the development of national economies. The system of external and internal determinants of railway transport sustainability is highlighted. These determinants are analyzed on the example of railway transport in Ukraine. It is shown that external determinants form the basis of the functioning of railway companies, which also affects their internal determinants. Management of railway transport sustainability should be comprehensive, which will allow developing an effective set of preventive measures.

Research objective: studies of economic and transport infrastructure development in the Arctic and Northern Territories of Russia. Research methodology: analysis of transport infrastructure in the Republic of Sakha (Yakutia) and the types of railways used in Russia. Results: economic development of any region is proportional to the development of the road transport infrastructure and logistics. When a conventional railway is operated in the Arctic conditions, it is not always possible to maintain a cargo turnover that would ensure its efficient use, and transshipment from one mode of transport to another is very problematic. A new type of railway is proposed, i.e. a light railway. Conclusions: the proposed new type of transport offers all the main advantages of narrow gauge railroads (high speed of construction, efficiency, etc.) and helps to eliminate their main disadvantage, i.e. the need for transloading when moving from a narrow gauge to the conventional one with the width of 1520 mm, along with a significant reduction in capital costs.

Current geopolitical and economic conditions for the functioning of railway transport in most post-Soviet states are such that it is extremely difficult to provide required quality of transport services and break-even operations at high expenses for maintaining the railway infrastructure and rolling stock. Dynamics of transportation of the Tajik Railway (TSR) is shown, which displays that most of its sections are classified as low-intensity ones. The paper proposes methodical principles, setting and qualitative analysis of the task of rationalization of operational work and organization of car flows for international transportation, taking into account the specifics of the Tajik Railway. There is a problem of complex maintenance of the efficiency of operational work in modern conditions based on the synthesis of the tasks of self-management (rational internal operational technology of the Tajik Railway) and coordination tasks (technological interaction with railway administrations of other states). Author substantiated the necessity of solving this problem. Proposed classification of technological restrictions and controlled variables in the performance of transport takes into account methods for changing external conditions for the functioning of the railway landfill and methods for increasing internal efficiency of its operation. The search for the solution of the problem involves direct search of variants along its ordered set with clipping of groups of variants that do not correspond to constraints, with the subsequent finding of compromise control over a set of effective alternatives.

With the rapid development of high-speed railway in China, high-speed railway transport hub (HRTH) has become the high-density distribution center of passenger flow. In order to accurately detect potential safety hazard hidden in passenger flow, it is necessary to forecast the status of passenger flow. In this paper, we proposed a hybrid temporal-spatio forecasting approach to obtain the passenger flow status in HRTH. The approach combined temporal forecasting based on radial basis function neural network (RBF NN) and spatio forecasting based on spatial correlation degree. Computational experiments on actual passenger flow status from a specific bottleneck position and its correlation points in HRTH showed that the proposed approach is effective to forecast the passenger flow status with high precision.

The article deals with the issues of resource saving on railways. Approaches to the definition of the essence of resource saving are highlighted. The influence of high-speed railway lines on the change in the structure of labor resources is revealed. The tasks of improving the resource management system and specific resources on railway transport are defined. Special attention is paid to railway automation and telemechanics systems, which will significantly reduce the labor costs of the HSR. The specific energy costs for different types of transport and per passenger-kilometer are given.
