Student movements during «the Long Sixties» had a profound impact on Western politics and societies. One of the major political families in Western Europe, the social-democratic parties, were particularly affected. A major governmental force in a majority of Western European democracies, their post-war views on education, founded on optimistic and careful prospects (democratization of schools, progressive reforms) were destabilized by student protests and radicalism. How did social democrats react to the strong criticism of the universities, pedagogies and hierarchies in educational institutions that they had helped to build? This article is based on archives, documents and publications from the Socialist International, kept at the International Institute of Social History (Amsterdam), and on documents held by several national archives and libraries. It uses a transnational and interdisciplinary approach, linking political history and educational studies.

Abstract:This article analyzes the growth of autochthony in Belgium as an example of the increasing popularity of autochthony discourses in Western Europe. Autochthony discourses, which try to reserve the benefits of the welfare state to those who are said to really belong, tend to thrive in prosperous Western European welfare states with a strong Social-Democratic tradition that refuse to accept that they have become immigrant countries. In federalized Belgium, however, autochthony has a much stronger appeal in Flanders, which historically was dominated by Christian-Democratic parties, than in Wallonia, which remains a Social-Democratic bulwark. Analyzing Western European autochthony in terms of welfare chauvinism helps explain the ways in which prosperous Flemings, unlike impoverished Walloons, can afford to buy into the neoliberal rhetoric of choice and thus create themselves as autochthons.

The percentage of victimization of Dutch Jewry during the Shoah is the highest of Western, Central and Southern Europe (except, perhaps of Greece), and close to the Polish one: 75%, more than 104.000 souls. The question of disproportion between the apparent favorable status of the Jews in society – they had acquired emancipation in 1796 - and the disastrous outcome of the Nazi occupation as compared to other countries in general and Western European in particular has haunted Dutch historiography of the Shoah. Who should be blamed for that outcome: the perpetrators, i.e. the Germans, the bystanders, i.e. the Dutch or the victims, i.e. the Dutch Jews? The article first surveys the answers given to this question since the beginnings of Dutch Holocaust historiography in the immediate post-war period until the debates of today and the factors that influenced the shaping of some basic perceptions on “Dutch society and the Jews”. It then proceeds to detailing several facts from the Holocaust period that are essential for an evaluation of gentile attitudes. The article concludes with the observation that – in spite of ongoing debates – the overall picture which has accumulated after decades of research will not essentially being altered. Although the Holocaust was initiated, planned and carried out from Berlin, and although a considerable number of Dutchmen helped and hid Jews and the majority definitely despised the Germans, considerable parts of Dutch society contributed to the disastrous outcome of the Jewish lot in the Netherlands – through a high amount of servility towards the German authorities, through indifference when Jewish fellow-citizens were persecuted, through economically benefiting from the persecution and from the disappearance of Jewish neighbors, and through actual collaboration (stemming from a variety of reasons). Consequently, the picture of the Holocaust in the Netherlands is multi-dimensional, but altogether puzzling and not favorable.

Facing the decisive struggle between Nazism and Soviet communism for dominance in Europe, in 1942/43 Polish communists sojourning in the USSR espoused anti-German concepts of the political right. Their aim was an ethnic Polish ‘national communism’. Meanwhile, the Polish Workers’ Party in the occupied country advocated a maximum intensification of civilian resistance and partisan struggle. In this context, commentaries on the Nazi judeocide were an important element in their endeavors to influence the prevailing mood in the country: The underground communist press often pointed to the fate of the murdered Jews as a warning in order to make it clear to the Polish population where a deficient lack of resistance could lead. However, an agreed, unconditional Polish and Jewish armed resistance did not come about. At the same time, the communist press constantly expanded its demagogic confrontation with Polish “reactionaries” and accused them of shared responsibility for the Nazi murder of the Jews, while the Polish government (in London) was attacked for its failure. This antagonism was intensified in the fierce dispute between the Polish and Soviet governments after the rift which followed revelations about the Katyn massacre. Now the communist propaganda image of the enemy came to the fore in respect to the government and its representatives in occupied Poland. It viewed the government-in-exile as being allied with the “reactionaries,” indifferent to the murder of the Jews, and thus acting ultimately on behalf of Nazi German policy. The communists denounced the real and supposed antisemitism of their adversaries more and more bluntly. In view of their political isolation, they coupled them together, in an undifferentiated manner, extending from the right-wing radical ONR to the social democrats and the other parties represented in the underground parliament loyal to the London based Polish government. Thereby communist propaganda tried to discredit their opponents and to justify the need for a new start in a post-war Poland whose fate should be shaped by the revolutionary left. They were thus paving the way for the ultimate communist takeover

The Socialist International (SI), the worldwide forum of the socialist, social democratic, and labor parties, actively looked for a solution to the Jewish-Palestinian conflict in the 1980s. At that time, the Israeli Labour Party still was the leading political force in Israel, as it had been historically since the foundation of the country. The Labour Party was also an active member of the SI. The Party’s leader, Shimon Peres, was one of its vice-presidents. At the same time, the social democratic parties were the leading political force in Western Europe. Several important European leaders, many of them presidents and prime ministers, were involved in the SI’s work. They included personalities such as Willy Brandt of Germany; former president of the SI, Francois Mitterrand of France; James Callaghan of Great Britain; Bruno Kreisky of Austria; Bettini Craxi of Italy; Felipe Gonzalez of Spain; Mario Soares of Portugal; Joop de Uyl of the Netherlands; Olof Palme of Sweden; Kalevi Sorsa of Finland; Anker Jörgensen of Denmark; and Gro Harlem Brudtland of Norway—all of whom are former vice-presidents of the SI. As a result, in the 1980s, the SI in many ways represented Europe in global affairs, despite the existence of the European Community (which did not yet have well-defined common foreign policy objectives).

Vasyl Bezkorovayny (1880–1966) was a talented artist, an active figure in the musical life of Galicia and a representative of post-war Ukrainian emigrants in the United States of America. He wrote more than 350 works of various genres. Among them are compositions for symphony orchestra; vocal works — for chorus, ensembles or solo singing; chamber and instrumental music — for piano, violin, zither, cello; music for dramatic performances. The article deals with the archival and musicological analysis of expressive and stylistic features of V. Bezkorovayny’s vocal works, based on the materials of Stefanyk Lviv National Library of Ukraine. Attention is paid to the place of the composer’s vocal masterpieces in the context of Ukrainian vocal music of the first half of the XX century. The most important achievements of the composer related to the genres of choral and chamber vocal music. In style, the composer’s works combine the influences of M. Lysenko, composers of the «Peremyshl school» and Western European romantic and post-romantic models. The original secular choral music of V. Bezkorovayny covers genres of songs, plays, and large-form choirs. In his solo songs the influences of romantic western European music and Ukrainian folk songs affected the formation and approval of the composer’s style. Abstract This research note unveils new archival evidence from Amnesty International's first twenty-five years (1961–1986) to shed light on the realization of international human rights as Amnesty balanced “nonpolitical politics” through multifaceted government relations. The research draws from minutes and reports of eighty meetings of Amnesty's executive leadership and interviews from the 1983 to 1985 Amnesty Oral History project, all collected from the International Institute of Social History. The records show that during this time Amnesty relied on government and foundation funding to exit a severe financial crisis. Amnesty also cultivated a private diplomatic network with governments for access and advocacy and conducted side bargains with closed countries for access and reforms. In one sense, the new evidence complicates the conventional wisdom that Amnesty was only financed from small, individual donors and stayed away from private government dealings. In another sense, the new data extend existing insights about INGO strategic action by revealing Amnesty's pragmatic trade-offs when maintaining arms–length relations with governments to better appreciate the organization's early challenges and accomplishments. The note ultimately contributes to scholarship on the strategic choices of INGOs and provides new data for future research on the agency of nonstate actors in global governance navigating complex government relations. Esta nota de investigación presenta nueva evidencia documental de los primeros 25 años de Amnistía Internacional (Amnesty International), de 1961 a 1986, para arrojar luz sobre el cumplimiento de las normas internacionales de derechos humanos mientras Amnistía balanceaba la “política no política” mediante relaciones gubernamentales polifacéticas. La investigación incorpora actas e informes de 80 reuniones del liderazgo ejecutivo de Amnistía y entrevistas de 1983 a 1985 del proyecto Historia Oral de Amnistía (Amnesty Oral History), recopiladas del Instituto Internacional de Historia Social. Los documentos muestran que, en ese momento, Amnistía necesitó financiación gubernamental y de fundaciones para salir de una crisis financiera grave. Amnistía también cultivó una red diplomática privada con gobiernos a cambio de acceso y defensa, y tuvo negocios paralelos con países cerrados a cambio de acceso y reformas. En un sentido, la nueva evidencia complica la sabiduría convencional de que Amnistía solo tuvo financiamiento de donantes pequeños e individuos y se mantuvo lejos de los negocios privados con gobiernos. En contraste, los nuevos datos amplían las percepciones existentes sobre la acción estratégica de organizaciones no gubernamentales internacionales (ONGI), revelando las concesiones pragmáticas de Amnistía al mantener relaciones independientes con gobiernos, y permiten apreciar mejor los desafíos y logros iniciales de la organización. La nota, fundamentalmente, contribuye a la investigación sobre las decisiones estratégicas de las ONGI y brinda nuevos datos para futuras investigaciones sobre la autonomía de los actores no estatales que navegan relaciones gubernamentales complejas en la gobernanza global. Cet exposé de recherche dévoile de nouvelles preuves issues des 25 premières années d'archives d'Amnesty International (1961–1986) pour apporter un éclairage sur l'application des droits de l'Homme tandis qu'Amnesty équilibrait la « politique apolitique » par le biais de relations gouvernementales à plusieurs facettes. Cette recherche s'appuie sur des minutes et rapports de 80 réunions de la haute direction d'Amnesty, ainsi que sur des entretiens qui ont eu lieu entre 1983 et 1985 dans le cadre du projet Oral History (Histoire orale) d'Amnesty. Ces données ont toutes été recueillies auprès de l'Institut International d'Histoire Sociale. Les archives montrent que durant cette période, Amnesty a dû compter sur le financement de gouvernements et de fondations pour sortir d'une grave crise financière. Amnesty a également cultivé un réseau diplomatique privé avec des gouvernements pour faciliter son accès et son plaidoyer dans le pays concerné tout en menant des négociations parallèles avec les pays fermés pour y favoriser son accès et les réformes. En un sens, les nouvelles preuves compliquent les idées reçues selon lesquelles Amnesty ne serait financée que par de petits donateurs individuels et resterait à l’écart des affaires gouvernementales privées. Mais en un autre sens, ces nouvelles données enrichissent les renseignements existants sur l'action stratégique des organisations non gouvernementales internationales en révélant qu'Amnesty s’était livrée à des compromis pragmatiques en entretenant des relations avec les gouvernements tout en restant à distance. Ces renseignements nous permettent donc de mieux apprécier les premiers défis et accomplissements de l'organisation. En définitive, cet exposé contribue aux études sur les choix stratégiques des organisations non gouvernementales internationales et fournit de nouvelles données pour les recherches futures sur l'intervention des acteurs non étatiques dans la gouvernance mondiale tandis qu'ils naviguent dans des relations gouvernementales complexes.
