AbstractToday, many regulators’ operations publish information derived from registration and reporting by charitable organizations and commercial fundraising firms. Similar publication is found in a variety of situations – restaurant sanitation notices and hospital re-infection rates, among many others. Recent scholarship has explored the theory of regulatory disclosure, identifying how required disclosures can influence organizational behavior and potentially improve public welfare. An important feature of this theory is the “action cycle,” in which a requirement to disclose information about a process or product shapes consumers’ choices, in turn inducing suppliers to modify their behavior in a desired direction. In this paper, we sketch briefly three widespread approaches that have at different times characterized the regulators’ efforts, describe some of the inherent difficulties that regulators, whether independent or governmental, will encounter in connection with charitable activities, and explore the potential for constraining or eliminating abusive practices by required public disclosure of related information.

There is a steady trend in the wide range of literature on the study of institutions: the definition of theoretical judgments often does not coincide and is not combined with the definition of general connections and patterns, which leads to ignoring the principle of systematic analysis of socio-economic processes. Indirectly, this means the priority of the random (individual) over the whole and general. Meanwhile, the concept of an institution correlates with the specific content of a phenomenon or process and is supplemented by a generalized and systematic approach. The study of such an urgent problem of the market economy as institutional choice through non-profit organizations requires the extension of the analysis not only to governmental but also to non-governmental structures, which are an element of the whole. In this regard, the article provides a historical overview of the development of nonprofit organizations and charitable activities as a large-scale social phenomenon, which made it possible to draw attention to the possibility of using the experience of past years for the purposeful organization of non-state institutions of charity, including by improving social partnerships. Analysis of the current state of non-profit organizations in Ukraine, despite the growth in their number, shows a decrease in the volume of charitable activities. In recent years, the country has taken certain steps to improve charity. However, this is not enough. The institutional environment for philanthropy needs to be improved. The solution to this problem is possible with the active influence of the state on the management of non-commercial activities. Improving the tools of functioning, financing, as well as increasing attention to the development of statistics in this area of activity is considered relevant. In this regard, the purpose of the article is to identify pressing issues and ways to improve charitable organizations. The solution to this problem is possible with the active influence of the state on the management of non-profit activities. The development of the institutional framework of the nonprofit sector of the economy means the improvement of financial reporting, greater openness of charitable organizations, streamlining of their legal relations, liberalized taxation and strengthened control over the activities of non-profit organizations. The article pays special attention to the problem of accumulation and distribution of charitable funds. The potential of charitable organizations can be expanded by shifting the focus of their regulation away from predominantly corporate to regional administration, which increases the importance of the institution of partnership in the development of charity. The article uses historical and logical methods, which allowed to study the formation and development of non-profit organizations in the evolutionary aspect.

Formerly shunned due its notoriety for facilitating illicit trade and transporting criminals across Uganda’s international borders, the boda-boda transport industry gained fame in recent years and has become the second largest employer of youths all over Uganda, after agriculture. Recent scholarship on the bodaboda industry has however, concentrated on the risks embedded in it including high infection rates of HIV among the drivers and the daily accidents reported. Little attention has been paid to the contribution of the industry in youth employment. This paper discusses the role of boda-boda transport industry in solving the problem of unemployment among the youths in Uganda. The author interviewed seventeen boda-boda drivers in Uganda and thirty-four of their family members to establish how this transport business has impacted on employment opportunities, financial independence and globalisation of youths. The study revealed that whereas many youths have dropped out of school to take up the boda-boda business, profits of this trade have facilitated the education of some young people in Uganda and enabled them to globally connect with youths across the globe. The study recommends sensitisation, business skills training as well as adult and distant education opportunities for the youthful motorcycle drivers


The growth in the number of the country’s charitable organizations, transformation of one-time humanitarian actions (charity) into regular social work with veterans of the Russian-Ukrainian war (since 2014) and internally displaced persons from Donbas, the Autonomous Republic of Crimea have put on the agenda a study of the relationship between charitable activities and social work. The expansion of social work aimed at the elderly, which is often performed by the employees of territorial centers of social services beyond their job descriptions, also determines the relevance of this topic. The task of the study was to substantiate the place of charity in social work, based on the analysis of the activities of the Ukrainian charitable foundations, and employees of six territorial centers of social services in Kharkiv region. It was found that the All-Ukrainian social program “Home Care” of the International Charitable Foundation “Caritas Ukraine” represents social work with people who are not clients of territorial centers of social services. The Regional Landscape Park “Feldman Ecopark” (the flagship project of the International Charitable Foundation “Aleksandr Feldman Foundation”) is often used for social work, particularly with the elderly. It has been substantiated that the charitable activity of these foundations creates conditions for conducting systematic daily social work, in particular, with the elderly. The results of the expert survey of 16 social workers and 21 social workers of the territorial centers of social services of Bohodukhiv, Izium, Krasnokutsk, Lozova, Chuguiv, and Kharkiv districts of Kharkiv region show that charity occupies the leading place in their activities, creating conditions for social work. Charitable activities such as volunteering, social services of public/charitable organizations for the elderly are rightly regarded by experts as social work. The types of social work with the elderly in rural areas, carried out in spare time, such as helping in vegetable gardens, nature rides (in particular, to Feldman Ecopark), group communication on topical issues are referred by the experts to charitable activities. There is a partial overlapping of the subject areas of social work and charity, as well as a common goal – to help. Social workers and officials of the territorial centers of social services in Kharkiv region, performing daily social work with the elderly, often carry out charitable activities, too. It has been proved that charity helps to increase the efficiency of social work, solving many social problems of the territorial community.

The most recent study, conducted by Politecnico of Milan, on food surplus management in Italy, entitled <em>Surplus Food Management Against Food Waste</em>, shows that in the Italian food supply chain, the food surplus is around to 5.5 million tons/year, and the amount of food wasted is around to 5.1 million tons/year. During 2015, the charitable organizations (COs) belonging to Italian Food Bank Network, active in recovering and distributing food for social solidarity’s purposes, reused 381.345 tons of food from 2.292 donors. The main supplying sources of the Banco Alimentare Network are: food industries, organized large-scale retail trade and collective catering service. The aim of this study was to analyze several aspects of the food surplus recovery thanks to the collaboration with the Fondazione Banco Alimentare Onlus (FBAO) and Caritas Italiana. In particular, two main features were analyzed in the food recovery chain: i) the microbiological profiles of specific food categories recovered from catering service with the aim to evaluate their conformity in relation to food safety and process criteria. For this purpose 11 samples were analyzed in four different moments: -­‐ T0: same day of the collection; -­‐ T1: after four hours of storage at 4°C; -­‐ T2: 24 hours from the collection (storage at 4°C); -­‐ T3: after four days at frozen storage (-18°C). For all samples several were investigated microbiological parameters: enumeration of <em>Mesophilic aerobic bacteria</em> (AFNOR 3M 01/1-09/89), enumeration of <em>Enterobacteriaceae</em> (AFNOR 3M 01/06-09/97), enumeration of <em>E. coli</em> (AFNOR 3M 01/08-06/01), enumeration of coagulase-positive <em>Staphylococci</em> AFNOR 3M 01/ 9-04/03 A), enumeration of <em>Bacillus cereus</em> (UNI EN ISO 7932:2005), research of <em>Salmonella</em> spp. (UNI EN ISO 6579 (2008b) and research of <em>Listeria monocytogenes</em> (AFNOR BRD 07/4-09/98 (AFNOR, 2010a)). Furthermore, ii) the volunteer’s knowledge on the correct hygienic procedures during the recovery, were evaluated by the 71 questionnaires with the aim to prevent foodborne diseases. The results show that the recovery of surplus from catering service and their reuse at COs should be planned with correct procedures, and the volunteer’s knowledge on the hygienic aspects appear to be a critical point. The recovery and the charitable activities require an appropriate assessment and careful risk analysis, in order to manage the complexity of no profit organization.

В первой четверти XX в., как и в любой другой период своего существования, Лавра осуществляла благотворительную деятельность в различных направлениях. Прежде всего это содержание больниц-богаделен, размещение и устройство трапез для богомольцев, финансовая помощь нуждающимся частным лицам. С началом Русско-японской и Первой мировой войн благотворительная деятельность Троице-Сергиевой Лавры усиливалась: открывался лазарет для больных и раненых воинов, предоставлялись лаврские помещения для обустройства госпиталей, оказывалась материальная и финансовая помощь благотворительным организациям и обществам и т. п. Прекратилась благотворительная деятельность обители после Октябрьского переворота 1917 г. в связи с закрытием Лавры. The publication is devoted to the charitable activities of Holy Trinity Sergius Lavra. In the first quarter of the 20th century, as in any other period of its existence, the Lavra was engaged in charitable work in various directions. They included, first of all, maintenance of hospitals and chapels, hosting and organizing refectories for the worshipers, and financial aid for private individuals in need. With the beginning of Russian-Japanese War and World War I, the charitable activity of Trinity-St. Sergius Lavra was intensified, the hospital for the wounded soldiers was opened, Lavra premises for hospitals were given to, material and financial help was rendered to charitable organizations and societies, etc. The monastery's charitable work ceased after the October revolution of 1917, when the Lavra was closed down.

Charitable activities of Russian companiesThe article analyzes the activities of charitable organizations in Russia. The author explores the mo­tives for carrying out charitable activities. Based on the results of the in-depth interview, the priority areas for the activities of charitable organizations in Russia, the requirements that the state should establish in relation to charitable organizations, as well as the specifics of interaction between the state and charitable organizations, are determined. The article also explores the fundamentals of legislative regulation of charitable activities in Russia.

The article discusses the main contemporary models of media presentation of charitable activities, which illustrate the processes of media convergence and transformation of the functions of journalism - combining information-analytical and advertising goals, the emergence of PR journalism. Media presentation of charitable activities is closely connected with the media text of social topics, and with advertising and PR tasks, which causes some difficulties in the developing of media strategies of charitable organizations. The first basic model of media strategy is built on the principle of “horizontal links” - information is distributed pointwise through social networks without special marketing costs. The second basic model involves the widespread use of professional media resources: journalistic texts and public relations campaigns, the creation of media portals to expand the audience of donors. In today’s Russian media space, the use of business schemes by charitable organizations causes a public debate on the credibility of trust and the forms of accountability of the benefactor to society. The media space of social networks plays a huge ambivalent role in creating a media image of charitable activities. On the one hand, it provides an interactive link between the benefactor and the society, but on the other hand, it imposes special axiological requirements on the benefactor and his media activities.

The paper examines the role of charitable activities in the formation of civil society in Transnistria. Based on the results of a survey, various aspects of the population’s attitude towards the issue are char-acterized, including awareness for charitable events, trust in charitable organizations and foundations, as well as public participation in such activities. The author of the paper explains the importance of form-ing the philosophy of philanthropy as a mechanism that promotes the charitable activity and creates a favorable cultural and anthropological, socio-economic, organizational and legal platform for its implementation. It is concluded that today Transnis-tria is disconnected from global trends in the devel-opment of the philanthropy’s culture. In this regard, measures are proposed to activate charity as one of the indicators of capacity building for civil society.

Se presentan los resultados de transparencia obtenidos mediante la aplicación TransPa_BA en las páginas web de 52 archivos históricos provinciales españoles, además del Real y General de Navarra. Esta herramienta se basa y utiliza parámetros de la Metodología de Evaluación y Seguimiento de la Transparencia (MESTA). A partir de esta, se proponen 22 indicadores para la medición de la publicidad activa en los archivos que atienden a los requerimientos de la Ley de Transparencia. Los indicadores y sus correspondientes atributos (forma, accesibilidad, reutilización, datación y la actualización) ofrecen un marco para que los archivos aumenten en transparencia rindiendo cuentas de su actividad y principales resultados a la sociedad y, en particular, a sus grupos de interés. Los resultados obtenidos indican que, aunque hay ejemplos de buenas prácticas, la información relacionada con la transparencia es escasa. Las mejores se relacionan con el cuadro de clasificación, la colaboración y cooperación y las estadísticas. Es abundante la información que figura enmascarada en otras categorías y dispersa en el sitio web. Las mejoras, por tanto, deben realizarse no solo a nivel de publicidad activa sino de organización de la información, ya que ni la visibilidad ni la accesibilidad a esta información son las más idóneas. Se espera que este trabajo promueva un aprendizaje colectivo y contribuya a que se vaya incorporando gradualmente información que refuerce la transparencia activa de estas instituciones documentales o, si fuera el caso, eliminar elementos redundantes. The article discusses the findings on website transparency for 52 Spanish provincial historic archives and the Archivo Real y General de Navarra [royal and general archive of the province of Navarra], delivered by TransPa_BA software. This tool is based on and uses the parameters defined in the Metodología de Evaluación y Seguimiento de la Transparencia [transparency assessment and monitoring method, Spanish initials, MESTA]. A total of 22 indicators are proposed to measure active public disclosure by archives in keeping with the provisions of the national Transparency Act. The indicators and their respective parameters (form, reusability, dating and currency) constitute guidelines to enable archives to enhance transparency and accountability, reporting their activities and performance in key areas to society in general and their stakeholders in particular. Although the findings reveal some good practices, scant transparency-related information is provided. The improvements suggested refer not only to public disclosure, but also to how information is arranged, for neither visibility nor accessibility is optimal. This study will hopefully encourage collective learning, contributing to the gradual inclusion of more transparent information and the exclusion of any redundant elements present on these institutions’ websites.

Means–ends decoupling has recently been suggested as one consequence of the problems organizations face in trying to comply with institutional rules in contexts of institutional complexity. Such decoupling is characterized by the adoption, implementation, and scrutiny of particular codes of practice, which tend not to deliver the outcomes they were developed to produce. Recent scholarship focusing on this issue has suggested that such decoupling is a consequence of the trade-off organizations need to make between compliance and goal achievement, most especially when the latter is difficult to evaluate. Although recent scholarship has suggested that this tension might be mitigated by the activities of developers of compliance rules, in this article, we explore how actors internal to organizations, in this case, two charitable organizations, mitigate this tension via nonconformance with particular codes. We focus on how the process of accounting for nonconformance results in the discursive coupling of means and ends as actors creatively develop vocabularies of motive, which respond to anticipated social criticism.
