The research analyzes the need to recognize and enshrine in legislation the general principles of prevention from and control over industrial hazardous events. The finding of the most effective integrated interstate approach to the solution of environmental safety and compliance matters remains an urgent challenge. The global environmental disaster may be avoided only if all members of the global community implement unified approaches and standards, regardless of the level of their economic development. The preservation of the latter takes on particular significance on a global scale and depends on the level and quality of development and implementation of political, economic and organizational mechanisms of the European environmental integration in the country. In general, the authors’ team deepens and develops the methodology of the functional approach to the study of legal phenomena. Practical application of the research results is possible provided to the availability of a mechanism for action coordination, incident response, prompt information exchange in the event of an emergency and state responsibility. In the study, the authors substantiated the need to develop uniform requirements to the industrial facility inspection system aimed at reducing harm, improving the use of natural resources with the greatest environmental protection at minimum cost is justified.

Phytosanitary safety is determined by the possibilities of ensuring food safety, which guarantees the sustainable development of the state and improvement of the quality of life. The specifics of ensuring regulation of phytosanitary safety are the principles of equilibrium regulation and the establishment of a holistic perception of safety parameters on the part of both regulatory bodies and regulatory agencies. The novelty of the study is determined by the fact that the formation of safety in the field of phytosanitary surveillance is determined not only by directly controlling the quality of plant raw materials, but also by the food products and materials that are subsequently produced from them. The authors have demonstrated aspects of the implementation of integrated surveillance, analysed the legal systems of various countries that can be sources of supervision and control in the field of phytosanitary safety. The article shows the possibility of expanding the standardisation programs of food raw materials and finished products for phytosanitary facilities. The practical significance of the study is determined by the fact that ensuring phytosanitary safety on a global scale will reduce the need for food supply of individual countries and increase the depth of processing of current food technologies. Ultimately, this will affect the possibility of intensifying social development programs of individual countries and regions.

Отказ трубопроводной арматуры приводит к значительным убыткам, связанным с потерей транспортируемого продукта, вынужденной остановкой трубопровода, ликвидацией последствий утечек. В этой связи задача обеспечения надежности запорной, регулирующей и запорно-регулирующей арматуры (ЗРА), поставляемой для нужд топливно-энергетического комплекса, включая трубопроводный транспорт нефти и нефтепродуктов, имеет безусловную актуальность и значимость. Цель статьи - анализ системы оценки соответствия ЗРА, поставляемой на объекты магистральных нефте- и нефтепродуктопроводов. Рассмотрены основные требования к данному виду трубопроводной арматуры, установленные в государственных и отраслевых нормативно-технических документах, проблемы, возникающие в процессе ее оценки. На основе практического опыта определено, что наилучшие результаты в области контроля и повышения качества трубопроводной арматуры на всех стадиях ее жизненного цикла обеспечивает комплексная система оценки соответствия ЗРА, включающая в себя проведение экспертизы технической документации, комплексного аудита производителя и испытаний изделий в сочетании с обменом информацией между изготовителями и организациями, эксплуатирующими поставляемую продукцию. The problem related to reliability of shut-off fittings, control fittings and shut-off and control fittings (SCF) supplied for the needs of the fuel and energy sector, including pipeline transport of oil and petroleum products, is of absolute urgency and importance. The purpose of the article is to analyze assessment system of conformity of the SCF supplied to the main oil and oil product pipelines. Within the framework of the work, the main requirements for this type of pipeline fittings established in state and industry regulatory and technical documents, problems arising in the process of its assessment are considered. Based on practical experience, it was determined that the best results in the field of control and improvement of quality of the pipeline fittings at all stages of their life cycle are achieved using a complex assessment system of conformity of the SCF, which includes examination of technical documentation, comprehensive audit of the manufacturer and testing of product in combination with the organization of information exchange between the manufacturers and the companies operating the supplied products.

The study describes the results of a study of environmental problems that limit socio-economic development in Kazakhstan. Changes in legislation, management decisions, and strengthening of control over compliance with environmental standards are proposed. The article examines the gaps in the legislative regulation of environmental safety and the policy at the national level. The recommendations outlined in the research will create conditions for ensuring a higher level of environmental protection, introduce a more effective system for the prevention and control of pollution and waste management, which will inevitably lead to a significant step-by-step improvement in the quality of the environment in the medium and long term, and as a result - to reduce the levels of morbidity and mortality, loss and decrease in the working capacity of the population caused by environmental pollution. Such positive social consequences will help reduce the losses in GDP associated with the above factors.

We have designed and built an electronic device which compares the resistance of a defined area of vacuum evaporated material with a variable resistor. When the two resistances are matched, the device automatically disconnects the primary side of the substrate transformer and stops further evaporation.This approach to controlled evaporation in conjunction with the modified guns and evaporation source permits reliably reproducible multiple Pt shadow films from a single Pt wrapped carbon point source. The reproducibility from consecutive C point sources is also reliable. Furthermore, the device we have developed permits us to select a predetermined resistance so that low contrast high-resolution shadows, heavy high contrast shadows, or any grade in between can be selected at will. The reproducibility and quality of results are demonstrated in Figures 1-4 which represent evaporations at various settings of the variable resistor.

Hiring decisions are typically made by committees members of which have different capacity to estimate the quality of candidates. Organizational structure and voting rules in the committees determine the incentives and strategies of applicants; thus, construction of a modern university requires a political structure that provides committee members and applicants with optimal incentives. The existing political-economic model of informative voting typically lacks any degree of variance in the organizational structure, while political-economic models of organization typically assume a parsimonious information structure. In this paper, we propose a simple framework to analyze trade-offs in optimal subdivision of universities into departments and subdepartments, and allocation of political power.

Boilerplate—the fine-print terms and conditions that we become subject to when we click “I agree” online, rent an apartment, or enter an employment contract, for example—pervades all aspects of our modern lives. On a daily basis, most of us accept boilerplate provisions without realizing that should a dispute arise about a purchased good or service, the nonnegotiable boilerplate terms can deprive us of our right to jury trial and relieve providers of responsibility for harm. Boilerplate is the first comprehensive treatment of the problems posed by the increasing use of these terms, demonstrating how their use has degraded traditional notions of consent, agreement, and contract, and sacrificed core rights whose loss threatens the democratic order. This book examines attempts to justify the use of boilerplate provisions by claiming either that recipients freely consent to them or that economic efficiency demands them, and it finds these justifications wanting. It argues that our courts, legislatures, and regulatory agencies have fallen short in their evaluation and oversight of the use of boilerplate clauses. To improve legal evaluation of boilerplate, the book offers a new analytical framework, one that takes into account the nature of the rights affected, the quality of the recipient's consent, and the extent of the use of these terms. It goes on to offer possibilities for new methods of boilerplate evaluation and control, and concludes by discussing positive steps that NGOs, legislators, regulators, courts, and scholars could take to bring about better practices.

Sustainability of mining companies is of of high concern. The problem is specifically acute at companies that are monotownor monosettlement-forming. Sustainability of a mine depends in many ways on product quality and production resource-intensity. This article discusses formation of mineral quality indexes in terms of an open pit chrysotile mine. The studies took into account specific features of operation procedures implemented by each structural division of the mine. The analysis has found managerial and technological inconsistencies which affect quality and marketable product output, as well as efficiency of the mine in whole. The background for efficiency enhancement at a company is, by the authors’ opinion, consolidation of personnel subject to the single development strategy, namely: improvement of production and control efficiency, as well as use of available reserves and resources by means of better setup for production. The proposed approaches to planning mining operations and forming mineral quality allow higher quality of processing stock. In addition, a new model proposed for interaction between structural divisions of a mining company ensures improvement of general production indexes.

In the process of teaching, technical teaching facilities are both a content and a means of conveying information, they help the lecturer organize and control the students' cognitive activities, in addition, they also help students be interested in learning, practice practical skills from which to form active and creative learning methods. Teaching technology is one of the necessary conditions to help teachers carry out their related work of educating, teaching and bringing up, and intellectual development, arouse the inherent intelligence qualities of students. Currently, the management of technical teaching facilities at the Central Kindergartens College has been carried out on a regular basis and achieved certain results, but in fact, there are still many inadequacies. Finding a number of limitations in the management of teaching technical facilities, thereby proposing solutions to overcome those limitations, improve the efficiency of investment, preservation and use of teaching technical facilities in the trend of Industry Revolution 4.0, improving the quality of teaching at Central Kindergarten Pedagogy colleges in the current period is a very important and urgent task.

  The article is devoted to the study of the chemical composition, physical and thermal-pfysical characteristics of damp apple pomaces and the identifying patterns of influence of drying temperature the functional composition and gel-forming ability of pectin. The research is aimed at obtaining initial data for the subsequent calculation of the main technological, hydro-mechanical, thermal, structural and economic characteristics of devices for drying the plant raw materials, ensuring the environmental safety and high quality of pectin-containing raw materials, the reducing heat and energy costs. As a result of the study of the thermal characteristics of apple pomaces, the critical points (temperature conductivity – 16.5 x 10-8 m2/s, thermal conductivity – 0.28 W/m K, heat capacity – 1627 j/(kg K)) at a humidity of 56 % are determined, which characterizing the transition from the extraction of weakly bound moisture to the extraction of moisture with strong bonds (colloidal, adsorption). It was found that the pomaces obtained from apples of late ripening have a higher content of solids (21-23 %), soluble pectin and protopectin (2.5-4.5 %). Dried pomaces obtained from apple varieties of late ripening contain up to 25 % pectin, which allow us to recommend them as a source of raw materials for the production of pectin. The optimum modes of preliminary washing of raw materials are offered, allowing to the remove the ballast substances as much as possible. It is established that when the drying temperature increases, the destructive processes are catalyzed: the strength of the pectin jelly and the uronide component and the degree of pectin esterification are reduced. The optimum drying temperature of damp apple pomaces is 80 0C, at which the quality of pectin extracted from the dried raw materials is maintained as much as possible. It is shown that the most effective for the pectin production is a fraction with a particle size of 3-5 mm, which allow us to extract up to 71 % of pectin from raw materials.
