The territorial administrative structure of the Czech Republic has been reformed by Act No. 51/2020 Sb. This change implements an integrated system of local administrative units for the performance of the state administration on different levels based on local units defined as micro-regions. The new arrangement respects the existing boarders of territorial self-governing units while provides an abolishment of the old system of administrative regions based on Act No. 36/1960 Sb.

The chapter focuses on relationships, structures, and processes that fundamentally influence the implementation of the nation branding strategy, the scope of activities carried out by institutional actors, and the extent of involvement of these actors in the process of nation branding. It studies the activities the official actors carry out in the nation branding scope and identifies what their priorities are in the integrated state presentation. It identifies the sources of double-track activities processes in the distribution of the roles and extent of involvement of public diplomacy actors, as well as institutions responsible for presentation of a country. Without attempting to initiate changes in legislation or hierarchy of the state actors involved in nation branding, it brings insight into informal layer of formal relationships and interactions and brings a proposal on how to formally simplify the process of implementation of the nation branding strategy in the Czech Republic.

AbstractThe aim of the paper is to draw attention to consequences of the transfer of competency at the level of the building procedure from state authorities to municipal offices in the Slovak Republic and the Czech Republic. The defined research objective was achieved firstly by conducting controlled interviews with representatives of the building offices in the Nitra Region and, secondly, by analysis of financing of this competency from the obtained data from publicly available sources in both states. Secondly, the paper includes a comparison of the financial management of the transferred competencies at the level of the building procedure between the Nitra Region (Slovakia) and the Pardubice Region (Czech Republic). By conducting controlled interviews in the Nitra Region, we came to the conclusion of the financial under-dimensioning of this competency. By comparing the amount of state subsidies provided for the building procedure in both regions, significant differences were found. Based on our research findings, we recommend reassessing the state subsidies for the transferred competency in the field of building procedure.

Referring to the concept of inclusive growth, the authors analyse the transition economies of the Central and Eastern European countries, which are the current EU members (Bulgaria, Croatia, the Czech Republic, Estonia, Latvia, Lithuania, Hungary, Poland, Romania, Slovakia and Slovenia). That region was selected as the CEE countries characterized by comparable historic and economic background but now they seem to reach diversified stages of development. The objective of the study is to identify the level of inclusive growth among the CEE countries, taking into account indicators assigned to its seven pillars. The thesis is that the CEE countries represent socio and economic heterogeneity as well as different levels of sustainable development. The research methods involved the application of the principal components analysis and the multivariate analysis. For literature review, the bibliometric analysis was conducted with the visualization prepared by the VOSviewer software. The main findings suggest that Estonia, Slovenia and the Czech Republic seem to be the ones with the highest inclusive growth. On the other hand, Bulgaria and Romania represent the lowest level of inclusive growth indicators.

The article deals with the methodology of the assessment of the state of the external facade of the outer cladding façade from the fiber cementitious boards in view of meeting the conditions of the technical legislation valid in the Czech Republic. On a particular case, the methodology of the procedure from the visual assessment of the facade facing plates to the requirements of their mechanical and physical properties is described. The object under consideration is a civic building in a climatically challenging location in the Beskydy foothills, whose facade is completely lined with fiber-cement boards. The assessment is based on the provisions of ČSN ISO 13822 (73 0038): Design principles for structures - Evaluation exists. construction and ČSN P 74 7251: 2015 Folded cladding, tiles and panel cladding - Requirements for casting accuracy, quality and appearance. For the assessment of mechanical and physical properties, the provisions of ČSN EN 12467 - Fiber-cement flat plates - Specimen specification and test method are used. Limit values of individual parameters are taken into account in the technical sheets of the manufacturer of fiber-cement boards.

The impact of decentralization on efficiency in the production of public goods and services has been described by the current scientific discourse in some detail. In this article, we focus on an analysis of the impact of the factor of decentralization as well as other selected factors on efficiency in public procurement. We view the term efficiency to be the ratio between the tendered and the estimated price, but also as procedural correctness and legality, as it is reflected in the administration of complaints, investigations, and findings regarding violations of the law by the supervising authority. We then describe the phases of bidding and post-bidding. For empirical research, we used linear regression and logistic regression. These methods are applied to data regarding public procurement for the years 2010-2014. The results show that, among the contracting authorities at the different levels of decentralization, there were statistically significant differences which we can explain through the different levels of accountability, economies of scale, as well as the qualifications of the workers of the contracting authority.

The aim of this study was to determine the general effect of calf diseases on the mortality rate in connection with a journey distance and, furthermore, to determine the tendency of development in this field. During the period of 1997 - 2004 inspectors of the State Veterinary Administration in the Czech Republic recorded the number of healthy calves transported for standard slaughter and numbers of calves that died in connection with this transport; furthermore, they recorded numbers of diseased calves transported for emergency slaughter and numbers of calves that died in connection with this transport. The calf mortality rate in connection with transport for standard slaughter and in connection with transport for emergency slaughter was 0.026% (29/113144) and 3.266% (2260/69207), respectively. The mortality rate during transport for emergency slaughter is considerably higher, an expression in the form of a ratio index is 127.4. The total number of calf deaths during transport for slaughter significantly increased (p < 0.01) due to calf diseases. The effect of the journey distance on calf mortality in connection with transport was manifested as follows: during transport up to 50 km the recorded mortality rate was 0.019% for standard slaughter and 3.029% for an emergency one. In case of a longer journey distance, up to 200 km, a higher mortality rate was detected, namely 0.110% for standard slaughter and 5.177% for an emergency one. Due to diseases the number of calf deaths during transport up to 50, 100 and 200 km significantly increased (p < 0.01). A long-term tendency concerning increase or decrease of calf disease effect on the mortality rate in calves during transport for slaughter depending on individual years of the period monitored was not proved. Calf disease significantly decreases calf welfare during their transport for slaughter and considerably increases number of calves that died in connection with transport for slaughter.
