The exodus of East Timorese refugees after the 1999 referendum to Indonesia left a problem till now. International refugee affairs agencies, the Indonesian government, and non-governmental organizations have helped repatriate refugees. But many refugees do not want to return and choose to stay in Indonesia, among them they choose to stay in the border area in Sukabitetek Village, Belu Regency, East Nusa Tenggara. In a study through an ethnographic approach to the former East Timorese refugee community in the following Sukabitetek, it was explained about strengthening identity and social segregation in the interaction between former East Timorese refugees and local people. Resettlement policies for refugees that are top down and tend to pay less attention to the needs of refugees cause social problems, namely land access, economy and education, economic and political commodification, and social conflict.

Although it is widely accepted that coronavirus disease 2019 (COVID-19) has adversely affected the Global South’s most vulnerable refugee communities, they have received little attention. There have been gaps in testing, which is fundamental to treat and isolate patients and make data-driven decisions to protect the refugee community. Therefore, it is imperative to holistically implement policies to curtail COVID-19 in refugee camps to ensure that refugees are safe and protected from the pandemic. Processes for timely diagnosis and treatment, quick isolation and contact tracing are essential to keep refugees safe. Furthermore, it is crucial to encourage protective behaviours and raise awareness about hygiene and social prevention to dampen disease transmission. Refugees in the Global South have been disproportionately affected by the consequences of the COVID-19 pandemic, facing financial hardship and social injustice throughout. Refugees in Africa have also faced threats to their security, being subjected to torture, disappearance, or even killings in their host countries. The pandemic has exposed gender inequalities, with females being the most affected, and health inequities in the refugee community in Africa. There is a need for international organizations like the African Union, United Nations (UN) agencies, non-governmental organizations (NGOs), and other stakeholders to take serious action regarding the refugee situation in Africa. Food aid for refugees in Africa should be increased as quickly as possible and refugees’ security must be guaranteed. Of equal importance, there must be justice for the death or disappearance of refugees. It is imperative to end discrimination against refugees and support the promotion of gender equity.

Abstract After the Syrian refugee influx in Turkey, the aspect of civil society in integration needs further clarification and categorization. Therefore, in this study, we aim to develop a general typology of NGOs (non-governmental organizations) that are active in immigration and immigration-related areas (NGO-R; non-governmental organizations—refugees). Our findings show that NGO-Rs play crucial roles in helping the refugees to access the rights provided by state, in integrating them into society at the local level by creating new social spaces and in sending humanitarian aid to the people of concern in Syria. Additionally, we claim that the refugee crisis facilitated the opportunities both for active citizenship as demanded and for new mobilization to manage the humanitarian and integration assistance towards the Syrians. Lastly, our fieldwork shows that religious and belief motives are the main factors playing a large part in the creation and maintenance of the NGO-R activities and refugee community organizations (RCOs) can have a distinctive integrative function by preferring to stay outside the mainstream channels.

AbstractFor an attempt to establish an institutional content for personal autonomy, it is submitted that the reference to ‘community’ in Article 27 of the CCPR implies a certain form of organization. Persons who belong to minorities shall have the complete freedom to organize themselves in associations of various kinds in order to pursue common aims. The notion of ‘association’ includes, on the top of regular membership associations, a broader spectrum of private law entities, but the main point is that there shall be a freedom for a minority in the creation of non-governmental organizations, leading to personal autonomy as an organizational form. It is hence not necessarily so that all forms of autonomy are created on the basis of special legislation, endowing the autonomous character for the minority institution from top-down. A bottom-up creation of minority institutions can actually involve a right to personal autonomy.

Despite decades of colonization and development initiatives, the southern Yucatán peninsular region remains an economic frontier. The term ‘frontier’, however, hides a complex political economy of social, political, and economic structures in which land managers operate. Presently, multiple interest groups vie for influence, increasingly positioning themselves around sustainability concerns, and attempting to reconcile the competing goals of economic development and environmental preservation. The major political institutions and organizations promoting conservation and development in the region fit into five categories: federally decreed land management regimes, federal and state secretariats, local community-based groups and institutions, national non-governmental organizations (NGOs), and international accords. These institutions and organizations aim to influence land-use decisions in the dominant land access unit, the ejido. The relationships among ejidos, social movements, NGOs, government policy, and international activity in the region are examined here, highlighting how even within a frontier economy, conservation and development visions increasingly influence resource use. Before the Mexican revolution of 1910–17, 96 per cent of Mexico’s rural people were landless (Sinha 1984). These rural poor supported the revolution, in large part, to break up grand haciendas (estates) and to allow campesinos (peasants) access to agricultural land. Ejidos, one of four landtenure types federally mandated, were designed to provide campesinos access to land that could not be transferred easily and thereby taken from them. Based on interpretations of pre-Hispanic land tenure, Article 27 of the Constitution established ejido land to be communal, ruled by an ejido assembly (consisting of all members with land rights in the ejido, or ejidatarios), and used in ejido-defined usufruct. Prior to 1992, when the law was reformed, ejidatarios were prevented from selling their land, renting it, or using it as collateral, and from negotiating deals with private investors. Perhaps more important than these official guidelines, however, are the perceptions of ejidos by state officials. Established, in part, to protect ‘indigenous’ people and not open to privatization, the ejido was stigmatized as ill-suited for modernization (Oasa and Jennings 1982). A bimodal Mexican agrarian policy followed (de Janvry 1981; Tomich, Kilby, and Johnston 1995) in which the potential productive role of ejidatarios was largely ignored (Oasa and Jennings 1982; Sonnenfeld 1992; Tomich, Kilby, and Johnston 1995).

Abstract This article presents an analysis of the extent to which non-governmental organizations (NGOs) and refugee community organizations (RCOs) empower asylum seekers in Hong Kong. Based on 28 in-depth interviews with asylum seekers and five interviews with NGO managers, the author argues that mainstream NGOs adopt the traditional roles of Provider and Liberator, whereas RCOs take up ‘alternative roles’ in addition to a limited range of traditional roles. Mainstream NGOs determine and hierarchize the needs and wants of their clients and cater only to the former. This, in turn, is experienced as disempowerment by service recipients, who feel that the NGOs are not working for the recipients’ benefit, but rather to further their own agenda. RCOs proactively engage in policy advocacy, although this has yet to enhance their popularity among asylum seekers. Overall, the major challenges to empowerment for asylum seekers in Hong Kong are the financial dependence of mainstream NGOs on the government, the Hong Kong government’s perceptions of welfare policy and civil society, the existence of the international refugee regime and disunity among asylum seekers.

Chapter Four further explores the limitations of “Peace, Inc.”: the traditional way to end wars. United Nations peacekeepers, foreign diplomats, and the staff of many non-governmental organizations involved in conflict resolution share a specific way of seeing the world. They often assume that the only path to peace is through working with governments and national elites and mediating formal agreements between world leaders. As a result, most international aid agencies use a top-down strategy of intervention, ignoring the crucial role of local tensions in fueling violence. Foreign peacebuilders also regularly rely on other widely held beliefs, such as the notion that education, elections, and statebuilding always promote peace. Anecdotes from places as varied as Afghanistan, Iraq, and Timor-Leste, along with a detailed story of the massive international efforts in Congo, highlight the possibility for devastating consequences while explaining why these detrimental assumptions and this flawed intervention strategy nevertheless persist.

The interfaith dialogue movement in the top-down current as described above, namely the movement originating from the state, was welcomed by various communities in Indonesia as a bottom-up current, namely the interfaith dialogue movement originating from the people. At least in this bottom-up flow, there are two communities, namely dialogue developed in academic institutions, and dialogue conducted or facilitated by civil society institutions, such as NGOs (Non-Governmental Organizations), both focusing on dialogue and raising issues. -Other issues related to dialogue. In this research, the researcher focuses only on two groups, namely the state (top-down current) and academic institutions (bottom-up current) trying to examine religious movements in the realm of inter-religious dialogue using social movement theory. There are three key concepts in social movement theory which usually play a very important role in determining the success of collective action. The three concepts include (1) political opportunity structure, (2) mobilizing structures, and (3) framing of action.

SummaryThe shift towards a rights-based approach to health which has taken place over the past decade has strengthened the role of civil society and their organizations in raising and claiming the entitlements of different social groups. It has become obvious that non-governmental organizations (NGOs) are central to any successful multi-stakeholder partnership, and they have become more recognized as key actors in health policy and programme development and implementation. There is a broad spectrum of NGOs active in the area of mental health in Europe which aim to empower people with mental health problems and their families, give them a voice in health policy development and implementation and in service design and delivery, to raise awareness and fight stigma and discrimination, and foster implementation of obligations set by internationally agreed mental health policy documents. With the endorsement of the Mental Health Action Plan 2013-2020 (20) and the European Mental Health Action Plan (19) stakeholders agree to strengthen capacity of service user and family advocacy groups and to secure their participation as partners in activities for mental health promotion, disorder prevention and improving mental health services.

The paper explores the challenges faced today, in a context of severe economic crisis, by immigrant associations (ΙΜΑs) and Non-Governmental Organizations (NGOs) in Greece. The data analysed here was collected between October 2009 and February 2010 and incorporates references to all recorded migration-related social actors operating in Greece. The paper takes into account such indicators as legal form, objectives, financial capacity and geographical range of activity, concluding with a typology of civil society actors dealing with migration issues. This study aims at informing the migration policymaking and migrant integration processes. By a spatial hot-spot clustering of IMAs and NGOs, we also illustrate the concentration patterns of civil society actors in Greece.
