The goal of this article is the study of legal and organizational aspects for professional development of civil servants of Russia and searching for possible ways of improving the existing mechanism of planning, organization and implementation of professional development of civil servants. Methodological basis of the study of the problem of steel General scientific methods such as induction, deduction, analysis, synthesis, grouping, etc. Conducted interdisciplinary analysis of literature and sources on the subject of professional is mand professional development, particularly in relation to public servants. Identified relevant legal issues hindering the process of professional development of civil servants in the context of further education. The proposed solution according to the decision of legal issues, professional development of civil servants. Particular emphasizes placed on finding ways of improving the existing mechanism of planning, organization and implementation of professional development of civil servants at the local level. A proposal about the organization of educational space with in the institutions of various levels of subordination. The leading trend in the development of the principle of professional development of state personnel policies is the requirement for continuous enhancement of the professionalism of the work force through continuous professional development of civil servants, the development of competencies is replaced by installing the development of professional competences and improvement of professional competence. Despite the high level of scientific elaboration of the Institute of professional development of civil servants, as well as the recommendations of the legislator in this direction, the development of modern professionalism of the civil servant becomes the task of the civil servant and the institution where he serves. The study showed that at the present stage, a considerable part of the problema rises in the system of additional professional education of state civil servants, which are by law mandatory. Basically, it is the problems of organizational and legal nature, and their solution requires not just changes at the state and municipal levels, and the drastic reorganization of the existing system of training of civil servants. The beginning of the process can be laid at the local level. In addition to the ʼglobalʼ recommendations for improving the system of professional development of civil servants, a proposal to organize their own educational space with in the institutions of various levels of subordination. The training center will allow not only to optimize the entire mechanism of civil servants' training process and management, but also increase their motivational level for self-development, and the main activities that can increase the efficiency and effectiveness of operations in general

The analysis is based on the study of the process of increasing the professional competence of civil servants, carried out among their representatives in the Orel region. This work reflects the dynamics of the professionalization of civil servants over a ten-year period. The empirical subject of the research is divided into four blocks: the opinion of civil servants on the goals and significance of professional development; their ideas about the most optimal forms and methods of increasing the level of professionalism; experience of civil servants in improving their professionalism and their professional attitudes. In the course of the study, the following main trends were identified: an increase in the number of civil servants aimed at achieving a high level of professionalism; the growing importance of indicators related to the professionalism of civil servants; the growth of this social group's awareness of the importance of professional development and professional competence as the main condition for the high-quality performance of the professional activities of civil servants; the most significant direction of retraining of civil servants is strategic management; increasing the intensity of retraining of civil servants.

Статтю присвячено проблемам професійного навчання соціальних працівників, зокрема розглянуто психолого-педагогічні аспекти процесу підготовки висококваліфікованих фахівців. Зазначено що в професійній психології та педагогіці набуває поширення компетентнісний підхід до сучасної освіти. Акцентовано увагу на особистісно-орієнтованому та психолого-акмеологічному напрямках професійної освіти та навчання. Особистісні якості фахівця розглядаються як метапрофесійні компетенції, що забезпечують якість праці майбутнього соціального працівника. На основі аналізу специфіки підготовки фахівців соціономічних професій окреслено загальні напрями формування професійних компетенцій соціальних працівників: пріоритет професійно-особистісного розвитку для досягнення високого рівня професіоналізму фахівця; формування психологічної, особистісної та рефлексивної компетентності; практична зорієнтованість процесу навчання. Розглянуто методи та технології активного формування психологічної та особистісної компетентності фахівця в процесі професійного навчання, а саме методика контекстного (знаково-контекстного) навчання та психолого-акмеологічні методи та процедури професійного розвитку. Стверджується, що включення до навчального процесу інноваційних, заснованих на взаємодії педагога та учня, психолого-педагогічних технологій активного навчання має формувати особистісні зони розвитку майбутніх фахівців, удосконалювати способи та засоби професійного становлення, що значно підвищує якість професійного навчання соціальних працівників. The article deals with the problems of vocational training of social workers. They are particularly considered with psychological and pedagogical aspects of training highly qualified specialists. It specifies that competence-based approach to modern education gets spreading in the professional psychology and pedagogy. The article is accented on personality-oriented and psycho-akmeological directions existing in the psychology of professional education and training. Personal qualities of the professional are considered as metaprofessional competences which ensure the future social worker’s quality of work. The general directions of formation professional competence of social workers are identified on the base of the analyses of the specific professional training socionomic professions: priority of vocational and personality development for achievement a high level of professionalism; formation of the psychological, personal and reflective competence; practical orientation of the learning process. The methods and technologies of active formation of psychological and personality’s competence of the specialist during the vocational training are reviewed in the article, specifically the method and technique of signed-contextual learning and psycho-akmeological methods and procedures of professional development. It is alleged that the inclusion in the educational process of preparation innovational, psychological and pedagogical techniques of active learning, based on the interaction between the teacher and the student, should generated personal’s development zones of the future professionals, refine the methods and means of the professional development that significantly improves the quality of social worker’s professional training.

Comprehensive analysis of scientific studies of national and foreign scientists showed that the problem of the teachers’ professional development improvement has been represented in theoretical and practical philosophical, psychological and pedagogical science. The analysis of development of the postgraduate education tendencies, life-long professional education of adult learners, long-term scientific and pedagogical experience have revealed the relevance of research in the improving of the teachers professional development. This research has been appropriated by the increased requirements for postgraduate education and traditional approaches to the development of the teachers’ professional competences and by the necessity to cope with the existing stereotypes, changing attitudes and approaches to the teachers’ professional growth.The aim of the research is to identify the spheres of improvement for the professional development of teachers in the system of postgraduate education.The interpretation of the teachers’ professional development has been defined as an increase of their professional competence in the result of practical experience and prolonged purposeful and coordinated self-education in the conditions of formal, non-formal and informal adult education.The main directions of improvement of Ukrainian teachers’ professional development in our in-service teacher training include: 1) systematic implementation of educational innovation in postgraduate education content; 2) development of the blended forms of teacher training for providing educational possibilities for various special optional courses, trainings and seminars on full-time training conferences, consultations, participation in online conferences, electronic forums, chats on the distance remote basis; 3) creation of a system of the various modular courses and teacher trainings, which provides a clear definition, diagnosis and monitoring of professional competence components, based on a modular educational technology and which is one of the modern innovations in adult education; 4) development of partnership subject-subject interaction in in-service training, where the participants of training activities are oriented to the professional development, personal and professional growth.The results of studies have stated that a comprehensive personal training for teachers should be oriented to the development of their willingness to increase the effectiveness of the professional activities. In the further researches we consider the necessity of studying and generalization of international and national databases on the teachers’ continuous professional development.

AbstractThe rise of legal issues on the involvement of civil servants in practical political activities shows that the regulation on civil servants was still not strong enough to prevent violations of neutrality principle in local elections. Based on that condition, this paper analyzes the legal reconstruction regarding the violation of civil servant neutrality and create appropriate mechanism dealing with the violation of neutrality principle. The study concluded that it is an urgently need to strengthen the role of government to handling violation of neutrality principle among relevant institutions’ which integrated.IntisariMaraknya persoalan hukum atas keterlibatan PNS dalam kegiatan politik praktis menunjukkan dengan jelas bahwa peraturan perundang-undangan di bidang kepegawaian masih belum cukup kuat untuk mencegah pelanggaran asas netralitas dalam pelaksanaan Pemilihan Umum di daerah. Atas hal tersebut, tulisan ini mengkaji tentang rekonstruksi hukum terhadap pelanggaran netralitas PNS dan membuat mekanisme yang sesuai dalam penanganan pelanggaran asas netralitas PNS. Hasil penelitian menyimpulkan bahwa diperlukannya penguatan peran pemerintah untuk mengantisipasi pelanggaran dengan pembentukan pola penanganan pelanggaran netralitas antar lembaga yang terintegrasi.

The presence of professional highly qualified personnel in the civil service, together with modern information technologies, is possible thanks to the existence of a democratic state governed by the rule of law. The professional activity of civil servants acts as a subsystem within the civil service system. The study of the peculiarities of personal and professional development of the individual in the civil service will contribute to the disclosure of the psychological mechanisms of this process, the resolution of a number of pressing questions about the methods and possibilities of optimizing professional and personal development, which in turn will contribute to improving labour efficiency. To study the features of personal and professional development of the individual in the Russian Federation Civil Service. Survey among civil servants and comparative analysis of the results obtained in all study groups; statistical processing of the results. 120 respondents took part in the study: federal-state civil servants (40 people) and civil servants of other types (80 people). The main problems and features of personal and professional development of the individual in the civil service of the Russian Federation are identified and the main directions of optimization of the studied process are determined. The process of personal and professional development of civil servants, as will be shown in this study, is an overall result of the professional education and additional professional education, including retraining, advanced training, and internships. The main directions of optimization of the studied process are the following: improving scientific, methodological, and organizational support; increasing the motivation for professional activity and career advancement; improving the efficiency of additional professional education; developing a program for personal and professional self-development; introducing additional forms and technologies for improving professional skills of state civil servants.

The article includes a comprehensive analysis of the specifics of the system of active learning methods and a description of its resources in the professional training of future specialists in the context of modern modernization of higher education. Based on the results of the analysis of current trends in the development of a variety of technologies and formats of training in higher education, the criteria for determining their feasibility are identified. The paper presents an overview of the significant psychological characteristics of the teacher, acting as internal determinants of successful activity based on active learning methods. Various components of students' project activity are considered. The advantages of active teaching methods in the development of professional thinking, reflection of students' experience and competencies in ensuring the productivity of their advancement in educational and professional activities are revealed. Based on the analysis of the results of empirical research, the article describes the content features of modern students ' ideas about the resources and risks of active learning methods for their role in achieving a high level of professional competence development. The psychological factors that determine the success of the use of active learning methods in professional education are identified.

Development of media literacy looks especially crucial in context of globalization characterized by a high level culture-language interaction. Contemporary education environment is defined by intensive information saturation which demands skills to act effectively and be flexible from a modern teacher in accordance with constantly changing needs of modern community. Evidently, media literacy is a significant component of professional competence for specialists of modern teacher training education. The advanced level of media literacy skills allows to raise efficacy and quality of teacher training education which is aimed at training a specialist who is ready for development, improvement and selfrealization in professional sphere. Media literacy is connected with applying information and communication technologies in theory and practice of contemporary professional education. So, the term “media literacy” implies future specialist’s skills to work not only with mass media but with various information and communication sources allowing to search, select and present necessary information possibilities for solving academic, personal, cognitive and developing tasks.

The article presents the meaning of the concepts of “professional and pedagogical activityˮ, “professional developmentˮ and shows that professional development is a multifaceted process of acquiring and using new knowledge, skills and qualities that are necessary for highly effective implementation of professional pedagogical activity. It is noted that professional development is a process of transforming the teacher’s individuality, aimed at self-improvement and achievement of acmeological peaks in professional activity; the features of professional and pedagogical activity of a teacher of higher military educational institution are singled out in the article. The stages of professional development of a teacher (choice of profession, professional education and training, professional adaptation, professional competence, professionalism, mastery and innovation) are analyzed. It is identified that self-improvement is implemented in two interrelated ways: self-education and personal development. A brief meaningful characteristic of these concepts is offered. The stages of self-improvement of scientific and pedagogical workers are characterized: the stage of self-knowledge (the initial stage of cognitive activity of a person), the stage of creating a personal self-improvement program (formation of goals and ideals for achieving one’s goal), the stage of implementation of self-improvement program (professional development implementation complex), the stage of control and regulation of self-improvement process (evaluation of achieved results). On the basis of theoretical analysis and selected results of the empirical research, the author offers advice for teachers of higher military educational institutions for their professional self-improvement. It is determined that constant improvement of professional skills is an important factor in the professional development of a scientific and pedagogical worker. The article considers the pedagogical culture of future masters as a component of professional competence, considers the fundamentalization of education by various scholars as a necessary condition for the pedagogical culture of future masters. The integrative core of a professional teacher is a highly formed pedagogical culture that allows individuals to self-actualize and self-realize in life, to find personal meanings in education. And the more the teacher has a pedagogical culture, the more complete will be his self-realization. Professional culture involves the ability to be a mediator, a «mediator» between students and educational material. Assimilation of this material occurs directly in the learning process, so the teacher must be ready to perform the role of advisor, assistant, consultant, communicator, partner. Successful performance of these tasks is facilitated by the presence of the qualities revealed in the article. Different points of view and approaches to the definition of the concept of fundamentalization of education are revealed. The concepts of fundamentalization of professional training of the future specialist are based on the purposes and functions of fundamentalization and on ways and means of its achievement, etc. Most authors agree only that: the fundamentalization of education is aimed at improving the quality of education and education of the individual and is necessary for the formation of pedagogical culture of future masters as part of their professional competence. Others imply the formation of culture and worldview, increasing creative and intellectual potential, the formation of professional competence of the specialist and the potential for further education, and so on. It was found that professional training includes not only the activities of teachers and students who form the learning process, but also the independent activities of the subject, self-development, assimilation of experience by the subject through analysis, understanding and transformation of the field of activity in which he included. It is revealed through the implementation of which approaches to the fundamentalization of higher professional education it becomes possible to form the pedagogical culture of future masters as a component of their professional competence, which contributes to improving the quality of training of future professionals in free economic education.

<p><em>Teachers’ professional development in Latvia is currently being guided according to the overall mission in education – to create a society, which is engaged in life-long learning. Teaching proficiency and professional growth in teachers’ work are the primary strategies, which to a large extent determine, influence and implement changes in the education sphere. </em></p><p><em>That is why the ongoing development of professional competencies is planned, and results are expected in the goals of the further education programme and in the development of competencies in teachers’ collective.</em></p><p><em>The significance of the research is determined by the need to provide modern, high quality, competitive education for the younger generation. As a consequence, the need for teachers’ ongoing professional development emerges, which is based on the development of competencies appropriate to the time and contemporary methods. Theory and practice have shown that further education is the most effective when it is based on theory, education strategy and real demand/needs.</em></p><p><em>Investment in the development of teachers’ professional growth is one of the most significant resources for improving education quality in the nation. </em></p><p><em>In searching for new and influential resources for the growth and development of teaching competencies, the professional development system and opportunities of practising teachers and schools, and examples of good practice in the promotion of teachers’ professional growth will be analysed.</em></p><p> </p>
