In 2020, humanity witnessed with perplexity the expansion of the largest pandemic outbreak in the last century. The coronavirus crisis would have tragic effects on society and healthcare throughout the world, but its consequences go far beyond these two areas. In the field of international relations, the pandemic has impacted the balance of power between the United States and China, whose relationship was already facing rising tensions. While the former was unable to control the spread of the virus in its territory, the second managed to curb it after the initial bewilderment. In order to evaluate the impact of COVID-19 on the balance of power between both countries, this paper will focus on three areas: economic power, ideological power, and international maneuverability. The results indicate that China has been relatively favored, but also that the United States still has opportunities to preserve its international leadership.

In the end of 2021, the eighth Forum on China-Africa Cooperation (FOCAC) Ministerial Conference was held. The conference, which takes place every three years alternately in the PRC and one of the African countries, each time marks a certain new stage in the development of Sino-African relations and charts new paths along this path. The Dakar forum however was of particular strategic importance. It took place in fundamentally new conditions of a profoundly changed post-COVID world, in which the physical capabilities and limitations of mutual communication became different, because of the pandemic; the conditions of human security on the planet have fundamentally changed; the prevailing paradigms of the globalization process have been seriously. The FOCAC-2021 sought to outline the ways for the development of the entire multifaceted complex of Sino-African in new historical conditions. The author analyzes the degree of implementation of the plans and targets of the previous FOCAC-2018 Summit. New benchmarks and goals for the next three years of Sino-African cooperation and the impact on them of new objective conditions, including the COVID-19 pandemic, the growth of confrontation in relations between the PRC and the United States and its allies, and the reformatting of previous globalization ties and interdependencies are highlighted as they have been outlined in Dakar. The author argues that, despite these fundamental global transformations, China's African strategy, in contrast to relations with a number of key world actors, does not undergo a profound modification. China sets the task not to fundamentally change, its strategy in African and routine engagement with its with partners on the continent under the influence of the new factors, but only to adapt to the realities of the post-COVID world order, in the context of the emerging balance of power and interests in the world.

China and the United States share significant differences in social ideology and cultural backgrounds, resulting in many differences in narrative, humanistic expression, communication and target market positioning of films with the similar theme. This essay takes The Captain and Sully as examples. Through analysis and summary, the writer finds that the differences in social ideology and cultural background have an impact on the narrative tactic, target market, the production, and the circulation strategy of films. For example, at the narrative theme level, The Captain is country-centered, while Sully pays more attention to the inner changes of the characters. In terms of production, The Captain pays more attention to the excitement brought to the audience watching the movie, while Sully pays more attention to the movie story itself. In the choice of target market, the target market of The Captain is positioned in China, while Sully positioned in the world. The distinctive choices of plot and theme of the two films reflect the differences in cultures and ideologies of the two countries. The purpose of this essay is to provide film workers with new creative ideas through analysis, and to lead readers to think.

Palavras-Chave: Teoria; Relações Internacionais; Soberania.ABSTRACTSovereignty represents one of the most important political articulations of Modernity, which established the separation between internal and external policies. This chapter examines the controversy's real or assumed moral and political aspects. Moral repugnance inflected the scientific judgments of Oppenheimer's General Advisory Committee, triggering discussion of the relative moral significance of thermonuclear bombing, the use of the atomic bomb, and the mass urban bombing campaigns of 1942–1945. More immediate concerns centered on the impact a decision to develop thermonuclear weapons might have on the pattern of international relations. Given a paucity of intelligence, the effects on the Soviet Union's own weapons program, and thereby on the United States' vulnerability, could only be guessed at. The chapter thus considers if the development of the Super would restore the status quo ante-1949 or lead to a thermonuclear arms race and ultimate stalemate—or even the end of the world.
