SUMMARYThis article is devoted to the problems of providing economic security in the Russian Federation. Methodological approaches to research of economic security characteristics as an economic category are considered in this article as independent scientific fields. The special attention is paid to the analysis of scientific definitions of economic security within each of methodological approaches. The definition “economic security” is concretized on the basis of differentiation this definition from a methodological position of the research. The analysis of economic security evaluation criteria is carried out, and also measures to its providing for Russia are systematized at the federal, the regional and the local levels.

The article substantiates methodological approaches to determining the economic security of an industrial enterprise. Analytical modeling is used on the basis of systematization of the literature on the problem under study, as well as the results of an expert survey of leading specialists of industry enterprises. The basic concepts of economic security of an industrial enterprise are clarified. The classification of groups of factors, indicators, indicators and threats to the economic security of an industrial enterprise is developed. Taking into account the main directions of the strategy for the development of light industry in the Russian Federation, the main indicators of the economic security of the enterprise are highlighted.

The paper provides a methodological and methodical study of creation of a federal risk management system in the sphere of economics at the federal level (further - FRMS) provided for in a number of normative and concept selection documents recently accepted in the Russian Federation in order to organize and a regulate the activities for ensuring economic security of the Russian Federation. The study offers an evidence-based methodological basis for the creation of the FRMS with the use of modern approaches to the analysis of complex organizational systems. The research takes a system and vital methodological approaches and is based on the theory of development, the theory of management, and risk management practices of economic entities. The study states the methodological approach to the creation and functioning of the FRMS in concordance with “The strategy of economic security of the Russian Federation until 2030”. The authors identify the main characteristics of a national risk management system which features a higher level of complexity as compared to a corporation, a variety of terms and factors of existence and development, and a wider range of challenges, threats and risks as well as objectives and thus a wider range of operational values, criteria and sustainable development and efficiency indicators. The paper provides the bases for the realization of the purposes and functions of the FRMS and details its objectives. The article describes the methodological platform of the FRMS formation. The realization of the suggested methodology requires the involvement of subject matter specialists in various areas of knowledge and design - social systems, institutional approach to social and economic management, modeling of social objects, organizational systems, information and conceptual modeling, macroeconomics, information technologies, cognitive science and expert systems. The realization of the system requires the development of a road map and standard legal support, particularly, the statutorization of tasks and functions of national and economic security provision in the local acts regulating the activity of FSRM subjects - public authorities.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.

The article analyzes threats to regional economic security caused by a high degree of centralization of revenues at the Federation level with decentralization of expenditure obligations. The influence of the global economy on the formation of the revenues of the federal budget and the budgets of the subjects of the Russian Federation is determined. On the basis of the system approach, proposals have been developed to establish targets for the formation of interbudgetary relations from the point of ensuring regional economic security.

The author's interpretation of the concept of «socio-economic system of the region» is given in the article. The main stages of methodologies for assessing the socio-economic system are considered. The methodology developed by the authors for assessing the development of the social and economic system of the region is based on the implementation of certain principles, compliance with a number of requirements and consisting of 8 stages. The developed methodology was tested in assessing the development of SES regions in the Central Federal District of the Russian Federation.
