The research of financing the socio-economic development of the region at the expense of local budgets was conducted. Particularly, the conceptual foundations of socio-economic development budget financing have been further developed in terms of determining the directions of using resources that ensure the effectiveness of socio-economic development, systematic financial instruments of social development of the region, and supplemented in the allocation of grants and programs of the State Fund for Regional Development.On the basis of the analysis of budget expenditures, the analysis of financial support of socio-economic development of Ukraine and Ivano-Frankivsk region was carried out. In particular, the expenditures of the general and special fund of the Ivano-Frankivsk regional budget for financing the main directions of socio-economic development of the region were analyzed, the main trends were identified and problems were identified.Despite of important tasks that local governments face up when formulating and using development budgets, they are now mostly used to simplify individual budgetary procedures. In addition, the miserable sumes of local budget development revenues are directed, for the most part, to capital expenditures, to the repairs of social facilities, but not to investments in socio-economic development programs. Therefore, the development budget, as a mechanism for making budget investments, needs to be reformed and improved, due to the limitations on filling this fund with financial resources, the inefficient mechanism for its use and control over the level of efficiency.The state of socio-economic development of Ukraine can be concluded on the basis of statistical indicators characterizing trends in the social and economic spheres. Based on the data of the State Statistics Service, the importance of these indicators in 2015 – 2018 was highlighted. This helped to indicate a number of positive trends within the economic component of socio-economic development and the negative dynamics of some social indicators. It allowed justifying recommendations for improving the effectiveness of financing the socio-economic development of the region.

Introduction. Given the limited own resources of local self-government, it is important to ensure the effective functioning of the mechanism for providing investment subventions from the state budget. Such investment subventions include subventions for the formation of infrastructure in the united territorial communities and subventions for the implementation of measures of socio-economic development of separate territories. The purpose of the paper is the analysis of the mechanism of providing and using investment subventions to local budgets in order to identify disadvantages and eliminate them. Results. Providing an “infrastructure” subvention to local budgets has strengthened the capacity of united territorial communities and to some extent improved the quality of services provided to the population. During 2016–2019, UAH 6.5 billion was allocated from the State Budget of Ukraine to local budgets for infrastructure development and 9475 projects were implemented. With the help of these subventions, schools, kindergartens, outpatient clinics, cultural and sports institutions, water mains and roads were built and repaired, and specialized transport was purchased. However, in recent years, the role of this subvention has decreased significantly due to the fact that the number of UTCs that received an infrastructure subvention during 2016–2021 has increased significantly, and its volume has hardly changed. The amount of subventions from the state budget to local budgets for the implementation of measures for socio-economic development of certain territories has also decreased, which negatively affects the capacity of local governments in the field of investment projects. Conclusion. The volume of investment subventions remains insufficient, and their distribution is partly in a “manual mode”, which creates a favorable environment for political corruption and lobbying.

The system of regional development and the conceptual apparatus of the term “region” are analyzed. Modern problems of local budgets are revealed. The focus is on the low level of financial capacity of local budgets, which affects the state of solving current socio-economic problems, as well as the independence of local governments. At the same time, there are examples of inefficient use of budget funds, which are allowed by budget managers at the local level, which negatively affects the achievement of priority goals of socio-economic development of territories. Attention is focused on the need to improve the quality of management of managers and recipients of budget funds, including the use of program-targeted budgeting method. Emphasis was placed on the need to expand the tax capacity of the regions in filling local budget revenues. Emphasis is placed on the expediency of better use of budget policy instruments in improving the effectiveness of budget expenditures, ensuring sustainable dynamics of socio-economic development of regions, which will improve the level and quality of life.

The significance of regions’ budget security as a component of financial self-sufficiency in the conditions of public administration decentralization is revealed. The definition content of «region’s budget security “ is defined from the standpoint of balance of local budgets in terms of revenues and expenditures, risk and threat assessment, sufficiency of financial support for the execution of functions and powers entrusted to local governments. The budgetary security of the region is proven to be a condition that ensures the balance of local budgets in terms of revenues and expenditures in current and strategic dimensions, which allows the local governments to fully fulfill their functions and powers, to neutralize the existing risks, threats and dangers. The author’s approach to rating regions of Ukraine is outlined. It is carried out on the basis of such key indicators as balance of the regional budget in % to GRP, budget’s revenues of the region per capita, budget expenditures per capita, ratio of the amount of received transfers to the sum of budget expenditures of the region in the consolidated state budget, the ratio of tax and non-tax revenues to the local budget, the share of tax revenues in the total budget of the region, the share of official transfers in the total local budget revenues, transfers from the state budget in % to GRP. This allows for determining of the level of budgetary security of territorial entities. The main methodological principles for the rating of regions are defined: the selection and evaluation of absolute indicators, the analysis of relative coefficients, the choice of integral indicators and the formation of rating estimates. The results of the analysis of the budgetary security of the regions revealed significant disparities in the formation of local budgets in terms of revenues and official transfers from the state budget and their significant budgetary differentiation. The uneven amount of transfers in total local budget revenues and the substantial dependence of territorial communities on public funding are emphasized.

In the past five decades of political independence in Nigeria, local government administration has moved from the colonial styled Local administration characterized by peculiar systems to the federating units to the present unified and standardized system that constitutionally recognizes local government as the third tier of government. As the third tier of government, local governments are entitled to a statutory allocation of national revenue and the carrying out of specific functions in response to local needs. The objective of the problem statement of this article is to show that the present system whereby, the Constitution gives the State governments the power to handle issues of organization and responsibility in the local governments places a strong limitation on local autonomy and governance at the local level. The abuse of these provisions in the Constitution by the State governments coupled with other issues such as low level of commitment to the people and lack of monitoring and evaluation are negatively affecting grassroots socio-economic development in the Country. Local economic growth and development is an imperative for overall socio-economic development of the Country (the local population presently faces high incidence of poverty, unemployment, lack of social infrastructure and low economic activities). It is in this context that the article prescribes a developmental local government model which has local economic development (LED) as ‘the mandate’ to address the concerns of poverty, unemployment and inadequate resources in the rural areas. The LED approach enables local governments to stimulate economic activities and improve the socioeconomic conditions of people in the localities by working in partnership with private and other non-governmental sectors.

Problem setting. On the way to the realization of Ukraine’s European integration aspirations, there are many unresolved problems related to the improper implementation of reforms that slow down the processes of economic development and social security of the population. Ukraine needs proper governmental guidelines, capable of promoting proper socio-economic development of society with the help of methods adopted in the civilized world.Recent research and publications analysis. Features of public administration in the field of socio-economic development are the subject of research by many scholars. In particular, it is necessary to mention such scientists as A. Antonenko, D. Babych, V. Bazylevych, V. Besedin, N. Voronina, V. Geiets, Z. Gerasymchuk, B. Danylyshyn, V. Kutsenko, I. Mikhasyuk, V. Myagkyi, Y. Pakhomov, O. Panukhnyk, V. Savchenko, M. Sokolov and others. These researchers study issues related to public administration and the formation of effective public policy in the field of socio-economic development, focus on the need to implement government functions with maximum effect.Highlighting previously unsettled parts of the general problem. Despite the large number of publications on the peculiarities of economic and social development of the state and public administration of these processes, there is still a need for in-depth scientific research related to the implementation of European integration aspirations of the Ukrainian state. Ukraine’s intention to be a full member of the European Union requires radical transformational changes in the field of socio-economic development and increasing the efficiency of the state’s implementation of its management functions.Paper main body. The fundamental legal framework of Ukraine provides grounds for talking about the close relationship and harmonious combination of social and economic development and determines the overall strategic course of public policy as a whole. Based on this, it is safe to say that the outcome of the functioning of economic entities in the economy of Ukraine directly depends on what are the management actions of public authorities authorized to regulate, coordinate, evaluate and control the actions of these entities and affect the welfare of life population as a whole. Thus, the state performs its functions in all spheres of socio-economic life of the country.Effective economic policy of the state directly affects the social development and well-being of citizens. Increasing the level of welfare, social protection, ensuring equal rights and opportunities for all citizens, the right to property, work and earnings, decent social security, education, health care, etc. are the result of effective management of economic processes in the country. Accordingly, it makes it possible to implement such basic tasks of social policy as improving the quality of life of the population; increasing its employment; providing an opportunity for every citizen to realize his potential to meet his needs for the development of his personality; improving the remuneration of employees in all areas; ensuring the availability of a sufficient number of social infrastructure facilities in the state.Standards of socio-economic development in Ukraine differ from their counterparts in developed European countries. Given the European integration aspirations of the Ukrainian state, it is necessary to ensure continuous and effective transformational transformations that affect this area, and to improve the institutional support of this process, which would correspond to the basic principles, standards and norms of the European Union.At present, it is difficult to talk about the adequacy of public administration actions in the field of socio-economic development of the Ukrainian state, which would meet European standards. Evidence of this is the inefficiency of public finance management, incomplete decentralization transformations, imperfection of regulatory and legal support of processes in the economic and social spheres. Conclusions of the research and prospects for further studies. Socio-economic development of the Ukrainian state has sufficient legal support, but to implement the European integration vector of Ukraine it is necessary to provide a number of tasks: to develop an effective mechanism on the basis of which will systematically and purposefully implement the strategy of socio-economic development; to unify institutional support in the field of development and implementation of strategic plans in the field of socio-economic development; to form new and improve existing approaches to the development of strategic plans for the short, medium and long term at the national and regional levels; to provide a system of monitoring and control over the implementation of those tasks that are set in the implementation of the strategy of socio-economic development; to determine the criteria for analyzing the effectiveness of the implemented measures within the strategy of socio-economic development, which will allow to assess the degree of achievement of the strategic goal. An integrated approach to the implementation of these tasks will allow to take the socio-economic development of Ukraine to a qualitatively new level and to increase the welfare of the population as a whole.

The actual problem of optimizing financial management in state budgetary healthcare institutions is considered. In the framework of the state policy, it is necessary to clearly define the limit of social guarantees provided at the expense of budgets, and to create new mechanisms for social protection of citizens. The implementation of this task largely depends on the condition and stability of the state and municipal finances, which are the main source of healthcare funding. The Federation entities and municipalities are independent in determining the list of target programs due to different priorities of socio-economic development, differences in the structure of state authorities and local governments. When forming the procedure for the development, implementation and evaluation of the effectiveness of targeted programs, the Federation entities and municipalities must find a balance between approaches of the federal government level, the specifics of the territory and the features of the existing system of state (municipal) managing its socio-economic development. The authorities of various levels are forced to limit the growth of budget expenditures against the backdrop of an unfavorable economic situation. The most important condition for the development of the budget system of the Russian Federation in such a situation is to increase the efficiency of the use of budget funds. Health expenditures account for about a quarter of territorial budget expenditures. Therefore, one of the most important issues of financing state medical budgetary institutions is financing from the funds received from the provision of paid services through active cooperation with insurance companies. The analysis of the structure of financial flows revealed trends and deviations from the planned values. The effect from cooperation of medical institutions with insurance companies is analyzed. Cooperation is based on the variation of two main variable factors - the discount and the expected increase in demand for services, which allows us to determine the effectiveness of project implementation both for individual groups of services and for the entire commercial activity of the hospital as a whole.

The analysis of the scientific sources devoted to problems of regional development is carried out. The article reveals that the organizational and legal basis for the regional policy has been formed the basic principles of regulation of socio-economic development at the regional level have been determined in Ukraine during the period of independence. The research shows that in the context of continuing administrative reform, the state regional policy, which is part of the national strategy of the socio-economic development of Ukraine, is closely linked to adjusting the administrative-territorial structure of the state. It is implemented by executive authorities and local governments through the system of methods, tools, means, measures for the realization of the defined purposes and maintenance of efficient, complex management of social and economic development at the regional level. The dynamics of the main indicators of socio-economic development at the regional level is presented. The paper shows that the GRP resumed growing in Donetsk and Luhansk regions. The analysis indicates the population reduction in all regions of Ukraine, except for Kyiv region, which is the leader in the number of arrivals; concentration of human resources in industrial regions (25% of the population of Ukraine is concentrated in Donetsk, Dnipropetrovsk, Kharkiv regions); GRP growth per capita in most oblasts and Poltava, Dnipropetrovsk, Kyiv (excluding Kyiv) oblasts reaching the leading positions; increasing level of concentration of production in cities with a population of over a million: Kyiv, Kharkiv and in the largest regional centers of Ukraine: Dnipro, Odesa, Lviv, and others. The paper proves that public authorities during the development of strategic, program decisions on regional development management should take into account the challenges caused by the geopolitical situation, the global crisis caused by the pandemic, climate change, man-made disasters, etc.

The author revealed the injustices in the territories formation of the united territorial communities (UTC) under the local self-government reform, which are manifested in different, uneven volumes of their land use and the resource basis in general for local socio-economic development. The methodological approach used by the authorities in determining the capacity of united communities in their formation (in terms of compliance with the criteria – the area and the population density), led to the fact that in rural areas with low population density they had to form large UTCs to reach specific parameters by population. The hypothesis that territorially large UTCs are capable is ambiguous: on the one hand, land tenure and land use is a resource for socio-economic development of communities, on the other – in a large area the cost of providing essential services to the population in remote villages increases together with the administrative and other costs. Paper proves that large-scale rural UTCs should become objects of the state support as the “rural areas in unfavourable conditions” under the State Strategy for Regional Development for 2021–2027. The author justifies injustices in the centralization of powers on disposal of land resources. The land decentralization as a transfer of relevant powers to UTC local governments will be finally completed, according to the Decree of the President of Ukraine “On some measures to accelerate reforms in the field of land relations” № 449 from 15.10.2020, which will contribute to orderliness in this area and filling local budgets. It is also advisable within the UTCs to give internal communities the right to dispose of their economic territory’s land resources in these communities’ interests. The paper shows discriminatory aspects of administrative reformatting of 120 voluntarily formed and functioning UTCs, according to the Government’s long-term plans for 2020: by recognizing them as insufficiently capable, they should join other communities or unite into larger UTCs.

Further improvement of financial relations at the local level and the development of local budgets take place in the context of financial decentralization. This implies strengthening the role of local governments in attracting necessary financial resources to ensure socio-economic development of territories. The purpose of this paper is to identify the impact of decentralization on the state of local budgets and to develop a scientific and methodological approach to assessing the level of financial decentralization of local budgets using the example of Ukraine for 2010–2019. The developed methodology consists of six successive stages. A comparative analysis of the dynamics of indicators of local budget execution in Ukraine in terms of revenues, expenditures and transfers using an integrated index obtained through taxonomic analysis is conducted. As a result of evaluating the effectiveness of the basic principles of financial decentralization, the expediency of calculating the integrated index of local budget financial decentralization is substantiated. This index is formed using intermediate indicators of autonomy to cover expenses and generate income both on the basis of own sources and taking into account the received state transfers for the implementation of their own and delegated powers of local governments. The implementation of the proposed method allow one to assess the levels of financial decentralization of local budgets to establish the degree of financial autonomy and financial self-sufficiency of the territories. The results obtained should be considered when determining the effectiveness of financial support for local budgets in the process of socio-economic development of regions.

Доходы бюджетов публично-правовых образований являются финансовой основой, обеспечивающей органы государственной власти и местного самоуправления денежными средствами для организации всестороннего развития субъектов Российской Федерации, муниципальных образований и государства в целом. Однако на сегодняшний момент имеющихся у местных бюджетов доходных источников недостаточно для полного выполнения возложенных на них задач. Для решения выявленных проблем нужен обоснованный комплекс действенных предложений, учитывающих современные тенденции социально-экономического развития РФ и зарубежный опыт. Budget revenues of public legal entities are the financial basis that provides state and local governments with funds for the organization of comprehensive subjects’ development of the Russian Federation, municipalities and the state as a whole. However, at the moment, the revenue sources available to local budgets are not enough to fulfill the tasks assigned to them. To solve the identified problems, we need a justified set of effective proposals that take into account current trends in the socio-economic development of the Russian Federation and foreign experience.
