The concept of equal opportunities was shaped on the back of western social philosophy at the end of the XX century as a result of the development of egalitarian theory of social justice. According to it, the determinants of individual achievements should be divided into two categories: ‘circumstances’, which individual has no control on, and ‘efforts’, which individuals should be responsible for. Our research deals with measuring opportunity inequality in the Russian Federation and its regions. The regions of the Russian Federation are well known to be very heterogeneous, consequently, the variation of their social and economic indicators is significant. As a result, the level of opportunity inequality may fluctuate significantly among the regions. Our research is designed to test the hypothesis. The analysis is based on the data from the survey ‘Survey of Income and Participation in Social Programs’ conducted by the Federal state statistics service of the Russian Federation. The estimation technique is parametric and based on the ex-ante definition of equality of opportunity. The mean logarithmic deviation is used as inequality index. According to our calculations, the contribution of opportunity inequality to the labor income inequality in Russia is approximately 30%. Spatial factors (region of residence and type of settlement) are responsible for nearly 70% of opportunity inequality. Absolute level of opportunity inequality varies widely among regions – from 0,0117 to 0,0547 in 2017. The contribution of opportunity inequality to inequality of labor income ranges from 7,24 to 27,35% in 2017 across regions. The growth of opportunity inequality is shown to be correlated with the decrease of the economic development rate and the increase of labor income inequality

Purpose of research.The work is devoted to the study of socio-economic differentiation in Russia and its impact on the financial situation of the population, its subjective perception, as well as on the psychosocial well-being of individuals. To achieve this goal, the following tasks are to be solved: clustering of regions of the Russian Federation, based on socio-economic indexes; studying the interrelation between the level of socio-economic development of the region and the financial situation of residents; studying the interrelation between the level of socio-economic development of the region and the subjective perception by individuals of their financial situation; studying the interrelation between the level of socio-economic development of the region and the psychosocial well-being of individuals.Materials and methods.The information base of the study includes: regional data, published by the State Committee on Statistics in the digest “Russian Federation Regions”, household survey data “Russian monitoring of the economic situation and health of the population HSE” (RLMS-HSE). Russia Longitudinal Monitoring Survey of Higher School of Economics is a representative socio-economic survey of Russian households, in which the content structure of the used questionnaires meets the standard, adopted in the world practice.The study uses the following methods: cluster analysis (k-means method), statistical groupings, Kruskal-Wallis and Mann-Whitney statistical tests.Results. The study showed that:– the Russian Federation regions are very heterogeneous in terms of socio-economic development – specific indicators for the regions may differ significantly. It should be taken into account in the study of any social and economic problems, including the problems of income inequality;– Russian regions can be divided into four clusters. Analysis of the petal diagram of clusters made it possible to reveal their features and give them generalized characteristics. The first cluster includes regions with very high investment, fixed assets and GRP per capita. The second cluster includes regions with an average level of development. The third cluster includes regions with a high level of development. The fourth cluster includes depressive regions;– There is a clear correlation between the level of socio-economic development of the region of residence and the objective financial situation of residents: the incomes of respondents, living in the leading regions are significantly higher than the incomes of respondents of other clusters; the incomes of respondents, living in depressed regions are lower than the incomes of respondents of other clusters;– Individuals’ perception of their financial situation and their concerns are practically the same in all clusters and do not correlate with the level of socio-economic development of the region of residence;– The level of economic development of the region of residence does not have a significant direct impact on psychosocial well-being – individuals from different clusters feel almost equally satisfied with life and almost equally happy.

Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.

The paper focuses on the definition of the legal status of the cryptocurrency in the framework of the current Russian legislation. The subject of the research is the principal scientific and practical approaches to determining the object of civil rights and the object of acquisitive crimes in terms of their adaptability to cryptocurrencies. The purposes of the work were the search for a universal algorithm for resolving civil disputes related to the turnover of the crypto currency, and the qualification of the virtual currency theft (fraud). By using historical, comparative legal and dialectical methods as well as the content analysis method parallels between cryptocurrencies and individual objects of civil rights (a thing, property rights, other property) were drawn, and a number of options for qualifying the actions related to the non-repayable withdrawal of the cryptocurrency were proposed. Finally, the paper analyzes the draft laws prepared by the RF Ministry of Finance and the Central Bank of the Russian Federation and presents the author’s vision of the prospects for legalizing the cryptocurrency as an object of civil rights.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.

In the article the author examines the problems of wide application of the bankruptcy formula. For this, many terms have been considered, in particular the definition of financial insolvency, which characterizes the weaknesses of enterprises, namely, those associated with loss of liquidity and operating losses. The results show that Altman's bankruptcy formula is easily applicable in the economic conditions of the Russian Federation and is useful for predicting financial difficulties given the established definition of financial insolvency. Due to the fact that this term combines the factors of liquidity, stability, an important component of the Altman Z-model is the factor of independence, which is aimed at solving the problems that organizations face.

The article is devoted to the piano works of Nikolay Savelyevich Berestov, one of the most famous composers of Yakutia, Honoured Artist of the Russian Federation and Yakutia, whose compositional heritage is performed outside of Yakutia and Russia. He is the author of numerous works in different genres of vocal and instrumental music, innovatively implementing in his compositions the traditions of national folklore. The article reveals characteristic features of the composer's style — the interaction of intonation vocabulary of national folklore and European writing technique, the adherence to the program, the consistent definition of technical and figurative- emotional tasks of plots and dramaturgy. The most striking works from various cycles — pieces, fugues as well as the "Northern Landscapes" triptych — are examined in more detail.

Risk-oriented approach in the implementation of control (supervision) activities is an important state task that affects the country economy. As part of the implementation of the priority area of reforming control and supervision activities, the Federal Law «On the state control (supervision) and municipal control in the Russian Federation» was adopted, which comes into force on July 1, 2021. In order to implement the Federal Law «On state control (supervision) and municipal control in the Russian Federation», it is advisable to revise the regulation on the federal state energy supervision. It is required to study the issue of taking into account the risks of causing harm (damage) to legally protected values when carrying out control (supervision) activities in relation to the subjects (objects) of the energy sector, as well as criteria for assigning it to the risk category and indicators of the risk of mandatory requirements violation. Currently, the only criterion for assigning the harm (damage) to the risk category is the dependence on the established and (or) transmitted capacity of the energy facilities used, which is nonobjective due to the changes in the normative-regulatory framework for the implementation of control and supervision activities. It is required to study the issue of categorization depending on the established (transmitted) capacity of the object, the amount of economic damage as a result of the implementation of emergency situations and (or) emergency incidents (in value terms), the number of people killed (irretrievable losses), the number of people whose vital functions were disrupted as a result of the implementation of emergency situations and (or) emergency incidents.

The article deals with the actual problem of integrating cryptocurrency into the banking system of the Russian Federation. The authors propose a definition of cryptocurrency, substantiate the demand for the use of digital currency in the economy. The article considers the specifics of modern legal regulation of cryptocurrency transactions and the prospects for its development in the Russian economy.
