Convensional model of public policy makings in Sambas district, West Borneo Province, so far rely more on the strength of institutional structures and elites with less open processes. The impact in many case of planning has failed to identify and accommodate governance issues. This research uses qualitative explorative methods which are assisted with soft system methodology as suggester by Checkland (1999). Analysis of research uses collaborative governance theory in looking at the process of preparation of regional medium term development plan (RPJMD) of 2016-2021. Result of this research illustrates that the failure in the preparation of planning for this is caused by access to stakeholder involvement that is limited, the role of the government is very dominant so that RPJMD is not considered as a shared commitment and responsibility, the implication of each party working independently in accordance with their respective interest. It is also apparent that the process of preparing planning has not been sufficient to meet accessability and drivers in the form of citizen's education and lack of seriousness in the implementation of bureaucratic reform to become an implementative reference for the formation of participatory policy making according to the perspective of collaborative governance in regions with similar characteristics.

The purpose of this study was to see the traditional cublak-cublak suweng game from D.I Yogyakarta, and the order for the character of responsibility for students. Knowing the method of implementing the cublak-cublek suweng game that can shape the character of responsibility for students. This research method is research research. The research subjects were research articles and web that discussed the cublak-cublak suweng game that could be accounted for for its authenticity and correctness. The scope of this research includes elementary school teachers, elementary school children, and the surrounding community who are familiar with this game, as well as the role of the government in preserving the cublak-cublak suweng game and applying it to elementary schools at this time.This research was conducted to explain whether the cublak-cublak suweng game in the present era can give pleasure after being played and the impact that occurs after being played 1) Introduction to what cublak-cublak suweng is and how to play it. 2) Implementation of the cublak-cublek suweng model that can develop the character of responsibility for students, 3) The effectiveness of the cublak-cublak suweng game in shaping the character of responsibility for students. 4) what are the effects if you continue to drink it again and again.

The COVID-19 has had a massive impact on the Oman national health security system, putting the officials and medical crews under sustained pressure and challenges to cope with this crisis. We need to improve the national health security system to achieve health equity and to protect us all from the threat of COVID-19 and future pandemics. This study addresses the impact of COVID-19 on Oman national health security system. The study focuses on three objectives to determine the relationship between COVID-19 and national health security in Oman, to investigate the impact of COVID-19 on national health security, and to identify the role of government in mitigating the impacts of COVID-19 on national health security. The study applies a qualitative method approach and was conducted in two parts using questionnaire surveys and interviews. The study has found that, having a strong relationship between COVID-19 and national health security, the COVID-19 has had impacts on Oman national health security system and the role of the government in mitigating the impacts is very important. The purpose of the study is to generate recommendation to Oman national health security system to pave the way to a robust and resilient national health security system.

AbstractThe Covid-19 pandemic is a shared problem so it must also be resolved collectively. In the context of crisis, the role of the government must remain dominant, but also by opening the door to collaborative governance. Therefore it is vital to understand the dynamics of the collaborative governance process in dealing with the Covid-19 pandemic which of course is full of challenges and obstacles in the midst of uncertainty. Researchers use the literature study method to track various conditions in an effort to resolve a pandemic that involves inter-sectoral efforts, but researchers find important points that must be corrected so that the handling of the pandemic does not experience deficiencies in collaborative governance. So far, real action is needed in improving the responsiveness of policies, quality of regulations, data management, monitoring systems and coordination among sectors. Keywords: collaborative governance; covid-19; pandemic AbstrakPandemi Covid-19 merupakan persoalan bersama sehingga juga harus diselesaikan secara bersama-sama pula. Dalam konteks krisis pun sebenarnya peran pemerintah harus tetap dominan akan tetapi juga dengan membuka pintu kolaborasi bersama dengan antar sektor (collaborative governance). Oleh karena itu penting untuk mengetahui dinamika proses collaborative governance dalam menangani pandemi Covid-19 yang tentu saja penuh dengan tantangan, kendala dan hambatan di tengah ketidakpastian. Peneliti menggunakan metode studi kepustakaan untuk melacak berbagai kondisi dalam usaha menyelesaikan pandemi yang melibatkan usaha antar sektor akan tetapi peneliti menemukan poin-poin penting yang harus diperbaiki agar penanganan pandemi tidak mengalami defisiensi dalam collaborative governance. Sejauh ini perlu tindakan nyata dalam memperbaiki responsivitas kebijakan, kualitas regulasi, manajemen data, sistem pengawasan dan koordinasi antar sektor.  Kata Kunci:  collaborative governance; covid-10; pandemi

Identical collaborative governance is used in government and must handle COVID-19 to create fast, precise, focused, integrated and synergistic steps between ministries/agencies, local governments, and other stakeholders. This research describes collaborative governance in efforts to deal with COVID-19 in Riau Province, especially Pekanbaru City, considering that the city recorded a relatively high initial increase in cases compared to other areas in Riau Province as well as the implementation of collaborative management. The research method is qualitative, with the type of research used is the exploratory type and literature study. This article analyses several aspects of collaborative governance, namely the initial role of the government, non-state actors, joint decision making, formal organizing, gaining consensus, and the existence of problems to collaborate both on public policies and services.

Chapter 1 introduces the Chinese case of welfare, work, and poverty in the global context. It provides an overview of China’s social assistance system, which centers around the Minimum Livelihood Guarantee, or Dibao, currently the world’s largest such program and the focus of this book. The chapter then discusses the four core values and principles that guide the design, implementation, and development of Dibao, including family and community, work and self-sufficiency, paternalist role of the government, and social harmony. It outlines the scope of the book, which is to provide a systematic evaluation of the impact and effectiveness of China’s primary social assistance program, Dibao, and to draw useful policy lessons for China and other countries. The chapter also previews the main findings.

Purpose – The purpose of the paper is to primarily understand the changing role of the government in Housing delivery and envisaged role through public-private-partnerships (PPPs) in Housing. An increased emphasis has been laid on the private sector and particularly on PPPs for delivery of Housing to the urban poor ever since the government changed its role from being a “provider” to “enabler” of housing supply. Design/methodology/approach – The paper analyses the various projects of Partnership models that have emerged in various parts of the country for Housing the poor and investigates the role of the Government that emerges within the same. Findings – The enablement and partnership approaches primarily aimed for increasing housing supply have so far seen the government play a backhand role rather than a forthcoming one, not keeping with the spirit of a PPP. The current models of PPPs backed with incentives, cross subsidies and waivers of charges are inadequate and not holistic in approach resulting in a “zero-cost” policymaking stand of the government within the same. The government needs to be in the forefront, devising appropriate PPP innovative approaches and appropriate urban poor housing models to achieve the impact that the policies desire. An enhanced role of the government is crucial along with models along with clear institutional support to meet the desired demand. Research limitations/implications – Research is limited to cases of PPP that are currently existing in the country. Originality/value – With policy emphasis in the recent times for PPP in housing, the topic is of utmost importance for research.

Looking at the various current conditions of the country caused by the COVID-19 pandemic, the impact on economic sectors in Indonesia became unstable. But thanks to the support of MSMEs and the government, the economy in Indonesia can soon recover. Efforts made by the government with various programs for MSMEs, especially in Bekasi Regency, which have innovated related to changes in people's behavior due to COVID-19, related to changes in people/consumers' behavior in buying and selling online, business actors have utilized technology digitally. Therefore, social media and market place become a solution to make it easier for MSMEs to get wider marketing access to make it easier for businesses to reach consumers/buyers globally. In compiling this article, the author first researched to obtain information or data after this article is the result of normative legal research whose implementation is focused on the use of secondary data by using a qualitative paradigm approach of management, and data collection is done qualitatively using deductive logic where the laws and regulations are placed as major premises and facts are placed as the premise of the s minor (Soerjono S, 2007:52). So that this method is more directed to the proof of a theory that already exists. This research also makes a comparison of what can be done to get the most appropriate solution while through a secondary approach researchers refer to laws and regulations, papers, and articles to find out the information that already exists with related problems. This aims to find out the role of the government in protecting MSMEs during the pandemic and how MSMEs in the Bekasi Regency innovate to survive amid the current pandemic.   Melihat dari berbagai kondisi Tanah Air saat ini yang diakibatkan oleh pandemi COVID-19 sehingga berdampak pada sektor-sektor perekonomian di Indonesia menjadi tidak stabil. Namun berkat dukungan UMKM dan pemerintah, perekonomian di Indonesia dapat segera pulih kembali. Upaya yang dilakukan pemerintah dengan berbagai program untuk pelaku UMKM khususnya di Kabupaten Bekasi yang telah melakukan inovasi terkait perubahan perilaku masyarakat akibat COVID-19, terkait perubahan perilaku masyarakat/konsumen dalam melakukan jual-beli secara online para pelaku usaha telah memanfaatkan teknologi secara digital. Oleh karena itu Media sosial dan market place menjadi sebuah solusi untuk mempermudah pelaku UMKM mendapatkan akses pemasaran yang lebih luas agar memudahkan para pelaku usaha untuk menjangkau para konsumen/pembeli secara global. Dalam menyusun artikel ini penulis terlebih dahulu melakukan penelitian untuk mendapatkan informasi atau data sehigga artikel ini adalah hasil dari penelitian hukum normative yang pelaksanaannya difokuskan pada penggunaan bersifat data sekunder dengan menggunakan pendekatan paradigma kualitatif pengolaan dan pengumpulan data dilakukan secara kualitatif dengan menggunakan logika deduktif dimana peraturan perundang-undangan ditempatkan sebagai premis mayor dan fakta-fakta ditempatkan sebagai premis minor . Sehingga metode ini sifatnya lebih mengarah kepada pembuktian atas sebuah teori yang telah ada. Penelitian ini juga menjadikan perbandingan tentang apa yang dapat dilakukan untuk mendapatkan sebuah solusi paling tepat sedangkan melalui pendekatan sekunder peneliti mengacu pada peraturan perundang-undangan, makalah, serta artikel-artikel untuk mengetahui informasi yang telah ada dengan masalah yang terkait.. Hal ini bertujuan untuk mengetahui apa saja peran pemerintah dalam melindungi pelaku UMKM selama pandemi serta bagaimana pelaku UMKM di Kabupaten Bekasi melakukan inovasi agar bertahan di tengah pandemi saat ini.

The aim of this this research is to find out the progress and impact of community empowerment in the supporting villages of Kelimutu National Park, Ende NTT. This is a qualitative research which is conducted by field research, collection data, reduction, display and conclusion. From the results of the research, it can be concluded that there is a synergy between the role of the government and community participation in managing tourism in an effort to attract tourists for visiting Kelimutu National Park and staying in the supporting villages. The program is effective to increase local economy and welfare of people around the tourist area however the number of visitor tend to decrease.

This study investigates the relationship between geographical indications (GIs) and sustainable rural development in Vietnam, and analyzes the case study of the Cao Phong orange. Qualitative data were collected from interviews with Vietnamese policy-makers and orange growers to investigate the role of the government of Vietnam in designing and implementing GIs, as well as the involvement of local producers taking advantage of GIs, in order to identify how and to what extent GI protection affects sustainable rural development. The results show that GIs have positively contributed to sustainable rural development in Vietnam; however, some problems remain. This study concludes with policy implications for promoting GIs and sustainable rural development in Vietnam.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.
