This study investigates the role of the e-tutor within an Open Distance Learning Higher Education institution in terms of perceptions of their work roles and the assessment of the competencies of the e-tutor. In the universities’ strategic plan the importance of providing excellent service to learners is strongly emphasised. E-tutors are the learner’s first and foremost contact with the university; they invariably become the “face of the ODL university” to the geographically distant learner. E-tutors are therefore strategically important for the perceived quality and attractiveness of the university; however they can also be a vulnerable link in the university’s educational chain. The process of online tutoring therefore becomes a critical success factor in learners’ acceptance of e-learning. The first phase of the research focuses on the e-tutor perspective, investigating the competencies required by e-tutors to function effectively in an online environment, as well as their perceived role. A survey was administered to e-tutors in the College of Economic and Management Sciences of the University to assess their perceived roles and competencies. Understanding the importance of these roles and identifying necessary tutoring skills is paramount for the success of e-learning solutions.

This study reviews some of the prominent ranking systems with a view to shed more light on what may constitute a critical success factor in the field of higher education. In the first part, the ranking systems are reviewed and the key principles are explained. A brief description of how institutions use ranking information is also included. In the second part of the study, the subject of internationalization in the context of ranking systems is discussed. The main challenges of competitiveness in higher education and the increasing role of internationalization are expressed. The chapter also describes threats and opportunities for the future of higher education. This section also includes suggestions for higher education administrators. In the third part, the subject of ranking with particular focus on the university-industry collaboration and its effects on the future of higher education are discussed. The role of the industry and the changing mission of the universities in the new era are explained.

ABSTRAK Perguruan tinggi tergolong dalam industri  quasi-commercial, selain memberikan pelayanan pendidikan kepada masyarakat, juga menerapkan prinsip-prinsip manajemen industri komersial untuk mendapatkan dana sebagai pendukung keberlangsungan hidup universitas. Karakteristik perguruan tinggi yang demikian itu, menjadikan teknologi informasi (TI) menjadi sangat penting. Adanya kegagalan dalam implementasi  TI  dalam Universitas akan dipandang negatif oleh banyak pihak. Karenanya, IT governance saat ini menjadi salah satu critical success factor (CSF) bagi para pemimpin dan mitra perguruan tinggi untuk mengoptimalkan peran IT dalam efektifitas peningkatan aset, capaian kinerja, sasaran, tujuan, visi dan visi organisasi. Sejalan dengan perubahan keberadaan fungsi TI dari level operasional menjadi strategis di dalam suatu organisasi, muncul pula suatu manajerial baru yang disebut sebagai Chief Information Officer (CIO). Keberadaan CIO untuk organisasi yang sangat menggantungkan aktivitas bisnisnya sehari-hari pada sistem informasi dan teknologi Informasi (SITI) merupakan suatu keharusan. Tanpa adanya fungsi strategis dari sistem dan teknologi informasi, perusahaan yang bersangkutan akan mengalami permasalahan yang sangat serius. Pertanyaan yang muncul kemudian adalah bagaimana karakteristik dan peranan TI di perguruan tinggi sehingga membutuhkan tata kelola yang baik dan bagaimana peran strategis CIO  dalam organisasi. Tulisan ini berusaha menjawab kedua pertanyaan tersebut. Characteristics of such universities, making information technology (IT) becomes very important. The failure have occurred in the implementation of IT within the university would be viewed negatively by many. Therefore, IT governance is now a critical success factor one (CSF) for leaders and college partners to optimize the role of IT in increasing asset effectiveness, achievement of performance, goals, objectives, vision and the vision of the organization. In line with changes in the presence of IT functions from operational to strategic level within an organization, there are also some new managerial known as the Chief Information Officer (CIO). The existence of CIO for an organization that is dependent activities of dailybusiness in the information systems and information technology (SITI) is a must.Without the strategic function of the system and information technology, the company concerned will have a very serious problem. The question that arises thenis how the characteristics and role of IT in higher education and thus require good governance and how the CIO's strategic role within the organization. In Tanzania, the growing demand for education due to massive enrolment in universities calls for adoption of Distance Learning (DL) and e-learning. Other factors for adoption include limited space and pace of learning, pedagogical weaknesses, and shortage of teaching staff. Mzumbe University also experiences the same as it operates satellite teaching centres of Morogoro town, Mbeya, Dar es Salaam, Tanga and Mwanza. This has made the university consider shifting from conventional delivery modes to alternative pedagogical strategies using Information and Communications Technology (ICT). The aim is to ensure effective delivery of quality education. There are opportunities and challenges. The challenges include absence of national and institutional quality assurance system framework on e-learning and distance education, and shortage of teaching staff and ICT facilities. Thus, universities need appropriate budget and resource investment to support capacity building for teaching staff and students, and formulating policies, guidelines and operational framework on distance learning and e-learning.

The University Abdou Moumouni (UAM) of Niamey in Niger mainly focused on traditional face to face learning, and even the existence of the African Virtual University since the years 1999 did not change the situation. It is only after the official opening at the University of the Francophone Digital Campus in December 2003 that lecturers and students started overseeing and taking advantages of all the benefits of e-Learning and distance learning. The present paper builds on the author’s personal initiatory experience in e-Learning to highlight some specific challenges that traditional universities such as the UAM face in their efforts to introduce e-Learning and distance learning as a new mode of course delivery. The study shows that even though challenges are big, political and institutional support can freshen the perspectives and change opportunities into realities.

Libraries are taking on new roles in a disaster and with that comes strategic responsibilities beyond traditional asset recovery activities. In the past, library disaster plans have emphasized recovery of materials. Here, the emphasis is on continuing business operations. Libraries have become the centers of communication for their communities in a crisis. This article will demonstrate the essential role of libraries before, during and after a disaster, both short term and long term and how to get a seat at the table with community planners by demonstrating the functions that are critical to recovery. A literature review and case study are used to develop these recommendations. A critical success factor is to use a disaster preparation methodology that includes a business continuity plan.

Purpose – The purpose of this paper is to examine the potential role of information literacy (IL) within the changing context of the e-learning environment at the University of Jos in recent years. It focuses and emphasises the role of the University library in facilitating teaching and learning through the use of e-learning platforms in teaching information retrieval skills. The paper aims to identify gaps in students’ information skills that could be addressed through IL instruction. Design/methodology/approach – The study employed a case study research design while the methodology involved the administration of structured questionnaires to the two groups of respondents. Findings – Findings from the study provide useful insights to the skills challenges experienced by students and point to a need for effective collaboration between the library, faculty and management in order to promote a better approach to learning at the institution. Originality/value – By emphasising the role of the library, the paper contributes to previous studies on e-learning at the University and provides a basis for further research in this regard.

The article provides an overview of foreign and national research on the possibilities of using cognitive management in the educational environment of higher education institution. The authors emphasize the potential of cognitive management principles application in the educational organization, the direct correlation between cognitive management tasks and the general purposes of educational process. The possible approaches to knowledge management in educational organization are described. The authors dwell on the general methodological, economic and functional aspects of cognitive management at the university, argue that the value-communicative essence of university education enables to manage the knowledge base of the university. On the example of Ukhta State Technical University the article considers the possibilities of students’ project activity and project self-government. Firstly, it ensures the increment and intensification of the value-communicative flow of knowledge within the University and in its interaction with the external environment. Secondly, it fosters students to master the role of a cognitive manager. Thirdly, it encourages students to develop their meta-abilities which can be viewed as a form of cognitive management outcomes in higher educational institution.
