From Higher Education in Historic Palestine towards a Pan-Palestinian Higher Education

The fiercely waged, century-long conflict on the ground of historic Palestine between the Jews, who from the mid-nineteenth century have mainly immigrated from Europe, and the Arab Palestinians, who live there—and have been living there for centuries/thousands of years—primarily started in the educational field. With the establishment of the Technion Institute in 1912, the Political Zionist movement started to develop a higher education system (HES) that could deliver the human capital needed for the building of a prosperous state, one built on the occupation and expropriation of Palestinian land and material property, on the expulsion of the people who lived there, on a system of apartheid, and, at long last, on the denial and destruction of the Palestinian identity. It was only sixty years later that a Palestinian response in the field of higher education was in a position to start with the establishment of Hebron University in 1971, followed by over fifty other Palestinian higher education institutes (HEIs). Despite current numerical parity in the population of around 6.5 million each (The New Arab 2018) and the number of HEIs (over fifty each) on the ground of historic Palestine, a devastating multi-sectorial power discrepancy exists in favor of the visions of Political Zionism. The power discrepancy and the irreconcilable narratives developed on both sides render peaceful compromises impossible. Through bibliographic research, this paper provides an outsider’s general snapshot of the current state of higher education in Palestine in order to explore its relation to conflict narratives, to power gap, and to major political events. It presents ideas for an intra-Palestinian, just as a regional and a global, discourse on how the still weak Palestinian HES in the Occupied Palestinian Territory could be improved to further strengthen Palestinian economic and scientific progress. It reflects on how to expand into a pan-Palestinian HES that, in addition, targets Palestinian refugees and diaspora Palestinians from all over the world, as well as Palestinians living in Israel. Beyond this demographic expansion, this essay suggests an academic engagement with the strengthening of historic Palestinian identity and the restitution of its cultural Druze and Jewish components, which were lost during the last century of conflict. This strengthened renewed multi-religious (now multilingual) Palestinian identity can also offer a long-term perspective for a peaceful solution, a perspective which cannot be offered by the exclusive Political Zionism.

Since gaining independence, Kazakhstan has been carrying out active reforms in the field of higher education. This, in turn, led to a systematic policy of transition to a market economy. The research work will include the current state of the higher education sector in Kazakhstan and further development provided for by the Bologna process. In the course of the study, several typologies will be identified to visualize how the education system in Kazakhstan has revolutionized. Analytical methods, such as pie charts and graphs, are also used to analyze research data. The study discusses the need to improve the quality of human capital by improving and modernizing the higher education system. Domestic higher education plays a vital role in the professional training of competent and globally competitive specialists for all sectors of the economy of Kazakhstan.

The article examines the prospects that open up for the implementation of the educational process in higher educational institutions, as well as the problems faced by the modern higher education system in the context of the transition to distance learning caused by the current epidemiological situation in the post-digital world. On the basis of the data from a student survey made during the COVID-19 pandemic, who studied using distance digital technologies, we have analyzed the current state of higher education. Consequently, the authors have concluded that the universities, implementing programs for the digitalization of the educational process and the creation of massive online courses, are actually away from the real social circles of the post-digital society. Given the results, the authors argue that digitalization is not a way to resolve the internal contradictions of higher education. Moreover, digitalization as a goal of higher education somewhat hides the real contradictions of the learning process.

The significance of the higher education can be seen in terms of assisting the economy with skillful specialists who are considered to be the key force for the development of the country. Higher education is considered to be crucial in modern market-based economies. Particularly, the higher education enables the development and maintenance of the knowledge acquired by the youth. Higher education contributes to the development of the human capital, which can later act as crucial aspect of growth. This paper takes a broad perspective on the importance of higher education, precisely to the structure of Master’s degree programs, in many developed countries of the world including USA, UK and Germany. The paper uses the benchmarking method in order to analyze and apply practices of higher education systems in Uzbekistan. It is important to note that current state of higher education institutions in Uzbekistan reflects the practice of former Soviet Union institutions and needs to adopt strategies that are followed by world’s top universities. The main purpose of this paper is to critically examine the practices and evaluating the higher education system of these countries. The outcomes of the analysis are used to offer a framework for the development of higher education systems precisely in the context of masters programs, in Uzbekistan.

Researched is the problem of digitalization of education in the Republic of Kirgizstan. In Kirgizstan, despite the fact that the world has already been tied to digital technologies for a long time, the year of 2019 was declared the Year of Regional Development and digitalization of the country. However, at the same time, transition to a digital environment is noted as not fast enough. The article provides an assessment for current state and development trends of the modern higher education system, identifies problems of transition of universities in Kyrgyzstan towards digital educational environment. The purpose of this article is to analyze prospects of development and prospects in implementation of digital educational technologies, as well as to define differences between distance learning and online learning. Research in the problem is based on experience of organizing educational process and assessing its quality in various national systems of higher education, that was accumulated in International university of Kirgiz Republic.

Nowadays in higher education, we create lots of documents and datasets for every activity. We have to maintain course, program, and syllabus information, and also the connections between the course themes. We can download some documentation for this information, but there are many questions difficult to answer. Also we can find some HR related or organizational issues. The authors are working for an ontology which is able to picture the connections between the actors of a higher education system. Their ontology is built with integrating some existing one, for example AIISO (Academic Institution Internal Structure Ontology), FOAF (Friend of a Friend) and DC (Dublin Core). The ontology has four connected parts. These can describe an organization with its internal structure, the program and courses of a University, the people connected with the organizations, the courses or some documents. The authors can also characterize course materials, such as documents, books, or multimedia contents and can connect the knowledge base with ERP systems also.

AbstractThe aim of the paper is to perform an analysis of the current state of Romanian higher education taking into account the changes, challenges and opportunities for a sustainable higher education system, and performing an integrative and anticipative approach to education. The relevance of the topic is supported by the endeavour of integrating Romanian education in the European higher education and the European research area. Annotation: The article discusses the current state of quality management systems in universities of Kyrgyzstan, their main characteristics, and also offers some recommendations for improving the quality management of education based on the QMS. Special emphasis is placed on the premises of the formation of a quality management system in the conditions of development of the higher education system of the Kyrgyz Republic. It is noted that until now there are no regulatory documents regulating the choice of one of the models of the quality management system in higher education. Educational institutions have the right to choose a model for the formation of a quality management system. The authorselected the main problems of the current state of education quality management in higher educational institutions of the Kyrgyz Republic. Based on the analysis, were proposed specific ways and directions of work in order to improve the quality of education based on quality management. It is emphasized that in modern conditions the introduction of a quality management system guarantees the quality of education and increases the competitiveness of universities.

Higher education has made tremendous strides in Afghanistan since the fall of the Taliban in 2001, credited largely to a highly centralized approach.  Yet as the country and its higher education system continue to develop, institutional autonomy is now a top priority.  This paper describes the current state of institutional autonomy in Afghanistan, as well as remaining challenges.
