AbstractThis article addresses the Council presidency trio mechanism codified in the Lisbon Treaty with a particular focus on the continuity question in the Council's decision-making framework. The aim of the article is to explore the effect of the formalised trio programme on continuity in the Council's decision-making process. To this end, the article looks at how the trio mechanism has evolved over time and how it functions in practice.While some analysts have been sceptical about the usefulness of the trio programme, these findings demonstrate that the launch of this institutional tool has improved the continuity in the Council's decision-making process. The positive effect on continuity results from three main factors-the trio programme as a formal tool in the Council's institutional tool-kit; the existence of political will among the presidencies to cooperate; and, lastly, the guiding role of the Council Secretariat. The article presents evidence gathered by tracing the preparations of joint trio programmes from 2007 to 2012.

AbstractThe EU decision-making process is one that has changed over time with the Treaties, with the extension, modification of EU policies and the areas where the EU is acting. In addition to the above, in 2016 we have one more reason to add to the changing of the decisional process “-Brexit”- a political turnaround that stimulates new changes at the decision-making level and raises questions about the future of the European Union. Federalists claim that these events will lead to a strengthening of the Union, and euro-skeptics claim that this is a step towards breaking the Union. Two years after the Brexit started, the European Union continues to remain a prominent actor in the international arena, but another question is being raised: “Will EU institutions act on the same principles? Or will there be changes in the decision-making process?”. In this article, we will analyse the state coalitions in the decision-making process, and the role of Brexit in forming coalitions for establishing a decisional balance in the European Council. Following the analysis of the power rapport in the European Council, we refer to small and medium-sized states that work together closely to counterbalance the decisions of the big states, and the new coalitions to achieve their goals in the new political context.

Abstract Lobbying in the modern world is becoming part of decision-making processes at the local, state, supranational and global levels. The lobbying process is characterized by the use of various techniques and tools, which is why there are many definitions. In the European Union, it is perceived as a European representation of interests, through which different groups try to influence the decision-making process in the various institutions. Lobbying is often referred to when it is necessary to describe a particular political process, event or phenomenon that has not reached the general public or has remained opaque due to its specific nature. As lobbying becomes increasingly important, this article aims to clarify what lobbying is and what its legitimate and acceptable forms are. It is not without reason that there is a general distrust of the lobbying process and, in particular, of the real intentions of lobbyists. Therefore, many people believe that such activities distort the political process in terms of transparency, integrity and influence. Given the sensitive nature of the topic of lobbying, some good practices from existing lobbying rules at European level will also be considered.

Participation in the local public finance decision-making process in Serbia is not a new concept as it was implemented even during the ‘Titoistic’ period. However, direct participation is still in an infant phase altogether with the low interest of citizens in participating in local financial decision-making procedures. The aim of this paper is to explain the main types of civic participation in the local financial decision-making process (i.e., referendum voting on self-imposed contribution, participatory budgeting, and civic crowdfunding) and to focus on the main factors that lead to a low participation of citizens in such processes. Additionally, the article analyses how these factors affect general mistrust in politics and society. For this purpose, a total of N=421 citizens were interviewed. Using the principal component analysis, the following three main components for low participation were defined: 1) lack of knowledge, 2) lack of interest, and 3) lack of political will. Thereafter, using the regression analysis, the study confirmed that the first two components are statistically significant predictors for mistrust in politics and society.

The article proposed for publication is analysing the relation between the public interest and the local administrative decisional process in the countries from the European neighbourhood area. The author emphasises the importance of the good practices in the Republic of Moldova. The local public administration represents the main attributes of a democatice society. This is the level that actually forms the good practices of democracy and these determine the role of the local authorities, which have a considerable importance in the administrative system. The tendency of the states to modernization creates the premises for the elaboration of the local public administration standards, and creates the common principles of organisation and functioning of the public administration, defined by law and applied into practice. Identifying a suitable and effective model for organising and improving this collaboration relation is the first goal. In this context, the article is analysing the structure of local public administration, the emphasis being on the relation of the public interests-decision-making process in different states of the community space. The author finds that this relation differs from one state to another, depending on the specific features in each state. The principle of decentralization and local autonomy is what underlies the strengthening of local public administrations in different countries.

Introduction: Patients’ decisions to undergo major surgery such as orthognathic treatment are not just about how the decision is made but what influences the decision. Objectives: The primary objective of the study was to identify the key processes involved in patients’ experience of decision making for orthognathic treatment. Methods: This study reports some of the findings of a larger grounded theory study. Data were collected through face-to-face interviews of patients who were seen for orthognathic treatment at a teaching hospital in the United Kingdom. Twenty-two participants were recruited (age range 18–66 y), of whom 12 (male = 2, female = 10) were 6 to 8 wk postsurgery, 6 (male = 2, female = 4) were in the decision-making stage, and 4 (male = 0, female = 4) were 1 to 2 y postsurgery. Additional data were also collected from online blogs and forums on jaw surgery. The data analysis stages of grounded theory methodology were undertaken, including open and selective coding. Results: The study identified the central role of dental care professionals (DCPs) in several underlying processes associated with decision making, including legitimating, mediating, scheduling, projecting, and supporting patients’ decisions. Six categories were related to key aspects of decision making. These were awareness about their underlying dentofacial problems and treatment options available, the information available about the treatment, the temporality of when surgery would be undertaken, the motivations and expectation of patients, social support, and fear of the surgery, hospitalization, and potentially disliking their new face. Conclusion: The decision-making process for orthognathic treatment is complex, multifactorial, and heavily influenced by the role of DCPs in patient care. Understanding the magnitude of this role will enable DCPs to more clearly participate in improving patients’ decision-making process. The findings of this study can inform future quantitative studies. Knowledge Transfer Statement: The results of this study can be used both for informing clinical practice around enabling decision making for orthognathic treatment and also for designing future research. The findings can better inform clinicians about the importance of their role in the patients’ decision-making process for orthognathic treatment and the means to improve the patient experience. It is suggested that further research could be conducted to measure some of the key constructs identified within our grounded theory and assess how these change during the treatment process.

What role does the rotating Council Presidency maintain a decade after Lisbon? This article argues that, regardless of institutional changes, the rotating Presidency still shapes the Council agenda to a large extent. Based on an original hand-coded dataset of rotating Presidency programmes between 1997 and 2017, I show that some policies are ‘stickier’ on the Council agenda, while the others exhibit significant changes in salience over time. Since the magnitude of these shifts varies from Presidency to Presidency, the analysis focuses on domestic political factors and the country positioning vis-à-vis the European Union to determine their relationship with agenda volatility. By means of a panel model, the examination demonstrates that the government issue salience can best explain the levels of issue salience in the Presidency programmes.

AbstractOne of the main challenges in assisting displaced persons who have lost their homes as a result of a natural hazard is the provision of adequate post-disaster accommodations, such as temporary housing. Although the need for temporary housing has increased around the world in recent years, it has been criticized on economic, environmental, and social grounds. A universal approach to post-disaster accommodations cannot successfully deal with this issue because each recovery process involves a unique set of conditions. Therefore, rather than defining a specific strategy, this study aims to present an approach capable of producing customized strategies based on contextual and social conditions. To this end, first, the main factors influencing the choice of post-disaster accommodations are identified through five case studies. It is concluded that all of the factors can be organized into three main vertices to simplify the highly complex issues involved in post-disaster accommodations. The case studies also show that the decision-making process consists of two main parts. To date, a recurring failure to distinguish between these two parts has led to unsuitable outcomes. Thus, this paper presents a new decision-making methodology, consisting of multiple steps, phases, and indicators based on the main vertices.

Health technology assessment (HTA) has become increasingly important in the European Union as an aid to decision making. As agencies and programs have been established, there is increasing attention to coordination of HTA at the European level, especially considering the growing role of the European Union in public health in Europe. This series of papers describes and analyzes the situation with regard to HTA in the 15 members of the European Union, plus Switzerland. The final paper draws some conclusions, especially concerning the future involvement of the European Commission in HTA.
