Socially Not Acceptable: Lessons from a Wind Farm Project in St-Valentin, Quebec

Social acceptability appears as a new public norm that major projects must meet in order to be authorized and realized. This article proposes to analyze the case of a wind farm project in the municipality of St-Valentin, Quebec, Canada near the border with Vermont, which was cancelled by the government due to lack of social acceptance, in order to illustrate the importance of this norm today. The project involved the construction of 25 turbines to generate 52 MW of power. Launched in 2006, the project was already significantly under way by 2008; however, in 2011, the government permanently shelved it. Through a combination of document analysis and 11 interviews, we identified the main reasons for the lack of social acceptability: lack of upstream consultation from the developer and wrong scale planned for the consultation process, controversies surrounding the public decision-making process, profound contradictions between the community’s values and interests and the nature of the project, and perceptions of the impacts on the landscape and conflicting uses. For better project social acceptability, lessons learned from this case suggest from a procedural perspective opting for broad, open, and early consultation, prioritizing a regional scale for the approach and acting with transparency, clear rules and a concern for building an ongoing relationship with stakeholders. From a more substantive perspective, our analysis points to the importance of factoring in the level of compatibility between the nature of the project and the values and interests shared by stakeholders in the community, and planning potential modifications to adapt the project to the context in light of their demands.

Abstrak Artikel ini mendeskripsikan respon pemerintah Australia terhadap pandemi COVID-19. ini Respon kebijakan pemerintah yang menjadi fokus adalah pengelolaan risiko di tiga sektor utama: kesehatan masyarakat, sistem kesehatan nasional, dan keberlangsungan perekonomian negara. Artikel ini kemudian menjelaskan bagaimana Australia dianggap sebagai salah satu contoh negara yang sukses dalam menangani pandemi COVID-19. Kebijakan untuk menutup perbatasan sejak dini dan penyusunan kebijakan terkoordinasi yang berdasar saran para ahli merupakan beberapa kunci kesuksesan Australia. Selain itu, kepatuhan masyarakat turut mendukung keberhasilan implementasi dari kebijakan pemerintahan. Namun, kepatuhan penduduk Australia merupakan hasil dari rasa percaya terhadap kemampuan pemerintah untuk menangani krisis. Berbagai faktor tersebut membuat Australia berhasil melandaikan kurva COVID-19 dalam waktu kurang dari enam bulan. Walaupun masih cukup dini untuk mengidentifikasi pelajaran yang bisa diambil dari Australia, namun dapat dikatakan bahwa di tengah pandemi dan krisis, pemerintah harus bekerja bersama dengan masyarakat agar kebijakan yang telah disusun dapat diimplementasikan dengan baik.   Kata-kata kunci: COVID-19; respon pandemi; Australia This article describes the Australian Government’s responses to the COVID-19 pandemic. The focus is on the policy responses to mitigate the risk in three main sectors: people’s health, national health system, and economic livelihoods. It discusses how Australia’s response to the COVID-19 pandemic is among the few successful cases in the world. Australia’s early border closure and coordinated policy measures with the experts are among the key behind Australia’s success. Besides, Australian public compliance further supports the implementation of government policy. Such compliance is the result of people’s trust in the Government’s capability to tackle the crisis. As a consequence, Australia has succeeded in flattening the curve within less than six months. Although it is relatively early to identify the lessons learned from Australia, it is safe to say that during pandemic and crisis, in order to make the policy works, the Government needs to work together with the public. Keywords: COVID-19; pandemic response; Australia

Current conditions show that the coronavirus is not an epidemic that can be ignored. When viewed from the symptoms, ordinary people would think that it was only common influenza, but for medical analysis, this virus is quite dangerous and deadly. Currently, the effort that can be done to avoid the transmission of Covid-19 is to take preventive measures as early as possible. This article aims to review the extent of knowledge of Literature Review by reviewing five papers from the Science Direct and Google Scholar databases. The results showed that the five articles reviewed showed that students, health workers, and the general public gained independent knowledge about Covid-19 in different ways. The knowledge is formed from information obtained from the internet and social media, TV, newspapers/magazines, discussions with peers, and from lessons learned in college. Therefore, the government should pay attention to the dissemination of information related to Covid-19 so that the public can receive accurate information as an effort to form knowledge so that accurate preventive measures can be obtained against Covid-19 in the community.

Government expenditure on public procurement accounts for a sizeable part of economic activity and demand. The annual public-sector procurement budget accounts about 20% to 30% of GDP in the developing countries, which provides the countries public sector with considerable leverage to stimulate the public-sector consumptions favoring goods, works, and services using fewer resources, and less harmful to the environment. The public sector should be more responsible for supporting environmental and broader sustainable development objectives. Green public procurement (GPP) is slowly getting recognized internationally as an effective means for public administrations to manage the balance between cost-effectiveness and sustainable development. The public fund should be used responsibly to uplift the health, environment, and social life. At the same time, the goods, services, and works procured by the government must achieve value for money. This chapter focuses on the importance of green public procurement strategies that could guide the countries to successfully plan, procure, and implement green public procurement (GPP) by outlining policies, strategies, and actions to boost green public procurement. The recommended strategies are based on the international best practices and the lessons learned from the experience by different government around the world. These strategies could be updated and customized based on the specific country context and their readiness.

In its early catalogue and transaction phases, E-Government (e-Gov) has been quite successful, although some critics say that it mainly reaped the harvest of relatively low hanging fruits by making paper-based information accessible over the Web, and also by Web-enabling some existing transaction processes. The subsequent horizontal and vertical integration phases of e-Gov, those critics hold, present a greater challenge and require more technological sophistication and organizational effort. Business processes may need streamlining, change, and even replacement in order to become more citizen-centric and also increase government internal effectiveness and efficiency (IEE). This exploratory study finds that strategies and objectives for reaching the integration phase vary with focal areas and motives. However, e-Gov, it is found, is a main driver of business process change in the public sector. Many practices and lessons learned from private sector reengineering apply in the government context.

‘Joined-up government’ has been a topic of important discussion in the early twenty-first century as much as it was in the end of the twentieth century. Reinventing government was a move towards the ‘new public management’ which revolved on the importance to stimulate a business situation in the government and to apply the disciplines of the market to the public sector. The joined-up government on the other hand advocated a more holistic approach. It not only sought to apply the logic of economics but also the insights of other social sciences such as sociology and cultural theory to reform and change public service. This book focuses on the joined-up government strategy of the UK government. This strategy sought not only to bring together the government departments and agencies but also a number of various private and voluntary bodies for a common goal. The chapters in this book discusses the various barriers to the joined-up government such as contrasting perspectives of the central and local government, the conflicting departmental interests, and the diverging interests of the professionals.

This paper describes the implementation of a series of ventilation strategies in a nursery and primary school from September 2020, when the government decided to resume the students’ face-to-face activity in the middle of a COVID scenario. Air quality and hygrothermal comfort conditions were analysed before the pandemic and compared for different ventilation configurations in a post-COVID scenario. Ventilation strategies included the protocols issued by the Public Administration, while others were developed based on the typological configuration and use of the school. Results revealed that it is advisable to implement certain strategies that reduce the risk of infection among the occupants of the spaces, without a significant decrease in hygrothermal comfort. Given the importance of maintaining better IAQ in the future within classrooms, and regarding the pre-COVID situation, these strategies may be extended beyond this pandemic period, through a simple protocol and necessary didactic package to be assumed by both teachers and students of the centre.

The main aim of this paper is to analyze how the yearly budget of public entities may be used as a tool of social accountability. The interest in researching this topic roots in a change in management style, from a bureaucratic kind, based on the formulation of rules and limitations, and on the more formal than substantial control of the civil servants’ compliance with the former, to a “post-bureaucratic” kind of management (Maroy, 2005), essentially founded on the evaluation of how efficiently resources are exploited. In this context, the term “accountability” refers to the set of techniques which may be used to measure and evaluate the results delivered by the administrative bodies, as well as the impacts on the community (Patton, 1992). The process of accountability confers to the subjects in question the legitimization of their own behaviour. After exploring the concept of social accountability, the paper will focus on the aspects of the public budget which make it a suitable tool of social accountability, showing how the shift from the New Public Management (NPM) paradigm to the Public Governance paradigm has strengthened and more clearly defined said role.

This article focuses on the central national government of Great Britain. It outlines the most important permanent features of the British administration, those which have remained constant over the past hundred years or so. It then describes the major changes in the public service between 1960 and 1970 and during the government of Margaret Thatcher. It also discusses some unresolved issues and identifies key lessons learned on how to reform and maintain an efficient public administration. Furthermore, it is explained that the British civil service has been altered by accession to the European Community, because their laws restrict the formulation or implementation of British public policies. Finally, thirteen essential elements for an effective civil service in a modern democratic state are mentioned.

Abstract: The metamorphosis of public organizations in response to internal and external demands is manifested in the form of reform, revitalization and the formation of government networks. The government is required to always adjust to the development of the environment. This adjustment is an effort to respond to the development of society and the global environment. External factors require public organizations to be more flexible in governance. This article wants to discuss the efforts of the Banyuwangi Regency government and the collaboration that was carried out in order to fix green open space in Banyuwangi Regency, East Java. The approach used in writing this paper is a socio-legal approach that combines normative approaches with research results, assessment results, and other references and is reinforced by empirical research conducted through interviews and observations. This research found the existence of efforts by the city government to develop regulations related to the regulation of green open space as well as various collaborative efforts between government, civil society and the private sector in the implementation of the development of green open spaces in Banyuwangi Regency. The preparation of legal instruments and the establishment of government networks is actually part of the new public governance paradigm that seeks to optimize the roles of government and stake holders in the development of green open spaces. This study also found that the role of the community as a civil society was considered important in promoting democratic governance, the effectiveness of regulations that were oriented to the public interest.

The reform of Public Administration in Kosovo is an essential part of the State-Building process. By the administrative reform, the Government aims to modernize the Public Administration, to strengthen its capacities and to make it more efficient and accountable. The post-conflict period in Kosovo from 1999 when the building of the new Public Administration in Kosovo began until the beginning of the administrative reform is a relatively difficult period for Kosovo. The reform of the Public Administration in Kosovo is manifested in two ways: first, in relation to its own development structure and, secondly, in relation to the functions it performs, the effects which are realized and the services provided to Institutions and citizens. The implementation of E-Government in Public Administration in Kosovo enables all efficient categories of Government services, at any time and from any distance, in order to meet daily needs of citizens. E-Government modernizes the administration and enables the creation of an efficient and accountable management at all levels of administration. Through the provision of electronic services to citizens, Kosova will be part of Europe.
