The world economy is entering the post-industrial technological stage, the basis of which is the fundamentally new technologies (information and communications, bio-, and nanotechnology). Their importance has significantly increased and is reflected in the transformation of the resource base of the modern economic system. These changes are of a civilizational nature, affecting the national economy of any country, and are embodied in a specific technological policy. The research hypothesis is to identify the leading trends in the post-industrial technological structure in the world economy, consisting in the transformation of technology into a basic resource and in knowledge-intensive nature of production that allows extracting additional benefits from international cooperation, creating unique values and providing an increase in economic value added. The purpose of the present study is to identify key trends and assess the potential of technological development of the world and national economy. In this work, statistical, comparative, dynamic, coefficient-based, and structural research methods are used as the main approaches. The article reveals the main trends, problems, and prospects of technological development of the leading economically developed countries and Russia for 2005-2016. The tendencies of the post-industrial mode of production and the most innovative-driven companies are highlighted in each sector of the economy. The authors define the main stages of changing technological structures in the world economy (pre-industrial, industrial and post-industrial), as well as reveal the technologization processes and their characteristic features proving the change of the role of technologies and their transformation into the main factor of socio-economic system development. The effectiveness of technological development is estimated on the basis of a comparative analysis of Russia with the leading countries of the world using indicators of patent applications to the patent office of the country, the proportion of countries in the total number of publications in scientific journals indexed in Web of Science, as well as the proportion of domestic research and development expenditure as a percentage of GDP presented in dynamic mode for 2005-2016. The authors define key characteristics of digital transformation, including stages, segments, dominant technologies, values, and approaches, as well as calculate the level of the economic added value of the country as a target indicator of technologization of the social and economic system. The authors have revealed a direct relationship between the size and nature of the investment and technological development, as well as made conclusion about the need to invest in key sectors of technological development, which is actively progressing in Europe, India, the Republic of Korea, Japan, China, and the United States.

The article reveals the concepts of innovative development and digital economy and defines their categorical correlation. The main modern trends in the development of the world economy in the context of globalization are highlighted, which implies that the digital transformation of national economies is becoming a key factor for sustainable economic growth, allowing to ensure strong competitive positions in the global space. Expert assessments of cross-country ratings in terms of the global competitiveness and innovativeness of the national economy demonstrate that the leading role in the development of the world economy belongs to the developed and rapidly developing countries at the top of these ratings. However, the leading positions some countries in the ratings are not the result of simple evolution of economic development, but a purposeful strategy of innovative development implemented through a set of public policy measures. The analysis of the state innovation policy of the USA, EU countries, Sweden and Norway, which occupy leading positions in the Digital Economy and Society Index (I-DESI) rating, made it possible to identify the main directions of economic growth that are important to consider in the Russian state policy of digitalization. As part of the study of the current state of the Russian digital transformation, the achieved success is highlighted and the constraints are identified, the elimination of which will determine the success of the development of digital technologies and their implementation in government bodies, public organizations and business structures. The successful result of Russian digitalization is the adoption of a strategic document (National Program "Digital Economy of the Russian Federation"), which defines the goals and institutional conditions for its implementation for all subjects of the national economy. Critical analysis of national programs helped to highlight some of the contained flaws, including the lack of: - economic objectives that concern system development of national industry 4.0 and the withdrawal of Russian digital technologies on global markets;- the indicative indicators of the pace of development of e-Commerce, the share of high-tech jobs in the total employment structure, growth of high-tech exports, and others; incentive mechanism for businesses to transition on the numbers; - ways to increase investment in research and development. In addition, the need for its adjustment is due to the selected seven limiting factors of Russian digitalization, which demonstrate the low efficiency of the national program in the transition from the stage of formation to the stage of development of the digital economy in Russia.

The article critically analyzes the American economic model, focusing on the historical strengths of the US economy. It is pointed out that among American economists there is a different understanding of the specifics of the American economic model, which, along with its strengths, has many weaknesses and vulnerabilities. At the same time, it is stated that the concept of the "American economic model" is predominantly ideological in nature, reflecting the historically formed ideology of the American exceptionalism applied to the economic sphere of society. In the context of globalization, there is a process of leveling out many elements of the American economic system, claiming to be elevated to a certain kind of absolute, which are becoming widespread in the economies of other highly developed countries, since the globalization of the world economy over the past 25-30 years was built on the premises of the maximum possible free movement of capital, labor, goods and services. As a result, many parameters of the American economic system undergo evolutionary changes in which they increasingly become similar to the parameters of the economies of other countries. In addition, the practice of compiling the system of national economic accounts, which has formed over the past 70 years under the auspices of the UN, is based on the idea of their unification and applicability to economies with different levels of economic development without highlighting specific qualitative characteristics inherent in the economies of different countries. In parallel, economic modeling, including using econometric methods, practiced in American universities and think tanks, is also based on abstract models, which are based solely on quantitative indicators omitting the specific qualitative properties of the economy of each country, including the US economy. The parameters of the American economic system that evolve over time are turning into a steady reduction in the dominant role of the United States in the world economy, taken in terms of their share in world GDP, which has almost halved since 1960, from 40% to 24%, and according to the American forecasts will tend to decline further in the near foreseeable future.

The article uses the methodology of systemic global analysis and the theory of systemic cycles of capital accumulation to argue that we are now at a turning point of the modern era in connection with the unfolding change in the dominant world economic order. Based on the methodological approach, within the framework of which there is a hegemonic country and the rest of the world, the forecast regarding the forthcoming multipolarity of the world economy is rejected. Various stages of capital and financial expansion with their inherent, respectively, dirigistic and liberal models of state regulation of the economy are compared to each other. A chronological overview of the Spanish-Genoese, Dutch, British, American and Asian accumulation cycles is presented. The patterns of their change in the course of the formation of new technological structures are revealed. The place of Russia in the process of natural evolution of world economic structures is also identified. The objective and subjective reasons for the longterm hegemony of the United States, as well as factors of the upcoming completion of the American cycle of capital accumulation in the foreseeable future, are revealed. The author outlines the tactics employed by the American authorities to counteract the objective hegemonic cycles. The reasons for the movement of the center of the world economy to the East Asian region are revealed, with the justification of the need for a natural inclusion of Russia in the functioning of the Asian world economic order.

Neurological disorders significantly impact the world’s economy due to their often chronic and life-threatening nature afflicting individuals which, in turn, creates a global disease burden. The Group of Twenty (G20) member nations, which represent the largest economies globally, should come together to formulate a plan on how to overcome this burden. The Neuroscience-20 (N20) initiative of the Society for Brain Mapping and Therapeutics (SBMT) is at the vanguard of this global collaboration to comprehensively raise awareness about brain, spine, and mental disorders worldwide. This paper aims to provide a comprehensive review of the various brain initiatives worldwide and highlight the need for cooperation and recommend ways to bring down costs associated with the discovery and treatment of neurological disorders. Our systematic search revealed that the cost of neurological and psychiatric disorders to the world economy by 2030 is roughly $16T. The cost to the economy of the United States is $1.5T annually and growing given the impact of COVID-19. We also discovered there is a shortfall of effective collaboration between nations and a lack of resources in developing countries. Current statistical analyses on the cost of neurological disorders to the world economy strongly suggest that there is a great need for investment in neurotechnology and innovation or fast-tracking therapeutics and diagnostics to curb these costs. During the current COVID-19 pandemic, SBMT, through this paper, intends to showcase the importance of worldwide collaborations to reduce the population’s economic and health burden, specifically regarding neurological/brain, spine, and mental disorders.
