Brazilian initiatives aimed at the insertion of information and communication technologies (ICT) in K-12 education took their first steps in the 1970s, when several countries focused their efforts on the use of ICT in the educational context. Since the early 1980s, a number of public policies have been created that have given rise to various projects and programs developed at the national level. The objective of the article is to analyze these policies using the Four in Balance model resignified for the Brazilian reality. The methodology is based on a study of documents. The EDUCOM Project, the Immediate Action Program in Informatics in Education, and the national programs, PRONINFE and ProInfo, were analyzed. The results show that these projects and programs did not always balance the axes of vision, teacher and manager training, digital educational resources and infrastructure, and cross-curricular evaluation and research. From this analysis it was possible to highlight some lessons and suggestions for future public policies related to the implementation of technologies in education.

The use of mobile technologies to enhance 21st century learning is increasing in K-12 schools and teacher education institutions. Thus, there is a need to effectively prepare preservice teachers to use mobile technologies in their future classrooms. This chapter explores the effective use of mobile technologies in teacher preparation in ways that are transferred to K-12 teaching and learning. It goes on to look at two major organizations: the university and partner school involved in the preparation of preservice teachers. Additionally, the purposes of incorporating information and communication technologies in teacher preparation as identified by Davis are explored to understand how mobile technologies align with these purposes. Common challenges of using mobile technologies in teacher preparation are also presented.

Abstract: The objective of this text is to analyze some contexts where e-Learning has been developing, especially in the ambit of public policy and the economy. Considering that the general lines of these policies are aimed at the economic development of the countries or regions in which they are found, education and the new educational areas resulting from the use of information and communication technologies have come to be used as strategies for this development. At the same time, education has become a new market, profitable, and with prospects for fast growth, attracting investment from a large number of companies. The analysis carried out here tries to show the limitations of these prospects and the reductionism being applied to education, an area linked irrevocably to what it is to be a human being – when it is social, complex. The analysis doesn’t try to cover all the implications of those dynamics but certainly tries to question those that stand out more in the present-day context.

Key words: e-Learning, public policies, economic strategy.

This paper describes 10 years of efforts in introducing the state-of-the-art information and communication technologies (ICT) and development of ICT infrastructure on the national level. The aim of the project was to build Internet in Croatia and to foster its leverage in the broad range of activities of public interest in the society as a whole. The prime target group was academic and research community, as a vehicle for the overall development in the society. Croatian Academic and Research Network (CARNet) had been started as a project in 1991, and, after five years, it was transformed into a government agency. A broad range of activities had been started, from building and maintaining private nation-wide communication and computer network to information services, user support, education, pilot projects and promotion. The academic community has been treated not only as the main customer, but also as an active partner in developing and providing services. CARNet has been fully funded by the state budget for 10 years, without any participation of the commercial sector, domestic donations or international financial support. Although CARNet is treated as Croatian success story, recognized inside and outside of the country, the question is whether the initial goals have been realistic and achievements sufficient, considering the low penetration of ICT into the Croatian society. Likewise, budget cuts, continuous struggle for political recognition and authority, as well as fights with national telecommunication monopoly, have created an array of questions to be answered at the beginning of the second decade of this highly ambitious endeavor.

This chapter shows that the role of new technologies in global democracy is very important. First, the concept of democracy is analyzed with particular reference to participation and (access to) information. Second, it is explained that democracy should not be limited to the national level because of the major changes of globalization and because of the fact that these changes influence the everyday lives of billions of people. Examples of the United Nations and the European Union are examined, the former as an example of what could be done and how (with regard to individuals’ participation) and the latter as an example of what has already been achieved. Finally, it is explained how and under which conditions new technologies could help build more democratic and more participatory processes on the international level. The concept of access is the central link between information and communication technologies on the one side and international participatory democracy on the other.

Changes and innovations began in information society have affected to economic, social, political and cultural life. Notion of new state; model of e-state begins to gain importance as a result of formed changed in area of managment. Notion of traditional state managment has been replaced with the notion of state managment holding features of clearness, transperancy, convenient, rapidity and effectivness as a result of establishment of e-state. The relocation of information technology in public services to the electronic environment has led to changes in e-government management. That’s why, in the recent time, application of e-state has been widely widespreaded in area of state regarding the international and national level. Governments around the world, taking advantage of growing information and communication technologies, initiate projects to develop political norms aimed at improving the efficiency and effectiveness of public administration. During this time, the efforts of governments are also supported by international organizations. The emphasis of this problem on the part of both international and national structures has led to the fact that, along with the services of the electronic state, various methods of their technological and political characteristics are being formed. In this context, the problem of the electronic state in both the conceptual and applied aspects has been widely discussed and used in many scientific studies and literature for a short period of time. Thanks to the electronic state, which means the provision of public services in the electronic environment, public access to services is becoming faster and cheaper. E-government is also explained as the provision of public services to citizens through information and communication technologies. Although the electronic state is considered as a new concept, the means that determine the novelty of the electronic state are associated with the methods and characteristics used that underline this concept. The concept of the state still retains its original purpose. The only new thing here is how and in what ways the electronic state fulfills its function, in contrast to the traditional one. Consequently, the electronic state is actually considered as a model that emphasizes the structural state of the state, and not as an approach based on the continuation of the traditional state. We can say that the electronic state is not just a government website, but all that exists within the framework of political, social, economic and technological means.

Politics – especially presidential campaigns – are an important means by which to examine the values and issues that are given priority by members of a society and the people who wish to be leaders of that society. The issues discussed in a campaign, and the ways in which they are discussed, reveal much about social attitudes and policy goals. In the past twenty years, information and communication technologies have become simultaneously central policy issues at the national level (access, privacy, security, etc.) and the main channels by which candidates engage their supporters (Twitter, Facebook, YouTube, etc.). In this paper we examine both of these roles of information and communication technologies in the 2016 presidential campaign in the United States through the lens of disability issues. This particular focus was driven by: the occurrence of the 25th Anniversary of the American with Disabilities Act during the first year of the campaign, and, more significantly, the intersection of disability, information, and technology as a major civil rights issue for people with disabilities, who represent nearly one-fifth of the population of the United States. For this study we collected and analyzed campaign materials released online about disability issues by selected presidential campaigns, as well as news stories and other related Web content, to better understand the issues related to disability being discussed in the campaign and implications of those issues for people with disabilities.

Tourism spending as well as innovations are characterized by great economic value, which emphasizes the need for their research from a macroeconomic perspective. The objective of the research was to assess the significance of the relations between infrastructure innovations and tourism spending in a sample of developed countries. The analytical processes included macroeconomic indicators expressing tourism spending and innovations. The research sample consisted of 36 countries of the Organization for Economic Co-operation and Development (OECD) (2010–2019). The analytical processes were primarily performed using robust panel regression and cluster analysis. One of the most important findings is that innovations in information and communication technologies (ICTs) were dominant in terms of the effects on tourism visitors' spending. The results showed that innovations in other areas of infrastructure (general infrastructure, ecological sustainability) should not be neglected either. The significant effects of selected innovation indicators showed positive trajectories. As a result, with the strengthening of innovation activities, an increase in tourism spending is expected, which may lead to economic development. It can be assumed that innovation efforts in countries such as Mexico, the Slovak Republic and Turkey could have great potential for improvement. Based on the results, innovations should be considered a part of tourism development strategies, while ICTs play an important role in this issue. It is desirable to support effective tools to increase the number of innovations in tourism. These innovation efforts at the national level may translate into higher tourism spending, which appears to be economically beneficial.

In the modern knowledge–information age, various information and communication technologies provide us with many benefits and at the same time, bring various side effects such as cybercrime. The number of cybercrimes is increasing gradually, and in particular, the number of digital sex crimes has been increasing recently. In addition, digital sex crimes are becoming increasingly violent, so national measures are needed. In this study, statistical data at the national level were used to investigate the overall characteristics of digital sex crimes in Korea. First, statistical analysis shows that the victims are mainly women in their teens and 20s. Typical types of digital sex crimes are distribution of illegal contents and illegal filming, the perpetrators are mainly unknown, and digital sex crimes were less often recognized by others and more often by the victims themselves. Based on these results, countermeasures against various digital sex crimes are suggested.
